New market set to open
for Fiji exporters
Exporters in Fiji have a chance to enter a
new market after the visit of a 24 member
Chinese delegation last week.
The Wenzhou Trade and Economic
delegation is in Fiji on a fact finding
mission. The delegation, led by Xia Lin
Hong, comprises of representatives from
the wholesale, electronics, and import &
export sectors.
Speaking on behalf of Fiji Trade and
Investment Bureau Ravuni Uluilakeba,
President of the Fiji China Business
Council William Situ said the FTIB was
working on nurturing Fiji’s links with
China.
“As we are all aware, China is one of
our most important trading partners and
together with the embassy of the People’s
Republic of China and the Fiji China
Business Council, FTIB has been fervent
in its endeavor to nurture these links,” said

kava production last year compared to the
previous two years.

Agriculture Department during the Reserve
Bank’s maritime micro-finance expo in
Savusavu last month, kava production for
2008 was 692 tonnes, 2009 was 549 tonnes
and 1434 tonnes last year.
“The people were engaged in a lot of
comprehensive farming program which
resulted in doubling the production of kava
in Savusavu,” Ro Aca said.

of China, I sincerely hope that this will
bear more fruit for our booming economic
and trade relations.”
The visit was coordinated by the Fiji Trade
and Investment Bureau, the Embassy of
the People’s Republic of China and the Fiji
China Business Council.
The delegation was hosted to a dinner at
the Holiday Inn on Friday by the Fiji Trade
and Investment Board.
“We would like to engage the AMA into
this sector because it will provide the
farmers a stable market and a better market
than dealing with individual dealers.”
Ro Aca said the increase in kava production
was a positive sign, it indicated peoples’
changed mind-set.
“People are beginning to change their
means of livelihood from planting only
one crop such as dalo to diversifying their
farming crops,” Ro Aca said.
“They have access to resources such as
land and its encouraging having people in
rural areas make use of it.
“Planting more than one crop will better
chances of getting a better income and this
will better livelihoods.”
Fiji Trade and Investment Bureau said the
invitation to participate in such an event
was an excellent opportunity to network
into business and government in both
countries and to help further their business
goals in Fiji.
The AFBC marks its 25th anniversary.
Indonesia offers
farming tips
Indonesia has a lot to offer to Fiji in terms
of agricultural ideas and farming methods.
During a rice farm visit in Jutiliwah, Bali
Indonesian Ambassador to Fiji, Chandra
Salim said, “What we want to show Fiji
and the Prime Minister during his visit
here this week that we have lots of ideas
and methods of farming, which can be very
well adopted by Fiji.
“Fiji has same land types as some areas
are mountainous with slopes which can be
utilised for rice farming as done here.
“We did propose to the Prime Minister about
this farming community here to see how the
farmers are able to use this centuries old
system of rice farming,” he said.
Due to a tight schedule the Prime Minister
Commodore Voreqe Bainimarama won’t
be visiting the sites but Mr Salim said he
had shown keen interest in knowing about
the agricultural methods used here. The
system here is known as ‘subak’ which is
an irrigation system where farmers living
on the upper half of the slopes share water

International Bond Issue” on March

international bond issue of US$250 million
or roughly F$500 million- in terms of its
coupon price and interest charged.

He said it resulted in an increase in foreign
reserves and real resources for Fiji and that
it could lead to higher growth rates if used
wisely.
Dr Jayaraman pointed out however, that
part of the new bond was to repay the earlier
bond, but at a higher interest rate of 9%
compared to the 7% earlier.
He stressed that there were cheaper loans
possible from IMF and ADB, but the Fiji
Government probably did not intend to
satisfy the harsh conditional ties aimed
at implementing reforms (balancing the
budget, reducing public debt, trimming
the civil service and cutting recurring
expenditures) that are normally attached to

they run horizontally around the slopes of
high mountains in large scales.
Jatilwih is located close to the National
Park border of Mount Batukaru around 65
kilometers from Denpasar.
Apart from a shopping haven and surfers’
paradise for millions of people around the
globe, the vast rice fields have become a
great tourist attraction and are situated 700
meters above sea level.
Jatilwih was recently listed as UNESCO
World Heritage site for its preservation of
traditional and organic Balinese farming
techniques.
This method was adopted in Dreketi in
Vanua Levu on a small scale after few
local farmers were sent by the Indonesian
Embassy to study and observe this system.
“We also plan to introduce more varieties
of rice which will help in producing more
rice in Fiji,” he said.

In efforts to boost educational facilities
in the country, Government has provided
free text books and free bus fares to ensure
all children have access to education and
better career paths. Now efforts are made
to facilitate school uniforms.
This will be possible through initiatives
by the Minister for Social Welfare,
Women and Poverty Allevation Dr Jiko
Luveni who distributed more than 44
sewing machines to 22 women groups in
Taveuni and Qamea Island. These groups
had requested the ministry for sewing
machines, particularly to facilitate the
sewing of school uniforms for children
and to supplement the income of women
in villages.
Dr Luveni while handing over the sewing
machines reiterated on Government’s
commitment to education development
and women empowerment in the country.
“These sewing machines will be an ideal
tool for economic growth in your villages
particularly in making school uniforms
for the children. The machines will also
serve as a source of income for the women
groups to earn money and save it for
future investment,” she said.
“The intention is for children to have
proper school uniforms, especially in
remote and isolated locations.
“It is Government’s vision to see that by
the year 2014, all the villages in Fiji have
two sewing machines each.”
Accompanying the minister during the
official visit, Mr Ilivasi Finau, District
Officer Taveuni reminded communities
on Taveuni to make proper use of the
assistance given by the Government.
“I urge all the women groups and
communities to work together in ensuring
that the assistance given by Government
must be satisfactorily achieved and put to
good use. The minister has come up with

plait mats. We have been requesting for
the sewing machines for past few years
and we are glad that our prayers have
been answered and we are thankful to
the minister for not only giving us the
machines but taking out time to meet us,”
Mrs. Driver said.
“Somosomo District School is nearby and
most women have sewing skills, so with
the machines we can now make school
uniforms for the children. We are looking
at some 200 school children and the
minimum costs for the uniforms are $4.
We thank the Government for assisting us
not only with the bus fares for the children
but now with the school uniforms,”
Expressing similar views, Lovonivonu
Village representative Alisi Bogiva said
the sewing machines would be a great
boost for the community.
“About 50 women in our group will
benefit from this assistance. This
assistance encourages the women to
utilise their sewing skills to make school
uniforms and clothes for their families.
We are really happy that she is visiting us
and she is the first minister to visit us,” Ms
Bogiva said.

Watikini applauded the minister’s visit.
He said people on Taveuni were happy
with the developments carried out by
the Government particularly in terms of
empowering women to alleviate poverty.
“This is the first minister to visit us
and talk to us so openly we feel happy
and appreciated Dr Luveni’s message
to the women to be self-independent is
inspiring. It provides a positive direction
to women development,” Mr Watikini
added.
Earlier this year, a total of 400 sewing
machines were given to the Fiji Women’s
Federation (FWF) by All China Women’s
Federation (ACWF).
Dr Narayan said this can fill up the space for
other patients and the purpose of the hospital
would be affected.
“The real purpose for this hospital is treating
people with mental disabilities and disorders -
stabilizing them and sending them back home.”
“With these clients we cannot send them
anywhere else so they are left here and we’ll
get filled up.”

Westpac Fiji introduces new
product

A NEW product by Westpac Fiji is expected
to “financially” include more people.
Choice Basic has been designed to meet
the needs of customers who have low
transaction volumes and want a simple
transaction fee structure.
“In designing the Choice Basic account,
we incorporated learning’s from our
microfinance program and have a tailored
product to better service the needs of the
micro customer segment,” Jason Stephens,
Fiji News
the general manager of Westpac Fiji said.
“We are confident that the Choice Basic
account will help improve access to
financial services through the affordable
fees based on a user-pay model.”
Additionally, customers who open a Choice
Basic account have a fee-free introductory
period until the end of this month.
These customers will also have access
to telephone and Internet banking and
Westpac’s suite of savings products if they
choose to start a savings plan.

manager, UN Pacific Financial Inclusion
Program, Tillman Bruett said studies
showed that low income clients needed
low-cost savings accounts, with a very
low or no minimum balance or monthly
maintenance fees.
“We are very happy to see Westpac adopt
such an approach in Fiji and applaud all
of their efforts to bring social welfare
beneficiaries into such accounts,” he said.
Westpac Fiji’s microfinance team and
selected staff at all branches throughout
Fiji have been accredited to deliver basic
financial literacy training, called Financial
First Steps, which is a core ingredient of
Westpac’s financial inclusion program.
Financial First Steps teaches participants
basic financial management and savings
skills. To date the Bank has delivered 75
training sessions benefiting 2600 people.
No tsunami threat to Fiji group
The 6.4 magnitude earthquake that was

application where sea water is circulated to
cool hot engines or in aircraft where cold
fuel is warmed by hot engine systems.
The hotel water supply is heated by being
circulated through the heat exchanger
buried in a geothermal hot spot on the hotel
property.
The town water supply enters the heat
exchanger at the “outside” temperature of
approximately 25 degrees and is heated
to 50 degrees prior to entering the hotel
reticulation system.
The process is all gravity-fed, so avoiding
the need for any additional pumps.
Ian Lilo, hotel maintenance manager
oversaw the whole process.
Mr Lilo said the beauty about geothermal
energy was that it was a 24-hour, seven-
days a week supply. This he says beats the
challenges of solar systems which are only
useful during daylight hours on good sunny
days or consistent wind for windmills.

Service or the Ministry as she had served
in various capacities and ministries
during her thirty-seven (37) years of
being a civil servant.
She began her career as an Executive

in 2007.
During Mrs. Mawi’s stint as a civil
servant, she also served as Fiji’s First
Secretary then Counselor at the Fiji
Embassy in Tokyo from 2000 through to

Upon her return to Fiji, she was retained
at the Ministry of Foreign Affairs as
Deputy Secretary for Foreign Affairs
and External Trade so her posting to the
Ministry is not new.
Mrs. Mawi retired from the Service
in October 2009 and has travelled
extensively both for personal and
professional reasons. She’s just returned
from Tuvalu on March 31, 2011 where she
had undertaken a one-year consultancy
work with the UN as an International UN
Volunteer Specialist in Aid Management
and Coordination assigned to the Ministry
of Finance and Economic Development,

Fiji Red Cross Society for quake victims
THE Fiji Red Cross Society is accepting
donations to help people in two countries
recently rocked by earthquakes.
It has received numerous enquiries from
members of the public on how to assist people
in Japan and in Christchurch, New Zealand.
The society’s director general, Christopher
Ho, said in a statement that the society was
accepting donations for earthquake affected
people in the two places.
“The attention on these two recent disasters

after 82 chefs and 25 kitchen stewards in his
restaurant.

director who will then organise everything
needed to be done in a funeral.
“Therefore, families of deceased can be in
comfort especially in time of the loss of a loved
one.
“This is a first for Fiji and will soon have our
own morgue,” Mr Prasad said.
“We must support their efforts,” he said.
“Your solidarity and generosity in these
challenging times will be appreciated by both
the people of Japan and New Zealand.”
Mr Ho said people could drop their donations
at the society’s national office in Suva and
state which country they wish to donate to.
He said receipts would be issued to people
making the donations and all donations are
tax deductable.

First angioplasty for Fiji
Chandrika Narayan was counting his lucky
stars as he lay on his Colonial War Memorial
Hospital bed in Suva.
The 57-year-old, now officially the first
local to undergo a successful angioplasty
operation at the hospital, relayed his “death”
and the “miracle” that has given him back
his life.
“I was at home (Monday night) when I
suddenly fell so feverish, with sweat all over
me. I felt weak and I suddenly blacked out.
I suffered a heart attack. The next thing I
realised I was in hospital,” Mr Narayan said.
He was rushed to hospital in an ambulance
from his Kalabu home. He was admitted
and monitored, with doctors confirming that
he had a blockage in the coronary artery.

The doctors decided that they needed to
perform angioplasty on Mr Narayan, if he
was to survive.
Local consultant at the Cardiac
Catheterisation Unit of the CWM Hospital
Dr Tevita Baravilala said they decided to go
ahead with the ‘operation’ after consultation
with a team of cardiologists from the
Auckland-based Ascot Hospital.
“We received this case of heart attack and
we had to make a decision as a matter of life
and death,” Dr Baravilala said.
“We had to place a stent in the blocked
artery so that blood can flow again. The
stent dilutes the blood and helps in the blood
flow.” A stent is a wire metal mesh tube used
to prop open an artery during angioplasty.
The stent is collapsed to a small diameter
and put over a balloon catheter. It’s then
moved into the area of the blockage. When
the balloon is inflated, the stent expands,
locks in place and forms a scaffold. This
holds the artery open. The stent stays in the
artery permanently, holds it open, improves
blood flow to the heart muscle and relieves
symptoms (usually chest pain).
Dr Baravilala said it was a moment he and
the CWM Hospital team would cherish.
“This is history for us and Fiji. This is the
first successful angioplasty operation and
we are so excited,” he said.
“Now we can continue with this and we are
so thankful to those who had the vision to
set up the Cath Lab here at the hospital,” he
said.
Mr Narayan could not agree more.
“I am so thankful for the timely help. I could
be dead by now but this has helped,” he
said. I was not sure whether I would die or
live. I am thankful to the team here at CWM
Hospital and the team from New Zealand
for their help.”
Dr Albert Ko and his team from Ascot
Hospital said the event now marked the
turning point for Fiji’s healthcare service.
FIJI’S FIRST FLOATING HOSPITAL
Fiji could see its first ever floating hospital
if a proposal being put together by Health
Minister Dr Neil Sharma gets financial
backing.
The hospital on a boat is expected to
cost about $10 million to have it up and
operating.
Dr Sharma, who has made positive changes
within the health system, wants the floating
and mobile hospital to service the maritime
islands.
This will be a ship built and fitted with
medical services similar to a major
hospital.
The idea is to take hospital services only
available at the divisional hospitals in
Suva, Lautoka and Labasa to maritime
islands.
This is because of the recurring
transportation problems islanders face
daily.
“This is something I am working on with
my think tank and interested individuals
and organisations,” Dr Sharma said.

“This now means that the local team can
start doing this operation, which is a big step
forward for Fiji,” Dr Ko said.
“We are here for a week and we have been
working with the local team here at the
hospital. They are learning quickly and the
first angioplasty operation is a big thing for
Fiji. There is a need for specialists to come
in and help and we hope that Fiji will reap
the full benefits of such a service in place.”
“I have had discussions with some possible
funding agencies and things look good.
“We will have to sit down and discuss
things further before we finalise when they
can eventuate.”
Dr Sharma said he was personally touched
by stories and personal accounts of patients
who tell of the difficulties they face when
there is an emergency on the islands.
“The Ministry of Health is here to provide
healthcare services to everyone,” he said.
He said the maritime islands were
disadvantaged because of transportation
problems they faced.
Although the Ministry has health facilities
on islands in Lau, Lomaiviti, Kadavu,
Rotuma, Cikobia and Rabi, emergency
services offered at the major hospitals are
not available there.
The Ministry has had to foot bills for
emergency flights to the islands.
A single flight could cost $30,000.
Dr Sharma said he was hopeful things
could materialise in the next five years.

Fiji Fish queries EU export
criteria
WHILE the list of fish exporting companies
to the European Union market by the
Ministry of Health’s Food Unit is being
considered, one stakeholder believes they
should be given a complete list of what to
improve on in order to be selected.
Fiji Fish Marketing Group Limited managing
director, Grahame Southwick said they had
raised the issue with Food Unit officers.
The unit is in charge of monitoring
compliance levels for the EU.
Mr Southwick said they spent over $1
million upgrading their factory plant, jetties
and trucks but they needed to know if there
was any point to that.
“Fiji Fish was the first company to export to
the EU and we did so successfully for four
years before Fiji was struck off,” he said.
“At that time, our orders were quadrupling
each year, and our buyers were saying the
product was the best that they had ever seen,”
he said.
Mr Southwick said as Fiji has to fight its
way back to re-inclusion, Fiji Fish had
spent hundreds of thousands of dollars in
maintaining and upgrading its factory to
HAACP, Japanese and EU standards and had
gone through several EU audits.
He said the audits resulted in demands for
more “improvements” and the company had
complied.
“Meanwhile, additional demands have risen
with regard to our vessels, which were not

previously an issue and are now made part
of the certification process ù our trucks, our
jetties, our ice machines,” he said.
“We are not sure yet where this is going to
end. We are told this may involve the airport
holding facilities also.
“If it is not already there, the point may
be fast approaching where the costs of
becoming ‘EU compliant’ are well beyond
any reasonable return on investment. As
such, we would stay with the Japanese and
US markets and forget the EU,” he said.
So far only two Fiji companies have met
the requirements set the European Union to
export fish there.
According to Mr Southwick only two vessels
and their company had access to the EU
market which was only about 1 per cent of
the Fiji fleet.
“In a nutshell, Fiji has received approval for
one out of seven of its factories, and five out
of 180 of its fishing vessels,” he said.
“We have asked for a complete list of
compliance factors. We will review the cost
of this compliance and decide whether it is
worth the exercise or not.
“Much will depend on their demands
concerning the vessels, as we have pretty
well covered all the other requests.
“We are not going to allow ourselves to be
led along a never ending trail of demands.
We are not dependant for our survival on the
EU,” he said.
Levuka Town awaits world
heritage listing
THE former capital Levuka on Ovalau
Island in the Lomaiviti Group is awaiting
word from the World Heritage Council on
whether it will be included in the global
heritage listing.
Levuka Town Council had submitted its
dossier last December and was anticipating
a response from the World Heritage
Council in March.
“Once that is confirmed, they (World
Heritage Council) will come and conduct
their own inspection,” Levuka Town
Council chief executive Sailosi Qalilawa
said.
“The first inspection will be done around
September this year. After a series of
inspections, the confirmation will be in
2014 by which time we will know whether
we can be included in the World Heritage
listing or not.”
Under the United Nations Educational,
Scientific and Cultural Organisation
(UNESCO), a World Heritage List is
based on the World Heritage Convention
which requires that member states identify
potential sites and their roles in protecting
and preserving them. By signing the
convention, each country pledges to
conserve not only the world heritage sites
situated on its territory, but also to protect
its national heritage.
Mr Qalilawa said this was where the
council’s main concern lies — the need

to upgrade the town’s infrastructure,
landscape and other essential services to
meet expectations of the world body.
“And this is what we are doing right now.
We’re just concentrating on the landscape
development and normal works like
beautification and cleanliness.”
Mr Qalilawa said road- works was
scheduled for June later this year.
Another major concern was drainage
works, which the town council was asking
for Government to assist.
Mr Qalilawa said there was also the “other
small things” like the omnipresent odor
from the Pacific Fishing Company (canned
tuna company) and the ‘sound’ from the
Fiji Electricity Authority facility.
The works required in order to meet World
Heritage Council prerequisites (for listing)
will be costly, he said, estimating it “into
the tune of hundreds of thousands of
dollars”.

3rd Battalion Infantry Regiment told ‘Be a soldier first’

More than 300 members of the 3rd Battalion
Infantry Regiment (3FIR) were told to
“be soldiers first” before excelling in other
aspects of their lives.
The Commander Land Force, Colonel
Mosese Tikoitoga as reviewing officer made
the order 3FIR soldiers during a parade at
Queen Elizabeth Barracks.
Col Tikoitoga told 3FIR soldiers: “We need
to rethink who we are”.
“We need to keep in mind that we are soldiers
more than anything else.
“There are many duties and activities that
need to be carried out for the betterment of the
Republic of Fiji Military Forces.
“As members of the 3FIR, you need to create
and establish a platform for other units in
the military that will bring about reliable
reputation to the institution.
“All other units of the military play a
supporting role while your role is to uphold
the integrity of the RFMF,” Col Tikoitoga said.
Soldiers of the 3FIR were reminded of the
need to remain physically, mentally and
spiritually fit.
He also made a call for soldiers to be proud
of the unit they are part of and the uniform
they wear.
“This will enable us to serve our country
and other nations well when called for peace
keeping duties,” Col Tikoitoga said.
Commanding Officer of 3FIR Lieutenant
Colonel Jone Kalouniwai was also at the
launch of Sub-unit training programme.
“The programme is a three-month highly
intensive training the unit will conduct
periodically in order to elevate basic
soldiering skills, unit cohesiveness and its
level of preparedness,” Lt Col Kalouniwai
said.
“This is to lift our performance and our
preparedness in case of any situation that
may arise the dress worn by the troops will
be battle-order.”

Electronic payments for Navua recipients

Social welfare assistance recipients in Navua
who were previously serviced by Navua Post
Office can now access all their social welfare
allowances through the Westpac EFTPOS
agent in Navua says Ministry for Social
Welfare, Women and Poverty Alleviation
permanent secretary Mr Govind Sami.
Mr Sami said recipients in Navua can
now also access their allowances through
EFTPOS at the designated food vendor,
which is Morris Hedstrom in Navua.
“We will continue to expand electronic
payments and Westpac will be opening
a number of new EFTPOS merchants to
service our clients in all districts,” Mr Sami
said.
He advised recipients that social welfare
funds were deposited only by the 2nd
working day of each month and recipients
should check their bank balances before
withdrawing any funds.
“For the Family Assistance (FA) recipients
living in areas, which are not serviced by
Westpac ATM’s, withdrawals from EFTPOS
facilities operated by authorized food
vendors will not include any service fees if
they redeem their food vouchers at the store,”
Mr Sami said.
“Clients in Navua and Taveuni can have their
cash withdrawals from MH without paying
any service fees, provided they redeem their
food vouchers at the store.”
The authorised food vendors for the
Government’s food voucher programme
are New World, MH’s, J. Santa Ram and
Waimaro Cooperative Limited.

Four Cuban Medical Scholarships for Fiji students

The Cuban Government has offered four
medical scholarships to the Fijian Government
for local students to study Bachelor of Surgery
and Medicine (MBBS) in Cuba beginning this
September.
The Public Service Commission permanent
secretary Mr Parmesh Chand says the Cuban
medicine scholarship programme covers
six years of study and one year learning the
Spanish Language.
The programme covers tuition, lodging,
meal allowance, book allowance, monthly
allowance and medical and dental allowance.
These costs are essentially met by the Cuban
Government as part of its scholarship offer.
The Fijian Government on its part through
PSC facilitates the scholarships and covers the
return airfares in addition to supplementary
allowance to help students settle in and
effectively pursue their studies in Cuba.
Mr Chand said Government continued to
explore opportunities in increasing the number
of doctors in the country given the current
shortage faced by the Ministry of Health.
He adds this offer by the Cuban Government
is a huge boost to the Fiji government and the
Ministry of Health.
Last year, Fiji sent its first four medical
students to study at the Latin American School
of Medicine (Escuela Latinoamericana de
Medicina [ELAM]).
Both countries established diplomatic relations
in 2003 and medicine was identified as one
area of cooperation that could be explored
given achievements in the provision of
medicine training by the Government of Cuba.

Sugar cane farmers can
expect a better price
SUGAR cane farmers can expect a
better price for their crop this season,
says a senior government official.
Permanent Secretary for Sugar
Lieutenant Colonel Manasa Vaniqi
said the sugar industry was expected
to bounce back this year.
“I think we are moving in the
right direction and there is a good
indication that the price will
increase,” he said.
“It’s a collective responsibility of
everyone involved in the industry
to work together as we have a very
strong indication that the price will
increase.”
Asked if farmers could expect a
better price for their crop, he replied,
“yes, farmers can expect a better
price this season and we are hopeful
that the income will double”.
Lt-Col Vaniqi met with the Fiji Sugar
Corporation board members last
Wednesday and discussed various
issues.
He said the major issue discussed
was for FSC to stand on its own feet

But, he said, with leases being
renewed and other initiatives in place,
there should not be any complaints.
He reiterated that the sugar industry
was moving in the right direction and
all stakeholders should work together

The second primary health symposium in
Fiji was opened at Studio 6 with the theme
‘To revitalize the healthy islands’ concept.
AusAID counselor, Sarah Goulding said
the symposium over the next three days
would have a comprehensive update of all
primary health programmes in operation

warn of email breach
MAJOR Banks and credit-card issuers
Capital One, Barclays Bank, US Bancorp
and Citigroup have joined the list of
companies warning customers that hackers
may have learned their email addresses.
The companies all use a Dallas-based
company called Epsilon to manage their
emails to customers. Epsilon said on Friday
that its system had been breached, exposing
email addresses and customer names but no

US federal investigators say inspectors
have found subsurface cracks in three
more Southwest Airlines planes.
Similar cracks are suspected of triggering a
fuselage rupture that forced a Boeing 737-
300 to make an emergency landing in Yuma,

suspected of having strangled his wife in

Police say they were alerted by Romanian police

kill his wife’s 13-year-old sister too. His wife,

sent to Mahendra Patel to keep him in the
loop about the purchase.
According to Nagin, on the April 30,
2003 the suppliers of the clock overseas
had informed Prouds that it would be
impossible to install the clock by June
before the South Pacific Games as it may
take a few more months to arrive in Fiji.
Nagin said Bhupendra Patel informed
Naidu about this however Naidu did not
take any action and continued with the
construction work.
Nagin told the assessors that as Architect
Supervisor, Naidu could have informed
Post Fiji to cancel the purchase order
however he was getting over $6,700 as
fees to source the clock.
He added that Prouds only made a
profit of $1,600 on the sale of the clock
to Post Fiji.
He alleged that Naidu had given false
statements in court saying that Chairman
Mahendra Patel’s company wanted to
supply the clock to Post Fiji.
Nagin said they are not disputing that Patel
was not a public servant while serving on
the Post Fiji board.
He added that they strongly deny that
there was any arbitrary act and there
was no personal gain by approving the
purchase of the clock.

Post Fiji Peni Mau’s lawyer Devinesh
Sharma highlighted on one of the witness
Joseva Kamikamica’s statement that the
clock was a gift, saying this clock was a
gift from Post Fiji to the people of Suva.
Sharma said architect Adish Naidu
negotiated with Peni Mau about the
purchase of the clock in March 2003 as
he was very keen to have a clock on the
newly renovated Post Fiji building.
Sharma added that the Post Fiji board
approved the Capital works for phase
two in April 2003 which included the
clock.
He said independent Auditors audited
the Post Fiji accounts and did not find
anything wrong on the payment of $75,000
to Prouds for the purchase of clock.
Sharma said tenders were not called for
the purchase of the clock as time became
critical to install before the SPG began and
he didn’t want to disobey the architect.

to assist the vice-chancellor’s Hope Charity

the cultural night will feature performances

will always be missed and on behalf of the

Mr Sridharan while expressing his gratitude
to the Ministry said, “This is one of the
Ministry’s that has made my work very
productive. Under the leadership of the Hon
Minister Dr Luveni whose perseverance to
reach out to the people at grassroots level has
really boosted the Ministry’s activities and
programs.
“The proposal of sewing machines headed by
the Ministry is one of the best projects we had

The Royal Canadian Mint has unveiled
its latest collector coins commemorating
the wedding of Prince William and Kate
Middleton.
The two coins marking the planned April 29
royal nuptials -- a $20 silver coin and a 25-
cent piece go on sale immediately.
The design of the $20 coin, created by
portrait artist Laurie McGaw of Guelph,
Ont., includes an engraving of William and
Kate gazing lovingly into one another’s
eyes.
Embedded in the coin is a sapphire-
coloured crystal, reminiscent of the 18-carat
sapphire-and-diamond engagement ring
worn by Kate.
The coin is also engraved along its edge
with HRH Prince William and Miss

worldwide and will retail for $104.95.
The mint has a long history of honouring
royal milestones. Its president, Ian Bennett,
has called the coming wedding “a priceless
opportunity to celebrate Canada’s pride in
royal tradition.”
In May, the mint will also launch an
extensive set of collector coins marking
the 60th anniversary of Queen Elizabeth’s
reign.
The first two silver coins in its “Continuity
of the Crown Series” were released March
15, portraying princes William and Harry
in ultra-high relief. A coin featuring their
father, Prince Charles, will be released in
September.
William and Kate are scheduled to pay an
official visit to Canada this summer.

immigrants transfer credentials
Stephen Harper announced Wednesday that
a re-elected Conservative government would
offer loans to immigrants so they can get the
training they need to have their credentials
recognized in Canada.
Many recent immigrants have trouble
getting jobs in the field in which they were
educated because their credentials often aren’t
recognized by professional regulatory bodies.
It’s a persistent problem that, according to some
studies, has increased the gap in standards of
living between immigrants and Canadian-born
workers with similar education levels.
The Conservatives hinted at addressing the issue
in the budget unveiled last month. On Wednesday,
Harper said the Conservatives will offer loans
to help immigrants pay for the skills training or
upgrading required for credential recognition.
“These bridge loans will make it easier for
new Canadians to find jobs that take full
advantage of their experience and expertise,”
Harper said in a statement.
The loans will cover expenses associated with
training, training materials, exams, administration
and registration fees, and other costs associated
with the foreign credential recognition process.

Some people may break even
HST credit cheques are in the mail for
people in the province who qualify.
Chief Economist Helmut Pastrick with
Central 1 Credit Union says there are
various estimates on what the net impact of
the tax will be on families.
He adds there are estimates some families
who make $20,000 to $25,000 a year will
likely break even after the tax credit is
applied.
“It really depends on a families set of
expenditures. I think overall for most
households in BC there will be a net
increase in tax payable.”
The credit is paid four times a year.
Bank is expected to make its first rate hike
in nearly three years to deal with inflation.
A quarter percentage point increase in the
main rate to 1.25 per cent is fully priced
in by the markets so investors will be
more interested in what the central bank’s
president Jean-Claude Trichet says in his
press conference.

to report Friday that the economy added

immigrants have trouble paying the tuition
and training costs needed to go through the
credential-recognition process.
Many such individuals don’t have a credit
history that would enable them to take out
private loans, and their training courses might
not qualify them for federal student loans.

Ingredients:
• 2 cups All Purpose Flour
• 3/4 cup Yoghurt
• 1/2 tsp Baking Soda
• 1 tbsp Sugar
• Vegetable Oil for frying
• Salt to taste
How to make Bhatura:
• Take flour and then mix it with baking
powder and salt.
• Mix yoghurt and sugar and add to the
flour.
• Add enough lukewarm water and
knead it into soft dough.
• Cover the dough with a wet cloth and
keep it aside in warm place.
(about 3-4 hours)
• Divide it into 10-12 equal portions,
roll them into balls. Cover and set aside
for 5 minutes.
• Flatten the balls by pressing in
betweenthe greased palms.
Chili Chicken
Ingredients:
• 2 large onions, chopped
• 1/2 cup vegetable oil
• 1/2 cup ginger, chopped finely
• 4 cloves garlic, minced
• 3 chicken thighs, skinned and boned
• 1/2 chicken breast, skinned and boned
• Corn starch
• 6 green chilies, chopped coarsely
• 5 green onions, chopped
• 1/2 cup water
• 1 tsp sugar
• 1/4 cup soy sauce
Directions:
Heat oil in a wok. Put in onions and
fryuntil they are light brown, stirring
every so often.
While the onions are cooking, cut the
chicken into bite size pieces. Coat each

• 2 cups water
• 4 tea bags, black tea
• 2 cups 2% milk
• 2 tablespoons honey
• 2 slices fresh ginger, cut into 1 1/2 inch
slices
• 1/2 teaspoon ground cardamon
• 1/2 teaspoon ground nutmeg
• 1/4 teaspoon ground cinnamon

• Heat oil in a kadai and deep fry on
high flame.
• Serve hot with choley.
Choley
Ingredients:
• 400 gms Soaked Chana
• 4 Chopped onions
• 2 Garlic cloves
• 1 Ginger
• 1 tsp Garam masala
• 1 tsp Red chilli powder
• 1/2 tsp Mango powder
• 1 tsp Pepper
• 1 tsp Cinnamon powder
• Oil for frying
• Salt to taste
How to make Choley
• Grind ginger and garlic to make
a paste.
• Heat the oil and fry onions till it
turns brown.
• Add garam masala, red chilli powder,
cinnamon powder, ginger garlic paste
& salt to it.
• Fry it well.
• Add soaked chana and water
• Cook it till it turns thick.
• Add pepper and mango powder.
• Cook it for five minutes.
• Choley is ready.
Serve hot.

ginger and garlic are done, push them up
to the sides of the wok to make room for
the chicken.
Add chicken pieces to the hot oil. Fry
until the chicken is brown and has crispy
bits on the edges.
Stir onion mixture from the wok sides
into the chicken. Add green chilies and
green onion. Stir around just enough to
warm the chilies and green onion.
Mix together water, sugar, 2 tsp
cornstarch, soy sauce in a small bowl.
Pour it into the centre of the wok. Reduce
heat and stir sauce until thickened. Mix
well with chicken and onions.
Serve steamed rice and broccoli.
• 1/4 teaspoon allspice
Directions:
In a saucepan, bring water to a
boil. Add tea bags, reduce heat and
simmer for 2 minutes. Remove tea
bags.
Add remaining ingredients to tea
and bring to a boil. Reduce heat and
simmer for 5 minutes.
Strain and serve hot.

Eating disorders are very serious health
conditions that can be physically and
emotionally devastating.
Over 7 million women are affected. Anyone
can develop this disease, but it affects mostly
girls 15 to 25.
Women’s health is severely impacted by
eating disorders.
Unfortunately, many women don’t get help
until much later in life because of their
shame or feelings of guilt.
Anorexia Nervosa is an illness involving
obsession with weight and being thin.
They may lose excessive weight by starving
themselves and/or excessive exercising.
Anorexia is one of the highest mortality
rates of any psychiatric disorder.

Low self-esteem, feeling inadequate,
depressed, anxious or lonely contributes
to eating disorders as well as family issues
or personal relationships, feelings of
degradation, and physical or sexual abuse.
Social ideas of beauty and being thin also
contribute through pressure to be the “ideal
look.”
One of the hardest things to do is admitting
and accepting that you have an eating
disorder.
Reaching out to ask for help is the second
hardest thing to do.
Many of you feel that since this is your
problem, you should deal with it on our own.
You never have to walk through it alone!
If you’re reading this today, and you
have an eating disorder, let me encourage
you to seek help. You have nothing to be
ashamed of or to feel guilty about. Know
that there are people that love you and
want to help. You are not alone. Please
talk to someone and reach out!
If you know someone that has an eating
disorder, learn all that you can about their
condition. If they reach out to you, be
positive in your support to them. Let them
see in you that life is about appreciation and
character. Express your concerns for them,
and encourage them (very gently) to seek
professional help.
The most effective treatment for an eating
disorder is psychotherapy or counseling, as
well as treatment for medical and nutritional
needs. Treatments will vary for each person
based on their problems and needs.
Fitness and Physical Activity
Fitness gives your body the conditioning it
needs and works hand in hand with a healthy
diet. Fitness also helps prevent and reduce
many health issues.

something that happened and think about

“I feel sad when my friend doesn’t play
with me” or “I feel angry when my brother
always wins at baseball.” This can help
you figure out your own feelings. It also

up for Tanoa F.C on Sunday in the opening
rounds of the National Soccer League.
Khan, 20, put weeks of speculation to rest
when he signed with Tanoa.F.C last week.
The former Surrey Eagles F.C., player said
the decision didn’t come down easy as
options were wide open with his new club and

“I had to follow my heart on this one,” Khan
said.
“It’s a great organization with equally
professional people. At the end of the day it’s
all about loyalty and respect.”
Khan said it couldn’t have been a better call.
He felt the urge to play along side his fellow
Nadi district players.

F.C., side are Junior Evans, Dainen Sangha,
Jonathan Jo, Darren Narayan, Renald Lakhan,
Shiva Nair and Vincent Rao.
“I am looking forward to be teaming up with
them come Sunday,” said Khan.
Tanoa F.C. manager Praveen Adrakar
celebrated said this was arguably the most
important signing for the club.
“This one is big. Javed was definitely the
missing piece to our puzzle. His inclusion has
boosted the morale of the team,” said Adrakar.
Adrakar said while the biggest deals in

Tuesday finally made UFC 131: Lesnar vs. dos

lawyer deposited a demand draft
of Rs. 1 cr with the court registry.
As for the release of the deposit to
the petitioner, it would be decided
after the entire amount (Rs.1.32 cr)
is deposited with the court. Sharma
had been asked to pay the remaining
amount by April 6.

Popular personalities whom you
know quite well, but faces that
you perhaps might not be able
to identify at first glance. That’s
because we are talking of some
such actors who started quite
young. Started as child artists!
Shashi Kapoor
“Mere paas maa hain” - we all
remember Shashi Kapoor mouthing
this legendary line from Deewaar.
That was in 1975. But much
before that - and by that we mean
30 years back, Shashi Kapoor had
made his acting debut at a tender
age of 6 in Jayant Desai’s Tabdir
(1945). He continued working as
a child artist in many mythological
films (that were a regular in those
times) like Bhakta Dhruva, Bhakta
Gopalbhaiya, Bhakta Bilwamangal
and Veer Babruwahan.
But his most noted performances as
a child actor are in films like Aag
(1948) and Awara (1951) where
he played the role of Raj Kapoor’s
younger counterpart. As a child he
also worked in ‘Prithvi Theatre’ -
his father’s theatre group.

Singh. But when she started as an

Rishi Kapoor
The tryst of child artists with
Kapoor khandaan continues with
Rishi Kapoor. In 1970 Raj Kapoor
wanted an actor to play his younger
version in Mera Naam Joker.
Obviously he couldn’t cast his
regular young counterpart - Shashi
Kapoor as he was an established
lead actor by 70s. But there wasn’t
any reason to worry as acting ran in
the blood of Kapoors.
So Raj Kapoor cast his second
son Rishi Kapoor as the young
Raj Kapoor in Mera Naam Joker
(1970). The 18-year-old Rishi was
quite plump then but it perfectly
fitted the character. In one of the
funny scenes from the film, he even
has his pants torn during a PT class
due to being an overweight boy.
Rishi had sufficient footage in the
film as he featured in the entire first
chapter of the episodic film.
But his USP in this film could
have proved a setback to him when
he would have made his debut
in a leading role. So Rishi lost
substantial weight and debuted as
the young-and-energetic hero in
Bobby (1973).

Dazzling Spectacular!

There aren’t enough adjectives in the
dictionary to describe the spectacle of
witnessing Cavalia. Now under the
“big top” on the old Olympic Village
site just below the Cambie Street Bridge
on the South Side this showstopper of a
production is entertainment on a lavish
scale fit for the entire family. Think Cirque
du Soleil combined with live horses and
you get a gist of the attractiveness of this
massive production.
Right from the opening moments those
who love animals will fall in love with this
show. Through a combination of on screen
graphics, special effects and unbelievable
stunts audiences are transformed into a
world of make believe. Check that, with
Cavalia there’s nothing artificial. Using
a stable of tremendously talented horses
we bear witness to the flawless beauty of
these majestic animals while learning of
their history and place in many different
cultures. After about a minute of reading
we encounter true shock and awe as
humans intermingle with animals in a truly
creative, high spirited way. Add on top of
this interludes with acrobatics and high
wire acts and you come away breathless.
Hang onto your heads as they’ll be
switching fast and furious going back and
forth while horses barrel down the special
track that continues to change during each
new segment that unfolds in breathtaking
fashion. Buttressed by a series of huge
panels that depict historical horse periods
we learn early on of the importance of
the horse to various cultures around the
world. Imagine seeing these magnificent
beasts live and you are in for a thrill hard to
comprehend on paper.
During this two hour plus show you get
to know no fewer than 39 horses made
up of 11 different horse breeds. Included
in this mix are 19 stallions and 10 mares.
Breeds represented who barrel around
the circular ring are 13 Arabians and 11
quarter horses ranging in age from 19 years
to just 8 months with the average being 8
years old. First presented in Shawinigan
Quebec back in 2003 it’s a good thing this
production has finally reached Vancouver

world. Through two acts separated by a 20
minute intermission audiences will simply
be amazed at the uncanny ability of these
animals to “perform” on stage. Almost a
sixth sense must exist as these four legged
wonders never miss a beat as they enact
routines that are flawless in execution
Poetry in motion exists as the men and
women put the horses through their paces
with neither breaking a sweat.
Together in unison these animals move
as one. Hours and hours of perfecting
their routines must have been realized.
And the achieving results are glorious
and stupendous. Apart from the beautiful
horse flesh there is another small element:
the human side. Breathtaking trick riding
takes the second act to a whole new level
as countless men and women do special
stunts on board the animals. Among these
crowd pleasers are racing around the stage
backwards and jumping up and down
aboard these steeds. Needless to say all
the horse are expertly cared for with tender
love and they all seem to be having a grand
time. So will you!
Show stoppers in this must see event include
aerial artistry that gives an even bigger
sense of awe to the live animals along with
segments of humour and some great visual
effects. Traces of romance endure as does a
lady who wields a pretty wild lasso. Fans
of the Cirque du Soleil productions will be
spellbound as the ladies and men in trapeze
sail overhead in romantic embraces as
horses below compete for your attention.
So much goes on in this production you’ll
be hard-pressed to take it all in.
Above all else, Cavalia is a joy of the senses.
Accompanied by live music with a five
piece band the musical numbers perfectly
complement the beauty that unfolds on
stage (or in the air). From summersaults
galore aboard horses to heroic acrobatics
on the ground Cavalia is a show that truly
dazzles the senses. Seeing the animals
follow their lead in lock step will astound
viewers.
Bottom line on Cavalia is that it’s one
phenomenal show the likes of which you’ll
probably never get a chance to see again.

Fiji Flora & Fauna

Naturally beautiful, Fiji’s flora and fauna is
in many respects similar to that of Indonesia
and Malaysia. While a few native plant
and animal species can be found on Fiji’s
various islands, most of the birds, animals,
reptiles, trees and flowers you are likely
to encounter here have been introduced to
the islands over 3,500 years ago by early
settlers.
Lush and gorgeous, much of the vegetation
found on Fiji is mainly due the amount
of rainfall that occurs in a certain area.
Taveuni, for example, gets plenty of rain
and as a result is known for its profusion of
incredible and exotic flora and fauna. Known
as ‘The Garden Island,’ Taveuni is home to
rich dense rainforests and many native plant
species including Fiji’s national flower,
the Tagimaucia or Medinilla waterhousei,
which only grows in high altitudes. Taveuni
is also a birdwatcher’s paradise with over
100 species of birds found living here.
The main island of Viti Levu also has plenty
of lush vegetation along its eastern coast.
With ample rainfall on this side of the island,
the landscape here is verdant and green.
Today, forty percent of Fiji’s total land area
is covered by natural forests, while along
the coast, coconut groves are found in
abundance. Currently, Fiji is home to over
3,000 flora species of which roughly one-
third are endemic. Hundreds of fern species
are found on Fiji as well as many varieties of
orchids. Bamboo, mangroves and a number
of aquatic plants can also be found on Fiji’s
various islands.
Like most other South Pacific countries, Fiji
has relatively few native mammal species.
Bats, rats, dogs, pigs, goats, mongooses,
horses and sheep are the most common
animals here. Aside from the native beka
or fruit bat, Fiji’s other endemic animal
is the crested iguana. You can spot seven
different types of geckos on Fiji as well as
six different kinds of snakes of which four
are aquatic. Four turtle species can also
be found living in the water off Fiji; they
include the hawksbill turtle, the loggerhead
turtle, the green turtle and the leatherback
turtle.
Over 100 species of birds are found on
Fiji, of which 25 are found nowhere else
on the planet. Some of the birds on Fiji are
also indigenous to a single island such as
the Taveuni dove. The Barking pigeon, the
silktail, the Fiji warbler, the Kadavu shining
parrot, the Fiji petrel, the kingfisher and the
booby are just a few of the many birds you
can spot on Fiji.

researchers to accurately mimic what
happens to the body when we ingest fat.
For the study, healthy men drank about
one gram of the fat beverage for every
kilogram of body weight for their first
meal. Six hours later, they were given a
second meal consisting of a sugar drink.
Typically when we ingest sugar, the
body produces insulin, which takes the
sugar out of the blood and distributes it
to our muscles, said Beaudoin.
But the researchers found that the fatty
meal affected the body’s ability to clear
the sugar out of the blood. The subjects’
blood sugar levels were 32 percent
higher than they were when the men
had not ingested the fat cocktail.

Oprah’s Australia visit starts to pay off
IT looks as though the Oprah effect
is beginning to be felt by Australia’s
tourism industry.
Tourism Australia (TA) boss Andrew
McEvoy says while it’s a bit early to start
popping the champagne corks, new research
and feedback from the industry suggests US
talk show queen Oprah Winfrey’s foray
down under in December is starting to pay
dividends.
Mr McEvoy, who is attending the Australian
Tourism Exchange (ATE) in Sydney this
week, said online travel agency Orbitz,
a key partner in TA’s Great Aussie Sale
promotion which ran in the US alongside
the Oprah show’s airing, has reported an
increase in bookings.

“No-one would argue that police should
get free alcohol in nightclubs and licensed

“If you’re standing at the counter at
McDonald’s and you’re in police uniform and
you get a discount for a couple of burgers and
a Coke and some chips and then the person
next to you is paying full price, how does that
member of the public feel about it?”
But Commissioner Atkinson says the Police

Kangaroo shot through neck
with arrow in bayside Brisbane
A COWARDLY attack on a kangaroo in
Brisbane’s bayside has left a kangaroo
carrying a joey with an arrow through its
neck.
Police were called in after the kangaroo was
spotted in Buchanan Street, Rothwell.
They were not able to catch the animal so
the Australia Zoo Rescue Service was called
upon to help and the animal was later taken
to the Zoo’s Wildlife Hospital for treatment.
An Australia Zoo spokesperson said in
a statement that, after assessment by a

American police on alert
for missing BC couple
Even for regular drivers familiar with
the mountainous terrain near Baker
City, Oregon, the foul weather and
slippery roads a few weeks ago was
treacherously dangerous.
With a cross-border police investigation
mounting, clues are starting to emerge
over the mysterious disappearance of an
Okanagan couple.
Albert and Rita Chretien, who live in
Penticton, B.C., were last seen on March
19 as they were heading on a road trip to
attend a convention in Las Vegas.
After they failed to return home,
concerned family members contacted
the RCMP March 31.
Police have been able to track the
couple’s movements on that day. They
left their Penticton home around 7
a.m. on March 19, crossed the border
at Oroville, Washington an hour later
and were in the town of Baker City in
eastern Oregon by late afternoon.
