ANDORRA CONJUNCTURE REPORT
The Andorran economy specialises primarily in the services sector and particularly in
those services related to tourism (commerce, hotel trade...) but it is also significantly
influenced by the construction sector. This is reflected in the employment proportions:
27% of wage-earners are in the commerce sector, 15% in construction and 14% in the
hotel trade1. The finance sector is another pillar of the Andorran economy which,
according to the IMF report2 meets international standards in both banking supervision
and regulation as well as in the steps taken to prevent money laundering.
The employment rate in Andorra (calculated as the number of wage earners in relation
to the population aged between 15 and 64) is at around 73% (75% for men and 70% for
women). This places the Andorran employment rate –particularly in the case of
women– as one of the highest in Europe.
The Andorran economy depends heavily on the neighbouring countries. Thus, out of
the over 11 million people visiting Andorra in 2004, 56% were Spanish, 41% French
and 3% of other nationalities (overall, 76% of the visitors spent only one day in the
country and 24% spent at least one night in Andorra). With regards to foreign trade,
57.7% of imports and 58.2% of exports in 2004 were Spanish and 27.4% of imports and
20.1% of exports were French.3
Andorra does not have an official estimation of national income but some organisations
make estimates of this macroeconomic indicator. Some reports show that in the last
three years the economic growth has been stagnant. The 2005 gross domestic product
per capita in Andorra was around 29.000 euros.4
Although in Andorra there is no direct tax on people’s income, on trade profits or on

inheritance, there are some indirect taxes (indirect tax on merchandise, indirect tax on
banking and finance services and on insurance services). As from 2006, new indirect
taxes have been introduced on business and professional services, on internal
production and on commercial activities, placing a tax on all consumer goods and
services produced in Andorra.5
On the political scene, 2005 witnessed the third general election since the Andorran
Constitution came into force in 1993, which were won by the governing party (the
Liberal Party – Partit Liberal) but with a new head of Government.

Questions75 and 76, 290 and 209.1: We have considered it necessary to make a
change in these questions as 74% of the population over 18 years old that lives in
Andorra don’t actually have Andorran nationality.
Question 131: As it’s a country in which the majority of the population is Catholic.
Question 132: We have left this question out as Andorra does not have armed forces,
only a police force.
Question 140.- We have left this question out as in Andorra parliament and the courts is
the same thing.

Principality of Andorra.

of residence in Andorra of the 74% of the population that does not have Andorran

Question 255: We have left out the options of over 50,000 inhabitants as the largest
town in Andorra has 24,000 inhabitants.
Question 257: The parish is the administrative unit into which the Principality of
Andorra is divided (there are 7 parishes).
In several questions we have changed “country” for “Andorra” so that all the
interviewees have Andorra as a point of reference (and not their country of origin).
