The Town of Sylva Board of Commissioners held a Budget Work Session on April 21, 2011 at
11:20 a.m. in the Board Room of Municipal Hall, 83 Allen Street, Sylva, N.C.
MEMBERS PRESENT: Mayor Maurice Moody and Commissioners Harold Hensley, Christina
Matheson, Ray Lewis, Stacy Knotts, and Danny Allen
STAFF PRESENT: Adrienne Isenhower (Town Manager), Lynn Bryant (Finance Officer),
Davis Woodard (Police Chief) and Brandi King (Town Clerk)
CALLED TO ORDER: The budget work session was called to order at 11:21 a.m.
DISCUSSION: Isenhower stated they are expecting an increase in State Revenues, a slight
increase in Property Taxes because of new construction and increased Privilege License revenues
if the Board decides to go to Gross Receipts.
Bryant updated the Board on Gross Receipts. The privilege license ordinance and the new gross
receipts fee schedule can be adopted with the budget ordinance. We have contracted with Robin
Lewis Consulting to help us with the conversion, her costs should not exceed $1,500. Bryant has
estimated $50,000 in revenue from the gross receipts conversion. Bryant has also proposed
changing the billing cycle on the privilege licenses from August 1 to July 31 and they would
become delinquent on September 1.
Isenhower stated she has included a 2.5% COLA in the preliminary budget. Commissioner
Hensley and Matheson would like to see what surrounding Town’s are budgeting for pay
increases.
Commissioner Knotts would like to see the $2,500 that is budgeted for EDC to go to DSA. The
Board decided to cut $500 from their Travel and Training budgets, cut $250 from Mayor/Board
Expenses, and to cut $500 from the Meeting Expenses.
Commissioner Knotts stated she would like for the Board to take street light requests more
seriously and find other ways to help other parts of the Town.
Commissioner Lewis would like for the Board to contribute more to “Neighbors in Need.”

Commissioner Allen would like for the Board to have a three to five year contract for the Keener
Cemetery Mowing. The consensus of the Board is to re-bid the contract next year.
