Contention__: China’s rise encourages stability through technological innovation.

Subpoint A: China increases technology levels. From Kathleen Walsh in a report to the US-
CHINA ECONOMIC & SECURITY REVIEW COMMISSION on Thursday, April 21, 2005

The PRC is pursuing new, indigenously developed technology standards in a number of areas,
primarily in the information technology sector…the number of foreign-invested R&D centers in
high-tech industry sectors in China continues to rise rapidly …a one-year rate of growth of 200
new R&D centers in the 2003-04 period alone.

Furthermore, from Xinhua, the official Chinese news organization, on May 13, 2009:

China will support eleven national research programs with at least 9.2 billion U.S. dollars in
[the next] one and half years to achieve breakthroughs in key technology development. Areas
covered by the programs included advanced numerically controlled machine tools, trunk-line
aircraft, new-generation broadband wireless mobile communications network, biotechnology,
and high-end central processing units and software.

As China is funding massive development of new technology, world stability will ensure.

Subpoint B: Technology is beneficial to the world. From a 2001 UNDP Human Development
Report:

Biotechnology will be an important and necessary contributor to world food security – in spite
of global environmental concerns. Information technology can help to close the gap between
rich and poor and revitalize southern economies through the creation of ‘hubs of technological
innovation’. Energy technologies can go some way to provide a pathway out of poverty by
enhancing education and production for the poor in developing countries.

As China is working to develop the technology listed in the report, their advancements will help
fight poverty worldwide, increasing stability.

Subpoint C: Higher technology levels allow the world to survive. From Jamais Cascio of the
Atlantic in Get Smarter in the August 2009 magazine:

If the next several decades are as bad as some of us fear they could be, we can respond, and
survive, the way our species has done time and again: by getting smarter. But this time, we don’t
have to rely solely on natural evolutionary processes to boost our intelligence. We can do it
ourselves. It’s visible in the hive mind of the Internet, in the powerful tools for simulation and
visualization that are jump-starting new scientific disciplines, and in the development of drugs
that…let them study harder, focus better, and stay awake longer with full clarity.

China is preventing destabilizing world destruction by improving technology.

Technology will allow the world to survive this time of turmoil and fight poverty, and China will
pave the way to this through its innovation.
