NIFM

National Institute of Financial Management (NIFM) was set up in 1993 on the basis of a proposal made by
Ministry of Finance, which was approved by the Union Cabinet. The Union Cabinet envisaged that NIFM would
begin as a training institution for officers recruited by the Union Public Service Commission (UPSC) through the
annual Civil Service Examinations and allocated to the various services responsible for manning senior and top
management posts dealing with accounts and finance in the Government of India. NIFM was to develop as a
centre of excellence in the areas of Financial Management and related disciplines “not only in India but also in
Asia.’’

In order to ensure that NIFM enjoys a greater degree of flexibility and autonomy than the departmental
academies that existed at that time for officers training, it was decided that the Institute would be a legal entity
known as ‘Society’. Such societies are legally independent entitle authorised to frame their own rules and
regulations. This structure makes available greater autonomy in both academic and administrative matters to
the Institute, facilitating quick decision making in response to changing perceptions of desired goals and
objectives.

Despite the legally autonomous character of the Institute, making the Finance Minister of Government of
India, the President of the Society, ensured a very close linkage with Government. For administrative
purposes, there is a Governing Board chaired by the Secretary (Expenditure). The Director appointed by the
Appointments Committee of the Cabinet is responsible for the administration and academic courses of the
Institute. It would thus be seen that the Institute has close links and direct access to Government of India.

The Institute recruits its faculty either by deputation from Civil


Services or by selection from the best in the academic field. The
Institute therefore has a distinct advantage of a mix of faculty
from academia as well as Government sector. The Institute
adheres to norms prescribed by the All India Council for Technical
Education with respect to faculty qualifications and strength.
The Institute maintains a wide network of ‘guest faculty’ who are
called upon to teach topics in which they specialise. There is also an
adjunct faculty arrangement to take advantage of the specialised
coverage of courses.

The 3 months Certificate course in Cyber Security & Computer Forensics is a unique product designed in
collaboration with Gujrat Forensic Sciences University and in Academic Alliance with Microsoft (MSDNAA) for the
practitioners desiring to excel on the strength of knowledge and understanding of Cyber Security & Computer
Forensics. While the phenomenal growth and globalization of the digital information have brought new opportunities,
it has also brought new complexities, risks and challenges in terms of cyber threats. The need of the hour is to have
skilled manpower to tackle with hackers and crackers who have already violated the legal threshold and have
become the biggest threat to the digital community. One who has an edge in understanding the digital delicacy and
the products would not only take advantage of the opportunities but would also be able to understand the
technological delicacies. The premise of the programme rests on the motto of acquiring skills to better understand
the day to day problems of the industry and to generate skilled professionals for better handling of the cyber threat as
a whole.

The design, depth and the delivery of the programme would be ensured through regular monitoring of the
programme by a high level Academic Advisory Committee comprising of eminent academicians, practitioners and
civil servants. Similarly, the oversight of the programme is a continuous process and the Academic Advisory
Committee would regularly monitor the quality and the relevance of the programme. The vast network of academic
collaborations in conjunction with the dedicated pool of internal and external faculty would facilitate greater exposure
to the products and practices.

The participants will get a chance to interact with senior officials from the Ministry of IT, Cyber Crime investing
officials, faculty from Microsoft and Gujarat Forensic Sciences University, etc., who would be sharing their vast
knowledge in the subject area.

Gujarat Forensic Sciences University (GFSU)

The Government of Gujarat has established super


specialized University which is unique and first of
its kind in the world for conducting regular/online
Degree/ Diploma / Certificate courses in the field of
Forensic Science, Behavioral Science, Criminology
and other allied areas. It is situated at
Gandhinagar, the capital of Gujarat, which is the
vibrant, industrious, safe & business friendly state.

One of the main objectives of the University is to create technically skilled manpower in the field of
forensic science and behavioral science which is a need of the hour as presently many countries
including India are facing acute shortage of such competent experts. This university aims to cater to the
needs of various investigating and security agencies in addition to academic institutions.

In addition to providing scientific support to State/Central investigating agencies including Central Bureau
of Investigation, Narcotics Control Bureau, Directorate of Revenue Intelligence, Army Intelligence,
Customs and Excise etc, the DFS also plays a major role in imparting training to the investigating officers,
forensic experts and judicial officers of the country and also the neighboring countries like Nepal. The
Psychology section of DFS is a recognized National Resource Centre by the Ministry of Home Affairs,
Government of India. The DFS laboratory consists of sections like Biology, Chemistry, Physics, Ballistics,
DNA finger printing, Toxicology, Psychology (Equipped with Polygraph, Narco Analysis, Brain-profiling,
Psychological profiling), Blood Alcohol Analysis, Document Examination, Computer Forensics,
Photography, Narcotics, Explosives, Latent Fingerprint, Wild Life Forensics, 30 nos. of Mobile
Investigation vans for round the clock Crime Scene Management (with Tele-Forensic facility), 4 nos. of
Cow meat testing mobile vans, etc.

Microsoft (MSDNAA)
Microsoft Corporation is an American public multinational corporation headquartered in Redmond,
Washington, USA that develops, manufactures, licenses, and supports a wide range of products and
services predominantly related to computing through its various product divisions. Established on April 4,
1975 to develop and sell BASIC interpreters for the Altair 8800, Microsoft rose to dominate the home
computer operating system market with MS-DOS in the mid-1980s, followed by the Microsoft Windows
line of operating systems. Microsoft would also come to dominate the office suite market with Microsoft
Office. The company has diversified in recent years into many other areas including Academic alliances
with other reputed Institutions.

MS – DPE and NIFM have agreed to work together for the benefit of students undergoing the course on
Cyber Security. To support the course, Microsoft will offer the following:

• Expert Sessions through on-premise/online methodology to support learning on the latest


trends and technology in this domain from Microsoft(MSDNAA);

• “Faculty Mentoring” from Microsoft experts on Cyber Security;

• Access to faculty resources on cyber security which includes curriculum, textual material and
lab exercises, under the program “ Faculty Connection” of Microsoft;

• Dual Certificate including MS Student Participation Certificate on completion of the course by


Microsoft.

INTRODUCTION
The course has been designed in collaboration with Gujrat Forensic Sciences University,
Gandhinagar and in academic alliance with Microsoft (MSDNAA) with the objective to create
technically skilled manpower in the field of Information Security & Computer Forensics, which is the need
of the hour. New times breed new crimes, we live in a digital age where the Pen is mightier than the
Sword and Bytes are fast replacing Bullets. We increasingly see preponderance in the use of digital
technologies in committing crimes and frauds. The hackers and crackers have already violated the legal
threshold and it becomes our mandatory responsibility to protect the information being transacted on our
networks. Easily downloadable tools have made it a child’s play to enter systems remotely and the cyber
threats are reaching proportions which are a cause of worry.

There is an acute shortage of such skilled professionals in India and abroad. This course aims to cater to
the needs of various Ministries/ State Governments, PSU’s, EDP Auditors, Teaching Institutions and
Professionals in Financial Institutions, Commercial Banks, Insurance Companies and Professional in
Autonomous Organizations etc. Apart from sound grounding in academic concepts pertaining to the
Cyber Security & Computer Forensics, the participants will get a chance to interact with senior officials
from the Ministry of IT, Cyber crime investing officials, faculty from Gujarat Forensic Sciences University
and Microsoft, etc.

The uniqueness of the course lies in its extensive use of hands-on exercises and case studies related to
the subject area. Out of 12 weeks, 6 weeks course curriculum would be covered at NIFM and the
remaining 6 weeks would be covered at Gujarat Forensic Sciences University, Gandhinagar.

The course is comprehensive in nature, covering practical aspects of Cyber threats starting from
Vulnerabilities in desktops, Operating System, LAN, Internet, hacker exploits, Forensic tools (FTK,
Encase etc.). Pedagogy for the course comprises of extensive hands on sessions, case studies, panel
discussions, presentations and visit to national cyber labs in and around Delhi & Gandhinagar.

ELIGIBILITY

1. The candidate must have completed Graduation or a degree equivalent thereto from an Indian
University / Institutions recognized by Association of Indian Universities with a minimum of 50%
marks. The participants who have already given their final year exams can also apply for this
course.
2. The candidate must have working knowledge of Computers.
3. Professional Qualifications like BCA, B.E., B. Tech., MCA, M. Tech., etc. would have an added
advantage.

SELECTION CRITERIA

1. The admission will be based on written test to be conducted by NIFM on 05-06-2011 (Sunday) at
Faridabad.
2. Merely fulfilling the eligibility criteria and appearing for written test would not entitle the
participant for admission to the course. Decision of NIFM regarding admission of the participants to
the course would be final.

WRITTEN TEST
The written test is an aptitude test. It is designed to assess the natural ability of a person towards
the desired objective of the course. The questions will mainly be asked from: “General Awareness
on cyber security, Data Analysis and Basic hands on knowledge of the computers” to test the
inclination of the applicant towards Cyber security. It will be followed by half an hour practical session in
the computer lab to assess the working knowledge of computers.

DATE, VENUE & DURATION OF WRITTEN TEST

The written test will be held on 05-06-2011 (Sunday) from 11:00 hrs. to 12:30 hrs. at NIFM Campus,
Faridabad.

COURSE FEE

The course fee would be Rs. 60,000/- (Rupees Sixty Thousand only) to be payable before the
commencement of the programme.

The expenses on Boarding and Lodging during the course will be approx. Rs.7,000/- per month. The travel
expenses to GFSU campus Gandhinagar will also be borne by the participant.

The Admission Brochure and Application Form can be downloaded from NIFM’s website
(www.nifm.ac.in) from 24th March 2011. The duly filled application form along with a DD of Rs. 500/- in
favor of Accounts Officer NIFM, payable at Delhi/Faridabad may be sent to “Dr. Namrata Agrawal, Professor

Gandhinagar. He has 30 years of experience in Forensic Science laboratory.
He has been awarded with DFS Meritorious Award in forensic science, 2003 in
recognition of crime scene management, Forensic science support to police
officers at crime scene & laboratory analysis. He has published more than 50
research papers in various scientific journals and conferences. He has also
authored a book titled “Crime Scene Management”.

Mr. H. P. Sanghvi , Assistant Director at Computer Forensic Division of the


Directorate of Forensic Science, Govt. of Gujarat. He is a Course Coordinator for
all On Line Courses run by Gujarat Forensic Sciences University. He is having 7 years

THE CAMPUS
NIFM _________________
The wi-fi enabled campus of NIFM is located in Faridabad (Haryana) near the picturesque Badkhal Lake. Spread
over an area of 42 acres, the campus is beautifully landscaped and is frequently visited by native and migratory
birds. The large and sprawling stone building of NIFM houses spacious classrooms, faculty rooms, management
and administrative wings of NIFM. Residential accommodation for participants of various courses, faculty and staff
is also provided in the campus. Three generator systems of 650 K.V.A. have been installed on stand by mode to
ensure round the clock power and water supply in the campus.

TRAINING INFRASTRUCTURE

Lecture halls in NIFM are air-conditioned with the most modern facilities. At present it has six air-conditioned lecture
halls and three conference halls equipped with modern audio-video visual equipments.

LIBRARY

NIFM has a modern air-conditioned library consisting of about 30,000


volumes. The library subscribes to over 145 Indian and foreign journals.
The Library is also a member of DELNET where data in respect of more
than 1000 libraries is available on-line. Information on the availability of
accessioned books in the library has also been automated.

COMPUTER LABS

The Institute has five state-of-art computer labs including the two labs in

the hostel premises which can be accessed anytime 24X7. All Pentium
Dual Core machines and 4mbps leased line Internet connectivity.
The Campus is Wi-Fi.

RESIDENTIAL FACILITY

• There is a self contained hostel with 180 high quality rooms. A


professional runs the catering arrangements and all house
keeping & maintenance is outsourced to ensure quality
standards.

• Accommodation on request may be provided to the participants


for Saturday evening on nominal chargeable basis subject to the
availability of rooms.
The Computer Lab

SPORTS, OUTDOOR THEATRE & AUDITORIUM

Indoor games such as billiards, squash, badminton, table-tennis,


gymnasium and other recreational facilities are available in the newly built
state-of the-art Sports Complex in the campus. Outdoor games facilities
include courts for tennis, volley ball, basket ball, and badminton besides
cricket and football grounds. The Institute has an open air theatre with
seating capacity of 500 persons, where cultural Programs are organized.
This theatre is visible from space very clearly. A centrally air-conditioned
modern auditorium with seating capacity of 200 persons has been built with
state-of-art facilities.
