Lower Energy Costs and Put America Back to Work: Drill Now

In a still weak economy with many Americans out of work, and with the cost of energy
continuing to skyrocket, Congressman Doc Hastings has introduced legislation aimed at putting
the gulf back to work and ending the administration’s de facto moratorium on Gulf of Mexico
drilling.
Supporting these important pieces of legislation could:
 Produce more of our own domestic oil and natural gas resources.
 Create American jobs.
 Provide much needed revenue to the government.
 Help secure our energy future.

The Facts about H.R. 1229, H.R. 1230 and H.R. 1231

H.R. 1229, “Putting the Gulf Back to Work Act”


This bill ends the administration’s de facto drilling moratorium in a safe, responsible, transparent
manner— putting thousands of Americans back to work and increasing American energy
production to help address rising gasoline prices. It also:
 Provides 30 days for the Secretary of the Interior to restart gulf permits that were approved
before the administration’s moratorium was imposed on May 27, 2010.
 Establishes an expedited judicial review process to ensure that the moratorium is not
replaced by paralyzing and frivolous law suits.
 Requires the Secretary of the Interior to conduct safety review to ensure that the proposed
drilling operations meet “critical safety system requirements, including blowout prevention
and oil spill response and containment requirements.”

H.R. 1230, “Restarting American Offshore Leasing Now Act”


With the global demand for energy growing every day, increased access to domestic resources
is not only desirable, it is necessary. The Restarting American Offshore Leasing Now Act
expands energy production by requiring the Secretary of the Interior to conduct oil and natural
gas lease sales in the Gulf and offshore Virginia that have been delayed or cancelled by the
administration. This bill works to lower gas prices by increasing energy production domestically
and makes the U.S. less reliant on foreign countries for our energy.

H.R. 1231 “Reversing President Obama’s Offshore Moratorium Act”


Aimed at lifting the ban on the administration’s offshore drilling moratorium, this legislation
seeks to respond to the 2011 nation-wide record high gasoline prices. Specifically, this act will:
 Implement a common sense approach to drilling by requiring each five-year offshore leasing
plan to include lease sales in the areas containing the greatest known oil and natural gas
reserves.
 Increase U.S. energy security by requiring the Secretary of the Interior to establish a
production goal when writing a five-year plan.
