Publikasi Statistik Kopi Indonesia 2019 ini merupakan seri publikasi

tahunan Badan Pusat Statistik. Data yang disajikan adalah data luas
areal dan produksi kopi menurut provinsi dan status pengusahaan serta
data ekspor dan impor yang dirinci menurut negara tujuan dan negara
asal. Sumber data yang digunakan adalah data hasil Survei Perusahaan
Perkebunan Tahun 2019 dan data perkebunan rakyat dari Direktorat Jenderal
Perkebunan untuk menjadi data perkebunan nasional, serta data hasil
kompilasi dokumen ekspor dan impor dari Direktorat Jenderal Bea dan Cukai.

Publication of Indonesian Coffee Statistics 2019 is an annual publication of

BPS-Statistics Indonesia. The data presented covers the total areas and production
of coffee by province and cultivation status, also exports and imports data by
destination country and country of origin. The data sources are the result of
the Plantation Estate Survey 2019, smallholders data from Directorate General
of Estate Crops, and data compilation of custom documents from Directorate
General of Customs.

I. PENDAHULUAN
1.1. Latar Belakang
Sektor pertanian mempunyai peranan yang cukup penting dalam

kegiatan perekonomian di Indonesia, hal ini dapat dilihat dari kontribusinya
terhadap Produk Domestik Bruto (PDB) yang cukup besar yaitu sekitar
12,72 persen pada tahun 2019 atau merupakan urutan ketiga setelah
sektor Industri Pengolahan dan Perdagangan Besar dan Eceran (19,70
persen), serta Reparasi Mobil dan Sepeda Motor (13,01 persen).

Salah satu sub sektor yang cukup besar potensinya adalah sub sektor

perkebunan. Kontribusi sub sektor perkebunan tahun 2019 yaitu sebesar

3,27 persen terhadap total PDB dan 25,71 persen terhadap sektor Pertanian,

Kehutanan, dan perikanan atau merupakan urutan pertama pada sektor

tersebut. Sub sektor ini merupakan penyedia bahan baku untuk sektor

industri, penyerap tenaga kerja, dan penghasil devisa.

Kopi merupakan salah satu komoditi hasil perkebunan yang

mempunyai peran cukup penting dalam kegiatan perekonomian di

Indonesia. Kopi juga salah satu komoditas ekspor Indonesia yang cukup

penting sebagai penghasil devisa negara selain minyak dan gas. Selain
peluang ekspor yang semakin terbuka, pasar kopi di dalam negeri masih
cukup besar.
Dalam rangka menunjang peningkatan pembangunan industri kopi

di Indonesia diperlukan informasi mengenai potensi kopi Indonesia, Badan
Pusat Statistik menerbitkan buku Statistik Kopi Indonesia 2019.
1.2. Ruang Lingkup
Publikasi ini memuat data dan ulasan ringkas tentang perkembangan

luas areal dan produksi kopi yang dirinci menurut status pengusahaannya
yaitu perkebunan besar negara, perkebunan besar swasta, dan perkebunan
rakyat yang disajikan menurut provinsi. Perkembangan ekspor dan impor

kopi Indonesia disajikan menurut jenis komoditas (kode HS-Harmony
System) dan negara tujuan/asal. Selain itu juga disajikan data perkembangan
produksi kopi dunia dan perkembangan impor kopi dunia.
1.3. Metodologi
Data yang disajikan dalam publikasi ini berupa tabel-tabel, gambar/

grafik dan ulasan ringkas yang berupa analisis deskriptif dengan melihat
pada pertumbuhan, distribusi, dan kontribusi atau persentase. Data
luas areal dan produksi diperoleh dari Subdirektorat Statistik Tanaman
Perkebunan, data ekspor impor diperoleh dari Subdirektorat Ekspor dan
Subdirektorat Impor, dan data lainnya berasal dari sumber lain seperti
Direktorat Jenderal Perkebunan, Kementerian Pertanian.

diperoleh dari hasil Survei Perusahaan Perkebunan yang dilakukan melalui

pencacahan secara lengkap terhadap seluruh Administratur Perkebunan di

seluruh Indonesia. Pengumpulan data dilakukan dengan cara wawancara

langsung oleh petugas BPS ke kantor Administratur Perkebunan sesuai

periode survei. Periode survei yang dilakukan oleh BPS adalah triwulanan

dan tahunan. Pada Publikasi ini, data luas dan produksi perkebunan negara

dan swasta merupakan angka tetap. Sementara data luas dan produksi

perkebunan rakyat diperoleh dari Direktorat Jenderal Perkebunan,

Kementerian Pertanian, dan merupakan angka sementara.
Data Ekspor diperoleh dengan cara pengumpulan data berdasarkan

dokumen ekspor/Pemberitahuan Ekspor Barang (PEB) dan Pemberitahuan
Ekspor Barang Tertentu (PEBT) yang diisi oleh eksportir dan telah diberikan
ijin muat oleh Direktorat Jenderal Bea dan Cukai dan selanjutnya mengir-
imkannya ke BPS.
Data Impor diperoleh dengan cara pengumpulan data berdasarkan

dokumen impor/Pemberitahuan Impor Barang (PIB) yang diisi oleh impor-
tir dan telah diberikan ijin bongkar oleh Direktorat Jenderal Bea dan Cukai
dan selanjutnya mengirimkan dokumen tersebut ke BPS.

1.4. Konsep dan Definisi
Perusahaan Perkebunan adalah pelaku usaha perkebunan warga

negara Indonesia atau badan hukum yang didirikan menurut hukum
Indonesia dan berkedudukan di Indonesia yang mengelola usaha
perkebunan dengan skala tertentu.
Perkebunan Besar adalah perkebunan yang diselenggarakan

atau dikelola secara komersial oleh perusahaan yang berbadan hukum.
Perkebunan besar terdiri atas Perkebunan Besar Negara (PBN) dan
Perkebunan Besar Swasta (PBS) Nasional/Asing.
Perkebunan Rakyat (tidak berbadan hukum) adalah perkebunan yang

diselenggarakan atau dikelola oleh rakyat/pekebun yang dikelompokkan

Tanaman Belum Menghasilkan (TBM) adalah tanaman yang sampai

meskipun pada saat pengamatan sedang tidak menghasilkan.
Tanaman Tidak Menghasilkan/Tua/Rusak (TTM) adalah tanaman

yang sampai dengan saat pengamatan tidak pernah memberikan hasil
atau tidak akan memberikan hasil lagi disebabkan tua, rusak atau mandul.
Produksi kopi yang disajikan pada publikasi ini adalah kopi berasan/
biji kopi kering.

II. ULASAN RINGKAS
2.1. Perkembangan Luas Areal Perkebunan Kopi
Perkebunan kopi di Indonesia menurut pengusahaannya dibedakan

menjadi Perkebunan Besar (PB) dan Perkebunan Rakyat (PR). Perkebunan
Besar terdiri dari Perkebunan Besar Negara (PBN), dan Perkebunan Besar
Swasta (PBS).
Pada tahun 2017 lahan PBN kopi Indonesia tercatat seluas 23,63 ribu
hektar dan pada tahun 2018 terjadi penurunan menjadi 19,92 ribu hektar
atau turun sebesar 15,70 persen. Sementara pada tahun 2019 luas lahan
PBN kopi sebesar 14,5 ribu hektar.

Sedangkan lahan PBS kopi Indonesia pada tahun 2017 tercatat seluas

23,19 ribu hektar dan pada tahun 2018 menurun sebesar 4,05 persen

menjadi 22,25 ribu hektar. Penurunan berlanjut hingga tahun 2019 luas

lahan PBS kopi menjadi 9,71 ribu hektar. Penurunan tersebut ditengarai

disebabkan adanya alih fungsi lahan di beberapa provinsi.

Data PR kopi di Indonesia diperoleh dari Dirjen Perkebunan,

Kementerian Pertanian. Data tahun 2019 merupakan data sementara. Pada

tahun 2017 luas yang diusahakan oleh PR seluas 1,192 juta hektar, kemudian

meningkat menjadi 1,210 juta hektar pada 2018. Pada tahun 2019 luas
ht
lahan PR kopi meningkat menjadi 1,215 juta hektar. Perkembangan luas

Perkebunan Besar (PB) dan Perkebunan Rakyat (PR) kopi tersebar di
provinsi di Indonesia, kecuali wilayah Provinsi DKI Jakarta. Apabila dilihat
menurut provinsi, Provinsi Sumatera Selatan merupakan provinsi dengan
areal kopi yang terluas di Indonesia yaitu 251 ribu hektar pada tahun 2019
atau 20,65 % dari total luas areal kopi di Indonesia. Luas areal kopi di
Indonesia menurut provinsi tahun 2018 dan tahun 2019 selengkapnya
dapat dilihat pada Tabel 3.1. dan Tabel 3.2.
2.2. Perkembangan Produksi Kopi
Sama halnya dengan luas areal kopi, perkembangan produksi kopi

Perkebunan Besar (PB) dari tahun 2017 sampai dengan 2019 mengalami
fluktuasi. Pada tahun 2017 produksi kopi sebesar 30,29 ribu ton menurun
menjadi 28,14 ribu ton pada tahun 2018 atau terjadi penurunan sebesar

7,1 persen. Tahun 2019 produksi kopi turun menjadi 10,01 ribu ton (lihat

Apabila dilihat menurut provinsi, produksi kopi yang dihasilkan oleh

PB terbesar pada tahun 2019 berasal dari Provinsi Jawa Timur dengan
produksi sebesar 8,65 ribu ton atau 1,17 persen dari total produksi
Indonesia. Produksi perkebunan kopi di Indonesia menurut provinsi tahun
2019 selengkapnya dapat dilihat pada Tabel 3.2.
Untuk Perkebunan Rakyat (PR), produksi kopi 2017 hingga

2019 terus mengalami peningkatan. Produksi pada tahun 2017
mencapai 685,80 ribu ton, kemudian pada tahun 2018 meningkat

Volume ekspor kopi sembilan tahun terakhir cenderung berfluktuasi,
berkisar antara (-) 40,15 persen sampai dengan 12,82 persen. Pada tahun
2011 total volume ekspor mencapai 346,49 ribu ton dengan total nilai
sebesar US$ 1036,67 juta menurun menjadi 359,05 ribu ton pada tahun
2019 dengan total nilai sebesar US$ 883,12 juta (lihat Gambar D).

nilai US$ 253,87 juta. Peringkat kedua adalah Malaysia, dengan volume
ekspor sebesar 36,90 ribu ton atau 10,28 persen dari total volume kopi
Indonesia dengan nilai US$ 62,94 juta. Peringkat ketiga adalah Italy,
dengan volume ekspor sebesar 35,45 ribu ton atau 9,87 persen dari total
volume ekspor kopi Indonesia dengan nilai US$ 60,35 juta. Peringkat
keempat adalah Egypt dengan volume ekspor 34,29 ribu ton atau sekitar
9,55 persen dari total volume ekspor kopi Indonesia dengan nilai US$
59,06 juta. Peringkat kelima adalah Japan dengan volume ekspor 25,59
ribu ton atau 7,13 persen dari total volume ekspor Kopi alam dengan
nilai US$ 68,57 juta (lihat Gambar D).
