I. ADDITIONAL BOOKS
A. VII
Please refer to the plotkit “VII for Use at the VST Level” for using VII at approval levels below
Top. To use VII outside the guidelines established in this plotkit: Top Approval

II. CHARACTERS
A. Background
1. Draugr: The US National Affiliate does not require Top Notification for draugr NPCs or non-
draugr childer of draugr. The requirement for High Approval still applies.
B. Humanity
1. Golconda: “Making steps towards toward Golconda” should be defined by each individual
player in their applications. Initial Golconda applications should include a series of
“milestones” towards which the player character can work. These milestones will be
considered in subsequent “Milestone” applications. These milestones should be a
collaborative effort between the ST staff and the player. Milestones are not checklists:
completing them does not ensure successful movement towards Golconda. Instead, they
should be used to structure the player character’s story.
III. CLANS
A. Mekhet
1. The Hollow and Post-Mortem Embrace: All Post-Mortem Embraced Mekhet are Hollow, but
not all Hollow are Post-Mortem Embrace. If a character is approved for Post-Mortem
Embrace, they are considered to have the approval for Hollow (i.e. one does not need two
separate applications to be a Post-Mortem Embrace and Hollow Mekhet).
2. Shadow Cults:
a. Custom Shadow Cults that allow non-Mekhet to join: Top Approval

IV. COVENANTS
No changes from the global addendum.

V. MERITS
A. Secondary Status
1. Belial’s Brood: Secondary Status (Belial’s Brood) ●● requires Top Approval. Current
characters with Secondary Status (Belial’s Brood) are not grandfathered.
2. Legio Mortuum and Custom Covenants: Secondary Status is available for these covenants
at normal approval levels.
B. Status (Covenant)
1. Keeping CovenantSpecific Benefits
a. Coils of the Dragon: Ordo players who wish to apply to keep their Coils after leaving the
Ordo Dracul should apply to keep their covenant specific benefit before they apply to
change covenants. Approvals will be granted on a case by case basis. Exceptions are
grandfathered.
b. All Other Covenant Specific Benefits: With the exception of Coils of the Dragon, players
should not expect to keep their Covenant Specific Benefits without a compelling and
specific reason. Simply being a power of the blood (Devotions, Disciplines, etc) or a
Physical or Mental merit is not a sufficient reason.
2. Status Stripping and Expulsion: The US National Affiliate recognizes the ability of all
covenants (not just the Invictus or Lancea Sanctum) to expel members from the Covenant.
However, if the member is not Invictus or Lancea Sanctum, this is a social, and not
mechanical, effect. The character ought be removed from all lists, and loses access to merits
and abilities based on social activity (i.e. Invictus Dynastic Merits, Carthian Pull, etc). A
character expelled in this manner does not lose covenant-specific abilities until they join
another covenant. Invictus and Lancea Sanctum members who are expelled lose all
covenant specific abilities when expelled.

VI. BLOODLINES
A. Overall
No changes in the US Addendum.
B. Custom Bloodlines
No changes in the US Addendum.
C. Bloodlines Affected by the Addendum
1. Qedeshah
a. Male Qedeshah are not sanctioned in the US Chronicle.
2. The following bloodlines are Top Approval in the United States:
a. Architects of the Monolith
b. Bohagande
c. Gethsemani
d. Gorgon
e. Mellisidae
f. Zelani (current Zelani are not grandfathered)
g. Male Qedeshah

VII. DISCIPLINES, DEVOTIONS AND RITUALS


A. Overall
No changes in the US Addendum.
B. Custom Devotions
No changes in the US Addendum.
C. Disciplines and Rituals Affected by the Addendum
(Note: Most of these changes are predicated upon the addition of the items to the global
addendum. With the exception about the rule regarding covenant status and covenant buffs, I
would prefer that if the US Addendum rules are not incorporated into Global, then they be
removed)
1. Blood Oaths [Invictus]
a. Approvals: In addition to the duration approval levels listed in the Global Addendum,
the following specific Blood Oaths have the approval levels listed below. These Oaths
are not grandfathered. The party or parties obtaining benefits from the Oath are the
ones who are required to place the application in the database. In situations where the
approval level here is lower than that required by the Global Addendum, the Global
Addendum approval level is used.
i. Oath of Blood Focus
(a) High Approval
(b) The application for this Oath may be put into the database after the fact
provided it was used to benefit the person possessing the Oath. (For example,
Ned the Notary finds himself with his back against the wall and uses this Oath as
a way to give himself the edge he needs to get out of it and take his revenge.
His player, after the game, then puts in the application, describing the situation
for using it and the wording of the Oath to be approved after the fact.)
ii. Oath of Blood Loyalty
(a) Top Approval
iii. Oath of Blood Service
(a) High Approval
iv. Oath of the Bloody Hand
(a) Mid Approval
b. Oath of Blood Loyalty:
i. A character may not be both Liege and Vassal to the same PC.
2. Coils of the Dragon
a. Coils of Beast
i. Supernaturally induced Frenzy may be suppressed by Coil of the Beast ● and
ignored with ●●●.
3. Crúac
a. As One [Circle of the Crone]
i. Sanctuary: It is an instant action to invoke this power.
ii. Make Straight the Royal Highway: May be used to break a grapple as an instant
action once per night.
b. Confidence in Adversity
i. If used during downtime, use of this ritual requires the allocation of one Downtime
Action.
c. Succulent Buboes
i. This ritual lasts for the remainder of the night or until used, whichever is first.
ii. Only one casting per level of Cruac possessed by the Acolyte may be in use at a time.
4. Despond [Bloodlines: The Legendary]
a. ●●●● Melancholy
i. The test to see if the derangement is active should immediately be made.
5. Blood Magic (Cruac, Theban Sorcery, Etc)
a. As per pages 198 and 204 of MET Requiem, blood magic is not a subtle process. When
one casts a blood magic ritual, it should be obvious to all onlookers that some sort of
ritual has just taken place. One cannot cast Cruac or Theban Sorcery rituals in a subtle
manner.
6. Dominate
a. A kindred who is possessing is required to have their real body within the jurisdiction of
the Supervising ST for the game (i.e. within the domain boundaries).
b. Kindred who wish to possess retainers that bear a likeness to any PC must clear such
retainers with the VST prior to the game and may be required to make Disguise rolls for
such.
c. Look alike Possession bodies are High Approval.
d. A character possessing another body carries both a Kindred and Mortal aura when aura
perceived. A kindred still has Predator’s Taint while possessing. A Possessed mortal
does not have a blurry reflection.
7. Institutionalize
a. “No Institutionalize power can affect someone who is not part of a confined, defined,
and regimented social group.” Storytellers should use their best judgment on whether
this condition is met. If it is not met, the power does not work.
8. Obfuscate
a. A character using the third or fifth dots of Obfuscate may only initiate
observational/perception tests against a target without breaking their Obfuscate effect.
9. Phagia
a. ●●●● Mortal Balm
i. The armor created by this power is considered armor as any other for purposes of
armor stacking.
10. Protean
a. ●● Haven of Soil
i. The near torporous state that the vampire is in prevents characters from activating
disciplines while melded.
b. ●●● Jungle’s Sting, The [World of Darkness: Shadows Over Mexico]
i. This power may not be used with fighting styles.
c. Returning to Human Form
i. Returning to human form requires an instant action and, per the text of the
devotion, may not be affected by Instantaneous Transformation.
11. Ralab
a. ●●●●● Unholy Avatar
i. The target of this power must be an NPC. A PC may not be designated as an Avatar.
12. Suikast
a. ●●●● The Dragon’s Own Fire
i. Fighting Styles may not be used with this power.
13. Taurobolium [Bloodlines: The Legendary]
a. Limitations and Time Constraints
i. It requires ten minutes per level of this power to enact on a PC.
ii. A Galloi may only bath a number of PCs equal to their resolve per night.
14. Theban Sorcery
a. ●● Prison of Denial
i. The effects of this ritual are negated if the subject is attacked by the person they are
“denying.”
b. ●●● Lash Beyond Death
i. When the ritual is triggered, the character must use their next action to perform the
action specified when the ritual was cast.
c. ●●● Legionnaire’s Blessing
i. Bonus traits from this Ritual do not add to staking challenges.
d. ●●● Pharaoh’s Paces
i. Initiating an attack against anyone is the same as touching them, negating the ritual
against them.
e. ●●● Vision of the Will
i. This ritual may not be used in conjunction with the Inspiring merit to store
willpower.
D. Devotions Affected by the Addendum
1. Sting
a. This devotion may only be used once per scene on any character.
b. If the character affected by Sting is attacked, they may react normally.

VIII. STORYTELLER RULES AND CLARIFICATIONS


A. Other Rules
1. Covenant Benefits
(ONLY DELETE THIS PART IF IT IS INCORPORATED INTO THE GLOBAL ADDENDUM)
a. In order to benefit from the powers of a given Covenant, you must possess at least one
dot of Status (False or True) in that Covenant. Powers from Covenant specific bloodlines
do not apply for purposes of this rule. As well, any PC who retains Covenant Specific
powers after leaving a Covenant is not constrained by this rule when using those powers
on themselves.
b. If a character with a Covenant specific Bloodline changes Covenants in a way that results
in an increase in the Bloodline’s Approval level, this change is not grandfathered. The
Bloodline remains in play until the application process is completed.
Suggestions for the Global Addendum
II.A.1. Draugr (From Gangrel: Savage and Macabre) I would like to remove the approval requirements
for this: I do not believe draugr to coordination above Low as they are not organized on any level (i.e. a
Draugr in New York does not communicate or coordinate with a Draugr in Boston). As the three main
venue antagonist all require approval or special guidance to use (Strix, Brood, VII) I would like to see the
Draugr, Larvae, and Dhampyr all remain Low Approval.

VI.G. VII I would like to replace this part with the following: “Please refer to the plotkit “VII for Use at
the VST Level” for using VII at approval levels below Top. To use VII outside the guidelines established in
this plotkit: Top Approval” We can leave parts 3 and 4 if need be.

V.A.2. Bugman Network Membership Do we have any plans for this?

Other Rules: Can we specify the following about blood bonds: The formation of a 3-point Viniculum
removes all other existing partial (1- or 2- point) Viniculums and prevents future Viniculums from being
created, even partial ones.

VII.C.2. Blood Oaths I would like to propose the following:

1. Blood Oaths [Invictus]


a. To gain benefit from an Invictus Oath, a character must have Invictus Status 1 or higher.
Any character may suffer the penalties of an Invictus Oath.
b. Wording of Invictus Oaths with mechanical effects must be approved by the character’s
Low Approval Storyteller and logged on the database (where available). They should
also be detailed on the character sheet. Storytellers determine if Oaths have been
broken.
c. Blood Oaths must be taken seriously. If all of the information required (successes, exact
wording, involved characters and items gained) is not provided, the Oath is not in play.
d. Any Oath that requires action on the character’s part will require downtime actions to
fulfill, depending upon the oath. These downtime actions must be fulfilled by the
character personally; they may not, for example, be fulfilled by Retainers.
e. Approvals: Blood Oaths require approvals based on the duration of the oath:
i. Up to 1 month: Low Approval.
ii. 1 to 3 months: Mid Approval.
iii. 3 months to 1 year: High Approval.
iv. Over 1 year, or indefinite/permanent: Top Approval.
v. Any oath, with the exception of the Oath of Bloody Loyalty, may be sworn for the
duration of a single game, convention, DT action, or proxy at the approval of the
supervising ST. If the supervising ST waives the requirement, the Oath does not
need to be logged in the database.
vi. Oaths that provide no mechanical benefits (e.g., Oath of Blood Tell, Oath of Running
Blood, Oath of Blood Knives, Oath of Burning Blood, Symbolic Blood Oaths (including
Oaths of Fealty), etc.) are not subject to the approval requirements above.
f. Oath of Monomacy:
i. The character begins Monomacy at a “baseline state”: all powers, oaths, vitae
augmentations and other activated supernatural benefits from any source to the
character cease.
g. Oath of Blood Focus:
i. Spending a downtime action on anything other than the fulfillment of this Oath
requires the expenditure of one Willpower point.
h. Oath of Running Blood:
i. This Oath requires one action during each downtime period to be used toward its
fulfillment. Failure to do so causes the blood glass to solidify.
i. Oath of Blood Loyalty:
i. Top Approval
ii. A character may be the vassal of no more than one Oath of Blood Loyalty at a time.
j. Oath of Blood Service:
i. High Approval
ii. Benefits obtained from Oath of Blood Service are limited by the Oath Bound PC’s
blood potency.
iii. This Oath requires two actions during each downtime period to be used toward its
fulfillment. Failure to do so causes the character to violate the Oath.
k. Oath of Blood Tell:
i. This Oath can be learned by non-Invictus without special approval.
ii. This Oath can be used if only one participant involved has learned the Oath;
however, in such a case, that one participant must pay both the Vitae and
Willpower costs of the Oath, and the other participant still must be willing.
l. Oath of the Bloody Hand:
i. This Oath is limited per turn in the same way as normal Vitae expenditure for
enhancing test pools, but may be added to the normal Vitae bonus.
ii. This Oath is an exception to Limitations to One-Shot Kills, as breaking it could
effectively be suicide rather than another character killing the PC.
iii. Any blood stored through use of this is considered neutral for the purposes of
supernatural effects carried within vitae.
iv. This Oath requires one action during each downtime period to be used toward its
fulfillment. Failure to do so causes the character to violate the Oath.
v. A Bloody Hand must be sworn for a short term effect. Oaths of the Bloody Hand
that last longer than one month require Top Approval.

Recommendations from the National Addendum for inclusion in the Global Addendum (I would like to
remove these from the National Addendum and see them incorporated into the Global Addendum)
