Final Examinations

Question 1: Values are concepts that serve as compass towards the goals
that an organization wants to attain or achieve. Discuss on the
core values of our educational system from the elementary to
the tertiary level and showing the unifying efforts done by the
authorities, administrators and teachers to realize these values.

Every individual is guided with his/her own principles and values which could
lead him into his/her success of failure. In our educational endeavor, we have attained
and even adopted some values which are accepted to the social group that we belong.
There are core values of Filipino teachers from elementary to the tertiary level which
really help each teacher to be in the right track and be a instrument to the attainment of
the visions and aims of his/her respective institution.

First is Hardwork. Hardwork is the most important core values for a teacher no
matter what educational level you belong. Filipinos are known to be hard workers that
marks a name to the global community. Being a teacher, you will encounter too many
endeavor which could not be surpassed without Hardwork. If you feel lazy in teaching,
there is no room for you in these noble profession, for teaching is a public service and
what is important is the effect of your work to your clientele or your pupils. How could
you impart good knowledge and values if you are lazy.

Second core values is perseverance. This is important to us fellow teachers is

perseverance to our profession. If you mind is on the monetary aspect of the job, you
cannot last for a long time for these job. Teaching endures service even with a low
salary for it is a public service and you are a public servant. Perseverance is important
to enable to challenge ourselves despite the soaring problems we encounter,

Third core values is the respect. If you want to be respected by other people,
show them also respect. That is the golden rule. Respect is important in order to have a
smooth relationship to other people. This value also determines the success of a
person, you can easily go to the top and be successful you respect and doesn’t exploit
your power and abuse your subordinates.Another important core value is Humility.
Leaders who are humble enough to all his subordinates are followed and respected.
Most Filipino are humble so as a result, they are bless.

Creativity and resourcefulness are also another important core values that every
teacher must possess. Considering the load of work of a teacher, we must be creative
in everything we do for it is utilized not only by our pupils but also our community.
During fiesta, and event, who are utilized in decorating the stage, being the masters of
ceremonies, is it not the teachers? This clearly unleashed how creative teachers are.

But how could we maintain this core values to our next generation teacher? The
government should join hand-in-hand to the teacher. The government should initiate an
incentive program appreciating the actions and values exhibit by exemplary teachers so
that all teachers will be encourage to maintain such core values. But the solution still
lies to us fellow teacher. These can be maintain to continuous modeling so that other
new generation teachers will follow.

Question 2: How does the knowledge on value systems help administrators

and teachers
maintain harmony, peace and unity in the organization?

Every organization has its own vision and advocacies that guide them to the
desired path of success. And in every vision there are core values that bond the
organizations expectations of performance to all its members in order to attain the
organizational goals. These core values makes up a value system of the organization.
But what is the real definition of a Value system?
According to Wikipedia.com, “A value system is a set of consistent ethic values
(more specifically the personal and cultural values) and measures values used for the
purpose of ethical or ideological integrity. A well defined value system is a moral code.”
These are the coherent set of values adopted and initiated by a person, organization, or
society as a standard to guide its behavior or performance in preferences in all
situations that the organization may encounter.
But in terms of educational organization, it is important for the teachers especially
its administrators to formally orients and aware of these sets of values or value system
of their own organizations? The answer is a big YES. It is a vital step or action to each
of the people to know and clearly define what organizational value system they have for
it serves as the stepping stone to the success that they desire, and an overview to the
projected performance that they must attain and the expected values that each teachers
must possess in their educational journey. Being aware to the set of values that the
organization aims is important to the relationships of the administrators to his/her
teacher. These values will help them to have a smooth interactions with each others
that would result to a peaceful workplace, a unified relationship to its members.
But how does the awareness or knowledge on the value system of the
educational organizations help the administrators and teachers maintain harmony, unity
and peace in the organization? There are varied core values in the value system that
maintain the respect in the organizations, one of these values is respecting the
superiors and respecting the rights of every individual. If you are a plane teacher, you
should respect your own administrators or superiors for they knows better on how to
make the organizations to its success. Likewise, if you are an administrators, you know
have no right also to exploit your power for your own means, and you should not abuse
your subordinates, and respect their rights as an individual. Following these core values
in the value system would create a healthy and harmonious environments and
relationship in the organization. But these values are emphasized in the educational
organizations nowadays, for some administrators use their position in illegal acts just
like “corruption in promotions, requiring Module 10 (gifts) from their subordinates which
results to conflicts and destroys the organizations harmony and unity.
In order to maintain the harmony, unity and peace to the members of the
organization, each member should be clarified and live up with the value system of the
organization in order not to create conflict and misunderstandings to the members, and
in order for each person to be guided with the proper values.

Question 3: K+12 Curriculum is conceived to help solve elementary grades

pupils not possessing the basic learning skills. High school
graduates unpreparedness for college work, and tertiary
graduates being square pegs in a round hole. How does this latest
program relate to the value systems of people in the organization
including the stakeholders such as parents, politicians, economist,
church leaders, etc.? How can a teacher/administrators like you
help in the success of this program?

K+12 Curriculum or K to 12 is an social issue banged the public attention,

especially those who rears their child to school. This is a program initiated by the new
government and its secretary of education which pursue additional two years to the 10-
year basic education of the Philippines. But what is the probable cause of spearheading
this new curriculum in education?
“According to UNESCO. The Philippines is the only country with a 10-year cycle.
“One only has to see public school students’ achievement test scores to see that our
system has failed the Filipino student”, said Dina Ocampo, Associate Dean at the
University of the Philippines College of Education.

“If you look at the data, achievement scores are very low. So if you think about it, it’s
really not working. We can’t keep it as it is because the curriculum is too crammed,”
Ocampo said.

Education Undersecretary Alberto Muyot said the scores were “really scary.”

Average National Achievement Test (NAT) scores of elementary school students

are at a failing 64 percent. The number further slides in high school, with the national
average at 46 percent.
Filipino students fade even deeper into the background on the international
stage, as reflected in results of the 2003 TIMMS (Trends in International Math and
Science Study).

Results of the test, taken by second year high school students, placed the
country 41st among 45 participating countries, lagging at the bottom with African
countries. Filipino students scored an average 35 percent, barely above students from
Ghana and Botswana.” (Tarra Quismundo, Philippine Daily Inquirer)
These results of researches evidently reveals that there is a real problem in our
educational system. But how could these new program affects the environment and the
public? What are the stakeholder’s opinion regarding these matter?
Parents look up to these program as another financial burden in their behalf, for
they are calculating the money that their children could spend for the additional two
years of their journey. They are seeing it in its monetary aspects. These really shows
their value of money for they parents for they know that very cent in their pockets was
earned through their hardworks. But Rex Lor defended K+12 on his article in the
Philippine Daily Inquirer, in August 23, 2010:

“Education is expensive but the numerous, consistent and expensive failures will far
outweigh the cost of educating the young. As employers, why don’t we hire high school
graduates?

Precisely because they’re not well-equipped and well skilled. In addition, they are not legally able
to sign contracts. Where do they go? They become branded as “OSY” who continually receive a
huge budget from the government to support them. Later on, they add up to the millions of
unemployed waiting for government dole outs and organizational charity. You see? It is more
expensive to maintain the unemployed than adding 2 school years. K-12 will strain the DepEd
budget. ….

A new K-12 curriculum equips the student more for future job opportunities. Majority of the
students graduating high school do not go to college. Because they are immature and unskilled,
they end up jobless and marked as out-of-school youths (OSY) who are supported financially
through various GO and NGO charities. Remember, it is more expensive to support the jobless
(lifetime-commitment ‘til they die) than educating the young (12 years). A skills-based high school
curriculum(like those of TESDA), will enable our graduates to land jobs. In our school, we are
undergoing a study to enrich our curriculum to allow our students to graduate with TESDA
certificates having finished courses in computer technology, clerical work, and others.

K-12 will produce more mature students. “Our high school graduates are immature… can we do
something about it?” quipped a fellow Rotarian complaining about immature jejemon graduates.
In K-12 curriculum, students graduating are of legal age– 18 years old. Meaning, they are more
mature psychologically and are enabled legally.

They can look for work and sign contracts with the employers not fearing about child labor and
abuse. K-12 globalizes our graduates. One of the biggest problems of our biggest export– the
OFWs – are handicapped by the number of years in Basic Education.

Let’s look at the SEA level, Thailand does not consider Philippine degrees, even from the best
universities, as equal those awarded by its own institutions. The reason: we have a 10 year basic
education curriculum. Other countries share Thailand’s reservation.

In a rapidly globalizing world, we cannot fence-sit and let the tides go by. There is a need to
change and to reform our educational system. Sticking to a system which produces unskilled and
unqualified workforce is an effective way of placing our country in a downward spiral. I fear that
we will fall into the tipping point when ignorance feeds ignorance and we can no longer change.
As it is today, it is hard for people to change for the long-term when everyone looks after the
short-term. “

These articles shows that the government won’t let every parents to send their
children for another two if it is not for their own good and if it does not give a brighter
result. Philippines has really a growing number of unemployed and out-of school youths
(OSY’s) that stops schooling and does not go to college due to poverty, which gives
burden to the government. So, in order to lessen this quantity of OSY’s and
unemployed, the government sees K+12 as its solution.

In terms of economy, these issue is affects also the values system of the
government especially those economist and politicians. The politician see these as a
burden and at the same time as a global opportunity. Burden, because they are the one
who are sending their childen into prestigious schools. As Edilberto de Jesus, the
President of the Asian Institute of Management, said: “Ironically, those politicians who
are adamant against the K-12 see the importance of adding more years in basic
education having sent their children to La Salle Green Hills, Ateneo de Manila
University – Grade School, Immaculate Conception Academy and other International
schools.” For they know also that another two years in these institutions needs a lot of
financial resources. But at the same time, it is a global opportunity for their children to
enter to prestigious universities around the world, for having 12 years in primary
education is a strict requirement. It has been supported by the article of Rex Lor:

“Years ago while applying for graduate scholarships in a university in the US, I
was frustrated to know that one of the strict requirements for international
students is to have studied 12 years in basic education. I sent my diploma and
supporting documents only to be denied because of the requirement with a letter
expressing that I undergo an additional 2 years to complete the cycle. Frankly,
we are one of only few countries that still have a 10-year basic education
curriculum.”

These really show that global competitiveness is the real aim of the k+12. In terms of
economist, they see these program as a advantage for the workforce of the country for
the product of these program will be easily absorbed for their employments.

But how could we ensure the success of the implementation of the current
program? What is the role of teachers like us and administrator determining the success
of the curriculum? We have a vital role in determining the success of these endeavor.
We are the key for it victory. We should be the source of information that would
enlighten the minds of the Filipino people that there is really a high time for changing
and reforms on our educational system. We will be the information desiminators and
implementer at the same time. We will be the foundation of this program. The success
lies on the hands of the teachers and the administrators as well.
