Ontario, while the Liberals suffered a 43-seat
drop.
But the NDP, who nearly tripled their seat count,
made a major breakthrough in Quebec, mostly

loss of 45 Bloc seats in the province prompted
party leader Gilles Duceppe to announce he
would resign in days.
Following his victory, Layton bounded up the
stairs to address a near ecstatic crowd in Toronto,

a supporter on the campaign tour to help him
with his recovery from hip surgery.
“And let me tell you this: Spring is here, my
friends, and a new chapter begins,” Layton said,
who was drowned out several times mid-speech.
Layton garnered one of the largest reactions
when referring to the largely young crowd
present at the NDP supporter party and their role
in the election results.
The New Democrat leader said Canadians
voted Monday to strengthen public health care,
retirement security and help families make ends
meet.
“And you voted to end the same old debates and
political games,” he told the crowd.
But he also vowed his party would oppose the
Conservative government “with vigour if it is on
the wrong path.”

Hefty pensions soothe MPs’ pain of defeat

Surrey MPs Sukh Dhaliwal (Liberal) and
Dona Cadman (Conservative) won’t get
the MPs’ pension because they didn’t
serve long enough, but defeated Tory
Gary Lunn (Saanich-Gulf Islands) is in
line for $2.2 million.
Nine defeated or retiring MPs from B.C.
are in line to collect a combined $18.6
million in pension benefits now that
they’re out of office.
Surrey’s two MPs defeated in Monday’s
federal election – Conservative Dona
Cadman (Surrey-North) and Liberal Sukh
Dhaliwal (Newton-North Delta) – did not
serve the minimum six years to qualify for
what the Canadian Taxpayers Federation
(CTF) calls the lucrative “fat-cat MP
pensions.”
Instead those two will receive only
$79,000 in severance.
But taxpayers federation national research
director Derek Fildebrandt said the
province’s other federal MPs turfed by
voters Monday night or who chose to
retire “should find a nice soft landing with
their ‘golden parachute.’”
Conservative MP Gary Lunn, defeated
by Green Party leader Elizabeth May in
Saanich-Gulf Islands, leaves with $2.2
million in future pension entitlements.
Liberal MP Ujjal Dosanjh, defeated in
Vancouver South, leaves with a pension
worth $830,000.
The biggest payout will go to Liberal
MP Keith Martin, who retired from his
Esquimalt-Juan de Fuca seat with a
pension of $3.9 million.
Conservatives Jay Hill (Prince George-
Peace River) and Chuck Strahl
(Chilliwack-Fraser Canyon) both retired
from federal politics with $3.3 million
pensions.
Tory MP John Cummins (Delta-Richmond
East), who retired from federal politics to
head the B.C. Conservative party, now
gets a pension worth $1.33 million.
Conservative retiree Stockwell Day
(Okanagan-Coquihalla) gets a package
worth $1.67 million, Kootenay-Columbia
Tory MP Jim Abbott retires with $1.36
million and the NDP’s Bill Siksay
(Burnaby-Douglas) takes away $732,000.
All the qualifying B.C. MPs can opt to start
collecting their pensions immediately.
The taxpayers federation argues the
current pension system for federal
politicians is too rich, contributing $4 for
every dollar contributed by an MP.
It favours a dollar-for-dollar matching
formula now used in Saskatchewan and
Ontario.
“The vast majority of Canadians working
in the private sector have no private
pension plan of their own and those
few who do, normally have defined-
contribution, RRSP-style plans,”
Fildebrandt said.
“Most Canadians have to save for their
retirements the old-fashion way. MPs by
contrast are guaranteed a steady payout
regardless of how investments and the
market perform.”

sought the court’s mercy to grant him
bail pending appeal to travel to Australia
for medical treatment.
Bhikha who is facing a four and a half

Police officers have launched operation

Geothermal power station planned for Fiji

The company says geothermal energy will
reduce Fiji’s reliance on fuel imports.
In a statement, the firm says it believes the
new facility will also “be the key to Fiji’s
ability to transform its economy and greatly
increase the wealth of its people”.
Geothermal Electric’s chief executive, Tim
Daniel, told the media that the new plant
may also bring down the cost of power for
Fijian residents.
“We have an enormous fuel bill from fossil
fuels and the objective is to reduce that and
complement renewable energy sources,” he
said.
“The way to go now is really renewable
energy, given the oil price will not come
down, it will continue to increase. As it
increases, it puts a big dent in the nation’s
economy in terms of importing oil into the
country.”

the Suva Magistrates Court charged with
one count of inciting mutiny and one count
of uttering seditious comments.

Sadasivan Naicker has been elected the new

Naicker who has been the general manager of

Newcrest Mining to commence
exploration at Mt Kasi
Australia’s largest gold producer and one of the world’s
top 10 gold mining companies, Newcrest Mining
Limited is to begin exploration work at Mt Kasi in two
weeks.
This was confirmed by Land’s Permanent Secretary
Filimoni Kau.
Kau said the Fiji government has given a license to
Newcrest to begin exploration.
“They will begin work soon,” he said.
$350 million for
road upgrades
A total of $350 million is expected to be spent
to upgrade Fiji roads.
Works Ministry spokesman Iliesa Sokia said
the amount included was given to the Ministry
in the National budget and funded through

Sokia said there are a number of road upgrades
to be carried out including the road works along
Nokonoko Road in Suva. This is expected to
be completed later this year.
He added issues had arisen causing delays in
completion.
“Road works at Nokonoko is scheduled to be
completed this year. There were a few land
issues which we encountered on the way and
that has been ironed out and is expected to
be completed by the end of the year,” added
Sokia.
He added Nokonoko project was allocated over
$2.5 million and Department of National Road
(DNR) is working towards the completion.

Dr Sahu Khan disbarred,
Mishra and Raza fined
A clearly shaken Dr Muhammad
Shamsud-Dean Sahu Khan had to be
consoled by his daughter after hearing
that he was no longer part of Fiji’s legal
fraternity.
Dr Sahu Khan was disbarred from
practicing law after he was found guilty
of professional misconduct by the
Independent Legal Service Commission.
The Ba lawyer failed to comply with a
Deed of Indemnity and Guarantee which
he executed with his client Sashi Kiran
in 2006.
In the deed, Dr Sahu Khan had stated
that he would take full responsibility for
paying Kiran the sum of $120,000 if the
civil suit they filed against the Registrar
of Titles and the Attorney General’s
office was dismissed.
Following Dr Sahu Khan’s failure to
comply with the deed, his client, Sashi
Kiran had to pay the $120,000 that was
supposed to be paid by him.
In sentencing Dr. Sahu Khan,
Commissioner John Connors labeled the
Ba lawyer’s conduct as a “disgrace” and
“reprehensible”.
And as punishment for his act,
Commissioner Connors ordered that
Dr Sahu Khan’s name be “struck from
the roll of legal practitioners” and to
indemnify Kiran with respect to any
money paid by her as a result of his

to in the deed of guarantee and indemnity

sum of $10,713.50 or face a similar
suspension of his legal practicing

COST OF LIVING GOES UP AND
TEACHERS WANT PAY INCREASE
Teachers are seeking a pay rise citing the high
cost of living as the major reason.
This was revealed during the annual general
meeting of the Fijian Teachers Association
(FTA) at the Civic Centre in Suva.
Members unanimously agreed that they should
approach Government for a review of their
salaries.
Association president Tevita Koroi said they
had submitted their request to Government.
“We have submitted our request and we will
continue to knock on their door,” Mr Koroi
said.
Teachers have not had a pay rise since 2006.

Meanwhile, in an interview with Public
Service Commission (PSC) Permanent
Secretary Parmesh Chand late last year, he said
Government was progressively implementing
the salary adjustments for civil servants, which
would be in line with recommendations of the
Job Evaluation Exercise (JEE) undertaken in
2003.
He said they had started with the disciplined
forces followed by the nurses.
Mr Chand said Government would give
consideration to the implementation of the
Job Evaluation Exercise to the rest of the civil
servants at a later stage.
Fiji Military stands by Bainimarama
The Fijian military on Thursday reaffirmed
its unity and resolve in support of the Prime
Minister and Military Commander Commodore
Voreqe Bainimarama despite the fact that two
senior officers were charged with crimes.
Land Force Commander Colonel Mosese
Tikoitoga gave the assurance after the two senior
military officers appeared in court on Wednesday
for allegedly going against Government and the
leadership of Commodore Bainimarama.
Colonel Tikoitoga said there should be no doubt
about the military’s stand.
He said: “Despite the two senior officers being
charged after the investigation carried out last
year and early this year, the Republic of Fiji
Military Forces (RFMF) still has a lot of resolve
in carrying out the Prime Minister’s wishes to
taking Fiji to new heights. Despite differences,
the RFMF still supports the Prime Minister
100 per cent to make sure what we started is
completed properly.”

$10,000 compensation for ex-miners relocation
The 200 families of former employees of
the Vatukoula Gold Mine Limited that faces
relocation are likely to receive $10,000 for
each family if the Government approves the
Ministry of Lands proposal for the amount.
The Government has stepped in to look into
the relocation of the 200 families after the
mining company decided that it was time
the former employees vacated the mine
premises.
The families are divided into three categories
with the company assisting only the families
that were left jobless after the then Emperor
Gold Mine ceased operations in 2006.
The company has allocated $6 million for
the families that fall under the 2006 category.
The other two categories are those that
have retired and are still dependent on the
VGML to provide housing assistance and
employees who were part of the 1991 strike,
complaining of poor working conditions and
poor wages.

seditious comments while Driti is also being
charged with one count of inciting to mutiny.
Colonel Tikoitoga replaced Driti last year after

guarantee to safeguard the citizens of Fiji,
saying “we also reassure the citizens of Fiji the
RFMF will also do what it promises to do to

change the mind-set in PSC and also the nation.”
Mara will again appear in Court on May 30,
while Driti will reappear on June 1.
Meanwhile, Police Commissioner Brigadier-
General Ioane Naivalurua expressed that he
cannot comment on whether other military
people will be charged under the Crimes Decree
as investigations were continuing.
“We are still holding talks with the
Permanent Secretary for lands, and if all
goes according to plan the families could
be receiving $10,000 for each family.
Government is serious about seeing that
the families are relocated because the
Government is mindful of the fact that they
(former employees) once contributed to the
country’s economy,” Commissioner Western
Commander Joeli Cawaki said.
Commander Cawaki said the taskforce
assigned to look after the relocation would
help the families by providing transportation.
“From the assessment we carried out, we
found that majority of the families are
willing to return to their own villages.
The taskforce, with the help of Government
and all stakeholders will have to provide
transport for these families.
The Government has also looked into the
issue of providing land for those who wish
to reside in the urban areas,” he said.

Growing number of money
laundering cases reported
The 2010 Financial Intelligence Unit
(FIU) report released recently shows that a
total of 629 suspicious transaction reports
of money laundering were recorded in Fiji.
The report also highlights that out of the
629 suspicious transaction reports 267
intelligence reports was disseminated
to law enforcement agencies for
further investigation of possible money
laundering.
The FIU report also identified over 120
cases of possible tax evasion.
Director for FIU, Razim Buksh said in
the last 5 years, the FIU handled 2,341
suspicious transaction reports, 303,585
cash transaction reports, 714,873
international funds transfer reports and
665 border currency declaration reports.
“During this period, the FIU developed
and disseminated 839 intelligence case
reports to law enforcement agencies and
provided investigative assistance for 293
requests.” Buksh said.
He said they have over 1,000,000 financial
transaction information in its database.

assistance to local law enforcement
agencies relating to ongoing investigations
and also provided assistance to other
Government agencies through conducting
background checks on persons or entities
of interest.

“These resulted in a number of successful
investigations and convictions of complex
crimes such as money laundering, fraud,
cyber crime, tax evasion, tax & customs
fraud, corruption and abuse of office,
currency smuggling, drug trafficking, and
other serious offences.” He said.
He said another notable contribution the
FIU has made was on the “non conviction
based” forfeitures of properties under the
Proceeds of Crime Act.
On the regulatory front, he added the FIU
has been vigilant in enforcing the FTR
Act and this, among other things, led to
the revocation of the license of a foreign
exchange dealer, closure of an unlicensed
bank, and issuance of a number of alert
notices and directives by the FIU for
compliance by commercial banks and
other financial institutions that are covered
under the FTR Act.
Meanwhile, the FIU report was tabled
at the Cabinet meeting this week by the
Attorney-General and Minister for Justice,
Aiyaz Sayed-Khaiyum.
FIU is responsible for the administration
and enforcement of the Financial
Transactions Reporting (FTR) Act,
legislation aimed at preventing and
detecting money laundering and other
criminal activities in Fiji such as financial
fraud, corruption and tax evasion.

Indian Govt scholarships for students

The Indian Cultural Center, High
Commission of India is providing 26
scholarships to the grass root students
of Fiji.
The Director for Indian Cultural
Center, High Commission of India, Dr
Kamal Kishor Mishra said the Indian
government is ready to assist the people
of Fiji for higher studies in India.
Dr Mishra said so many students of Fiji
have benefited from the scholarship and
are physically seen doing wonders for
Fiji.
He said academic and cultures are the
bond of real friendship and it has a soft
power that we experience in a different
way.
Dr Mishra said the Indian government
continues to provide educational
assistance to the most venerable in Fiji.
“The government of India has given so
many students the opportunity to gain
higher education free of charge from
India.” he said.
Dr Mishra said the scholarships up
for grabs this year do not only focus
on the undergraduate studies but up to
doctorate level.
“Students can study a wide variety
of courses at over more than 400
universities in India.” he said.
He said it’s interesting to see students
of Fiji getting higher education and
investing back in their own country.
“It’s my wish to see Fiji students
study in India and return with higher
qualifications and give Fiji an identity in
the world.” he added.
According to Dr Mishra there are various
scholarships to grab this year and in the
years to come in various forms.
Meanwhile, a Fiji student Sharon
Chandra is the latest recipient of the
General Cultural Scholarship Scheme,
Indian Council for Cultural Relations,
Government of India.
Chandra said she will be studying
Kathak (one of the eight forms of Indian
classical dances) at the Central Sangeet
Natak Dance and Drama Academy in
Delhi, India for three years.
Chandra said the standard of education
in India is high but I am going to work
hard and prove myself as one of the best
students of Fiji.
“I always had a passion for Kathak dance
and the ICCR Scholarship Scheme has
enabled me to fulfill my dream.
She added that, “my advice would be for
Fiji students to apply for the scholarship
as it paves a better way and provides a
lifetime opportunity for study.”
The next ICCR scholarship will be
advertised in December this year.

on giving out more than 10,000
hectares of land to those interested
in undertaking development work
through the Land Bank.

Asian countries,” he said.
Kau said hopefully by year end they
will be able to designate the whole
10,000 hectares that have been

Bainimarama’s meeting with ADB President Mr Haruhiko Kuroda

The Prime Minister, Commodore Josaia
Voreqe Bainimarama, met the President of
the Asian Development Bank, Mr Haruhiko
Kuroda on the occasion of the 44th Annual
Meeting of Board of Governors of the Asian
Development Bank in Hanoi, Vietnam. He
was accompanied by the Acting Governor of
the Reserve Bank of Fiji, Mr Barry Whiteside,
Permanent Secretary for Finance, Mr Filimone
Waqabaca and the Permanent Secretary for
Strategic Planning, Mr Pita Wise and senior
officials from the three agencies.
In this meeting, the Prime Minister discussed
pertinent development issues specific to Fiji
and sought support in these areas from the
ADB, a multilateral development partner to
Fiji.
The Prime Minister briefed the President
on the latest economic developments in
Fiji including the revised growth estimates,
progress of on-going reforms and the status
of existing ADB funded projects. He also
outlined to the President the reasons for
Fiji deferring engagement with the IMF for
a Standby-Arrangement (SBA) program.
He reiterated his request for the Bank’s re-
engagement with Fiji and the need to develop
an Interim Strategy. This is in light of the fact
that the existing ADB funded projects, namely
the Suva-Nausori Regional Water & Sewerage
Scheme, the Fiji Road Upgrading III Project
and the Flood Recovery Programme, would
be completed within the next two years.
The Prime Minister expressed continued
support and commitment to ADB and in turn
sought the Bank’s funding assistance through
relevant programs to allow Fiji to achieve its
development objectives.
The Prime Minister again reassured the
President and the international community of
his commitment to holding general elections
in the third quarter of 2014. He mentioned
that the country is currently on the right
track, implementing reforms that will unleash
Fiji’s growth potential and lay the platform
for general elections that will give birth to
political stability and sustainable and inclusive
development.
In his remarks, the President congratulated
the Prime Minister for his strong leadership.
He also acknowledged that while the three
(3) Bank funded projects are progressing
well, there are some hurdles to the prospects
of re-engagement. This includes the concerns
expressed by some Pacific Island countries
about the situation in Fiji. The President
also expressed his views that engagement
with the IMF would be beneficial for Fiji as
it will provide the framework for assistance
towards key reforms and also facilitate full re-
engagement with the Bank. Mr Kuroda stated
that within these constraints, any assistance
by the Bank would be limited to Technical
Assistance that could support Fiji’s reform
agenda.
However, the Prime Minister emphasized that
Fiji continues to dialogue with the IMF and
the decision to defer the SBA was taken in
light of the improving economic conditions,
comfortable level of external reserves and
the unfavourable conditions demanded by
the IMF. In addition, the fact that Fiji was
successful in recently raising US$250 million
in the international market indicates positive
sentiments internationally with regard to Fiji’s
economic progress and development going
forward.
The Prime Minister also assured the President
of Fiji’s support for his intention to seek re-
election for a second term in office..

Local banks to educate Dr Sahu Khan to stay

He added that more education is needed on

Dr Sahu Khan will remain as the President
of the Fiji FA as the ruling handed has
nothing to do with the Fiji FA.
Kewal added the there is no reason for Sahu
Khan to step down from the President’s
post.
Legal Services Commissioner John
Connors ordered that Doctor Sahu Khan’s
name be struck from the roll of legal
practitioners after he was found guilty of
professional misconduct.
Doctor Sahu Khan has not made any
comments.
Fiji FA Chief Executive, Bob Kumar said
the issue is a personal matter for Doctor
Sahu Khan and the Football Association
will not make any comments.

Fiji siGNS MOU WITH PNG
MINISTER OF LABOUR
Papua New Guinea’s Minister of
Labour Mr Sani Rambi signed a
memorandum of understanding with
his Fiji counterpart Mr Filipe Bole
to provide technical assistance in
the field of Occupational Safety and
Health (OSH) as it’s known in PNG.
The signing is also significant since it
is done on World Day of Occupational
Safety and Health.
Mr Bole advised the Fijian Labour
Ministry would undertake this reform
in three phases form June to December
2011 until June 2012 on a need basis.
PNG’s Labour Minister said the
employment boom in PNG saw the
need for assistance from Fiji.
“This is a transition period for the
people of Papua New Guinea, we are
going through a lot of mining booms -
the oil and the gas industry , it’s timely
that we need this technical assistance
from Fiji.”

20,000 expertise from offshore to
develop, especially the gas industry
that will come into production in

Study offer to Morocco sounds attractive
The Public Service Commission has
received further information from Moroccan
authorities, indicating the attractive
facilities of studies the country has to offer
and the conditions for foreign students in
Undergraduate and Post Graduate study
programs.
This follows a meeting between the
commission and the Ambassador for
Morocco based in Canberra Mr Mohammed
Mael-Ainin.
The meeting was arranged by the Ministry
of Foreign Affairs & International
Cooperation.
PSC permanent secretary Parmesh Chand
said a Moroccon scholarship covers full
tuition, enrolment costs and a student
allowance of 75 euros/month (equivalent to
F$190/month).
Drivers to stop improper use of horns
Fiji’s Land Transport Authority has issued a stern
warning to motorists responsible for improper use
of horns while driving.
Authority chief executive Naisa Tuinaceva said
the Authority is concerned as drivers toot horns
for the wrong reasons.
He said there are a number of impatient drivers out
there who are always in a hurry and toot horns to
fast things, for example at traffic lights.
Tuinaceva added that drivers are to be mindful
that this not only causes unnecessary noise and

Australian tourism operators need to
boost their skills when it comes to
customer service. That’s if they are to
compete with destinations such as Fiji
and Bali in the face of a strong Australian
dollar, a travel expert has warned.
Tourism and Transport Forum chief
executive John Lee said you only had
to look online at hotel review websites
such as Tripadvisor to see tourists
posting negative comments about their
experiences in Australia.
Mr Lee said: “Tourism is a global
industry.
“Australia is competing with Fiji,
Indonesia, Thailand... the bar keeps
rising and it’s really important in terms of
customer service.’’
He said recent Tripadvisor comments
described staff at one 4.5 star Queensland
hotel as showing complete indifference’’,
having a “hick town’’ approach and “not
my responsibility’’ attitude.
It also described the room facilities as
“absolutely basic at best - and definitely
struggling to make 3 stars!’’
Mr Lee was to release the TTF-American
Express Are You Being Served? survey,
which shows four out of five travellers,
rated customer service as very important.
Three out of four were willing to pay more
for a better customer service experience.
He said Australia was suffering a national
skills shortage and workers were fleeing
the hospitality and tourism industries and
heading to the mines.
“It has led to a real vacuum in some parts
of the tourism industry,’’ he said.
There have also been reports that people
who worked in the tourism industry in
Ireland were unable to get visas to come
to Australia to work as chefs, waiters or
maitre d’s.
“The idea of fast-tracking visas not only
for engineers for the mining boom but
chefs and professional tourism staff we
think is much needed,’’ he said.
The survey also found that Australian
travellers do not like paying excess fees
and charges, with credit card processing
fees as the biggest negative.
“The super-powered Australian dollar
has upped the ante on Australian tourism
operators,’’ American Express World
Services in Australia vice-president
Christine Wakefield said.
“Without an A-plus in customer service,
travellers are unlikely to be become repeat
purchasers and will end up spending their
money elsewhere.’’

Fiji Development Bank’s Money Smart
programme has been recognised by the
Association of Development Financing
Institutions in Asia and the Pacific
(ADFIAP) as one of the two winners of the
Human Capital Development Category.
The other is the Philippine Export-
Import Credit Agency’s Organisational
Empowerment Plan.
Money Smart competed against 57
projects entered by 28 countries for this
particular category.
The recognition is part of ADFIAP’s
annual ‘Outstanding Development
Project Awards’ which honours ADFIAP
Fiji introduces new breed of sugarcane
The Sugar Research Institute of Fiji
(SRIF) is trying to encourage farmers to
plant a new breed of sugarcane.
It contains an exceptionally high amount
of sucrose. Sucrose is the organic
compound in sugarcane that is needed to
make sugar.
With the Fiji Sugar Corporation (FSC)
implementing a quality payment system
next year, farmers were briefed by SRIF
officers about the two types of sugar cane
varieties. This was during the Information
Day last week at the Meigunyah Sector
for Nadi sugarcane growers. SRIF officer
Prema Naidu said the two varieties were
members who have undertaken and or
assisted projects that have created a
development impact in their respective
countries.
The awards are given to members, which
in the judgment of the ADFIAP Awards
Board, have implemented or enhanced
outstanding and innovative development
projects during the immediate past year.
“Money Smart is an innovative financial
literacy programme which has since
it started in 2007, benefited more than
64,000 children going through third form
since then,” said FDB chief executive
officer Deve Toganivalu.

now be trained through NEC to allow them

“It’s really an opportunity for all clients
including the FAS clients to display their
products and services and that will be done
in December,” he said.
“So it’s a wonderful opportunity for them so
that they can show the goods they produce
so that they can be linked to customers
both nationally and internationally.
“We are looking forward to the expo so
that the clients can showcase what they can
produce.
“It can be as small as a key tag – as a
souvenir and it doesn’t have to be big like
a table it can be a key tag with the words ‘I
Love Fiji’ shown on it and it can be shown
to the world.”

China continues assistance to Pacific

China will continue to assist Pacific Island
Countries says China’s Ambassador to
Fiji, Dr Han Zhigiang.
Dr Zhigiang made the comments at a public
lecture at the University of the South Pacific
Laucala campus.
Dr Zhigiang says China’s friendship is
manifested in many areas – as they believe
all countries big or small should be treated
equally.
“Chinese people believe in a saying that one
tree cannot make a forest, which means in the
real world, one single country’s prosperity is
not sustainable.”
Dr Zhigiang says they are providing soft
loans to the Pacific without any political gain
– and denounced those suspicious of China’s
motives.
“China’s aid is just like traditional Chinese
medicine- beneficial and no side effect-
however when China’s relationship with
Pacific Island Countries are moving forward
in the right track, we sometimes hear this noise
about this mutually beneficial relationship-
like China is exploiting this region, China is
fighting for regional supremacy, China is in
competition with other regional powers for
dominance of this region etc. These sayings
are ridiculous and groundless.”

Temaru finally reached an agreement
with top AFD (French Development
Agency) executives in Paris.
The French Development Agency will
grant a loan of 5 billion French Pacific
francs (approx US$59m).
French Polynesia will first get a large
part of the loan - 3 billion French Pacific
francs (approx US$35m) - in the days to
come.
This first part could be achieved “at the
end of this week or at the beginning
of next week”, French Polynesia Vice-
President Antony Geros announced
Monday in Papeete.
The second part of the loan implies,
among other things, that French
Polynesia presents a program to cut
spending.
This could probably mean that several
public departments could merge in 2011.
This program will have to be presented
to the French Polynesian Assembly
before June 30, 2011.
Many public agents retiring will not be
replaced, Geros told reporters.
The building owned by the French
Polynesian government in Paris should
also be sold.
The French Polynesian government also

$25m to pacific
obesity study
US authorities have given researchers
a $US25 million dollar grant to study
prevention of obesity in remote Pacific
Islands and parts of Hawaii.
The five-year Department of Agriculture
grant will fund research to be headed
by the University of Hawaii, involving
scientists from American Samoa, Guam,
Micronesia and the Northern Marianas.
Professor Rachel Novotny from the
University of Hawaii says those
communities show high levels of
obesity, leading to cancer, heart disease
and diabetes.
She’s told Radio Australia’s Pacbeat
program the research can make a
difference.
“If we can find some of the most salient
factors in each community such as foods
that are being imported, and maybe put
some more support towards some local
production, some of these sorts of things
- the effect could be quite dramatic
especially in these island communities
with fewer inputs and outputs than some
of the larger places,” she said.

A 5.2 magnitude ocean earthquake
struck off the coast of Fiji early
Thursday morning, the Department
of Mineral Resources has confirmed.
The earthquake struck at around
4.20am and was located about 411
kilometers South East of Suva and
31 kilometers North East of Doi
Island in the Lau Group.
Despite its magnitude, seismologists
at the Department of Mineral
Resources say the earthquake posed
no major threats to Fiji in terms of
tsunamis.
This is mainly because of the 543.9
kilometer depth of the source of the
earthquake within the earth’s inner
mantle.

entire book. The book is meant to educate, inform, excite and invigorate the readers.
Sachin Anand Balram was born in Ba. While growing up in Fiji, he lived in Suva, Lautoka , Nausori
and Nadi. After completing his high school at Tilak High in Lautoka, he went to Auckland, New
Zealand. He obtained his law degree from Auckland University in 1976. He returned to Fiji and
practiced law in Nadi. He was an associate of the law firm of A.D. Patel and Company.
In 1980, Sachin Anand Balram immigrated to the United States. Since then he has lived and worked in
the San Francisco Bay area. He is married to Kamini and has two daughters Suhani and Cahani. This
is his first book but he intends to write more about Fiji and life in America in the next few years.

US tornado outbreak was ‘biggest ever’
The university town of Tuscaloosa, Alabama, was hardest hit, with at least 65 killed

Social networking sites are becoming primary
source of evidence in divorce proceedings,
according to US lawyers.
A survey conducted by the American Academy of
Matrimonial Lawyers has found that Facebook is
cited in 20 pc of divorces in America. However,
Florida lawyer, Carin Constantine says the
number is much, much higher.
The study also revealed that 80 pc of divorce
lawyers reported that more people are using
social networking to engage in affairs.
A divorce lawyer has cautioned that Facebook is
used in 90 pc of cases to pull the partner down at
the time of splitting.

The outbreak of tornadoes that ravaged the
southern US last week was the largest in
US recorded history, the National Weather
Service has said.
The period from April 25-28 saw 362
tornadoes strike, including some 312 in a
single 24-hour period.
The previous record was 148 in two days
in April 1974.
The tornadoes and the storm system that
spawned them killed at least 350 people
in Alabama and six other states. It was the
deadliest outbreak since 1936.
The review by US meteorologists came
as the southern US states of Mississippi,
Alabama, Georgia, Tennessee, Virginia,
Louisiana and Kentucky continued
the huge task of digging out from the
destruction.

Search parties scouring the sea bed off
Brazil’s northeast coast have recovered
the second of two flight recorders from the
Air France aircraft that crashed into the
Atlantic in June 2009, investigators said on
Tuesday.
The discovery of the audio recorder, two
days after the flight data recorder was
fished up, brings investigators even closer
to the cause of the crash as it should hold
recordings of cockpit conversations during
the flight’s final moments.
“We can now hope to find out what truly
happened within the next three weeks,”
French Transport Minister Thierry Mariani
told RTL radio.
The investigation team identified the
Cockpit Voice Recorder on Monday, May
2, 2011, France’s BEA air accident inquiry
office said in a statement. The device was
hauled up to the team’s ship on Tuesday.

HST will cost
families an
extra $350 a year
Ninety per cent of
eateries have seen
a drop in sales
A highly anticipated Harmonized Sales
Tax report from a government-appointed
panel finds the 12 per cent tax will cost the
average family an extra $350 a year.
It also says the HST will shift the tax
burden from businesses to consumers who
are already paying more at the cash register.
But the report also predicts businesses will
pass those savings on back to customers.
The change will also add an extra $2.5
billion in growth to the province’s economy
by 2020.
Ballots for the mail-in referendum on the
tax will start going out in mid-June and
the results are expected to be announced in
August.
Premier Christy Clark has suggested her
government will propose changes to the
unpopular tax before voting begins.
The panel also says returning to the PST/
GST system would cost BC $820 million
in 2013 and $893 million in 2014.

Restaurant sales low due to HST, new laws
Nine out of 10 restaurants have seen a
drop in sales since the HST was brought in
last July.
A Canadian Restaurant and Foodservices
Association survey shows liquor sales
fell by more than 20 per cent in the four
months after the drinking and driving laws
were introduced.
Association Vice President Mark von
Schellwitz says they’re seeing a really
big divergence in BC. “Other provinces
are coming out of the recession quite
nicely. We started to before the HST was
implemented and then our sales basically
took a hit in BC.”
He adds this shows public policies do have
a significant impact on our businesses.
“What we are hoping for as one of the
largest private sector job creators is the
government will provide more of a playing
field that is level for our industry so we can
compete and succeed... to help our industry
and customers thrive again.”
He says almost 70 per cent of local
restaurateurs say they will vote against the
HST in the upcoming referendum.
Hotter summer for BC,
but not for South Coast areas
Environment Canada is predicting a hotter
and drier summer for much of B.C., but not
for Vancouver and Vancouver Island.
The agency’s senior climatologist David
Phillips says while higher than average
temperatures and lower than average
rainfall is in the long term forecast for B.C.
and much of Canada, temperatures and
rainfall on the South Coast are expected to
be normal in June, July and August.
But that could still be a welcome relief,
given the higher than normal rainfall so far
this spring, said Phillips.
“I always say the weather you’re cursing
right now may be the weather you’re
blessing in the middle of the summer,
because if you have it warmer and drier
than normal, then there may be a lot more

3 chilies - chopped Add onion, cardamon, cloves and
salt to taste cinnamon.
For rice Add rice and fry for approximately 5
6 cups water minutes.
3 cups rice washed and drained well You may add a little oil if it sticks to pan.
3 tablespoons ghee or butter Add water and let cook for ten minutes.
1 onion Add cooked chicken.
3 cardamon pods Stir all together and let cook for a further
3 cloves 10 to 15 minutes on low heat without
cinnamon stick - 1 small piece opening lid.

ICBC to cut Michael Ignatieff quits

Capitals swept by Lightning, officially the new whipping boy of NHL playoffs
The Washington Capitals have been
swept out of the second round of the
2011 NHL Playoffs by the Tampa Bay
Lightning. It’s yet another abrupt ending
to a promising season, and it will likely
end the reign of head coach Bruce
Boudreau, as the club searches for some
way to cease squandering the prime of
Alex Ovechkin.
As the 2011 NHL playoffs got underway,
I suggested that the Capitals had one
last chance to forego being officially
and permanently labeled as postseason
chokers. With the second round sweep by
the Lightning, that must be how they are
viewed now, without hesitation.
The futility of the Capitals over the past four
seasons has been remarkable. Washington
has won the Southeast Division in each of

How To Grow and Harvest Cilantro
Cilantro is an herb that is commonly
found in Mexican or South Western
dishes. It has a strong, distinctive
flavor that is quite unmistakable.
The seeds of the cilantro plant are
also used to season food, and are
called coriander. Growing your
own cilantro can be a bit tricky, but
with attention and care you’ll be
harvesting this wonderful herb and
using it in your own cuisine.
Let’s get started!
Cilantro plants grow and go to seed
very quickly, so you’ll want to plant
them continuously throughout the
growing season; every three weeks
or so to maintain your crop. Once
the roots consistently reach 75
degrees, the plant will start to seed.
Plant the seeds a few inches apart in
an area of your garden that gets both
sun and shade - preferably morning
sun and afternoon shade. Planting
them close together will give your
cilantro plants a bit of extra shade
to keep the roots cooler, longer.

Seeds should be planted about 1/4
inch deep.
Spring and fall are the best times
to grow cilantro, since the heat of
the summer sun will speed up the
process and your plants will bolt
to seed quickly. The soil should be
well drained and moist for optimum
growth.
Add a bit of mulch or compost
to your cilantro bed to provide
nutrients for the soil and an extra
layer of protection for the roots.
If your cilantro plants begin to
flower, trim off the flower heads to
prolong leaf growth. This directs the
plant’s energy back into the leaves
rather than the flowers and seeds. If
you allow the seed heads to mature,
they will resow themselves back
into your garden and you’ll have
another crop in a few weeks.
Under good conditions and careful
monitoring, your cilantro plants
should be ready to harvest after
about 8 weeks.

Combination therapy
shows promise in treating
devastating cystic fibrosis
A new study has suggested that
an over-the-counter drug used
to treat diarrhea combined with
minocycline, an antibiotic used to
treat bacterial infections, could one
day change the lives of those living
with cystic fibrosis.
Researchers at McMaster University
have discovered this creative
approach to tackle antibiotic
resistance to bacterial infections, a
frequent complication of those with
cystic fibrosis.
“Antibiotic resistance is having a
profound effect on known drugs that
are used to treat illness and disease,”
says researcher Eric Brown, professor
and chair of McMaster’s Department
of Biochemistry and Biomedical
Sciences and member of the Michael
G. DeGroote Institute for Infectious
Disease Research (IIDR).

may result in a ruptured eardrum,
according to a new study.

Sitting at your desk by fidgeting,
like tapping toes, moving around,
or fussing with hands can burn off
up to 800 extra calories per day,
the equivalent of an hour-long spin
class, said Cynthia Sass, registered
dietician.
A full night’s sleep can burn around
200 calories. Spending an hour
typing on computer might cut 100
calories equivalent to jumping rope
for 10 minutes.

Brian Coombes, found that
the combination of these two
drugs inhibits the growth of
bacteria after screening a standard seven or eight hours
collection of previously approved
non-antibiotic drugs within
McMaster’s Centre for Microbial
Chemical Biology.
Their screening revealed that this
particular combination using the
anti-diarrhea drug loperamide
increases the efficacy of the
antibiotic minocycline against
multidrug resistant P. aeruginosa.
“Typically it takes 13 to 15 years
to develop a drug,” said Brown.
“We think that this approach
could cut drug development time
in half,” he added.

raises heart disease risk,

Workers who spend longer in the
office could be at greater risk of
heart disease, a study found.
People who work an 11-hour day
compared to those who work a

useful to doctors when calculating
a patient’s risk of heart disease
alongside other indicators, such
as blood pressure, diabetes and
smoking.
The research tracked 7,095 British
public service workers aged between
39 and 62 for 11 years. Over the
course of the study, 192 participants

clinics, regardless of their primary
complaint, admit to using cotton swabs
to clean their ears. But if the cotton
swab is pushed too far in the ear canal,
it can cause serious damage, including
ruptured eardrum, also known as
tympanic membrane perforations

‘likelier to be overweight’
Children with TVs in their bedrooms
are more likely to be overweight, a
new small study of Hispanic children
has found.
“Bedroom TVs lead to more screen
time, sedentary behavior, less parental
support of physical activity and
increased fast food intake,” said Du
Feng, lead study author.
The researchers sent surveys to 315
West Texas parents of 597 children ages
5 to 9 in kindergarten, first and second
grade. They collected information on
children’s weight, age, gender and body
mass index.
“Seventy percent of the children had a
TV in their bedroom, and 32 percent
were already overweight or they were
at risk for becoming overweight due to
unhealthy behaviors,” said Feng.

spent 3.5 hours a day in front of the
screen compared with 2.58 hours of
daily watching by kids who did not
have a TV in their room. The kids

spending less time with the people
you may love and like to be with.
But we do know that work is
associated with increases in
stress hormones and various other
biological changes which might
themselves increase the risk of
heart disease,” he added.

symptoms such as hearing loss,
drainage, dizziness or abnormality in
their facial movements they should
see a doctor immediately to assess
the possible ear damage,” added
Darrat.

practices in a community health center
with a largely Latino population.

won’t be visiting for their honeymoon
Prince William is set to whisk his new
bride away to a $6081-a-night villa on one
of the most beautiful and romantic islands
in the world - but it’s not in Australia.
The honeymoon destination - a secret even to
Kate - is reported to be an island retreat in the
Indian Ocean, not the Great Barrier Reef as
had been widely rumored.
The Duke and Duchess of Cambridge
were expected to go on their honeymoon
immediately after the wedding but
Buckingham Palace said William was due
back at work as a search and rescue pilot.
Despite being second in line to the throne
William could not get time off after the
wedding, for which he already had a week
off.
William and Kate were also concerned that
the location of their ten-day break would not
remain a secret.
William and Kate will fly out later this month
Queensland up and in
business after floods
They may have endured record floods
and a devastating cyclone, but tourism
operators in Queensland are back on their
feet and open for business.
But getting this message across has been an
ongoing challenge for Tourism Queensland,
which has been exploring new ways to
bring spooked visitors back to Australia’s
“sunshine” state.
Dozens were killed when floodwaters
inundated Queensland’s southeast in January,
and the state took another beating when the
category-five Cyclone Yasi rolled through
weeks later.
At a tourism conference in Sydney on Tuesday,
the CEO of Tourism Queensland, Anthony
Hayes, said the start of 2011 could not have
been more catastrophic for the industry.
“This was so bad and the coverage was just so
extraordinary through January,” he said.
“There was a view [internationally] that `I
can’t go to Queensland because it’s either

Easter across Queensland, Mr Hayes said.

Australia second best
place to be a mum
Australia is the second best place in the
world to be a mum, according to a new
study measuring the well-being of mothers
and babies.
Norway topped the list, while Australia
and Iceland tied in second place in Save
the Children’s 12th annual Mothers Index,
released.
Afghanistan came in last in the list of 164
countries, New Zealand was sixth and the
United States placed 31st.
Released every year in the days before
Mother’s Day, the international nonprofit
group’s ranking analyses the maternal
and child indicators and other published
information of 164 countries.
The top 10 countries, in general, attain high
scores for mothers and children’s health,
educational and economic status, Save the
Children said.
European countries - along with Australia
and New Zealand - dominated the top
positions in this year’s list, while countries
in sub-Saharan Africa dominated the lowest
tier.
The survey considers Afghanistan the worst
place to be a mother, with women having
a life expectancy of 45 years - the worlds
lowest - and one of every 11 women dying
in childbirth.
One out of every five children in the country
doesn’t live to age 5.
By contrast, a typical Norwegian woman
lives to be 83 years old, and just one in 175
will lose a child before his or her 5th birthday.
Skilled health personnel are present at
virtually every birth in Norway, while only 14
per cent of births are attended in Afghanistan.
Warning issued for
Aussie travelers
The federal government has urged
Australians abroad to exercise extra
vigilance following the death of Osama
bin Laden.
Prime Minister Julia Gillard said the US
government had issued a worldwide travel
alert, while the Australian Department of
Foreign Affairs and Trade had advised all
embassies and consulates of the need for
security awareness following the death of
Osama bin Laden.
“We are advising Australians in areas likely
to be affected by gatherings outside hotels,
gatherings and demonstrations, to exercise
enhanced vigilance regarding their personal
security,” Ms Gillard told reporters in Canberra.
She said they should continue to monitor the
Department of Foreign Affairs and Trade
website for further information.
“We always strongly recommend that
Australian travelers register with the
department’s website,” she said.
“We’d rather it continues to grow as
a vibrant inner city and what we’re
concerned about is if these parking costs
keep spiraling out of control than we may
see the death of the CBD as a shopping
and dining venue.”

Eighty-two per cent of women in Norway
use modern contraception, contrasted with
less than 16 per cent of Afghan women. In
Australia, it’s 71 per cent.
“The human despair and lost opportunities
represented in these numbers demand
mothers everywhere be given the basic tools
they need to break the cycle of poverty and
improve the quality of life for themselves,
their children, and for generations to come,”
the report said.
The US-based Save the Children said
governments and international agencies
could help change the lot of women and
girls in developing countries by improving
their education, health care and economic
opportunities.
It said the US and other industrialised nations
could do more to improve education and
health care for their own disadvantaged
mothers and children.
The survey noted that the United States came
in at 31st place mainly because its maternal
mortality rate of 1 in 2100 is among the
highest of any industrialised nation.
Australia’s maternal mortality rate was one
in 7400.
The United States also does not do as well
as most other developed countries when it
comes to mortality of children aged five and
under. Eight of every 1000 children born in
the United States die before reaching their
5th birthday - a rate on par with Latvia.
Money isn’t always the most important
factor in improving the lives of mothers and
their babies, said Save the Children, noting
that Malawi has made notable progress in
recent years.

Police have arrested two men and seized
more than 20 kilograms of cannabis in the
Perth suburb of Welshpool.
Police say the drugs, with an estimated
street value of $500,000, were discovered
after they searched a prime mover and a
utility on Riversdale Road on Friday.
Also seized was $10,000 in cash.
A 38-year-old man from South Yunderup,
who was in the ute, and a 64-year-old
man from Welshpool who was driving the
prime mover, face a string of drug charges
including possession with intent to sell or
supply.
It is alleged the drugs had been transported
from South Australia.
The seizure is the latest in an operation to
target interstate drug trafficking.
Detective Senior Sergeant Steve Bertoli
says large quantities of drugs are being
trafficked into Western Australia.
“Once again it highlights the fact that WA
remains a target of interstate drug traffickers
and I think they obviously see this state as a
burgeoning market for illicit drugs,” he said.
Last month, police seized nearly 30
kilograms of cannabis after stopping three
trucks in the Goldfields en route from
Adelaide.
In that incident, four men, including three
South Australians, were arrested and
charged.

Canada’s Arctic
glaciers melting
fast: Study
Canada’s Arctic glaciers have lost almost
a Great Lake’s worth of water in recent
years, a new study has found.
Using satellites and ground crews,
researchers monitored Canadian Arctic ice
between 2004 and 2009, and found the ice-
loss rate in those years was four times what
NASA estimated in the ‘90s.
The equivalent of about three quarters
of Lake Erie was lost to melting during
those six years, explained Alex Gardner,
co-author of the study, in a University of
Alberta press release.
The study blames rising temperatures, or
global warming, for the alarmingly fast
rate of ice loss.
Gardner, a PhD graduate of the U of A, now
works for the University of Michigan, but
he collected the data for this study while
studying in Edmonton, and co-authored the
paper with the U of A’s Martin Sharp.
“The amount of water contained in all of
the ice caps and glaciers in the Canadian
Arctic are three-and-a-half times larger
than all of the water in all of the Great
Lakes,” said Gardner. “If the Great Lakes
drained by that much, I think that would
really wake people up to the changes that
are occurring.”
Glacier National Park in B.C
The Canadian arctic glaciers are much
smaller than the nearby Greenland Ice
Sheet.
“Even though these Canadian glaciers and
ice caps are small compared to the huge ice
sheets, they play a significant role in sea
level rise,” Gardner said.
That’s because they are sensitive to
temperature rises and melt fast, whereas
the Greenland Ice Sheets are so massive
and cold, they only melt at the edges.
They are responsible for half the ice-melt
contributing to rising sea levels, while the
rest stems from smaller mountain glaciers
in areas like Canada and Alaska.
In fact, the study suggests that between
2004 and 2009, the Canadian Arctic
Archipelago was the single largest
contributor to global sea-level rise after
Greenland and Antarctica.
The melting is so significant, teams from
NASA, Europe and Canada are on the
ground on the Canadian cap on Devon
Island, monitoring the ice loss.
FREE PARKING
IN BC PARKS
Parking will now be free in provincial
parks, B.C. Premier Christy Clark
announced on Tuesday, as part of the
100th anniversary celebration of the
provincial park system.
“The parking meters are coming out
and parking will be free, effective
immediately, so that British Columbia’s
parks are even more welcoming for
families,” said Clark in a statement.
“Our parks not only contribute to
a healthy lifestyle and protect our
environment, they are important to our
economy. More park visitors mean more
tourism dollars and more jobs for rural
British Columbians and we want to
eliminate any barriers to using the parks.”
The move marks a significant change
from the user-pay philosophy of her
predecessor former premier Gordon
Campbell, who was widely criticized
for cutting back services and laying off
rangers.
The free parking will not apply to
municipal, regional or national parks in
B.C. though, because they are not run
by the provincial government.
Special funding for
centennial celebrations
The province has also allocated
$500,000 to fund special events and
projects held in parks across the
province all year, to honour 100 years
of conservation and recreation in B.C.
“B.C. Parks are a part of who we
are. They help define us as British
Columbians, and show that we care
deeply about our environment and our
planet.” said Environment Minister
Terry Lake in the statement.
With 13.6 per cent of the province
set aside as parkland and protected
areas, B.C. has the second largest park
system in Canada, second only to the
national park system, according to the
statement.
“The new legacy fund looks to the
future and the improvements we can
continue to make, and it looks to the
past 100 years by recognizing that
community groups have played a key
role in making the parks and protected
areas system what it is today,” he said.
