One related follow-up on this issue regarding costs. After a couple of e-mails and
phone-cons with TRANSCOM, the original $348 cost/aircraft estimate is probably in error
with the actual number being "$0". There are currently no fees being assessed to foreign
carriers except for any fuel/lubricants which is being covered by the donating Nation. The
background i s in the attached e-mail: "Cost analysis for,foreign support movementu. OFDA
is continuing to work the OFDA-DoD MA paperwork to allow a mechanism for any unforeseen
costs.

I'm not exactly sure where the $348 estimate came from, but I've talked with Little Rock's
Airfield Manager, Mr. Phillip Thompson, and he advised me there were no fees being
assessed to foreign carriers except for any fuel/lubricants. This of course is dependent
upon the carriers being designated as Hurricane Relief.

Attached are our final comments on both the HSC Summary of Recommendations and the Foreign
Assistance paper. We have also sent-both to FEMA for informational purposes.
Given our very substantive comments, it may be more efficient for us to send the comments
directly to HSC - especially given the deadline we face. What are your thoughts on that?
Regarding the Foreign Assistance paper, as you will see from our opening comments, OFDA
does not fully agree with the basic premise behind the paper - that the inability to
absorb foreign assistance interfered with'domestic response 'operations. We believe this
inability interfered more with legitimate diplomatic priorities than it did with actual
needs-based response operations. While we certainly realize the importance o,f both
priorities, we are of the opinion that acknowledging the existence of both is also
critical to any re-design of our systems to receive international assistance.
At the risk of over-simplifying the basic issues for discussion purposes, there are two
reasons foreign assistance might enter the US during future disasters - 1) to fill gaps in
the operational response identified by FEMA, and 2) to sat.isfydiplomatic objectives.
OFDA believes that during Katrina, the vast majority of assistance was related to the
latter purpose. That said, one could certainly envision a domestic disaster(s1 for which
assistance is needed for the former purpose as well. Therefore any system we develop
needs to have the capacity to determine the proper interaction between these two purposes.
And if both purposes are not acknowledged from the start, the resulting system will likely
-
frustrate one or both sets of actors domestic responders and foreign policy officers. A
purely needs-based, pull system is not likely (except fpr the largest of disasters) to -
result in the level of acceptances needed for diplomatic purposes. A pure1.y diplomatic,
push system will likely result in,a level of acceptances that cannot be absorbed by
domestic responders, thereby interfering with response operations. OFDA believes that
ultimately the three primary agencies involved (DOS, FEMA, and USAID) developed a good
system that met foreign policy objectives while minimizing disruption to domestic response
operations. We would like to codify this system for future responses. To do so, however,
acknowledgement of both objectives is necessary.
We hope this makes sense, and we are available to discuss further at your convenience.

We just received the attached HSC Katrina reports from FEMA. We were invited to submit
comments to F E W by noon tomorrow, but are not likely to meet that deadline. In any
event, we assume it would be preferable to submit comments via State. So we are wondering
who at State is reviewing these, if we could submit comments to that person, and by when
comments would be due. A perfunctory glance at the documents indicates the need for
significant and substantial comments, so we are very interested in participating. Would

The OFDA RMT Resource Manager informed me that the US considers 23 September to be
the cut-off date for NATO to complete delivery all the aid items it has been asked to
transport from Europe to the United States.
In accordance with SACEUR OPLAN 10304, the AMCC should now determine if it can meet
this timeline with existing airlift assets. If it cannot, NATO may want to consider
additional steps needed to achieve its offer.

displaced persons will fall to a large extent upon non-governmental
relief organizations. If your government or citizens would like to make

you do so by contacting directly themon-governmental organization of
your choosing, such as the American Red Cross or The Salvation Army.

This is the formal request from US Mission, to the NATO EADRCC, for the return of the LNO here, launched a little while ago.
NATO is already expecting it based on my call to them last night. I spoke to Penny Satches, the FEMA rep in Brussels, who I
believes it will be approved tomorrow. If that's the case, the LNO (either Dave Fortna who was here before or someone else from
his office) would probably fly in on Sunday. I spoke to Dave earlier, and in case someone else comes I told him to pass

unmanageable logistical back-up to occur at the US Air Base at Little Rock, where foreign hurricane assistance will most
likely be directed. If a foreign flight arrives with assistance relief, but that assistance has not yet been approved, bottle-
necks can quickly occur as Little Rock has limited storage. Later today Ambassador Malloy, Hurricane Katrina Task Force
Director, will send an ALDAC cable, asking each Embassy to inform their host governments that while we very much
appreciate each offer of assistance, please do not send any relief supplies without prior US diplomatic flight clearance.

information about the skills of forensic experts who might wish to provide assistance. HHS. however. has advised the
task force that forensic examinations are a state issue, and the states involved have not - at least as of now -- requested

has indicated that importations of some components of "Cleaning Supplies" may be difficult
to clear without some further vetting, due to presence of either hazardous chemicals,

OFDA is not recommending eliminating Cleaning Supplies as an accepted commodity, but wants

as of the 9/30 report. There are no intransit balances between the systems and CFMS. Balance available in
CFMS to transfer is $1 16,418,385.43which is equal to this morning's report on collections to date.

offered, as I had advised them to do. USAlD knew nothing about this. OFDA rep said that we already have the

storage Florlda to be available immediately. Task Force advised Japan desk officer Wendell Albright to advise
Embassy Tokyo to communicate with USAlD OpCenter on specifics on generators in Florida, as per advise from
TF Coordinator that all discussions of aid specs be handled at an expert-expert level and directed to USAlD
OpCenter.

Embassy Tokyo Public Affairs Officer Mark Davidson advises post is sending in a cable requesting urgent Dept
guidance on how to handle financial donations from private citizens to the USG. Embassy suggests that a wire
transfer mechanism be in place to receive private contributions. Embassy Tokyo has received envelopes of cash
arriving at the embassy; offers of cash donation from municipal governments in Japan; and a private Japanese
citizen who plans to come to the embassy on Wednesday to deliver a $Imillion dollar donation. The individual
wants to donate to the USG, not the Red Cross or an NGO. Post expects significant press coverage of the
donation and request urgent guidance. Forward to RM for action, with CC to EAP.

for financial contributions from foreign govts. EAP rep advised him that TF-1 was unable to verify the correctness
of the ABA routing # as several other posts reported problems; there appears to be one digit too many in the
ALDAC data. Subsequently. Embassy Abu Dhabi and.Manama sent emails to TF-1 with correct information.

Embassy Jakarta budget officer Ralph Hamilton called the Task Force to request guidance on financial
contributions being sent to the embassy. The embassy's Medan office has received a check from a local
theological school in Medan (approx $25,000, denominated in local currency, rupiah). This is intended as a
reciprocal gesture in response to U.S. assistance to Sumatra following the tsunami. I informed him that the aldac
cable information on financial contributions was geared more toward the receipt of govt-to-govt contributions and
private contributions were being channeled to NGOs or the www.bushclintonkatrinafund.orq website. However,
the post was in receipt of this contribution. RM will need to provide guidance on disposition of these funds and
email sent to RMIBP Hembree. CC also sent to EAPIEX budget officer.

Acting DCM Jim VanLaningham, Embassy Beijing, called to report the Ministry of Commerce has given him a
copy of a short list of supplies which will be carried on the Chinese 747 ready to depart Beijing. The Chinese
have received the USG message to hold off on relief shipments for now, but the Chinese want the plane to depart
Beijing at noon Wednesday, (Beijing time), and report that the FAA has told them that Houston would be the
destination airport. Chinese officials are frustrated with USG delays and have asked post if other foreign relief
flights are being accepted. Post wants a more definitive response to be able to give Chinese officials.

Washington as to whether the Korean Govt offer of a reconstruction team would be accepted. Embassy is
meeting with foreign ministry today and wants to know what to tell them. I told them 1 would check status and
they should inquire back before their meeting. Post also wanted to know if S or POTUS would call the Koreans to
thank them for the $30million pledged.

EAP Thai Desk and TF-1 to relay an offer of o sen a mo I e medical team. Noted that EAP desk approved "in
principle." Mobile medical team will consist of 80 - 100 persons; approximately 10 - 20 registered nurses and the
remainder are Thai Army doctors. Supplies of medicines. rice and other consumables will be sent along with the
mobile medical team. Timefrarne of delivery of mobile medical team and supplies is approximately one week;
PolCoun Nopakun noted most likely Saturday, September 10. Nopakun requested information on where team
and supplies should be delivered.

USG decides to accept this offer of help.

account and is encountering problems. Routing number cited by bank is consistent with State 163278: 02010-

taskforce. Note: no other foreign governments appear to be complaining that this routing number is wrong, so
most likely this is a transient technical problem with the Bank of China.

fiduciary responsibilities of the USG. Agencies voiced opinions on various options. Among the group there seemed to be a
growing concensus against a multi donor fund and for having FEMA take the funds but this was very preliminary and did
not reflect agency positions.
Taskers which emerged included: 1) determining what USG entities have gift and grant authority (State and Treasury); 2)
updating and correcting the list of cash pledges to the USG (State- Working Group); and 3) a determination of any I

sensitivities by donor countries on use of the funds (large donors especially), the latter to be determined in house (State -
L in lead working with Working Group). NSC will reach out to FEMA for a second meeting later this week. No one had a

Even if we reaffirm it would be prudent not to be involved in the fine details of selecting project x or general use y over
competing proposals, I think we all agree that we want to ensure at a minimum that we are involved in ensuring.broad
decisions on how to use these fund adhere to some basic principles. I'd summarize those as some variant of the following
three: we want to ensure the funds are managed and utilized: !
-- for some tangible, concrete result (eg, housing) rather than simply tb reimburse relief entities for their efforts;
-- with full transparency, so the donor gov'ts can easily see where their funds are going (in broad terms); and
-- with full accountability, so we can confirm to donor gov't that the funds are actually spent on the announcedlintended

I have sent you the information on how to donate to the Bush-Clinton Fund. Here is a little more
information on how we are administering the fund:
President Bush 41 and President Clinton will be working very closely with the governors of Mississippi.
Alabama, and Louisiana on how to spend this money, It is intended for long-term reconstruction, and we'll
ask each governor to come up with a list of projects they would like to fund. We really want the governors
to have the decision-making power, but the two former presidents will retain veto power.
In addition, we told the governors today that we would retain 10 percent of the fund to finance special
requests. We did that because our first special request was from the President -- he called yesterday to
see if the Bush-Clinton Fund could help black churches take care of the evacuees that are pouring into
their communities.'They need help to provide food, clothing, and housing. We said of course. Whatever
money we do not use in this "emergency" fund will go to the governors.
Because our major donors have asked us questions about accountability, we will track how the money will
be used and report back to the donors. We have promised our donors this money will not disappear.down
a black hole, but that they will know what they helped accomplish.

You are correct. There's been a lot of message traffic swirling around on this issue but the bottom-line that
there is no plans to open Dyess (see attached e-mails for some background). There are several (currently four
(4)) MASgoing around OFDA, etc but there is only one that really concerns those of us interested in using Little
Rock AFB (or other Military Bases). See attached MA. The others address language requests, etc and do not
concern DoD. The attached MA is a signed and approved agreement behrveen FEMA and OFDA for logistical
support. Mr. Ward Miller (here at OFDA) is working a sub-MA to this FEMA-OFDA agreement that will specifically
address Northcorn "hub" requirements, i.e. Little Rock,or any other locations should that be necessary--it's in the
works and not signed. Note, once s~gned,i t will be an agreement between OFDA and DoD.

Froin what I understand, FEMA needs to prepare the MA for Littlerock and Dyess AFBs. There should be a
FEMA rep on the NORTHCOM staff, and helshe should be able to coord and produce that through FEMA. I'd
imagine that OFDA could provide some data to FEMA, but I believe this is FEMA's tasker.

All: I received a copy of the draft Tasking Order covering LR AFB. Wording is very basic.
FEMA did an MA tasking OFDA to assist in InternationalAide (among other things). Thus. OFDA can use that

NC Note: At this time, there is NO PLAN TO OPEN DYESS....however...this MA should include a clause that ,
would allow Dyess AFB to be opened for use should LR AFB be overwhelmed. However...there is no indication
that LR AFB will get overwhelmed... due to the recent State Department cable that has limited what we need, we
feel that the amount will be significantly lower. Many countries are looking at utilizing regularly scheduled
commercial air vice charted flights...this will decrease LR AFB throughput.

We did a number of quick interviews and process evaluations yesterday with both State and
USAID officers involved in the task force and USAID operations center. Here are the key
(and quick) recommendations we have that can be made with relative ease (and some may have
already been introduced). We can help develop some of the material and/or systems
suggested.
Also, we've put one of our'top officers in the USAID ops center (Christa Skerry) and she ' a
going to add a lot of visibility to how we can make things work more smoothly. She's a
process person, knows AID extremely well, and is already plugged in to the senior
management there (she's been there 10 minutes).
SUGGESTED ACTION:
* Let us know if you'd like usqtocome brief this in person (less than 10 minutes in
length).
* Let us know if you'd like us to brief this to the TF, and/or whether we should turn
this in to Operating Procedures to be shared with USAID. We can help institutionalize the
changes.
* Let us know if you'd like us to tackle any other specific problems or upcoming
challenges (ie NORTHCOM) .
We wanted to get this to you asap and without any additional time requirements on your

Hi Peggy,
Just saw Grey's ernail. The prototype reports are faxed. Go ahead and provide feedback--
again, these are just reports generated from the database so it's not difficult for the
programmers to tweak them to suit everyone's needs.
Reports will be available on the website and will be updated hourly. There will be a
number of kinds of reports: Offers reports, pipeline by country (of accepted offers),
pipeline by assistance type (of accepted offers), country-specific reports, etc. There
will probably also be a couple other reports of use to the logistical staff but of less
interest to State.
Some of the data in these reports still needs a little scrubbing which will happen this
afternoon, $0 concern yourself with the format rather than the info itself.
Look forward to your thoughts and others on the Task Force. We'll continue hashing out
this log-on issue, but in the meantime we will get you a form this afternoon so that
people over there can get log-ons and access the dbase tonight.

Harry Thomas held another briefing for embassies on Katrina this afternoon. Stressed that
U.S. working hard to get back to countries re their offers. Noted that we are looking to
match specific needs with offers and had to make sure offers didn't outstrip capacity to
accept. A State "forward operations basew has been established in Baton Rouge with
Ambassador Joe Sullivan at the helm. Will focus on consular requests/access issues.
Greatest need is for forensics experts. (We're trying to redirect offers to forensics and
away from pure medical because of liability issues.) DS has checked on 7 of 9 consulates
in New Orleans. Haven't been able to reach the French and Japanese consulates because of
high water. DOD bringing in 6 0 , 0 0 0 troops. Shelters established in 1 6 states. Some
power restoration, but 1 million still w/o. Waterways beginning to reopen. FEMA
distributing $ 2 0 0 0 debit cards and some airplane/bus tickets to reunite families and
decrease the number o f homeless. Red Cross "family link-registry" is now tied to San
Diego State facility, which allows search by name, country and addresa. This of help to
embassies tracking their missing nationals.

Other Katrina news: Approval process for foreign offers not solved as of 5 : 3 0 p.m. New
interagency process to speed up approvals being "hashed outn we're told. Cables with
acceptances still on hold. Interim ALDAC going out tonight thanking countries for offers,
noting that U . S . examining where their offers can do most good, and encouraging donations
