The Korean Foreign Ministry is pressing for a response to the ROKG;s offer to send a 40-person search and
rescue team. It is organizing a charter flight to carry 100 tons of in-kind assistance the ROKG hopes could leave
Korea September 10 and arrive in the U.S. the same day. A 12-person team of officials form the Korean
Consulate in Houston and volunteers from other Korean government offices in the U.S. has set up an office in
Baton Rouge to assist Korean nationals displaced by Katrina. The cash porton of Koreaa's pledge of USD30
million will be transmitted directly to the UY.S. Treasury; the process will take several weeks as it needs to pass
through a pro-forma budget process and be approved by the National Assembly (Seoul 4033)
Singapore has deployed 3 Chinook helicopters and 38 personnel to support relief operations. The GDS wants to
send 4 additional personnel to augment the helicopter detachment, now operating out of Ft. Polk, Louisiana.

UN General Assembly events of next week. These briefings will provide information on

We included in the today report the delivery of the Sweet Corn from Thailand and the
mOvement of blankets from USAID Miami Warehouse to Dallas (see incoming and bal~nce)
As we are receiving many requests of clarification on the incoming and out going movement,
in order to avoid misunderstanding we added a new column in the outgoing spreadsheet. This
means that we have now the previous column indicating the quantity (column G) that has
been renamed "Waybill q.ty". This column reports the number of pallets or carton boxes or
other package units in line with the waybill accompanying the goods to the final
destination. The new added one (column I) shows the total quantity of the items/pcs
dispatched.

For your meeling with the Secretary, here is an update on the ROK's offer to assist in the aftermath of Katrina:
• The ROK government is prepared to provide assistance, in cash or in kind. either through FEMA or through the Red
Cross. They have already attempted to contact the American Red Cross directly, but don't yet have a response to their
. offer. The ROK is also prepared to send a rescue team of 30-40 members to the stricken area. if that kind of
assistance is needed.
• FEMA hasn't yet provided State with guidance on what is needed; they've indicated they don't want search-and-rescue
teams traveling to the area unless carefully coordinated.
• The 7th Floor has established a Task Force and will shortly send out an ALDAC stating that the U.S. will accept offers
of assistance. Chiefs of Mission will be given permission 10 accept offers provisionally; USAID and OFDA (on the
Task Force) will vet in-kind offers and respond quickly to those nations that have come forward to help.

We expect guidance soon (I know, typical State answer! But true nonetheless!). As you can imagine, things are just
incredibly hectic and we'll standing up a full-fledged task force soon to deal with this.
Thanks, Robert. Essentially. the Koreans are ready to give. but are looking to use for guidance on what would be most
useful. If we want them to give to FEMA. I expect that's what they'll do. If the Red' Cross is preferable, I think they'd take
that recommendation. The offer of a rescue team provides an opportunity for them to give support that would be visible.

This is correct, the ROK's would like to have the goods they purchased in response to our initial request for assistance that
were not accepted by OFDNFEMA be provided to Korean-Americans who have contacted their diplomatic presence in
Houston. The NGO route you suggest is the best solution for this assuming the CBP deal is still in place. Where is Rich

To sum up our conversation, I understand that we declined S. Korea materials based on FEMNOFDA input. Houston-
based S Korean govt officials are now hearing from local Korean-American community that such matls are needed. S
Korean govt is interested in making rriatls available, would provide transport, but don't want to pay duty.
Here's my thought... What about suggesting to S Korean govt that they locate a local IRS-recognized non-profit to be the
recipient/distributor of the aid (Le., a Korean-American cultural/educational org)? S Korea gets to give. the local community
gets what they need, USG provldes break on duty through CBP waiver program already in place, State, OFDA, FEMA,
stay out of it other than to suggest the solution. Am I missing anything?

Revised Customs and Border Control Policy for Goods Donated across US borders for Hurricane Katrina Relief:
• If an incoming shipment of relief supplies is being received in the US by a charitable organization that is on the official
IRS "qualified list," dutIes will be waived at the border.
• At the border, a shipper must present a letter of acknowledgement from the IRS-qualified receiving charity in
order to proceed dUty free. Shipments not accompanied by such a letter may enter the US, but will be assessed duties
per standard regulations.
• Organizations must send letter of acknowledgement from the IRS-qualified receiving charity to FEMA prior to
Importing goods across the border so that FEMA can track incoming goods versus needs.
• CBP will handle on a case-by-case basis organizations that fail to consult with FEMA prior to entry into US. They will
. not/not detain or turn back at the border deliveries from these organizations. Vehicles will be authorized to pass, but
will be required to contact FEMA upon arrival. .
• CBP's website will be revised to reflect this new customs policy for hurricane relief imports. CBP will remove DOS
contact info from its website (x7-6611, X7-7640), and will add relevant contact info.
• Inquiries received by the State Department regarding customs procedures should be referred to the CBP.website, or
to CBP representative Rich Wilson at 703-526-2204.

delegation in Dallas and the shipment of Korean disaster relief supplies as of 1630
Tuesday Sep 13.

Records here indicate that Korea has pledged $30 million in cash, and is providing diapers
and cleaning supplies.
The Task Force EAP rep, working in conjunction with the Korea. desk, should contact our
embassy in Seoul (work with MOFAT), the Korean embassy here, or the Korean Consulate in
Houston to determine the following:
-- What are the delegation's expectations? (Try to steer toward a short ceremony to
receive the Certificate of Donation with photo and media opportunity)
-- Has MOFAT, the Korean embassy, or Korean consulate made any media/PA arrangements on
their own?
-- It is unlikely that U.S. officials will be able to remain at DFW to also meet the
Korean supply flight, other than logistics personnel. Does the Korean delegation expect
to meet the supply flight?
What is the Korean delegation's schedule following a short welcome ceremony?
The OFDA rep on the Task Force indicates that Korean Air Flight KE237 will arrive on
Thursday, Sep 15 at 1630. We assume that the flight contains the diapers and cleaning
supplies pledged. OFDA and FEMA are actively working on arrangements to receive the
flight.
Point of contact within State's Hurricane Katrina Task Force is the OFDA rep, who is
working with the USAID/OFDA Operations Center to track all incoming flights.

will be. arriving at Dallas Airport on September 15, 10:15 am.
Ambassador chang will be in charge of officially donating the goods to the us side. In
addition to the usual paperwork that has to be taken care of, we would like to provide the
us side with a Certificate of Donation.
I know how busy you must be taking care of all the incoming cargo from allover the world,
but I would really appreciate it if you could have someone from the US government (or
related agencies such as Katrina Fund) come to the airport to receive the certificate of
donation.

I spoke to Vlad a half an hour ago. He said the main three network affiliates sent camera
crews. a number of print journalists both Korean and U.S. were there. He complimented
Andy wiley's hard work in making it a success and also cited the advance work of the
Korean consulate in Houston and the cooperation of the Dallas City government. He felt
the Korean delegation was pleased with the reception and the attention .. Each side made
brief remarks both about the importance of our bilateral relationship and the importance
of humanitarian assistance.

Following up on my phone call, task force director Deborah McCarthy has asked that the desk take over coordination
of preparations for arrival of the two Korean flights with officials, specialists and commodities for Katrina aid. She
would like to speak with Kathy Stephens as soon as possible (call 7-6611 and ask for her).
At this time, FEMA will not be able to send anyone to meet the plane but is still trying to locate someone from the
Texas emergency coordinator's office and/or Red Cross to meet. Amb. Ray (dip-in-residence in Houston) will not be
available to meet, since his HHE is arriving tomorrow. There are one or two other possibilities (another dip-in-res,
Florita Shepherd is one) but I'm not aware that they have not been contacted,
State's Andy Wiley is coordinating with FEMA and OFDA in Texas and has been in touch with the Korean embassy in
Houston. They have outlined a reception ceremony but need to know who the senior official will be. Wiley also asked
if State could provide any assistance in drumming up media for the arrival. Mr. Lin (?) of the Korean MFA has asked
to be informed by email of arrangements.

Ceremony for handover of korean aid took place at noon today. Korean mfa amb chang
presented certificate to vlad sambaiew -diplomat in res at u of oklahoma- who thanked on
behalf of usg and american people. Brief remarks also by also from dallas city council,
member representing mayor, and by dallas chapter red cross representative. Ceremony took
place in front of korean shipment being offloaded from cargo plane. News reps included
nbc, cbs, abc, fox, wb and local and korean press. Koreans very pleased. They will be in
houston for a day and then on to baton rouge.

From the emails, it appears that the donation is coming to Dalllas. I'll count on AID and FEMA to
coordinate how this donation can be put into the supply chain. It is probably a good thing that they not
travel to LA. Someone from: State might be able to travel to Dallas to officially receive their donation. I
could do that, altho it looks like I'm going to have other commitments on Friday.
Btw, we have been working closely with the Koreans on consular and other issues and today received a
phone call from the Korean CG in Houston about a Korean media report of a deceased Korean. He had
no location, name or other as yet. Once he does, we'll follow up.
Sir, the message below has been sent to the State Task Force, so I imagine they are working the
issue, but I wanted to give you a heads up on what looks like an incoming delegation on Sept.
15th.
We will work to find the best info we have on the location and status of Korean donations
before the arrival.

A small Korean delegation will be flying in to Dallas on a separate flight (KE0031), which will
be am ving at Dallas Airport on September 15, 10:15 am.
. Ambassador Chang will be in charge of officially donating the goods to the US side. In
addition! to the usual paperwork that has to be taken care of, we would like to provide the US
side with a Certificate of Donation.

Region VI just called and as much as they would l~ke to, they are, unable to meet the
Korean delegation on Thursday. I'm sure 'you understand and I'm sure the Koreans will
understand that FEMA is working around the clock and it's extremely difficult to get away
right now.
Rob, Andy or Lisa, if you can ask the state Dept reps who are meeting the Korean
delegation to please thank them on FEMA's behalf, that would be a great help to us.
BTW - the Koreans have a deep interest in FEMA. We had a high level Korean delegation
visit FEMA HQ on August 24. Frankie Snyder (cced) from FEMA's International Affairs Office
has been the POC for our Korean visitors and if the State Dept would like to incorporate
this into their thank you, she'd be a great person to contact.

Ambassador Sullivan met yesterday with a five-person Korean delegation. He made clear
that offers of food assistance could be complicated. The delegation reported this back to
the GOK, which was planning to offer 15 tons of MREs and 15 tons of water.
Last night, the GOK sought clarification from its delegation about whether the MREs and
water would be acceptable. After consulting with the Task Force and with OFDA, we reported
to the Korean delegation that the USG appreciated the GOK's kind offer, but that we were
not able to receive MREs and water at the present. (Among other reasons, efforts are being
made to phase out of MRE's and into other food.) This morning the delegation confirmed the
GOK has put the MRE/water offer on hold indefinitely and is looking at other forms of
assistance.

2. On September 6, Acting DCM met at the Ministry of Foreign Affairs and Trade (MOFAT)
with Director General Kim Sook of the North American Affairs Bureau. Kim said that the
ROKG had held another interagency meeting earlier in the day to organize a Korean Airlines
charter flight that they hope coul'd leave Korea on September ·10 and arrive in the United
States that same day. This flight will carry approximately 100 tons of in-kind assistance
for Hurricane Katrina victims, consisting of many of the items that U.S. officials had
determined to be of greatest need. (A list of those items is noted in para five.) Kim
wanted to know if Dallas or Houston in Texas, or another airport would be the USG's
preferred destination for this material. Kim asked that the USG respond as soon as
possible and that he needed an answer by 7:00 am local time on September 7 (8:00 PM
september 6, Washington time.) ADCM Yun noted that Washington had instructed Embassy to
clear any such shipment of in-kind assistance in advance with U.S. authorities, but would
immediately contact the Department to see if such a charter flight was possible in the
suggested time frame.
3. K~m also pressed for a response to the ROKG's offer to send a 40-person search and
rescue team to the United States.
He noted that team. consisted of many individuals that had honed first-hand expertise in
Sri Lanka with Korea's recent· tsunami response mission. Vice Foreign Minister Lee Tae-sik
would accompany this team. If this team is accepted, Kim added, it too would be available
to leave Korea and arrive in Dallas, or another preferred location on September 10.
Drawing on previous guidance from the Department, Acting DCM cautioned Kim that U.S.
agencies were stretched very thin and that, while the U.S" government appreciated all
offers of assistance, there was no guarantee that the Korean search and rescue offer would
be taken up at this time. He promised that we would request a prompt reply from
Washington. Kim said that there was pressure on the ROKG from the Korean public to
demonstrate that their country was eager to help the United States in its hour of need.
Kim indicated it would go forward with the planning for the charter flight of in-kind
assistance and the flight of the search and rescue team in the meantime.
4. Director General Kim said that a twelve-person team of officials from the Korean
Consulate in Houston and volunteers from other Korean government offices in the United
States had set up an office in Baton Rouge to assist Korean nationals displaced by
Hurricane Katrina. Three MOFAT officials had also been dispatched from Seoul and are
working in that temporary field office.
5. Kim said that the cash portion of Korea's pledge of 30 million dollars would be
transmitted directly to the U.S~
Treasury though accounts provided earlier by the USG. He indicated that this process
would take several weeks, as it needed to pass though a pro-forma budget process and be
approved by the National Assembly. While MOFAT would continue to track donations from
individual Koreans, local companies and organizations, it is recommending that these be
routed through the Korean Red Cross to the American Red Cross and would begin a public
affairs campaign to encourage that channel. Please note that Embassy is also recommending
the Red Cross channel for private South Korean donations as this method can accommodate
foreign exchange transactions.

Does anyone know if posts have previously received contributions from local governments and if so how they were
classified? We should be consistent.
Based on the wire transfer information, it looks like we have only classified transactions as "governmental" when they have
come from governments at the national level (i.e. those that we've sent cables from Washington instructing post to
-, acknowledge and thank the government for their contribution).

we'll have to check on Laos and the Marshalls. I'll ask Bill McCulla to confirm that the
Australian donation was 100% to the ARC. The Koreans haven't actually given us any money
yet, but ~ave pledged $30 million in cash and kind. They delivered $332000 in-kind to a
Korean NGO in Dallas. The Korean Ambassador here has a check in hand for $3 million he
was to deliver to Amb. Hill, but that meeting has not occurred and we are looking at other
building principles who could receive it.

DOS' auditors apparently got a hold of th~'matrix that OFDA supplied to the GAO. They
have already checked that matrix against tR~ FEDWIRE sheet and have asked about a few
discrepancies in instances where the OFDA matrix indicates cash received but there is no
record on the FEDWIRE sheet.
Roger & I have already taken a shot at reconciliation (see below), but could use your help
in filling in the gaps.

To sum up our conversation, I understand that we declined S. Korea materials based on FEMNOFDA input. Houston-
based S Korean govt officials are now hearing from local Korean-American community that such matls are needed. S
Korean govt is interested in making malls available. would provide transport, but don't want to pay duty.
Here's my thoLlght... What about suggesting to S Korean govt that they locate a local IRS-recognized non-profit to be the
recipient/distributor of the aid (Le., a Korean-American cultural/educational org)? S Korea gets to give, the local community
gets what they need, USG provides break on duty through CBP waiver program already in place, State, OFDA, FEMA,
stay out of it other than to suggest the solution. Am I missing anything?

Revised Customs and Border Control Policy for Goods Donated across US borders for Hurricane Katrina Relief:
• If an incoming shipment of relief supplies is being received in the US by a charitable organization that is on the official
IRS "qualified list," duties will be waived at the border.
• At the border. a shipper must present a letter of acknowledgement from the IRS-qualified receiving charity in
order to proceed duty free. Shipments not accompanied by such a letter may enter the US, but will be assessed duties
per standard regulations.
'. Organizations must send letter of acknowledgement from the IRS-qualified receiving charity to FEMA prior to
importing goods across the border so that FEMA can track incoming goods versus needs.
• CBP will handle on a case-by-case basis organizations that fail to consult with FEMA prior to entry into US. Theywill
not/not detain or turn back at the border deliveries from these organizations. Vehicles will be authorized to pass, but
will be required to contact FEMA upon arrival.
• CBP's website will be revised to reflect this new customs policy for hurricane relief imports. CBP will remove DOS
contact info from its website (x7-6611, X7-7640). and will add relevant contact info.
• Inquiries received by the State Department regarding customs procedures should be referred to the CBP website. or

We'll have to check on Laos and the Marshalls. I'll ask Bill McCulla to confirm that the
Australian donation was 100% to the ARC. The Koreans haven't actually given us any money
yet, but have pledged $30 million in cash and kind. They delivered $332000 in-kind to a
Korean NGO in Dallas. The Korean Ambassador here has a check in hand for $3 million he
was to deliver to Amb. Hill, but that meeting has not occurred and we are looking at other
building principles who could receive it.
Jonathan, Micah, can you please let us know what the status of the donations from Laos and
the RMI are: who was the final recipient and has it been delivered?

Not quite right. The Dallas in-kind aid went to FEMA and was air lifted by DHL from Dallas to Little Rock. The Koreans
asked about sending some additional aid (items which FEMA subsequently rejected after the initial appeal) to a Korean
NGO and I can find out if that ever made it and how much it was. I will also ask about the remainder of the $30m.

Last week we understood the Korean Ambassador had a $3m +/- check and he would give it to A/S Hill, but that meeting
was cancelled. We are trying to set up another meetingwith U/S Burns for him so we may get the money then. Don't
know what all that portends for the other $26m or so.

They have offered $30m in assistance, including 100 tons of in-kind assistance, to be delivered rapidly. Unfortunately, as
,we have postponed their in-kind assistance and the Korean public has witnessed neighboring countries delivering
assistance (not entirely accurate or fair), the public perception is growing again that the government has managed confirm
Korea's weak self-image and is relegated to being a second-tier ally of the U.S. The Korean in-kind offer is based directly
on our original guidance of what was needed and they are prepared to deliver it on Sep. 15 to Little Rock AFB. The Desk
and Embassy Seoul will endeavor to strip out the food portion in the Korean offer, if FEMA can be persuaded to accept the
rest of the material. The Koreans need a clear indication that it will be accepted both to plan and to allow the government
to fulfill its commitment to assist the U.S. in time of need. The Secretary will meet with FM Ban on Sep 16 in New York on
the margins of UNGA.

customs agent took the information to tell his supervisor. He informed me that if the goods were sent on an airway bill,
then the freight would be unloaded and cleared in the cargo department The supervisor in cargo would arrive to work

Received call from Emb. Bangkok, Susan Sutton, who had two points.
1) She has answers to questions that were sent to her regarding the shipment of rice. She said that shipment contained
cans of rice wI sardines. The Ag. Officer in Bangkok stated that we usually don't inspect all of the food that comes from
Thailand. Usually, the Govt. of Thailand issues a phylosanitary certificate stating that the food meets standards, and we
usually accept their certificate.
They were tasked with getting approval for the rice to enter the U.S., and she is not sure exactly what the process is to get
the rice approved for entry. She requested that I check with OFDA to find out the exact process. I called OFDA, no one
there was knowledgeable about the process. They asked that we check back at 8am when the full team arrives.
2) Susan also informed that Protocol asked for details about a commercial plane (Thai Airways) carrying relief supplies
from Thailand that is already in the air that is to arrive before the Prime Minister. Protocol asked for details so that the
goods would not be held up by customs. She found out the info:
• Flight TG 790; expected to land at 6:35 am, Friday 9/9/05 at JFK Airport.
• Carrying only blankets; no food
• 36 boxes of blankets
• Total weight = 1.935 tons

the Embassy with the additional details about the in-kind
assistance requested by the USG. This materials had now been
assembled for the flight. (Those details will be sent

that much of this had already been procured and was already
in storage at Incheon International Airport or on the way."

ministries will be stuck with it," he noted.
5. (SBU) Kim deflected Embassy's suggestion that Korea's
in-kind shipment be downsized and sent via regular channels
to be distributed by the Korean consulate in Houston or other
ROKG officials already in the United States to care for
Korean citizens who may have lived in the affected area. Kim
did say that he had received word that no "foodstuffs" would
be welcome at this time, but he asked that u.s. officials
further define what is not acceptable. (A more detailed list
of Korea's in-kind assistance follows in para 7.) In $umming
up Korea's position Kim said: "please ask the State
Department and U.S. relief officials where they want to
receive this in-kind assistance on September 15, right now
we've been told that it's Little Rock, Arkansas, and that the
airport is large enough for a 747 loaded with 100 tons of
cargo. I repeat that cancelin~ this relief mission will be a
severe embarrassment for many ln Korea.".
6. (SBU) Turning to the issue of having Vice Foreign Minister
Lee Tae-sik (see reftels) on hand for the turnover of the .
relief goods to U.S. authorities, Kim noted that Korea would
understand if this was cumbersome or would deflect the
relevant State Department or relief official from other
duties. He did request that the USG advise as soon as
possible if the Vice Minister's presence was not preferred.
7. Action Request: Again, Embassy" requests a response so that
it can advise the ROKG if A) a charter flight with in-kind
assistance will be welcome at Little Rock on september 15; B)
the presence of Vice Foreign Minister Lee is desirable; and
C) if the content of the flight as noted in the separate

Embassy Seoul's Dan Larsen called at 0515 with a response from the Korean government to State 166965 (which
accepted the ROK offer of tarps, diapers and cleaning supplies). ROK will comply with USG request and wants to send 10
tons of tarps, 10 tons of diapers, and 5 tons of cleaning supplies via a commercial flight on 9/15 (nfi) from Seoul to Dallas.
ROK also wants to include 4 tons of blankets (=5000 blankets). Korean govt apparently plans to task Korean Red Cross
with procuring the supplies above, so before the purchases are made, Dan's counterpart is asking for more detail on what
would be most useful: what kind of cleaning supplies? What kind/size of tarps would be best? In addition, ROK asks that
we confirm that shipment can be received and handled in Dallas (DFW). Since Dan is working from home this weekend,

r can make an additional column reflecting the numbers as of Jan 6 (which will be useful for our own purposes).
Is everyone in agreement that we should not only be reconciling information that we have previously given to
GAO, but also providing them with new information on events/changes subsequent to 11/107 I wouldn't want
GAO to be under the expectation that we'll update them every time a donor country changes their intentions with
regard to pledges.
Also, just so I'm clear on Korea. There were a couple of different pledges. The pledge of $5 million from the
ROKG was fulfilled in the amount of 3.814. I think everyone is clear on that one. Then there was a separate
pledge by private entities in the amount of $10 million (which is what GAO is asking about in Q3). The Korea
desk advised that $1MM was presented to Bush I (on behalf of Bush-Clinton) by Chae Song Jo, and another 1MM
was presented to Embassy Seoul by Kim Jae Won (sp?). This is how we came to say that $2MM of the $1OMM
pledged had been received. Now, it turns out that Embassy Seoul never received a check for $1 million by Kim
Jae Won??

Attached is your spreadsheet so we can finalize and send to GAO but since I don't know excell I wanted to run
this by you Peter. I changed several things in the November 10 column but I realize they took place after 11/10.
1) Botswana. We originally had it as a Bush Clinton pledge on Exec Summary. It was to USG for 1OOK and we'
received it 11/30/05
2) Fiji. We originally had it as a Bush Clinton pledge on Exec Summary. It was to USG for 30K which we
received 11/10
3) Country H. Correct pledge on November 10 was 10MM pledge, not 8MM. We thought that we had received
2MM. In actual fact 1MM went to BUsh Clinton and the second pledge was never made concrete. So receipts
shoudl be 0 as of November 10. Also we were aware of the 3.8MM pledge. We received 3.814 on 11/30/05.
Can we make the changes to the November 10 column and perhaps add a new one as of Jan 6 with the
changes on sums received and pledges?

donations, to Hurricane Katrina relief operations. The ROK
has not yet deci ded on the speci fi c items to be cont ri buted,
but has decided to dispatch an emergency rescue team to the
United States by charter aircraft. (previously reported ref
B.) The ROKG is making arrangements to charter the aircraft
and requested guidance as to where the aircraft should be

2. (U) The Department instructs 'Chief of Mission to deliver the following response to
appropriate host government officials regarding host government's offer of assistance for
Hurricane Katrina relief operations.
On behalf of the United States Government, and all Americans, I welcome and accept your
country's kind offer to provide immediate financial assistance for victims of Hurricane
Katrina.
-- Your government may transmit the funds, in u.s. Dollars, to the us Treasury via wire
transfer using the following info~mation:
--The donation must be in U.S. dollars rather than foreign currency to prevent
difficulties with the transmittal of funds.
--To ensure that the donation is properly tracked and acknowledged, we ask that you convey
the above information to the U.S. Embassy once the transfer is initiated.
-- We will communicate with you soon regarding your government's generous offer of other
assistance, including in-kind donations and an emergency rescue team. We would welcome
more specific information on the types of in-kind donations you are proposing so that we
can advise our disaster response authorities. We ask that you· hold off for now
dispatching the emergency rescue team until proper coordination with FEMA can be
established. Our Embassy will contact you as soon as conditions are right to make maximum
use of your generous donation.

EAP/J, NSC, and Embassy Tokyo are urging FEMA to accept the GOl offer

790. The customs agent took the information to tell his supervisor. He informed me that if the goods were sent on
an airway bill. then the freight would be unloaded and cleared in the cargo department. The supervisor in cargo
would arrive to work around 6am. (718.487.2691) I will call him also.

Received call from Emb. Bangkok, Susan Sutton, who had two points.
1) She has answers to questions that were sent to her regarding the shipment of rice. She said that shipment
contained cans of rice wi sardines. The Ag. Officer in Bangkok stated that we usually don't inspect all of the food
that comes from Thailand. Usually, the Govt. of Thailand issues a phytosanitary certificate stating that the food
meets standards, and we.usually accept their certificate.
They were tasked with getting approval for the rice to enter the U.S., and she is not sure exactly what the process
is to get the rice approved for entry. She requested that I check with OFDA to find out the exact process. I called
OFDA, no one there was knowledqeable about the process. They asked that we check back at 8am when the full
team arrives.
2) Susan also informed that Protocol asked for details about a commercial plane (Thai Airways) carrying relief

donated the use of 4 helicopters and a total of 41 personnel in the Katrina affected area. The helicopters and
personnel had been stationed in Texas at a National guard facility for long-term training. All four helicopters are
presently deployed and in use, according to Chang. She said that the first three helicopters arrived on 9/1 and the
fourth arrived on 9/4. She asked that press info be corrected. We've updated the matrix to reflect the correct info

Press Attache, Lynette Chang I ~ Ms. Chang wants to correct an error in our press release detailing BE
foreign offers of assistance. According to MS. hang, Singapore has offered four helicopters, not three.

Received following from EAPIK, which I gave to Task Force Coordinator for inclusion in memo to S for her
conversation with Chertoff:
The South Korean government, stung by accusations late last year that it had responded slowly to the
Tsunami, has been touting its rapid response, with full engagement by the Prime Minister, to the .
devastation wrought by Hurricane Katrina. They have offered $30m in assistance, including 100 tons of
in-kind assistance, to be delivered rapidly. Unfortunately, as we have postponed their in-kind assistance
and the Korean public has witnessed neighboring countries delivering assistance (not entirely accurate or
fair), the public perception is growing again that the government has managed confirm Korea's weak self-
image and is relegated to being a second-tier ally of the U.S. The Korean in-kind offer is based direclly on
our original guidance of what was needed and they are prepared to deliver it on Sep. 15 to Little Rock
AFB. The Desk and Embassy Seoul will endeavor to strip out the food portion in the Korean offer, if
FEMA can be persuaded to accept the rest of the material. The Koreans need a clear indication that it will
be accepted both to plan and to allow the government to fulfill its commitment to assist the U.S. in time of
need. The Secretary will meet with FM Ban on Sep 16 in New York on the margins of UNGA.

(9/1) Australia has offered to send two "community recovery experts" from
Emergency Management Australia to help in the recovery from Hurricane
Katrina.
Japan
EAP/J, NSC, and Embassy Tokyo are urging FEMA to accept the GOJ offer
of in-kind assistance, if possible. The GOJ remembers the assistance we
provided after the earthquake in Niigata in October 2004. That included
$150,000 in disaster relief assistance and supplies provided and flown in by
US Forces Japan.
(912) GOJ announced 9/2 that it would contribute $200,000 in cash to the
ARC effort, and release $300,000 worth ofdisaster reliefsupplies
currently stored in Florida for the effort.
Embassy Tokyo reported that GOJ has reached agreement to draw down
Japanese Strategic Petroleum Reserves to help cushion a potential short-
term petroleum shock, in coordination with the International Energy .

I work with I ~nd we are putting together our daily OSD Hurricane Humanitarian
We launched a set of cables overnight Weds. 10 specific posts lhat a) USDA ID'd as having
plants that would meet u.s. requirements and b) had offered MREs previously or we
suspected had big stocks. Initial set was uk, france, germany, sweden, ireland, spain, south
korea. japan .and a couple others. inslructed posts to get details on commercial vegetarian
products and provide those to OFDA for follow-up and discussion with FEMA. We've rec'd
range of replies and OFDA is working them
