uced over 65 C-141 PDM aircraft annually. Monitored the material cost, and man-h
ours expended/scheduled for C-141 Production. Prepared and coordinated plans and
budgets to ensure work center resources were effectively scheduled in support o
f programmed and non-programmed workloads. Resolved mechanical, material, struct
ural, corrosion, propulsion, subsystems, and safety production deficiencies. Enf
orced work area safety within the C-141 Section with supervisors. Identified an

ssignment and work plans to accomplish emergency or special priority work. Iden
tified and corrected longstanding problems in aircraft flow for functional test
operations and other choke points. Identified training and manning deficiencies
that were adding to the backlog of aircraft going through functional test. Add
itionally, scheduled aircraft system technicians to standby for Redball response
to eliminate the choke points. Analyzed then utilized work flow data to improv

uirements to meet test project requirements and resolve manpower deficiencies.
Monitored assigned manpower experience levels and ensured cross utilization of p
ersonnel between weapon systems. Monitored and tracked daily avionics maintenan
ce activities. Briefed the 3242nd Maintenance and Supply Group, Chief of Mainte
nance daily on the aircraft avionics deviations/aborts (air or ground) from the
aircraft flying schedule and the corrective actions. Tracked manhour data, supp
ly data, Not Mission Capable Supply, Not Mission Capable Maintenance and Not Mis

pair rate above 98%. Wrote the justification for F-16 Avionics Intermediate St

Communication-Navigation Branch Officer In Charge 3242nd Avionics Maintenance S

Assigned as the Communication-Navigation Branch Officer In Charge (OIC). Respon
sible for 60 maintenance technicians performing intermediate level avionics main
tenance on prototype electronic countermeasures, fire control, and radar systems
used in flight test and evaluation of tactical weapons. Provided direction and
control for the timely maintenance of Test F-16, F-15, RF-4, A-10, T-38 and T-3
9 aircraft. Communication Navigation Branch Technical Advisor. Led the branch t
hrough a revitalization effort to improve the Maintenance Data Collection (MDC).
This effort resulted in a significant improvement in the accuracy of monthly l
abor utilization rates. At the same time, reduced the MDC error rate to the low
est on record for the work center.

Assigned to NAF as a Maintenance Staff Officer. Responsible for monitoring the m
aintenance on five types of aircraft; F-4E/G, F-5E, J-38, J-39 and T-33 aircraft
. Reviewed the aircraft status, flying results, and the inventory of J-85 and J
-79 engines daily. Analyzed the daily flying activities for five different type
s of aircraft. Prepared and briefed these activities to the 13th Air Force Dire
ctor of Maintenance, 13th Air Force Deputy Chief of Staff Logistics and the 13th
Air Force Commander on the aircraft deviations from the schedule and the correc
tive actions. Tracked aircraft deployments, tactical flying exercises, and the
weekly flying schedule. Monitored corrosion affecting aircraft flying over open
water. Analyzed the number of hours flying over open waters affected the rate o
f aircraft corrosion. Data gathered was annotated in aircraft records. Organize
d the PACAFR 60-12 Rewrite Conference. The Re-write Conference focused on adapti
ng Production Oriented Maintenance Organization (POMO) to PACAF.
F-4 Fighter Aircraft Branch Chief 6515th Organizational Maintenance Squadron E

Assigned as the F-4 Fighter Branch Chief and provided overall maintenance guidan
ce for 54 skilled technicians. Responsible for the daily maintenance of 22 assig
ned Test Wing F-4A/B/C/D/E/RC aircraft. F-4Es were used as chase aircraft for t
he Air Launch Cruise Missile. The F-4s never caused a delayed, cancelled or abo
rted mission. Successfully managed and consistently met and exceeded the in-com
mission rate of 89% (9% higher than the standard Mission Capable (MC) rate. Tra
cked the Mean Time Between Failure (MTBF) for aircraft that experienced a high n
umber of repeat write-ups with generators falling off line. Generators were rem
oved and replaced to prevent reoccurrence. Also tracked 781H delayed discrepan
cies write-ups. Monitored, tracked, and analyzed the daily flying and maintenan
ce activities. Stood-up Tiger Team after three consecutive could not duplicate
(CND) and three consecutive write-ups to identify the cause. Tracked manhour da
