Re: 201 1 Conventional Transit Service Plan

Recommendation

That the Commission approve the 2011 Conventional Transit Service Plan changes as set out in
Enclosure I, providing for the introduction of 1,120 new service hours in 201 1 (3,080 on an annual bass)
noting the changes are to take effect September 4,201 1

Backqround

At the April 27, 201 1 meeting, the Commission approved "in principle" the 201 1 Conventional Transit
Service Plan, which called for:
establishing service into the West Beaverbrook community
modifying routing for Route 23 Berkshire through the Westmount area
adding an additional bus to Route 2 Dundas to deal with schedule adherence issues in the
weekday early evening period
improving service frequency on Route 10 WonderlandIRoute 14 Highbury from 60 minutes to
30 minutes, Saturday mornings between 8 am and 10 am
improving service frequency on Route 17 Oxford West from 60 minutes to 30 minutes on
Saturday evenings
adding weekday evening service to Route 27 Fanshawe College

In addition, 3 service improvements were identified as "pending" these included:

adding an additional two runs to Route 34 Medway at 9:45 pm and 10:15 pm Monday to
Thursday coinciding with the University schedule

implementing Saturday service for Route 39 Fanshawe West

adding an additional hour of service and new destinations for the Community Bus (Routes
51153154)

The 9 potential areas of change were subject to appropriate public consultation and more detailed
revenue and costing assessment, noting the final report and recommended plan was to be presented at
the Commission's May 25, 201 1 meeting.

Public Consultation

Following the April 27, 201 1 Commission meeting, approximately 5,000 notices were mailed (based on
postal code) to the residents along the Route 20 Cherryhill (Beaverbrook), Route 23 Berkshire
(Westmount) and Route 34 Medway (Medway Heights) advising of the service changes and encouraging
feedback.

Overall feedback from the community, respecting the identified proposed changes, was limited. A
summary of the comments specific to the identified routes is set out below. Overall the commentary, while
limited, was supportive of the proposed changes. The concerns raised were acknowledged and
responses provided where appropriate. The concerns did not affect the final recommended changes.

Roufe 20 Cherryhill - West Beavbrook Community

Overall feedback was supportive of the change, mirroring the comments received in 2008 when the
service was first considered. Concerns expressed dealt with the impact of buses traveling both ways on
Beaverbrook Avenue between Oakcrossing Road and Capulet Lane and lack of service on Silversmith
Street.

Route 23 Berkshire

Overall feedback was positive. A concern was expressed regarding added congestion with public transit
buses interacting with school buses and parent vehicles on Farnham Road north of McMaster Drive.
