 Indian Raw + Israeli Mossad Vs.

Pakistan And
Islam.
It is a long article, but very well done with facts, it is important that we read it and try to
understand what lies ahead in the context of current crisis in Kashmir.

We had been reading the name MOSSAD in the newspapers. But today you will know
little bit more about Mossad and its role is destroying Muslims around the world and
specially in South East Asia with the help of India RAW. Please read on..... In a
fascinating plot, full of intrigue and betrayal, Mossad, RAW and Israeli Russian
Ukrainian drug mafia seem to have joined hands:

The whole story may never be available but it has enough pieces to give a fair idea of
what may be in store for all of us. There are many ways to tell this story but let begin at
the most convenient point - the Recent Recruitment drive of Mossad.

Mossad is the nickname of 'The Institute for Intelligence and Special Tasks'(ha-Mossad
le- Modiin ule-Tafkidim Meyuhadim).A compact body of about 1500 regular employees,
Mossad relies on Jews and sympathizers worldwide forits operations. During last couple
of years it has begun paying special attention to Pakistan,Iran and Central Asia. Hi-Tech
Mossad Dan Yahkin, a Jewish analyst, wrote an article which was published on 19 April
2001 in Globes, a Tel Aviv publication. He narrates the story of 'Gil' and 'Or', pseudonym
of two former operatives of Mossad. The contention behind his narrative is that Mossad is
as hi tech as any outfit in the world, military or otherwise.

"Political Action and Liaison Department conducts political activities and liaison with
friendly foreign intelligence services and with nations with which Israel does not have
normal diplomatic relations. In larger stations, such as Paris,Mossad customarily had
under embassy cover two regional controllers: One to serve collection department and the
other the Political Action and Liaison Department.

"Special Operations Division, also known as Metsada, conducts highly sensitive

assassinations, sabotage, paramilitary, and psychological warfare
projects."LAP (Lohamah Psichlogit) Department is responsible for psychological
warfare, propaganda and deception operations.

Research Department is responsiblefor intelligence production, including daily situation

reports, weekly summaries and detailed monthly reports. The Department is organized
into 15 geographically specialized sections or "desks", including the USA, Canada and
Western Europe, Latin America, Former Soviet Union, China, Africa, the Maghreb
Morocco, Algeria, Tunisia,Libya, Iraq, Jordan, Syria, Saudi Arabia, the United Arab
Emirates and Iran. A "nuclear" desk is focused on special weapons related issues.

Raw-Mossad Connection:
Janes information group, the world's foremost source on intelligence information,
reported in July 2001 that the Indian spy agency RAW and the
Israeli spy agency Mossad have created "four new agencies"to infiltrate Pakistan to
targetimportant religious and military personalities, journalists, judges, lawyers and
bureaucrats. In addition, bombs would be exploded in trains, railway stations, bridges,
bus stations, cinemas, hotels and mosques of rival Islamic sects to incite sectarianism.
Pakistaniintelligence agencies also said that RAW had constituted a plan to lure Pakistani
men between 20 and 30 years of age to visit India so they could be entrapped in cases of
fake currency and subversion' and then be coerced to spy for India."

This was high point of cementing an unholyalliance which began much earlier and which
continues to tighten its noose around the neck of Pakistan, Iran,Afghanistan and Central
Asia.

It appears that RAW and Mossad-either singly or jointly, either covertly or overtly-have
been making efforts to penetrate sensitive circles of top echelon in Pakistan.

It cannot be said with certainty but there are some reasons to assume that Benazir Bhutto,
the former prime minister of Pakistan, wittingly or
unwittingly, played in the hands of RAW-Mossad masterminds. High ups in Pakistan's
military still believe that Benazir Bhutto has connections with
RAW-Mossad nexus and General Pervez Musharraf himself declared her as "security
risk" during a chat with Pakistan's leading editors and correspondents justbefore his
referendum campaign.

Benazir's visit to India last year at a time when Pakistan was going through one of the
worst crises in its history, and her statements there which aimed to undermine the whole
foundation of Pakistan, generated more than a flicker of doubt in analytic minds. The
basic question arises: Who is Benazir Bhutto? Leaving BB to her own fate, let's return to
RAW-Mossad connection.

What is clear right now is that Indian RAW and Israeli Mossad are collaborating
extensively to curb the freedom movement of Kashmir and destabilize Pakistan.Indian
newspaper The Pioneer, wrote on 3 March 2001: "Fencing of the Indo-Pak border is not
enough. To check Pakistan sponsored cross-border terrorism, top security experts of Israel
have suggested that hi-tech gadgets ranging from an electronic barrier system of radars to
thermal imaging devices should be immediately installed on India's sensitive
international border in J&K and Punjab sectors.

"The team of experts, including officials of the Mossad, the Israeli Army and the Israel
Aircraft Industries (IAI), also found shocking loopholes in
the security arrangements relating to the much talked about Samjhauta Express. They
advised that instead of Lahore, the train should terminate on the Attari border. Sources in
the Ministry of Home Affairs said the Israeli experts surveyed the 198 km international
border in Jammu and Punjab and reviewed the route of the Samjhauta Express with top
officials of the Border Security Force.
"Subsequently, former DG of the Border Security Force,E.N.Ram Mohan was appointed
as consultant on border management. Mr. Ram Mohan recommended that besides
radars, aerostate balloons and FLIR equipment be used.India is keen to purchase
surveillance aircraft UAVs) from Israel to gain intelligence teeth. The UAVs could also
help the state police in keeping an eyein naxalite affected areas of Andhra Pradesh. For
several years, Mossad and Israel's internal intelligence agency, Shinbhet, have utilised
unmanned air vehicles to patrol the hypersensitive Gaza border."

Qutbuddin Aziz, former minister in Pakistan embassy in London, wrote an excellent

article, titled"Dangerous Nexus between Israel & India." It was published by a prominent
Pakistaninewspaper on April 2001.We must quote extensively from this article.

Aziz writes: "Top secret details of Indian Home Minister LK Advani's visit to Israel in
June 2000, show that the deals he has struck with theIsraelis would make India and Israel
partners inthreatening the Muslim world with diabolic conspiracies to fragment and
cripple it as a political force in the world. The details of his meetings with Israel's rulers,
particularly the heads of the Israeli Home Ministry and its intelligence agencies, Mossad
and Sabak, reveal that the arrangements he has made for joint Indo-Israel espionage
operations in key areas of the Muslim world would make the Indian embassies in these
Muslim countries the eyes and ears ofthe worldwide cloak-and-dagger Israeli spy
network.

"Under the euphemism of "counter-terrorism", India is allowing Israel to establish a huge

spy establishment in India which will, inter alia, unearth and monitor "Islamic
fundamentalist and "individuals and groups for elimination by extra judicial process or by
cold-blooded murder and kidnapping.

"The most important meeting Indian Home Minister Advani had during his three-day
Israeli tour on June 13-16 was with the top brass of Israel's
intelligence agencies in Tel Aviv. Heading the Israeli team was the powerful chief of
Israeli police, Yehuda Wilk, with the heads of the Israeli
intelligence agencies, Mossad and Sabak, and military officials dealing with Israel's
punitive and espionage operations against Arabs in Israel, Palestine and neighbouring
states such as Lebanon and Syria. Senior officials from the Israeli Foreign Office and the
defence and home ministries attended this meeting.Israeli experts in bomb detection were
also present.

"Mr Advani's large team included India's highest level spymasters such as the Director of
the Intelligence Bureau, Mr Shayamal Dutta, the Director of the Central Bureau of
Investigation, Mr R K Raghvan, the head of the Indian Border Security Force, Mr E M
Ram Mohan, Indian Home Ministry's powerful Secretary K Pande who oversees the work
of the infamous Indian spy agency, RAW, and liaises with the Indian Foreign Office in
respect of undercover RAW agents working in Indian embassies abroad, and a senior
officer of India's military intelligence agency, equivalentofPakistan ISI).
"In this top-level meeting in Tel Aviv on June 14, Advani reportedly thanked the Israeli
government for its immense help to India in security matters and spoke of the dangers
India and Israel face from their common enemies ie, Muslim neighbours.

"Advani, it is reported, highly praised the help provided by Mossad and army commando
personnel to the Indian army in the war on "Muslim militants" in Kashmir and against
"Muslim terrorists" such as the "Memon brothers" of Mumbai in Dubai. Advani said he
had, throughout his political career, advocated India's recognition and friendship with
Israel and that his party had played a key role in forcing Congress government to have
full diplomatic relations with Israel in 1992.

"He lauded the Indo-Israeli cooperation in the military, economic and other fields.
Advani recalled that India had voted in favour of a US-sponsored motion in the UN for
rescinding a UN resolution that equated Zionism with racism. Mr Advani explained at
length India's security problems in which the danger from Pakistan and Indian Muslims
getting Arab money loomed large. Advani gave a long list of the special services in
spying and the anti-insurgency devices and spy equipment India urgently needs from
Israel to combat "Muslim terrorism".

"In the June 14 Tel Aviv meeting, the Israeli Police Chief, Yehuda Wilk, profusely
praised India for its friendship with Israel and pledged help to
the Indian government in combating "Muslim terrorism" that poses new threats to Israel
and India. The heads of India's intelligence agencies then briefed the Israeli side in the
meeting on the ground situation in India in respect of "Muslim terrorists", especially in
Jammu and Kashmir, and the new dangers coming up for India and Israel because of the
Pakistani bomb and the fear that Pakistan may give its nuclear weapons to the anti-Israel
Arabs.

"The Indian side showed a keen interest in learning from Israeli security experts how they
had run the slice of Lebanon which Israel ruled for 18 years and gave up recently. Some
information about the Israeli torture and investigation methods was gathered by the
Indian side from the Israelis with regard to dealing with Arab dissidents within Israel and
in the Palestinian
Authority region.

"The Indians gave the Israelis a long shopping list of spying, torture and surveillance
equipment such as electronic fencing of sensitive sites, laser systems, short-range rockets,
eagle-eyed long distance snipers, observation blimps, giant shields, night vision device,
unmanned aircraft of the MALAT wing of the Israeli Aircraft Industries Limited, special
protective dress and gear for security personnel, cross border snopping devices and
gadgets, training and deployment of spies and the special gear for them, use of computers
and Internet for espionage and disinformation, code breaking, tailing of enemy agents and
their elimination, nuclear espionage, purloining state secrets of hostile countries and
pooling them for the good of India and Israel and their mutual friends.

"The Israelis were interested in having access to the secret reports of Indian undercover
RAW diplomats from certain Muslim countries of special
interest to Israel (especially Pakistan, Libya and Iran). India is apparently willing to grant
access to Israeli agents to the Indian Home Ministry's
Central Intelligence Processing Unit (CIPU) in New Delhi. This was recently set up
under Advani's direction with Israeli and US help. A handpicked RAW officer, trusted by
Advani, heads this unit. Israel wants full access to its information data. The Indian
government has already allowed access to it by American intelligence agencies now
working with the Indian government on so-called anti-terrorist assignments."

Federation of American Scientists website comments on RAW in these words :"RAW

has engaged in disinformation campaigns, espionage and sabotage against Pakistan and
other neighboring countries. RAW has enjoyed the backing of successive Indian
governments in these efforts. Working directly under the Prime Minister, the
structure, rank, pay and perks of the Research & Analysis Wing are kept secret from
Parliament."

Tarek Fatah, a scholar settled in Canada, wrote: "Britain's authoritative and respected
defense publication, Jane's Terrorism & Security Monitor,
reports that Israel and India have formed military relationship and that Israeli intelligence
is active in Occupied Kashmir. "It says: "Israeli intelligence agencies have been
intensifying their relations with India's security apparatus and are now understood to be
heavily involved in helping New Delhi combat Islamic militants in the disputed province
of Kashmir..." Ed Blanche writes in Janes' Security on 14 August 2001: "Israeli
intelligence agencies have been intensifying their relations with India's security apparatus
and are now understood to be heavily involved in helping New Delhi combat Islamic
militants in the disputed province of Kashmir, India's only Muslim-majority state which
lies at the core of the conflict with neighbouring Pakistan.

"Israel has several teams now in Kashmir training Indian counter-insurgency forces to
fight the dozen separatist guerrilla groups operating in the
Indian-controlled sector of the disputed state.

"The exact extent of the involvement in Kashmir by Israel's intelligence agencies is far
from clear, but it fits into Israel's increasing focus on
events in Central Asia, and as far a field as Indonesia, the world's most populous Muslim
state, to counteract Islamic fundamentalism, which it
perceives as a major threat.

Shimon Peres, currently Israel's foreign minister, said during a visit to New Delhi in
January 2001 (shortly before he took his current post in Prime
Minister Ariel Sharon's coalition government) that Israel was prepared to co-operate with
India to fight terrorism. Weeks earlier, an Israeli
counterterrorism team, including military intelligence specialists and senior police
commanders, paid a visit to Indian-administered Kashmir and other regions of the
country that are grappling with anti-government militants to
assess India's security needs." If there is still any doubt as to the real intentions of Israel,
then please see this statement issued by David Ben Gurion, the first Israeli Prime
Minister. His words, as printed in the Jewish Chronicle,9 August 1967, leaves nothing to
imagination:

"The world Zionist movement should not be neglectful of the dangers of Pakistan to it.
And Pakistan now should be its first target, for this
ideological State is a threat to our existence. And Pakistan, the whole of it, hates the Jews
and loves the Arabs. "This lover of the Arabs is more
dangerous to us than the Arabs themselves. For that matter, it is most essential for the
world Zionism that it should now take immediate steps
against Pakistan. "Whereas the inhabitants of the Indian peninsula are Hindus whose
hearts have been full of hatred towards Muslims, therefore, India is the most important
base for us to work there from against Pakistan. "It is essential that we exploit this base
and strike and crush Pakistanis, enemies of Jews and Zionism, by all disguised and secret
plans."

This brings us to the other reason for the Jewish Hindu friendship. Israel knows that the
Hindus are the dominant group, at least numbers wise, in the Middle East. In UAE,
Oman, Qatar, Bahrain and Kuwait they are very strong businessmen and hold strategic
positions in many institutions. In Medina in Saudi Arabia, the best hotel closest to the
Prophet's mosque is owned by a Hindu -- the Oberoi. These Hindus are a very effective
third column in these Gulf States providing a wealth of information and ready for
subversive action when required.(Can Muslims do something aboutthis?).One of the
greatest abilities of Mossad is that it can mobilize US resources anywhere to protect
Israeli interests. Now when Pakistan has already allowed US forces to use its soil, air and
intelligence, is not it possible that Mossad's clever brains workout a scenario and push the
American troops to do what the Mossad would like to do in Pakistan?

Very informative post. It shows the importance of using brains over emotions. The fact
that David Ben Gurion made that statement shows, he could recognize that the immense
human resource potential of Pakistan could make it a Developed Islamic state and
therefore a possible threat to Israel / Zionist Movement, even though it was an under
developed poor country. So much for the many people (specially some pseudo
intellectuals) in Pakistan who are quick in declaring it a failed state.

Given the fact that from Morocco to Pakistan, no two Muslim countries which share a
border share warm relationships or common policies, no wonder that all sorts of
conspiracies can be waged us with relative ease. Zionists who number in millions -
compared to a Billion Muslims - in a matter of a few decades have acquired such
immense economic & political influence (both visible and hidden) that one doesn't even
know where to begin to counter it.
 According to a daily “The News” more than 100 Pakistani Baloch dissidents have
been sent to India by the Indian consulate located in Kandhar (Afghanistan) for six-
months training. These people were selected from areas bordering Pakistan as well as
Baloch nationals residing in different camps in Kandhar. They have been promised a
salary of $ 500- 1,000 on their return to Afghanistan. They will be imparted training in
the fields of sniper shooting, handling of technical equipment such as GPS, wireless sets
and intelligence gathering techniques. The handlers of the dissident Baloch elements plan
to assign different targets in Baluchistan and Sindh provinces to the trained Baloch
militants for sabotage and terrorist activities.

Ever since the Taliban were ousted from power and foreign troops landed in Afghanistan
in late 2001, the Indians have been using the Afghan soil for sabotage and terrorist acts in
Pakistan. Since 9/11, Indian influence has increased tremendously. India is following the
strategy of the encirclement of Pakistan by making Afghanistan into a vocal anti-Pakistan
client state with five very active Indian consulates along the Pak-Afghan border to
destabilize Baluchistan and North West Frontier Province (NWFP). RAW has organized
a network of training schools throughout Afghanistan. Some of these training centers are
operating in Kabul, Jalalabad , Khawaja Ghar (Takhar Province), Khost, Paktia, Urgun,
Kandhar, Spin Boldak and Dranj (Badakhshan Province). All these training centers are
being used for indoctrinating minds of innocent people of FATA and Balochistan to work
against Pakistan. Refugee camps for Balochistan dissidents have been established in
bordering towns of Kandhar, Spin Bodlak, Helmond and Nirmoz where RAW has been
given free access to interact for spotting and cultivating them. RAW with the help of
local officials is providing financial support to Barhamdagh Bughti for undertaking
terrorist activities in Balochistan. Spin Blodak is said to be the main hub of anti-Pakistan
activities and the town is being used as a launching pad. RAW-RAAM used to providing
weapons via Bajaur, Dir, Pewchar. In order to subvert loyalties of young generation,
young Baloch students are spotted through senior Balochistan Student organization
(BSO) hardliners, taken to Kabul for indoctrination, issued with Afghan passports and
selected individuals then dispatched to training centers in various countries.

Apart from training, RAW also provided financial assistance for publication of
propaganda material against Pakistan in Balochi Language, which in later distributed in
Quetta, Khuzdar, Turbat, Gawader and Dera Bugti. In case of Baluchistan Indian role is
not new. It is as old as the revolt itself. India is repeating the history and trying to
separate Baluchistan just like East Pakistan. Pakistan has stockpiles of evidence against
Indian consulates in Afghanistan that are being used to fund terrorism in Pakistan through
Baitullah Mehsud’s TTP as well as Brahamdagh Bugti and his Baluchistan Liberation
Army (BLA). A dossier containing proof of Indian involvement in “subversive activities”
in Pakistan was handed over by Prime Minister Yousuf Raza Gilani to his Indian
counterpart Manmohan Singh during their meeting at Sharm-el-Sheikh. A substantial part
of the shared material deals with the Baluchistan insurgency and Indian linkages with the
insurgents, particularly Brahamdagh Bugti, Burhan and Sher Khan. Photographs of their
meetings with Indian operatives are part of the evidence, which also describes Bugti’s
visit to India and the meetings he had with Indian secret service personnel. The dossier
mentions an India-funded training camp at Kandahar where Baloch insurgents
particularly from Bugti clan were being trained and provided arms and ammunition for
sabotage activities in the Pakistani province. Similarly, Talal Bugti said that 300 Baloch
nationalists are getting training at RAW’s training center in Afghanistan. The Baluchistan
Chief Minister said that RAW was running terrorist training camps in Iran and
Afghanistan. It has now set up 30 to 40 such camps in Baluchistan, each with training
facility for 30 people who are paid 10,000 monthly.

India had invested over a billion dollars in Afghanistan so that it could build a base of
operations against Pakistan. More than 10,000 Indian troops were stationed in
Afghanistan under the garb of supervising the construction of Jalalabad- Chahbahar road
project which was completed. Many mercantile shops run by Indians have an intelligence
officer in the rear. RAW is providing them money, training, sophisticated weapons and

working in the disguise of diplomats in embassy and consulates in Afghanistan have set
up a vast covert operation network to destabilise FATA, northern areas and Baluchistan

diplomatically or politically. There is a need that international community should check
the activities of RAW as it operates in a mafia style, each time overstepping the limits of
intelligence operations. It has not, only indulged in cross-border terrorism, but also
played a very significant role in creating and funding terrorist and extremist religious
parties within India and other countries of the region. The Hindu extremist parties which
are involved in terrorist activities in India such as Bajrang Dal (BD), Rashtria
Sawayamsevak Sangh (RSS), and Shiv Sena (SS) etc enjoy complete backing and
support of RAW. The agency uses these parties not only to carve out a role for itself in
the internal politics but to divert the international focus from its terrorist activities. For
that matter, it allowed these parties to carry out violent activities in India and throw onus
on neighbouring countries. Fact of the matter is that Indian RAW is responsible for the

The September 22 bomb blasts that claimed nine lives in Lahore and maimed dozens of
people clearly point to the fact that India is continuing with its agenda of destabilizing
Pakistan under the smoke-screen of so-called peace talks.

The history of Indian-sponsored cross border terrorism in Pakistani towns especially in

Karachi, Lahore, Faisalabad and Rawalpindi/Islamabad spans over many decades. Be it
the bombing spate of 1980s and 1990s or recent incidents of terrorism, Indian hand has
always been behind these acts. The arrests of saboteurs, both Indians and their local
agents and their subsequent confessions show that India is playing a double game by
engaging Pakistan in peace talks on one hand and carrying out acts of saboteur on the
other. The allegation of cross-border-terrorism hurled by India on Pakistan is just an
attempt to mask its own wrong doings in the region especially in the neighbouring
countries like Pakistan, Bangladesh, Sri Lanka and Nepal where Indian Intelligence
Agency RAW is all out to create instability.

‘RAW Is Training 600 Balochi terrorists In Afghanistan’

The man widely regarded as Pakistan President Pervez Musharraf’s right-hand man
claims India is
playing the Great Game inside Afghanistan and paints the possibility of it destabilising
the region
Senator Mushahid Hussain Sayed is a man who wears many caps: he is the Pakistan
Senate foreign
relations committee chairman, the secretary-general of the ruling Pakistan Muslim
League, and widely
regarded as Pakistan President Pervez Musharraf’s right-hand man. A former editor of a
major national
daily, Hussain knows a thing or two about the unrest in Balochistan. It was a
parliamentary committee
headed by him that had recommended that the government grant autonomy to the
Balochis, and
ensure their province wasn’t forgotten in the rapid economic development of Pakistan.

Mariana Baabar met Hussain at his residence in Islamabad’s upscale E-sector. Though
the joke here is that the E is for Extremely Rich, Hussain’s own home is modest. His
phone keeps ringing as he takes calls from politicians of all ideological hues. Between
calls, he talks about the Great Game India’s playing inside Afghanistan and its possibility
of destabilising the region. Excerpts:

Why should Pakistan complain about India

“India has sizeable ingress in the Afghan ministry of tribal affairs, and is using it for
covert activities
against Pakistan.” having several consulates in Afghanistan? They are two sovereign
states.
Indian Consulates in Afghansitan training terrorists and sending them to Pakistan to blow
up pipelines in Baluchistan

India currently has an extensive diplomatic presence in Afghanistan. It includes the

Indian embassy in Kabul and another four consulates in Kandahar, Jalalabad, Mazar-e-
Sharif and Herat. These Indian diplomatic missions serve as launching pads for
undertaking covert operations against Pakistan, from Afghan soil. Particularly, the Indian
consulates in Kandahar and Jalalabad and their embassy in Kabul are used for clandestine
activities inside Pakistan in general and the Federally Administered Tribal Areas (FATA)
and Balochistan in particular.

Are you alleging that the Indian Research and Analysis Wing (RAW) is involved?

Indian diplomatic and RAW officials have significant ingress in the Afghan ministry of
tribal affairs, and are exploiting it to conduct covert activities. Indian agents are
instrumental in arranging meetings of tribal elders and Afghans with dual nationalities
with Indian consulate officials in Jalalabad, and assisting them in spotting and recruiting
suitable tribal elders from Jalalabad and Pakistan’s North and South Waziristan Agencies
for covert activities

Are you then saying that RAW has managed a strong presence inside Afghanistan after
the ouster of the Taliban?
Tajikistan map Indian base-Indian Consulates-dens of Inequity

RAW has established its training camps in Afghanistan in collaboration with the
Northern Alliance remnants. Approximately 600 ferraris, or Baloch tribal dissidents, are
getting specialised training to handle explosives, engineer bomb blasts, and use
sophisticated weapons in these camps.

Has India revived its links with the leaders of the erstwhile Northern Alliance who are in
power in Afghanistan today?

India has invested heavily in its old connections with the leaders of the erstwhile
Northern Alliance. It has sizeable support in Afghan parliament. Before the Afghan
elections last year, the Indian ambassador called the Northern Alliance’s major leadership
at his residence and paid them a handsome amount to run their election campaign.

Are allegations of India placing troops in Afghanistan correct?

India is gradually increasing the number of its paramilitary personnel in Afghanistan. It is

stationing them there on the pretext of providing security and protection to the Border
Roads Organisation, which is constructing the Zaranj-Dilaram road, and its consulates.
From a few personnel, the strength of Indian troops has reached almost that of a company
size force and even includes Black Cat Commandos.

Is the Afghan state helping India in these operations?

Yes, the Afghan Police, the Border Security Force and customs officials facilitate the
visit of Indian diplomatic staff and intelligence agents to border areas, and help them to
hold meetings with dissatisfied pro-Afghan dissidents, anti-state elements, and elders of
the area.In this context, meetings of tribal elders are arranged by the Afghan intelligence
agency (Riyast-i-Amniyat-i-Milli or RAM) at the behest of those RAW officials who
serve in different diplomatic offices of India in Afghanistan. Indian agents are carrying
out clandestine activities in the border areas of Khost and in Pakistan’s tribal areas of
Miranshah with the active support of Afghan Border Security Force officials. If you
remember, after Pakistan took action against the Balochistan Liberation Army and other
elements inside the province, the Indian external affairs ministry was quick to issue an
unprecedented statement (see story below) in December 2005; their strategic writers have
started focusing on Balochistan in their articles. This does not bode well for peace and
stability in the region. I have no doubt that this will backfire on India.

Indian Intelligence Agency RAW

RAW IS RIPE: A career peddling death, bombs, torture and sabotage

A career in R&AW is not about chasing beautiful blondes in racing cars. It’s a
painstaking job, which involves gathering and disseminating information to
protect national interest.

Functions and operations of RAW

Do you like keeping a secret —and love to travel? If you are a closet Smiley, or
even a James Bond, you may think of a career that’s not much talked of. The
government’s Research and Analysis Wing — known mostly as R&AW — is the
place for those who seek adventure, but like to maintain a low profile.

A career in one of the most coveted services of the Indian government is not
about chasing beautiful blondes in racing cars. It’s a painstaking job, which
involves gathering and disseminating information, mostly related to what is
known as India’s interests.

“Working for the R&AW is not just about being a spy. It is a challenging job that
requires you to be alert about all the happenings around you, mundane or
otherwise,” says a former secretary at R&AW.

R&AW, India’s external intelligence agency, was formed in September 1968 and
its primary function is to gather intelligence, counter terrorism and perform secret
operations to safeguard India’s interests. Collecting intelligence, for instance,
may mean gathering information about neighbouring countries’ military strength
and activities.

Before 1968, the Intelligence Bureau (IB) handled both internal and external
intelligence. After the Indo-Pak War of 1965, the then Prime Minister, Indira
Gandhi, felt the need for an agency that would deal with matters of external
intelligence. So R&AW came into existence with R.N. Kao as the founder
director. Ashok Chaturvedi is the current head.

Present members of the service are particular about keeping their identities a
secret. A former senior officer, who was with the IB when R&AW was formed and
saw the bifurcation, speaks on condition of anonymity. “I was transferred to the
new wing. Those days the majority of people who were recruited to the agency
came from the Indian Police Force,” says the officer who retired in 1990.

R&AW is a wing of the Cabinet Secretariat and it reports directly to the Prime
Minister’s Office (PMO) — its operations are not even revealed before
Parliament. It remains out of the public eye owing to the highly secretive nature
of the operations.

The secretary reports on an administrative basis to the National Security Advisor.

Intelligence collected from different countries by field officers are processed by a
large number of joint secretaries, who are the functional heads of various
regions. At the lowest level, an official is designated an under secretary.

To begin with, people were recruited to R&AW primarily from the IB and the
police force. But, today R&AW has its own service cadre, the Research and
Analysis Service (RAS), to absorb talent.

Those who clear the Union Public Service Commission (UPSC) examination and
make it to the top ranks in the Indian Administrative Service, Indian Foreign
Service or the Indian Revenue Service can hope to be recruited to R&AW. The
UPSC provides a list of top candidates to R&AW which then looks for candidates
who fit their profile. Candidates with a sound knowledge of international relations
along with foreign languages (especially the less common ones such as Chinese,
Arabic or Pushto) are given preference.

A potential recruit has to then clear a new set of exams, interviews and
psychological tests. The officer then resigns from his or her cadre, and joins the
RAS. R&AW also employs a number of language specialists, defence analysts,
political analysts and engineers. Salaries are on a par with those paid to civil
servants in other services. A bureaucrat at the junior level can earn anywhere
between Rs 8,000 and Rs 13,500, depending on the branch of service. In
addition to the salary, civil servants get various perks and allowances. Salaries
increase when officers are posted abroad.
In the senior cadre, personnel are also recruited from the Central Bureau of
Investigation (CBI), the income tax (IT) department, the customs department, the
Reserve Bank of India (RBI) and the state police. Recruitment at this level is
generally done for a period of 5-7 years and can extend to 10 years.

After recruitment there are two levels of training. The initial training is basic and
involves familiarising the candidate with the functioning of the organisation. New
recruits are given a pep talk to help boost their morale. They are told about the
functioning of various intelligence agencies across the world (CIA, ISI, Mossad,
for instance) and made to understand their modus operandi. They are also taught
the tricks of espionage.

During the advanced training period, the inductee is attached to the Field
Intelligence Bureau (FIB). This entails learning clandestine methods of operation.

After getting to know the numerous ways of handling an intelligence mission, the
recruit is made to learn martial arts and other modes of self defence. Fresh
recruits are also drilled in various administrative disciplines so that they can take
a position in India’s foreign missions without arousing suspicions. They have to
excel in gathering information, and setting up their network of informers or
operatives.

“All this may sound interesting but at times it gets a little lonely during field
operations. You are unable to share or discuss matters with others,” says an
official who has executed several clandestine missions. After leaving R&AW, an
official is not supposed to work anywhere else for two years.

Not everybody can adjust to R&AW. As an officer puts it, “You have to live with a
dual personality as long as you are working with R&AW. Otherwise, it is like just
another job where there are successes and failures.” Once you enter R&AW, you
have to make sure that you keep your professional life a secret. And, beware,
you may have a limited social life. But if you are driven by national interest, don’t
think twice. The Indian government needs its Smileys.

Collecting Information
Intelligence Assessment is the development of forecasts of behaviour or recommended
courses of action to the leadership of an organisation, based on a wide range of available
information sources both overt and covert. Assessments are developed in response to
requirements declared by the leadership in order to inform decision making. Assessment
may be carried out on behalf of a state, military or commercial organisation with a range
of available sources of information available to each.

An intelligence assessment reviews both available information and previous assessments

for relevance and currency, where additional information is required some collection may
be directed by the analyst.

[edit] Process
Information collected can be difficult to obtain or altogether secret material gained
through ("closed sources") See list of intelligence gathering disciplines, or it can be
widely available but systematically researched through Open Source Intelligence
(OSINT). Traditionally, intelligence involves all-source collection, storage and indexing
of data, usually in multiple languages, in the expectation that some small portion will
later prove important. Intelligence gathering disciplines, or, more narrowly, and the
sources and methods used to obtain them are often highly classified and sometimes
compartmentalized, and intelligence officers need top level security clearance.

Intelligence is conducted on three levels:

• strategic (sometimes called national),

• tactical, and
• counterintelligence.

The broadest of these levels is strategic intelligence, which includes information about
the capabilities and intentions of foreign countries. Tactical intelligence, sometimes
called operational or combat intelligence, is information required by military field
commanders. Because of the enormous destructive power of modern weaponry, the
decision making of political leaders often must take into account information derived
from tactical as well as strategic intelligence; major field commanders may often also
need multiple levels of intelligence. Thus, the distinction between these two levels of
intelligence may be vanishing.

• Government intelligence is usually assigned to intelligence agencies, often with

large, secret budgets. These use a variety of techniques to obtain information,
ranging from secret agents (HUMINT) to electronic intercepts (COMINT,
IMINT, SIGINT, and ELINT) to specialized technical methods (MASINT).

Depending on the national policy, some intelligence agencies engage in clandestine and
covert activities beyond espionage such as political subversion, sabotage and
assassination. Other agencies strictly limit themselves to analysis, or collection and
analysis; some governments have other organizations for covert action.

• Military intelligence is an element of warfare which covers all aspects of

gathering, analyzing, and making use of information, including information about
the natural environment (Shulsky and Schmitt, 2002), over enemy forces and the
ground. It involves spying, look-outs, high-tech surveillance equipment, and also
secret agents.

• Criminal intelligence is information compiled, analyzed, and/or disseminated in

an effort to anticipate, prevent, or monitor criminal activity.

• Business intelligence is the spotting and analyzing of business data for the
purposes of directing the business.

Intelligence as used here, when done properly, serves a function for organizations similar
to that which intelligence (trait) serves for individual humans and animals.[citation needed]
Intelligence collection is often controversial and seen as a threat to privacy. Intelligence
is essential for government policy formation and operations; it is a policy matter for
individual governments whether While usually associated with warfare, intelligence can
also be used to preserve peace.

The process of taking known information about situations and entities of strategic,
operational, or tactical importance, characterizing the known, and, with appropriate
statements of probability, the future actions in those situations and by those entities is
called intelligence analysis. The descriptions are drawn from what may only be available
in the form of deliberately deceptive information; the analyst must correlate the
similarities among deceptions and extract a common truth. Although its practice is found
in its purest form inside intelligence agencies, such as the Central Intelligence Agency
(CIA) in the United States or the Secret Intelligence Service (SIS, MI6) in the UK, its
methods are also applicable in fields such as business intelligence or competitive
intelligence.
Intelligence analysis is a way of reducing the ambiguity of highly ambiguous situations,
with the ambiguity often very deliberately created by highly intelligent people with
mindsets very different from the analyst's. Many analysts prefer the middle-of-the-road
explanation, rejecting high or low probability explanations. Analysts may use their own
standard of proportionality as to the risk acceptance of the opponent, rejecting that the
opponent may take an extreme risk to achieve what the analyst regards as a minor gain.
Above all, the analyst must avoid the special cognitive traps for intelligence analysis
projecting what she or he wants the opponent to think, and using available information to
justify that conclusion.

Objectives of RAW

Objectives
The present R&AW[14] objectives include, and are not limited to:

• Monitoring the political and military developments in adjoining countries, which

have direct bearing on India's national security and the formulation of its foreign
policy.
• Secondly, molding international public opinion with the help of the strong and
vibrant Indian diaspora.[2][3]

In the past, following the Sino-Indian war and due to what were volatile relations
between India and Pakistan, R&AW's objectives had also consisted the following:

• To watch the development of international communism and the schism between

the two big communist nations, the Soviet Union and China. As with other
countries, both these powers had direct access to the communist parties in India.
• To control and limit the supply of military hardware to Pakistan, from mostly
European countries, America and more importantly from China.[2][3]

Functions of RAW

The Secretary (R&AW) reported to the Vohra Committee that R&AW offices abroad
have limited strength and are largely geared to the collection of military, economic,
scientific and political intelligence. R&AW monitors the activities of certain
organisations abroad only insofar as they relate to their involvement with narco terrorist
elements and smuggling arms, ammunition, explosives, etc. into India.[30] It does not
monitor the activities of criminal elements abroad, which are mainly confined to normal
smuggling without any links to terrorist elements. The present strength of the Agency’s
offices abroad would not permit it to enlarge its field of activities. If, however, there is
evidence to suggest that these organisations have links with Intelligence agencies of other
countries, and that they are being used or are likely to be used by such countries for
destabilising India's economy, it would become R&AW’s responsibility to monitor their
activities.[2][3]

The primary mission of R&AW includes aggressive intelligence collection via espionage,
psychological warfare, subversion and sabotage.[citation needed] R&AW maintains active
collaboration with other secret services in various countries. Its contacts with FSB of
Russia, KHAD, the Afghan agency, Israel's Mossad, the CIA and MI6 have been well-
known, a common interest being Pakistan's nuclear programme.[citation needed] R&AW has
been active in obtaining information and operating through third countries like
Afghanistan, the United Kingdom, Hong Kong, Myanmar and Singapore.[2]
R&AW obtains information critical to Indian strategic interests, both by overt and covert
means. The data is then classified and filed with the assistance of the computer networks.
International business houses, information technology sector and media centers can easily
absorb R&AW operatives and provide freedom of movement.[2][3] A task force report
prepared by a New Delhi based security think tank highlighted that R&AW operatives
have inadequate non-official cover for overseas operations which 'limits access to spot
real targets' and causes issues on handling 'high-value assets'.[26]

Major operations of RAW:

• ELINT operations in Himalayas:[31] After China tested its first nuclear weapons
on October 16, 1964, at Lop Nur, Xinjiang, India and the USA shared a common
fear about the nuclear capabilities of China.[32] Owing to the extreme remoteness
of Chinese testing grounds and strict secrecy surrounding the Chinese nuclear
programme, it was almost impossible to carry out any HUMINT operation. So,
the CIA in the late 1960s decided to launch an ELINT operation along with
R&AW and ARC to track China's nuclear tests and monitor its missile launches.
The operation, in the garb of a mountaineering expedition to Nanda Devi involved
celebrated Indian climber M S Kohli who along with operatives of Special
Frontier Force and the CIA - most notably Jim Rhyne, a veteran STOL pilot - was
to place a permanent ELINT device, a transceiver powered by a plutonium
battery, that could detect and report data on future nuclear tests carried out by
China.[33] The monitoring device was near successfully implanted on Nanda Devi,
when an avalanche forced a hasty withdrawal.[34] Later, a subsequent mountain
operation to retrieve or replant the device was aborted when it was found that the
device was lost. Recent reports indicate that radiation traces from this device have
been discovered in sediment below the mountain.[35] However, the actual data is
not conclusive.

• Creation of Bangladesh and aftermath:[36][37] In the early 1970s the army of

Pakistan prosecuted a bloody military crackdown in response to the Bangladesh
independence movement.[38][39] Nearly 10 million refugees fled to India. The
R&AW's Bangladesh operation began in early 1970 by sowing discord among the
disgruntled population of Bangladesh (then called East Pakistan), suffering
repression by the Pakistani political establishment. This led to the creation of the
Mukti Bahini. R&AW was responsible for supplying information and heavy
ammunition to this organization. However within months of independence of
Bangladesh Mujibur Rahman was assassinated at his residence. R&AW
operatives claim that they had advance information about Mujib-ur-Rahman's
assassination but Sheikh Mujib tragically ignored[6] R&AW's inputs. He was
killed along with 40 members of his family. R&AW thus failed to prevent the
assassination which led to the loss of a charismatic leader who had a soft corner
for India after all they had done for his country's independence. However, R&AW
has successfully thwarted plans of assassinating Sheikh Hasina Wazed, daughter
of Mujibur Rahman, by Islamist extremists and the ISI.[40]
• Hijack of Indian Airlines Fokker Friendship aircraft Ganga : On January 30,
1971 an Indian Airlines Fokker Friendship aircraft named Ganga was hijacked by
two Kashmiris, Hashim Quereshi and his cousin Ashraf Butt and was flown to
Lahore, Pakistan where the passengers and crew were released and plane was
burnt on February 1, 1971.[41][42][43] Pakistan initially allowed media attention on
the hijackers as heroes of Kashmir struggle but later branded them as Indian
agents and sentenced them to prison terms.[42][44] India retaliated to the hijacking
and subsequent burning of the aircraft by banning overflights by Pakistani
aircraft. This overflight ban in the run up to the 1971 war had a significant impact
on troop movement into erstwhile East Pakistan, now Bangladesh.[42] It is alleged
that R&AW planned and executed the hijack as false flag operation.[4] Incidentally
Ganga was one of the oldest aircraft in the Indian Airline fleet and was already
withdrawn from service but was re-inducted days before the hijack[42] further
Hashim Quereshi was later disputably claimed to be a Border Security Force sub-
inspector.[41]

• Operation Smiling Buddha: Operation Smiling Buddha was the name given to
India's nuclear programme. The task to keep it under tight wraps for security was
given to R&AW.[45] This was the first time that R&AW was involved in a project
inside India. On 18 May 1974, India detonated a 15-kiloton plutonium device at
Pokhran and became a member of the nuclear club.[3]

• Amalgamation of Sikkim: Bordered by Tibet, Nepal, Bhutan and West Bengal

in the Eastern Himalayas, Sikkim was ruled by a Maharaja. The Indian
Government had recognized the title of Chogyal (Dharma Raja) for the Maharaja
of Sikkim. In 1972, R&AW was authorized to install a pro-Indian democratic
government there. In less than three years, Sikkim became the 22nd State of the
Indian Union, on April 26, 1975.[3]

• Kahuta's Blueprint:[46][47] Kahuta is the site of the Khan Research Laboratories

(KRL), Pakistan's main nuclear weapons laboratory as well as an emerging center
for long-range missile development. The primary Pakistani fissile-material
production facility is located at Kahuta, employing gas centrifuge enrichment
technology to produce Highly Enriched Uranium (HEU). R&AW first confirmed
Pakistan's nuclear programs by analyzing the hair samples snatched from the floor
of barber shops near KRL; which showed that Pakistan had developed the ability
to enrich uranium to weapons-grade quality. R&AW agents knew of Kahuta
Research Laboratories from at least early 1978,[48] when the then Indian Prime
Minister, Morarji Desai, stopped R&AW's operations on Pakistan's covert nuclear
weapons program. In an indiscreet moment in a telephone conversation one day,
Morarji Desai informed the then Pakistan President, Zia-ul-Haq, that India was
aware of Pakistan's nuclear weapons program. According to later reports, acting
on this "tip-off", Pakistani Intelligence eliminated R&AW's sources on Kahuta,
leaving India in the dark about Pakistan's nuclear weapons program from then on.
[3][4][49]
• Operation Meghdoot: R&AW received information from the London company
which had supplied Arctic-weather gear for Indian troops from Northern Ladakh
region some paramilitary forces that Pakistan too had bought similar Arctic-
weather gear.[50] This information was shared with Indian Army which soon
launched Operation Meghdoot to take control of Siachen Glacier with around
300[50] acclimatized troops were airlifted to Siachen before Pakistan could launch
any operation resulting in Indian head start and eventual Indian domination of all
major peaks in Siachen.[50]

• Kanishka Bombing case:[51][52][53] On 23 June 1985 Air India's Flight 182 was
blown up near Ireland and 329 innocent lives were lost. On the same day, another
explosion took place at Tokyo's Narita airport's transit baggage building where
baggage was being transferred from Cathay Pacific Flight No CP 003 to Air India
Flight 301 which was scheduled for Bangkok. Both aircraft were loaded with
explosives from Canadian airports. Flight 301 got saved because of a delay in its
departure. This was considered as a major set back to R&AW for failing to gather
enough intelligence about the Khalistani terrorists.[54][55]

• Special Operations: In the mid-1980s, R&AW set up two covert groups,

Counterintelligence Team-X(CIT-X) and Counterintelligence Team-J(CIT-J), the
first directed at Pakistan[56] and the second at Khalistani groups. Rabinder Singh,
the R&AW double agent who defected to the United States in 2004, helped run
CIT-J in its early years. Both these covert groups used the services of cross-border
traffickers to ferry weapons and funds across the border, much as their ISI
counterparts were doing. According to former R&AW official and noted security
analyst B. Raman, the Indian counter-campaign yielded results. "The role of our
cover action capability in putting an end to the ISI's interference in Punjab", he
wrote in 2002, "by making such interference prohibitively costly is little known
and understood." These covert operations were discontinued during the tenure of
IK Gujral and were never restarted.[57] As per B Raman the former R&AW cabinet
secretary, such covert operations were successful in keeping a check on ISI and
were "responsible for ending the Khalistani insurgency".[58] He also notes that a
lack of such covert capabilities, since they were closed down in 1997, has left the
country even more vulnerable than before and says that developing covert
capabilities is the need of the hour.[59]

• Operation Cactus:[60] In November 1988, the People's Liberation Organisation of

Tamil Eelam (PLOTE), composed of about 200 Tamil secessionist rebels, invaded
Maldives. At the request of the president of Maldives, Maumoon Abdul Gayoom,
the Indian Armed Forces, with assistance from R&AW, launched a military
campaign to throw the mercenaries out of Maldives. On the night of November 3,
1988, the Indian Air Force airlifted the 6th parachute battalion of the Parachute
Regiment from Agra and flew them over 2,000 km to Maldives. The Indian
paratroopers landed at Hulule and restored the Government rule at Malé within
hours. The operation, labelled Operation Cactus, also involved the Indian Navy.
Swift operation by the military and precise intelligence by R&AW quelled the
insurgency.[3]

• Sri Lanka:[61][62] R&AW started training the LTTE to keep a check on Sri Lanka,
which had helped Pakistan in the Indo-Pak War by allowing Pakistani ships to
refuel at Sri Lankan ports. However, the LTTE created a lot of problems and
complications and the then Prime Minister of India Rajiv Gandhi was forced to
send the Indian Peace Keeping Force (IPKF) in 1987 to restore normalcy in the
region. The disastrous mission of the IPKF was blamed by many on the lack of
coordination between the IPKF and R&AW. Its most disastrous manifestation
was the Heliborne assault on LTTE HQ in the Jaffna University campus in the
opening stages of Operation Pawan. The site was chosen without any consultation
with the R&AW. The dropping paratroopers became easy targets for the LTTE. A
number of soldiers were killed. The assassination of Rajiv Gandhi is also blamed
as a fallout of the failed R&AW operation in Sri Lanka.[63]

• Operation Chanakya:[64] This was the R&AW operation in the Kashmir region
to infiltrate various ISI-backed Kashmiri separatist groups and restore peace in the
Kashmir valley. R&AW operatives infiltrated the area, collected military
intelligence, and provided evidence about ISI's involvement in training and
funding Kashmiri separatist groups.[65][66] R&AW was successful not only in
unearthing the links between the ISI and the separatist groups, but also in
infiltrating and neutralizing the militancy in the Kashmir valley.[67][68][69] R&AW is
also credited for creating a split in the Hizb-ul-Mujahideen.[70] Operation
Chanakya also marked the creation of pro-Indian groups in Kashmir like the
Ikhwan-ul-Muslimeen, Muslim Mujahideen etc. These counter-insurgencies
consist of ex-militants and relatives of those slain in the conflict. Ikhwan-ul-
Muslimeen leader Kokka Parrey was himself assassinated by separatists.[2]

• Help to the Northern Alliance: After the rise of Pakistan and American backed
Taliban in Afghanistan, India decided to side with the Northern Alliance and the
Soviet Union[71] By 1996, R&AW had built a 25 bed military hospital[72] at the
Farkhor Air Base.[73] This airport was used by the Aviation Research Centre, the
reconnaissance arm of R&AW, to repair and operate the Northern Alliance's
aerial support. This relationship was further cemented in the 2001 Afgan war.
India supplied the Northern Alliance high altitude warfare equipment worth
around US$8–10 million.[74][75] R&AW was the first intelligence agency to
determine the extent of the Kunduz airlift.[76]

• Kargil War: R&AW was heavily criticized in 1999, following the Pakistani
incursions at Kargil. Critics accused R&AW of failing to provide intelligence that
could have prevented the ensuing ten-week conflict that brought India and
Pakistan to the brink of a full-scale war. While the Army has been critical of the
information they received,[76] R&AW has pointed the finger at the politicians,
claiming they had provided all the necessary information. However, R&AW was
successful in intercepting a telephonic conversation between Pervez Musharraf,
the then Pakistan Army Chief who was in Beijing and his chief of staff Lt. Gen.
Mohammed Aziz in Islamabad.[77] This tape was later published by India to prove
Pakistani involvement in the Kargil incursion.[77][78]

• Operation Leech: Surrounded by Arakans and dense forest, Myanmar had

always been a worrisome point for Indian intelligence. As the major player in the
area, India has sought to promote democracy and install friendly governments in
the region. To these ends, R&AW cultivated Burmese rebel groups and pro-
democracy coalitions, especially the Kachin Independence Army (KIA). India
allowed the KIA to carry a limited trade in jade and precious stones using Indian
territory and even supplied them weapons. It is further alleged that KIA chief
Maran Brang Seng met the R&AW chief in Delhi twice. However, when the KIA
became the main source of training and weapons for all northeastern rebel groups,
R&AW initiated an operation, code named Operation Leech, to assassinate the
leaders of the Burmese rebels as an example to other groups. Six top rebel leaders,
including military wing chief of National Unity Party of Arakans (NUPA),
Khaing Raza, were shot dead and 34 Arakanese guerrillas were arrested and
charged with gunrunning.[3][79]

• War on Terror: Although R&AW's contribution to the War on Terror is highly

classified, the organization gained some attention in the Western media after
claims that it was assisting the United States by providing intelligence on Osama
Bin Laden and the Taliban's whereabouts. Maps and photographs of terrorist
training camps in Afghanistan and Pakistan along with other evidence implicating
Osama bin Laden in terrorist attacks were given to US intelligence officials.
R&AW's role in the War on Terror may increase as US intelligence has indicated
that it sees R&AW as a more reliable ally than Pakistani intelligence. It has
further come to light that a timely tip-off by R&AW helped foil a third
assassination plot against Pakistan's former President, General Pervez Musharraf.
[4][80]

• 2008 Mumbai attacks: About 2–6 months before 26/11 Mumbai attacks R&AW
had intercepted several telephone calls through SIGINT[81] which pointed at
impending attacks on Mumbai Hotels by Pakistan based terrorists,[82] however
there was a coordination failure and no follow up action was taken.[83] Few hours
before the attacks, a R&AW technician monitoring satellite transmissions picked
up conversations between attackers and handlers, as the attackers were sailing
toward Mumbai. The technician flagged the conversations as being suspicious and
passed them on to his superiors. R&AW believed that they were worrying and
immediately alerted the office of the National Security Advisor. However the
intelligence was ignored.[84] Later, just after the terrorists had attacked Mumbai,
R&AW technicians started monitoring the six phones used by the terrorists and
recorded conversations between the terrorists and their handlers.[85] On January
15, 2010, in a successful snatch operation R&AW agents nabbed Sheikh Abdul
Khwaja, one of the handlers of the 26/11 attacks, chief of HuJI India operations
and a most wanted terror suspect in India, from Colombo, Sri Lanka and brought
him over to Hyderabad, India for formal arrest.[86]

• Snatch operations with IB: In late 2009, investigative journal The Week ran a
cover story on one of India's major clandestine operations that the R&AW ran
with Intelligence Bureau to nab terrorists infiltrating India, via Nepal and other
neighboring countries.[87] In order to bypass the lengthy extradition process,
R&AW conducts snatch operations to nab suspects from various foreign
countries. The suspect is brought to India, interrogated and is usually produced
before a court. With emergence of Nepal as a terror transit point R&AW and the
IB started closely monitoring the movement of suspected terrorists in Nepal.
According to The Week in last decade there has been close to 400 successful
snatch operations conducted by R&AW and/or IB in Nepal, Bangladesh and other
countries. Some famous snatch netted Bhupinder Singh Bhuda of the Khalistan
Commando Force, Lashkar militant Tariq Mehmood, Sheikh Abdul Khwaja, one
of the handlers of the 26/11 attacks etc. most of the suspects are kept at Tihar Jail.

THE GREAT GAME: THE KGB AND PAKISTAN

BY MATEIN KHALID

11 July 2007,
THIS country cannot last. This was the conclusion of Joseph Stalin as the Soviet
Politburo examined the map of the two winged Pakistan that emerged from the Partition
of the subcontinent in August 1947.
A quarter century later, General Secretary Brezhnev and KGB Chairman Yuri Andropov, the
Russian spymaster who literally changed the map of the world, vindicated Stalin’s prophecy. Most
students of Pakistani politics are obsessed by the symbiotic relationship between the CIA, the
Pentagon, the White House and the successive military dictatorships that have ruled Pakistan.
My interest lies in the other great game played in the shadow world from Moscow Centre by the
Soviet KGB, arguably the most ruthless and powerful secret intelligence agency on the planet at
the time.

You still meet them in Moscow, St Petersburg, London, Geneva and Istanbul. Fluent Urdu or
Pashto/Dari speakers, elegant Russians in their fifties now, men and women who once worked
for various KGB residents in Kabul, Rawalpindi, Lahore and Karachi. The intelligence caches
provided by KGB archivist Vasili Mitrokhin to an enigmatic English don at Corpus Christi College,
deep in the Cambridge fens, exposed the KGB’s systematic infiltration of Pakistan’s GHQ and
diplomatic corps, confirmed that Chairman Andropov and his agents of the KGB First Chief
Directorate waged a secret war against my country from the moment of its creation.

This was the secret world’s Great Game of the1980’s, was the modern equivalent of the struggle
between the late Victorian British Raj and the Romanov empire, fought in Afghanistan for the
sake of the jewel in the crown. I had no idea at the time but, as a teenager in London, I attended
several “Save Bhutto” campaign rallies for the first elected prime minister of Pakistan then
awaiting the hangman’s noose in Rawalpindi. I saw Mir Murtaza and Shahnawaz, the sons of
Bhutto.

A seventeen year old knows nothing about the cynical calculations of intelligence agencies or the
surreal logic of the Cold War. I was simply motivated by outrage that a military dictator named
Zia had usurped the power that the people of Pakistan had bestowed on ZA Bhutto, my boyhood
hero for whom I had sworn to dedicate my life as a diplomat, to learn French, Spanish German,
Russian and Arabic in a lifelong quest that still continues. But on April 4th 1979, when Zia hanged
Bhutto, something died in me. I vowed never to work for any government of Pakistan ruled by a
military dictator and I never did.

Fate decreed tragic deaths for the Bhutto brothers I knew as a kid. Mir Murtaza was gunned down
in September 1996 in Clifton after a lifetime of paranoia and tragedy, a Harvard alumnus turned
crown prince of terror who died while his sister (a Radcliffe lady, no less!) was prime minister. Mir
Shahnawaz was poisoned in his Cannes apartment, possibly by a hit team sent by Zia. But their
lives touched mine in London before they disappeared to Kabul, the USSR’s Kabul of 1981.

The Kremlin’s “special relationship” on the subcontinent was with India, not Pakistan. Mrs Gandhi
could not have won the Bangladesh war without New Delhi’s Friendship Treaty with the USSR.
December 1971 was a Cold War proxy battlefield in the rice paddy fields of East Bengal.
Andropov distrusted ZA Bhutto, thought him a Chinese agent of influence ever since he joined
Ayub Khan’s Cabinet as foreign minister in 1964, was disgusted by the idea of a Berkeley–Oxford
educated Sindhi feudal landowner donning a Mao cap and waving his little Green Book. Bhutto
visited Moscow twice but neither Brezhnev, Podgornyn or Gromyko reciprocated with a state visit
to Islamabad. The Kremlin distrusted Bhutto’s new friends and patrons in the Islamic world – the
Pahlavi Shah of Iran, Saudi King Faisal, Colonel Gaddafi, the Gulf oil shaikhs. They were right.
Mr Bhutto was no Marxist Leninist ideologue but a student of Machiavelli, Napoleon and Sun Tzu.
He had no permanent friends, no permanent enemies, only permanent interests. His cynicism
cost him his life.

Mir Murtaza Bhutto knew that the Americans would embrace Zia after Carter’s NSC Advisor
Brzezinski showed up at the GHQ and posed at the Khyber Pass waving an AK–47 soon after the
Soviet invasion of Afghanistan. Who gave a damn about vengeance for ZA Bhutto’s judicial
murder in Washington when the Reagan White House had decided to bleed the Soviets to the
last Afghan in payback time for Vietnam? But a son’s love for his father is limitless. Had not Mr.
Bhutto written from the death cell “My sons are not my sons if they do not drink the blood of those
who dare shed my blood today”? So Murtaza founded Al–Zulfiqar in Kabul, declared war against
the Islamic world’s most powerful military regime, something not on the curriculum of the Karachi
Grammar School or Harvard College. Disaster, tragedy and death were now inevitable.

Saain Bhutto and his Comedy Central groupies of rookie guerrillas hung out in Kabul’s derelict
Dracula House, firing AK-47’s, strutting in military camouflage with the chic Che look, drinking
Scotch with Afghan intelligence chief Dr Najibullah, a de facto KGB general. Najib, of course, was
also the president of Afghanistan hanged by the Taleban in 1996 three months before Murtaza
met his nemesis in a Clifton ambush.

Al-Zulfiqar began covert-ops against Zia’s Pakistan in earnest, with KHAD/KGB support. The
Kremlin, of course, also wanted to punish General Zia for allowing America, China and Saudi
Arabia to finance the Afghan mujahideen revolt against its Marxist Kabul vassal regime.
Murtaza’s men bombed the Sindh High Court, assassinated Zia cronies in the Punjab who had
signed his father’s death warrant, used the terrorist Tipu (a Karachi Shipowners Collage gun
freak!) to hijack a PIA airliner at Karachi to divert it to Kabul. Dr Salahuddin (Murtaza’s code name
to his self–styled PPP revolutionaries) welcomed Tipu on the tarmac at Kabul airport with the
KGB resident [chief of station to the Christians In Action (CIA!)] watching and listening to
everything in the control tower. Women and children were released from the hijacked PIA plane
and a triumphant Tipu spoke to Dr Babrak Kamal, the president of Afghanistan installed by the
USSR after the invasion. Then came the dance of death.

An ADC to PM Bhutto who the paranoid Tipu thought was an ISI agent, Captain Tariq Rahim,
was machine gunned, thrown to the tarmac to bleed to death. The KGB had armed Tipu and his
men with grenades, explosives, timers, machine guns, money. Out raged by the killing, Andropov
ordered Najibullah to order the flight to Damascus, where President Assad negotiated the end of
the hijack. Al-Zulfikar’s stock soared in Kabul and the Kremlin. Murtaza was a hero to the Sindh
and Baluchistan secessionists. It was a message from Andropov to Zia, KGB to ISI. You hit us in
Paktia, Kunar and the Panjsher Valley, we hit you in Quetta, Larkana and the Marri Hills. After all,
there were two million Afghan refugees in Pakistan and hundreds were agents whose ultimate
boss was Yevgeny Primakov of Lubyanka Central’s Oriental Institute.

It was all downhill for Mir Murtaza after the PIA hijack, apart from the birth of his lovely daughter,
the poetess, writer and Columbia grad Fatima Bhutto. Two assassination attempts against Zia’s
Falcon private jet went wrong. Al-Zulfikar’s shooters bungled the SAM-7 missile’s viewfinder and
aircraft heat sensor. Had Zia been killed as his plane landed at Chaklala by an assassin’s missile
n 1982, the world would have been so different now. Benazir as PM, an immediate end to the
Afghan jihad, Osama Bin Laden still an unknown Jeddah construction company boss, no
Taleban, the ghosts of the Twin Towers, the Afghan and Iraq war still alive? But fairy tales never
have happy endings in the KGB or in my great grand uncle Mr Jinnah’s Pakistan I once loved and
lost.
