Following our phone conversation, below are the mind-ideas on what may need your support.

Kachwekano ZARDI, KARI-Kenya and ISABU-Burundi are running a project (coming to an


end in June this year) sponsored by ASARECA. One of the project’s activities is to develop
recommendations for formulation of policies to sustain an improved seed scheme

To achieve this, a synthesis of the current status of seed potato scheme/system in each country
and the constraints/challenges/limitations to its full potential functioning has to be made. A
desired status of a seed potato scheme needs to be detailed, and also a synthesis/analysis of
what is required and/or what can be done to institute it given. A report with clearly collated
information on the above issues will be used to prepare policy recommendations/briefs for
using to lobby the relevant policy makers to work towards enabling an effective and efficient
system for production and distribution of high quality seed potato.

The team brainstormed a bit on what may be expected from the person to help it do this work
and came up with the below listed as possible terms of reference. But your input and guidance
is highly appreciated for the betterment of the terms so as to obtain the best out of the work.

a. Information needed
i. Institutions, groups, organizations, individuals involved in seed potato
production and marketing
ii. Existing seed flow channels and how they are linked
iii. Quantities of seed potato currently handled by each segment of the flow
channel for the last two – three years (disaggregate the data by years).
iv. Quantities of seed potato ideally required by each segment of the flow
channel in order to satisfy the demand by ware potato producers.
v. Capacity (infrastructure, equipment and human resource, financial) in
place to enable production and marketing of high quality seed potato
vi. Constraints and challenges faced by the different segments in the
production and delivery of high quality seed
vii. Limitations to having in place a fully functional seed certification
scheme

b. Expected outputs: A synthesized report containing/indicating


i. Gaps/weaknesses of existing seed potato scheme
ii. Opportunities to be exploited to improve the scheme preferably to
certification level
iii. Proposed model of a highly effective seed potato production and
delivery scheme
iv. A proposed realistic model that can gradually be upgraded to the
desired highly effective one, but delivers high quality seed in the short and
medium term period
c. General activities
i. Develop a data/information collection tool (e.g. questionnaire) and
discuss it with the project team
ii. Together with the project team, identify the possible sources of
information
iii. Collect data from agreed upon sources/locations
iv. Analyse data / synthesize information and prepare the needed report
