WORK SUMMARY:
Mr. Benson has over 30 years experience in structuring information
and data analysis, requirements definition, designing associated
database architectures, programming, and implementation of the
resulting software applications. The primary focus of Mr. Benson's
many years of experience has been the design, development and
implementation of custom software applications. These applications
include a wide variety of tracking systems, decision support systems,
personnel, financial analysis, management accounting, and inventory
control systems. Mr. Benson has served as a consultant to numerous
clients regarding hardware and software alternatives and an
evaluation of their relative tradeoffs in terms of cost,
effectiveness, and simplicity. He is particularly skilled at
structuring information, both in terms of the database architecture
and its interfaces with the software application design. Recent
projects have included the design of a data warehouse structure for
energy price and volume data that integrates, consolidates, and
aggregates data from 26 independent data sources at multiple levels
of data granularity. The resulting data structure incorporates soft
data hierarchies on all major identifying keys, while simultaneously
preserving the ability to drill-down from the aggregation totals back
through to the lower levels of data rollups. Most of Mr. Benson's
custom software applications have been written in Microsoft Access.
He over 15 years of in-depth experience with Access from version 1.0
through Access 2010.
PROFESSIONAL EXPERIENCE:
11/94 - present, Senior Systems Analyst, Science Applications
International Corporation
Mr. Benson's primary role has been to analyze data, and to design
and build database structures and applications to manage the data. An
area of particular focus is the integration of the system technical
design with an understandable and flexible user application
interface. This ensures that the organization's business needs are
met within the framework of the application's software structure. He
has been the principal designer and developer of several dozen
Microsoft Access, Oracle, Apex, Visual Basic and Web based database
applications for the Departments of Energy, Justice and Homeland
Security. Microsoft Access systems include Stockbroker, EIA-863 Phase
1 system, EIA-910, EIA-878, Census Exports, and EIA-877 and WPSRS
surveys. These applications feature system integration across
multiple software and hardware platforms, sophisticated graphical
user interfaces, user selected data filters and sorting, on-line
graphics, data exports, and interfaces with the Windows operating
system. His solutions to challenging application issues have often
involved developing software innovations that have been cloned for
multiple Microsoft Access projects. He developed the web applications
used by the Department of Energy to report motor gasoline and diesel
prices each week. Mr. Benson is the webmaster for two web sites.

Mr. Benson designed and developed a tracking system to manage the
financial and management accounting of contract telephone services.
The application used Microsoft's Access database tool in a client
server environment. The system included unattended batch processing,
multiple levels of database rollups, and numerous reports and data
displays.
10/93 - 2/94, Senior Consultant, Cost Management Systems, Inc.
Responsibilities include the design and development of a GUI-based
Executive Information System built using Microsoft Access. The
application includes interfaces with existing accounting application
and on-line and printed graphics. Other tasks have involved the
analysis of off-the-shelf software packages.

7/92 - 10/93, Project Manager, Program Management Associates, Inc.

Responsibilities included requirements definition, analysis and
conceptual design, detailed system design, systems integration,
development, and implementation of custom automated systems built in
Foxpro including budget formulation, budget execution, project
management, and personnel tracking applications.

10/87 - 7/92, Project Manager, American Management Systems, Inc.

Responsibilities focused on the design and implementation of
computer application systems. The activities on these projects have
included presentations for executive briefings, extensive business
writing including design documents, statements of work and proposals,
supervising technical staff, and staff development. Responsibilities
included defining functional requirements and system specifications,
managing the application development, and implementing the system in
the client's environment.
 4/86 - 9/87, Project Manager/Systems Analyst, CACI, Inc. - Federal
Mr. Benson's responsibilities involved systems analysis and
development of applications using WANG, IBM, and PC hardware and
software. Tasks included systems integration analysis, subcontractor
management, and the hiring and supervision of technical staff.
Responsibilities included the financial management of the projects
and the organization of all activities required to design and develop
the systems within the budgeted costs.

Mr. Benson marketed and installed decision support and graphics
software that was used at Federal agencies to perform financial and
management analyses. Tasks included working with senior executives on
utilizing software that could convert program performance data into
planning projections.

1/83 - 4/85, Account Representative, Information Management

Consultants, Inc.
Mr. Benson marketed, designed and implemented custom software
applications for a systems development firm. In addition, he marketed
various software packages. Assisting the managers in defining their
system requirements and identifying system alternatives in functional
terms often resulted in a contract for the development of a custom
system.

2/81 - 11/82, Senior Systems Consultant, WANG Laboratories, Inc.

Mr. Benson's responsibilities included hardware configuration,
system architecture review, networking and telecommunications
assistance, data management analysis, customer presentations and
product usage review, conversion assistance, application analysis,
problem isolation, and teaching courses on optimizing operating
system performance.
5/79 - 2/81, Senior Consultant, Arthur Andersen and Co.

Mr. Benson designed and programmed custom software application using

Assembler, COBOL, and FORTRAN on DEC, IBM, and Perkin-Elmer hardware.
He then managed a team of programmers in the development of the
system.

6/77 - 3/79, Management Consultant, Kurt Salmon Associates

Tasks involved the analysis of business needs of companies and the
definition of appropriate strategies to meet their objectives. Mr.
Benson also advised manufacturing clients in the effective use of
computers for order processing and inventory control.
