VISION 2020 Regional Plan, Puget Sound Council of Governments
As Principal Investigator, developed large fiscal and demographic database and e
conometric model to evaluate the
impacts of five Plan alternatives on public service costs (including environment
al, land, water, and infrastructure programs) for 80 jurisdictions in the Seattl
e region. Evaluated various states' revenue sharing programs. Assessed capacity
of the region's infrastructure to accommodate population and employment growth u
nder each alternative, and evaluated PSCOG's forecasting models. The reports wer
e praised by PSCOG Project Manager as the best of the approximately 20 subcontra
ctors for this major, standard-setting regional plan.
Development Capacity Analysis and Transportation Model Calibration, City of Aub
urn
Pursuant to the Washington GMA and its amendments, developed data base, methodol
ogy and estimates of population
and employment capacity under current Auburn zoning. Developed 11,000-parcel d
atabase from King County Assessor's office to support the methodology. Provided
base permit information for State OFM estimates of population. Evaluated popul
ation projections for transportation model calibration.
SEPA EIS, Redondo Project, Federal Way, WA, WDOT
Coordinated subcontractors, performed land use analyses, for SEPA EIS to address
rebuilding of damaged seawall and associated roadway changes.

Sunset Interchange Funding Analysis, Issaquah, WA, Grand Ridge Associates


Assembled and coordinated a panel of the region's foremost transportation expert
s to determine the best ways to fund the Interchange to serve the Sammamish Plat
eau. Among many alternatives, a plan was developed to establish a special impro
vements district to supplement developer contributions.
Kirkland, WA, Growth Management Act Comprehensive Plan GMA/SEPA EIS
Contributed to plan development, and wrote and edited the programmatic EIS for K
irkland's GMA Plan, including all elements (water resources, land use, wetlands,
aquatic and terrestrial flora and fauna, etc.). Developed model to facilitate a
nalysis of impacts of plan alternatives on affordable housing. Presented results
to the City Planning Commission. Project was part of WA statewide pilot project
program to integrate state's revised planning and environmental requirements.
City of Buckley, WA, Comprehensive Growth Management Plan and GMA/SEPA EIS
Assisted in managing team of subcontractors to develop the Plan and EIS. Wrote
infrastructure element of the Plan.
Conducted concurrency analysis.
Economic Forecasts, EPA Region 10
Developed economic forecasting models for all four states in EPA Region 10 (Wash
ington, Oregon, Alaska, and Idaho). Forecasted 20-year-ahead employment, State
Gross Product, and income for all four states. The models utilized a variety
of techniques, including input-output, base-nonbase, and econometrics.
Federal Detention Center NEPA EIS, South Seattle Region, U.S. Bureau of Prisons
Wrote all sections of the EIS, except noise and air, for three alternative sites
for a major penal institution. Developed gravity transportation model for the
three sites.
Development Strategies Plans, St. Paul and St. George, Alaska
Developed land use plans for the islands. Performed cost-benefit analyses for de
velopment of chosen new industries of harbor development, fur-sealing, tourism,
and fisheries, and projected employment and income from new industries.
Route Selection Study and EIS, Pierce County (WA) Department of Public Works
Conducted feasibility/suitability evaluation for six alternatives for the extens
ion of Canyon Road in the urban fringe area of the County. Issues addressed inc
luded wetlands, land use, water quality/quantity, level of service, compatibilit
y with
non-motorized transportation, noise/air quality, and population relocation.
Corridor Use Study, Washington Department of Natural Resources
Conducted planning studies for an abandoned Burlington Northern rail line, inclu
ding a variety of transportation and recreational uses. The study included goal
and objective setting, detailed land use investigation of the ROW and proximate
areas, feasibility and impact analyses. The trail is now operating as the John
Wayne Trail, running from the
Seattle region to the Idaho border.
EA, Colville Transmission Line and Substation Project, USBPA
Responsible for socioeconomic, land use, aesthetic, and fiscal portions of asses
sments for three alternative transmission line routings.
Grand Ridge SEPA EIS, Issaquah, WA, Grand Ridge Associates
Coordinated subcontractors, and wrote and edited the EIS for a large planned com
munity proposed for the Sammammish Plateau.
Redmond (WA) Town Center SEPA EIS
Coordinated subcontractors, and wrote several sections for the EIS for the propo
sed regional shopping mall at Redmond. Incorporated market feasibility analysis,
and developed fiscal impact assessment model, to assess impacts on numerous tax
ing and service jurisdictions potentially affected by the development, including
large transportation expenditures needed to service the center.

Evaluated retail expenditure patterns by zip code for the Kitsap Peninsula and B

A number of transmission line and wind energy projects are currently proposed fo
r Montana. Developed economic benefits assessments for the Montana Renewables Co
llector System lines, the Mountain States Transmission Intertie, and Colstrip Up
grades. Researched and developed project purchases profiles for each project, an
d ran statewide version of IMPLAN model to estimate impacts. Important to the im
pact assessment was appropriate "sectoring" of project demands for labor and by
industrial sector for suppliers.
Basalt Waste Isolation Project and Nevada Nuclear Waste Storage Investigations E

Task manager for Socioeconomic and Fiscal Analysis Studies for USDOE's proposed
alternative nuclear waste repository for Hanford, WA, incorporating numerous pol
icy alternatives. Managed socioeconomic and fiscal characteristic profiles and i
mpact monitoring system design. Developed state-of-the-practice economic and dem
ographic forecasting and impact
assessment model for Tri-Cities and Washington state (later modified to incorpor
ate Oregon and Puget Sound as well). Successfully performed similar analyses/mod

National and Regional Physical Development Plan for Qatar
Deputy Project Manager for a $3.5 million comprehensive 25-year development plan
for world's richest (per capita) country, covering ground-up analysis and polic
y development for housing, environmental protection, land use, urban hierarchy,
infrastructure, institutional effectiveness, transportation, social and cultural
resources, and economic development. Authored Future Development Requirements,
Major New Development Impacts, and the (exhaustive) National and Regional Strate
gic Plan Alternatives Reports. Conducted multi-attribute goals/objectives, fisca
l, full-cost, and economic cost-benefit analyses for alternative and proposed pr
ograms and policies. Contributed to local community
land use plans as member of multidisciplinary team of planners, architects, engi
neers, and GIS specialists. Conducted workshops for government officials and adv
isory committees, including Supreme Council staff in hands-on workshops at the E

The DoD, pursuant to agreements between the governments of Japan and the U.S., i
s planning to relocate military base and related operations from Okinawa, which
would greatly impact the economies and societies of the receiving islands, inclu
ding by far their largest construction capital investments ever and preliminaril
y, an overall long-term population impact of up to about 30 percent. Conducting
baseline and impact studies to estimate the impacts and implications for land us
e, infrastructure (ports, roads, water and sewer, power, schools, social infrast
ructure), and fiscal conditions for the receiving governments.

In the wake of increasing economic globalization, U.S. free trade and minimum wa
ge laws, and visa requirement changes, the economy of the CNMI has been devastat
ed, and projections are for further declines. In collaboration with client and J
ohn M. Knox & Associates, fleshed out a strategy to create new export income for
Saipan by developing light industry, using existing industrial facilities and i
ncentives for new ones. Projected future employment and income with and without
the project, and developed preliminary feasibility costs and revenues.

Assessed direct employment, population and tax payments to Kaua'i and the State.
Using State Input-output model, developed full estimates of indirect impacts,
including from spending by both timeshare and hotel occupants at the proposed r

Socioeconomic Impact Assessment, Moana Surfrider Hotel Renovation and Redevelopm
ent, Waikiki, Hawai'i
Evaluated tourist expenditures by occupants of the existing and proposed resort
hotel. Developed assessment of population, employment, income, and fiscal impact
s for major renovation of the hotel. Used State of Hawai'i input-output model fo
r indirect and induced impacts of construction and operation.
Public Costs and Benefits Assessment, Sheraton Maui Redevelopment, Starwood Deve
lopment
The proposed resort's changes included: (1) Renovating or replacing 510 hotel un
its with an equal number of larger hotel units to attract higher-spending visito
rs; (2) construction of 270 new condo-hotel units and 140 resort-residential uni
ts, most of which are expected to be used as vacation homes; and (3) significant
expansion of other resort amenities - a spa, retail and restaurant, and meeting
space. Evaluated the changes in visitor and resident days, visitor and resident
spending, employment, population, and income, and fiscal costs and benefits to
the County and State from the proposed development. Used Hawaii State Input-Outp
ut model parameters for analysis, reformulating the model to suit the project ch
aracteristics.
Development Impact Analysis, Kennecott, Salt Lake City
Projected local and regional water supply and demand in Salt Lake City, Utah, to
evaluate costs and effect on land development of potential major loss of water
supply due to mine leaches. Estimated social costs should the water resource be
lost. Managed development of groundwater pollution monitoring and mitigation p
rogram.
Strategic Sewer Expansion Plan, Denver METRO, Eastside Denver
Conducted detailed land use surveys for the service area east of Denver, project
ed small-area population and employment forecasts, to support strategy for expan
sion of sewage treatment and transmission facility planning.
NEPA EIS, 201 Facilities Sewer Plan, Missoula, MT, USEPA
As Principal Investigator, wrote EIS sections addressing growth impacts of sewag
e collection and treatment alternatives. Primary issue was transportation impac
ts of urban density changes; developed gravity transportation model to address
these issues.
EA, Westside Interceptor Project, Denver METRO
Evaluated recreation, agricultural, and critical land use issues for EA for rebu
ilding and expanding the West Side Interceptor.
EIS, Low-level Hazardous Waste Facility, Durango, CO
Responsible for socioeconomic, land use, and visual resources baseline and impac
t assessments for the project. Used the Bureau of Reclamation's BREAM model to
complete population and economic portions.
