affairs, and certificates of need for both the hospital and the school of
medicine. Researched, created and presented multi-year environmental
assessments. Negotiated hospital affiliations and program development in
a 26-county service area. Served on community and subsidiary boards,
and assumed leadership positions on task forces and steering
committees, including participation in the development of a master
facilities plan. Led in the development of a Regional Practice Strategy.

* Was a leader in the development of a Medical Center institutional strategic
plan in 2010. The strategic plan consists of a unified mission, clear vision

goal statements, performance measures, implementation timelines, and
identification of accountable parties.
* Developed one of the most comprehensive strategic planning initiatives in
the nation in 2004. This included an evaluation of approximately 70% of
the Medical Center's clinical volume (inpatient and outpatient - hospital
and physician practices) to gain a better understanding of service specific
market position, financial viability and growth capacity. Each service was
analyzed on five criteria: financial, capacity, quality, market position and
mission. This information was used to identify targeted growth areas and
to develop projections.
* Created the initiatives to develop and support all of the Medical Center's
major centers of excellence and programs as well as the evaluation of new
technologies and clinical programs. Services included Cardiac/Vascular,
Neurosciences, Oncology, Surgical Services, Abdominal Organ Transplant,
Orthopedics, Behavioral Health, Digestive Health, Trauma, Pediatrics,
Geriatrics, and Women's Health.
* Led the Strategic Planning Department in the identification of services and
space requirements, development of business plans and preparation of
Certificate of Need applications. Examples include:

* Established one of the most successful Certificate of Need application
processes in North Carolina. Since 1993, 40 CON applications have been
filed and 35 have been approved - a success rate of 87.5%. During this
time, admissions have increased over 40% (3.2% per year) and total
charges have increased over 117% (7.4% per year).
* Through the technology evaluation process, identified equipment,
developed business plans and prepared Certificate of Need applications
for cutting edge technology. WFUBMC was the first in North Carolina to
