1. JOB DETAILS
2. JOB PURPOSE
As a member of the Information Systems team the post holder will be responsible for
the design, implementation and testing, of new databases and major release upgrades
of existing databases, and in the controlled deployment from test to live.
The post holder will provide 3rd line technical support to enable the resolution of
escalated incidents and problems.
The databases for which the post holder is responsible support staff working at over 300
locations each with a different range of complex Service specific requirements.

4. KEY TASKS
5.1.1 Analyse Help Desk incidents allocated on a daily basis, and take appropriate
action to provide an acceptable resolution, within agreed target fix periods,
including referral of ongoing and complex incidents to Team Leaders for
problem management.
5.1.3 Produce and implement acceptable solutions within set standards, working on
own or as part of a team and to apply where necessary the appropriate
disaster recovery procedures to ensure minimal loss of service to Services
across the organisation and to document actions taken.
5.1.5 Carry out a range of non-routine monitoring and system administration duties
and where necessary take corrective action to prevent incidents.
5.1.6 Advise Service Managers of security incidents and provide detailed incident
reports identifying the nature of the incident, actions taken for resolution and
any procedures that may be required to prevent further incidents.
5.1.8 Supervise the 3rd party maintenance tasks performed on all databases and
ensure that details of all faults and their resolutions are recorded in
accordance with system standards.
5.2.1 Elicit and analyse change requirements from a number of sources, both
internal and external to the organisation and from a range of audiences. To
advise or negotiate a suitable technical plan to fulfil the requirements.
5.2.2 Plan and schedule a range of routine and non-routine changes to ICT Assets,
and to negotiate a time-scale acceptable to all parties. These include
installation, amendments to configuration and decommissioning of
infrastructure hardware and software and provision of detailed documentation
on the changes in accordance with system standards.
5.2.3 Design and produce detailed technical specifications of new databases and
major release upgrades of existing databases.
5.2.4 Create and execute thorough test plans designed to ensure database integrity,
performance and customer acceptance.
5.2.5 Implement new databases and major release upgrades of existing databases
within agreed timescales and ensure controlled deployment from test to live.
5.2.6 Set technical standards and procedures for databases in use across the
Council and document in a form that is understandable by individuals at all
levels of technical competency.
5.2.7 Elicit and analyse, sometimes complex, requests for system and file access, to
identify the appropriate access rights, to ensure that the necessary
authorisation has been given prior to implementation of the secure solution.
5.2.8 Ensure that configuration/system files and data are adequately backed up and
that any necessary recovery procedures are in place and documented for
critical databases.
5.2.10 Take an active part in project teams which may involve other Services within
ACC and 3rd party organisations. The post holder will be required to
communicate at a level appropriate to the audience, which may include both
technical and non technical staff.
5.3.1 Maintain records/databases of ICT Assets* as required and liaise with the
Operations Monitoring Team in keeping asset registers up to date.
5.3.2 Maintain the Council’s ICT assets* in line with the Council’s ICT security policy
and ICT acceptable use policy and report discrepancies to the Information
Systems Team Leader.
5.3.3 Ensure that the disposal of the Council’s ICT assets* is carried out in line with
agreed procedures and with any current legislation such as the Waste
Electrical and Electronic Equipment (WEEE) directive and the Data Protection
Act.
5.4.1 Maintain the Council’s ICT environment in order to guard against unauthorised
access, by both internal and external sources, which could result in the loss of
critical & sensitive data, loss of system access across the organisation and
serious financial loss.
5.4.2 Ensure that any security concerns are reported by the agreed reporting
mechanism.
5.4.3 Co-operate with the law enforcement bodies during any criminal investigations.
5.4.4 Ensure the maintenance of confidentiality and compliance with the Council’s
Security Policies and Procedures.
5.5.1 Ensure that professional best practice is reflected in all areas of your work.
5.5.2 Deputise for Information Systems Team Leader as and when required.
5.5.3 Ensure that any necessary risk assessments have been carried out for all your
work activities.
5.5.7 Understand the expectations of your customers; the services provided by the
Technology & Information Systems team and the processes adopted to deliver
these services.
5.5.9 Be familiar with Service Design & Development procedures, their aims and
expectations, and to apply the procedures and/or work instructions appropriate
to the scope of work.
5.5.10 Comply with Council Policies and Procedures, Financial Regulations, Standing
Orders and other relevant legislation, and adhere to documents associated
with Robust Evidence Mechanisms.
5.5.11 Observe all regulations and rules pertinent to time keeping and discipline.
5.5.12 Be responsible and accountable for health and safety within your area of work
and to be familiar with the Service policy on Health and Safety at Work.
5.5.13 Promoting equalities, human rights, regeneration, health and safety and
sustainability within all systems and areas of work.
5.5.14 Perform any other related duties as may be from time to time instructed.
