The Association for Neighborhood and

Housing Development held its Annual


Meeting on Nov. 12 at the Bubble Lounge in
Tribeca, where more than 80 members,
board, staff, and friends celebrated ANHDs
accomplishments over the past year. The
festive crowd also cheered the election of
Margaret Chin, Brad Lander, and Jumaane
Williamsformer ANHD Board Members
and colleaguesto the New York City
Council.
All three Council Members-elect had
inspiring and hopeful words for groups
committed to building strong, vibrant, and
affordable neighborhoods in our city.
Representing Chinatown and the Lower
East Side, Chin thanked her supporters and
pledged she would remain committed in her
new position to her strong, vocal advocacy
for affordable housing. Representing Park
Slope, Carroll Gardens, and Borough Park,
Lander stressed that the citys high rate of
homelessness was unacceptable, and
deplored the need of so many New Yorkers
to pay an unsustainable portion of their
incomes for housing. Representing Flatbush,
East Flatbush, and the Flatlands, Williams
also strongly reiterated his commitment to
ensuring that all New Yorkers have access to
affordable housing. The three new Council
Members stressed how much they value the
efforts of ANHD and the importance of
working together going forward.
During the formal part of the event,
Board President Michelle de la Uz,
Executive Director of the Fifth Avenue
Committee, acknowledged the leadership of
ANHDs new Executive Director, Benjamin
Dulchin. De la Uz congratulated Dulchin for
making great strides to build on ANHDs
long, successful track record of high-impact
advocacy. She also outlined this years
programmatic highlights, including:
Launching the Center for
Neighborhood Leadership, a joint project of
ANHD and the New York Immigration
Coalition aimed at establishing a permanent
infrastructure in New York City to promote
and bolster community organizing and
leadership development. The Centers first
class of 10 community organizing
apprentices are now working with host
groups throughout the city.
Completing the first year of the second
four-year cycle of the Initiative for
Neighborhood and Community Organizing
(INCO), a partnership between ANHD and
the Neighborhood Opportunities Fund, a
local donors collaborative. The 15 INCO-
supported groups are building a strong

grassroots voice in the housing
movement, focusing on organizing
tenants to resist displacement from
predatory equity-owned properties,
and increasing public pressure on the
city and state to keep their pledge to
preserve Battery Park City proceeds
for affordable housing.
Hosting a National Convening
on Permanent Affordability at the Ford
Foundation attended by over 65
housing officials, policy experts,
CDCs, and advocates from across
the country. Participants shared best
practices and workable models; HPD
Commissioner Rafael Cestero gave
the keynote address, noting that the
city was actively exploring permanent
affordability strategies.
Taking a more industrywide and
strategic approach to Bank
Reinvestment Advocacy. ANHD met
with banks, regulators and elected
officials to ensure that partnerships
promoting lending and investment in
our communities are maintained and
strengthened in a meaningful way.
Releasing a new report,
Predatory Equity: Evolution of a
Crisis, which details the impending
storm of default and foreclosure of
vastly overleveraged rental
properties and advocates
measures to secure these buildings
as affordable housing. ANHD is
also training and supporting
member organizations working to
resist the harassment and
displacement of tenants.
Preserving federally assisted
housing projects. ANHD played a key
role in Belmont Arthur LDCs
acquisition of Findlay Plaza, a Section
202 property that is home to over 160
senior citizens.
Working to assist first-time
homebuyers and stem the tide of
foreclosures through the comp-
rehensive activities of the New York
Mortgage Coalition.

Center for Real Estate and Urban
Policy at NYU.

The New York Mortgage Coalition (NYMC) is a unique collaboration of financial institutions
and community housing agencies dedicated to helping low to moderate-income families
become first-time homebuyers in the Greater New York area. Through financial workshops
and one-to-one homeownership counseling, NYMCs eight community groups educate
qualified borrowers into becoming responsible home buyers. Participating lenders provide
competitive, fixed-rate loans which may include closing cost and down payment subsidies
on a need basis.

Habitat for Humanity Announces brand new, LEED certified,

The FMR for an area is the amount that would be needed to
pay the gross rent (shelter rent plus utilities) of privately
owned, decent, and safe rental housing of a modest (non-
luxury) nature with suitable amenities. In addition, all rents
subsidized under the Housing Choice Voucher program -
Section 8 Vouchers -must meet reasonable rent standards. In
addition to determining payment standard amounts for the
Housing Choice Voucher program, the FMR is used to
determine initial renewal rents for some expiring project-based
Section 8 contracts, to determine initial rents for housing
assistance payment (HAP) contracts in the Moderate
Rehabilitation Single Room Occupancy program (Mod Rehab),
and to serve as a rent ceiling in the HOME rental assistance
program. In the New York Metropolitan area, FMR increased
slightly for studios and 1 bedroom apartments, but decreased
by a comparable amount for larger apartments.
AARP, in a new report, recommends preserving affordable
housing near transit. The report, co-authored by the National
Housing Trust and Reconnecting America, has found that more
than 250,000 privately-owned federally subsidized apartments
exist within walking distance to quality transit in 20 metro area.
With demand to live near transit on the rise, this critical
housing resource is increasingly at risk in the face of upward
pressure on housing prices and expiring government subsidies.
The report concludes that preserving affordable housing near
transit is essential for creating livable communities for older

Assets For Independence grants applications are due
January 15, 2010. AFI enables community-based nonprofits
and government agencies to implement and demonstrate an
assets-based approach for giving low-income families a hand
up out of poverty. The program enables grantees to set up
Individual Development Accounts to help families save for
homeownership or other asset building goals. For more

DHCR seeks proposals to supplement compliance
monitoring of weatherization program. Due to the large
increase in Weatherization funds through ARRA, DHCR is
seeking to supplement the compliance monitoring activites of
the Agency. Proposals will be accepted from individuals, for-
profit firms, not-for-profit corporations, and partnerships to
provide the required services. Bidders must have experience in
building science, construction field monitoring, or the
installation or supervision of the installation of energy efficiency

housing properties, with a focus on retrofitting for greater energy
efficiency to reduce environmental impact and operating costs over time.
This 5-session course is specifically geared to building managers,
superintendents & maintenance staff. Site visits to affordable housing
projects will be an important part of the curriculum. Groups sign up for
the whole series and may send any one staff person they want from their
organization for any single presentation.

The specialist is responsible for the development and

development in the Bedford-Stuyvesant community of Brooklyn.

Bridge Street Development Corporation, an innovative and
progressive faith-based community development
corporation located in the historic Bedford-Stuyvesant
community of Brooklyn is seeking a Community Organizer.
The organizer will educate and engage community leaders and
residents in the Bedford-Stuyvesant community to improve
public safety and implement neighborhood improvement
projects. The organizer will also work with other BSDC staff to
ensure that BSDCs housing and economic development
programs improve the overall well-being of residents in the
neighborhood. Qualifications: BA/BS, minimum of five years

including organizing and developing resident leadership,
leveraging financial and technical resources to produce tangible
improvement in neighborhoods and facilitating collaborative

The Cypress Hills Local Development Corporation (CHLDC)
seeks a Project Manager.
Responsibilities: Help implement an innovative, community-wide
sustainability initiative that seeks to coordinate everything from
building retrofits to a wide-ranging participatory planning
process. Manage all aspects of the predevelopment process;
update development and operating budgets; Oversee design
and construction process with architects and contractors;
Handle ongoing monitoring, requisition and compliance of
projects under construction; Identify new community
development opportunities, conduct feasibility analyses
(including financial analysis) and prepare applications for
funding.
Qualifications: Bachelors Degree in Urban Planning, Real
Estate or Finance preferred. 3 to 5 years professional work
experience, including project management. At least 2 years
experience in housing and/or community development. Solid
knowledge of the construction process; familiarity with green
building methods and materials. Excellent communication
(written and oral) and computer skills. Spanish-speaking a huge

WHEDCo is seeking a Project Manager for Housing
