Projects in Pipeline seeking ADB Assistance

The Asian Development Bank (ADB) is a regional development bank established in 1966 to promote economic and social development in Asian and Pacific countries through loans and technical assistance. It is a multilateral development financial institution owned by 67 members, 48 from the region and 19 from other parts of the globe. ADB's vision is a region free of poverty. Its mission is to help its developing member countries reduce poverty and improve the quality of life of their citizens. The bank was conceived with the vision of creating a financial institution that would be "Asian in character" to foster growth and cooperation in a region that back then was one of the world's poorest. The list of projects in pipeline is as under:

ASIAN DEVELOPING BANK (ADB) ASSISTED PROJECTS IN WATER SUPPLY & SANITATION SECTOR (In Pipe Line)

Schemes under consideration of ADB Jammu & Kasmir 1 Projects proposed under Phase II of ADB Financing. 1(a) Pre-feasibility Drainage scheme for Greater Jammu.
Rs.1470.40 crore (2001-02 price level)

The project has been recommended to DEA by the Ministry to pose the same for JBIC loan assistance on 10th August, 2004 The Planning Commission has accorded clearance in principle from funding angle on 1.2.05. Keeping in view the request made by Govt. of J&K in Feb, 2005, the Deptt. of Economic Affairs has proposed the above projects for Phase II for ADB assistance. The Government of J&K has worked out the requirement of fund

for drainage and sewerage components for Jammu & Srinagar cities to the tune of US$ 372 million and proposed the following funding pattern:

(a) US $ 150 million under JKUSDIP. (b) US $ 33.40 million under ongoing multi sector project. (c) US $ 31 million under JNNURM. (d) US $ 23 million under State Plan. (e) US $ 83.30 million as additional investment till 2026 AD. (f) Other charges. Meanwhile, a Comprehensive Sewerage Scheme for Division A (Phase-I) of Greater Jammu forwarded by Govt. of J&K has been approved for Rs.129.24 crore under JNNURM on 22.12.2006. The Pre-Feasibility Report has been recommended to DEA for seeking ADB assistance on 22.7.2005. The Government of J&K has worked out the requirement of fund for water supply components for Jammu & Srinagar cities to the tune of US$ 259 million and and proposed the following funding pattern

1(b) Pre-feasibility Report for Augmentation and Improvement of Water Supply to Greater Jammu (Raw water Source From River Chenab) (Master Plan Phase-II.)

Rs.396.50 crore (2004-05 price level)

(a) US $ 48.24 million under JKUSDIP. (b) US $ 74.0 million under on going multi sector project. (c) US $ 32.20 million under JNNURM. (d) US $ 40.00 million under State Plan. (e) US $ 48.10 million as additional investment till 2026 AD. (f) Other charges.

1( c ) Pre-feasibility Report Sewerage & Drainage Scheme for Greater Srinagar 1741.53 (2001-02 price level)

Meanwhile, PHED, Jammu has forwarded a scheme for Water Supply to Greater Jammu costing Rs. 198.66 crore to this Ministry in September, 2006 for consideration under JNNURM. The project has been examined and comments sent for modification. We are yet to receive the modified DPR. The project was examined in this Ministry and comments forwarded to Govt. of J&K for modification of the project. We are yet to receive the same. Meanwhile, a Comprehensive Sewerage Scheme for sub-zones I, II & III of main zone-III of Greater Srinagar forwarded by Govt. of J & K has been approved for Rs.132.92 under JNNURM on 22.12.2006.

The project was not received in CPHEEO. However, the aide-memoire has been forwarded by the Ministry of Finance to this Ministry. Comments sent to the Ministry on the aide-memoire.

Bihar

Integrated Development Project Water Supply System for Patna Town (Rs. 207.40 crore) (b) Sewerage project for Patna Urban area. (Rs. 252.50 crore) (c) Storm Water Drainage of Patna town (Rs. 903.90 crore)

Rs.1492.00 crore

World Bank/ JBIC/ ADB

The Ministry had earlier recommended the project to DEA to include under JBIC Rolling Plan. Subsequently, the Ministry requested vide this Ministry letter dated 3.3.3005 for consideration under World Bank as well as ADB funding.

(d) Solid Waste Management Project in Patna (Rs. 128.40 Crore) North Eastern Region $350 Urban Development million Project (NERUDP-I TA-4348-IND)

ADB Assistance $ 246 million (Rs. 1105 crore)

Under the project 5 capital cities of North Eastern Region namely Agartala, Shillong, Aizawl, Kohima ad Gangtok are proposed to be funded for creation of urban infrastructure like water supply, sewerage, solid waste management, Drainage & landslip and urban transport etc. Project cost to be funded on 70:30 basis between ADB and Government of India including state Governments. Project is proposed to be started in 2008-09 and to be completed over 10 years period.

North Eastern Region Urban Development Project (NERUDP-II) TA-4678-IND

$ 629 million

ADB assistance $ 440 million (Rs. 1976 crore)

Under the project 4 cities namely Guwahati, Imphal & Dibrugarh are proposed to be for creation of urban infrastructure. Project is likely to commence by 2010 and completed over 10 year period. Project cost to be funded on 70 : 30 basis between ADB and Govt. of India including respective states.
