INDIAN EXPRESS ; By Sandipan Sharma Posted online: Monday, August 21, 2006 at 0000 hrs IST Eager to protect its historic wealth from smugglers and looters, the Rajasthan government has launched a huge survey to document all heritage sites spread across the state. The first-of-its-kind survey, to be completed in three stages over the next two years, would record every structure, man-made or natural, more than 100 years old. We are creating a database of every existing heritage structure, both private and public, that has a history exceeding 100 years but does not currently figure in our official records,said Ashok Shekhar, Secretary of Art and Culture Department. Though Rajasthan has a huge heritage wealth, it has never been completely documented. Officially,the state government has records of only 250 sites of historic value. To stem the illegal trade of its heritage wealth, in November last year the government asked its 9,000 patwaris (revenue officials)to fan out in villages and come back with a list of heritage sites. They were asked to count every temple, haveli, fort, palace, crematorium, railway station, dak bungalow and hunting lodge with a history. They were also directed to count the waterfalls, forests and ponds dating back to the 19thCentury. The results were staggering: At last count, we had compiled a list of 7,000 structures. The number may go up by another 30 per cent, said Shekhar. Pleased with its efforts, the government now intends to hire the service of experts to document these identified sites. As part of the plan, 32 historians and archaeologists would be sent to every district in the state to write a detailed report on each of the identified sites. The report would focus on their importance, current state of the heritage and the efforts taken by the owner of the wealth. The second phase of this extensive survey, which will cost the government nearly Rs 3.5 crore, is to be completed by March 2007. The Art and Culture Department is scouting for experts all across the country for this survey. In the third phase, the government plans to document each and every relic and antiquity hidden in these heritage sites. While the primary objective of the survey is to preserve the heritage, the government is also eyeing the private sectors participation in the effort. Once the government has a record of its heritage, it plans to invite the private sector to adopt and maintain some of its heritage under guidelines framed by the

Culture plays an important role in the development agenda of any nation. Firstly, it contributes immensely to economic growth by way of vast employment opportunities. Secondly, it provides goals in terms of quality of life and meaningful existence as an end to economic growth itself. Culture and creativity manifest themselves in almost all economic, social and cultural activities. Therefore, development of culture should be considered as a catalyst to the economic growth. Elements of culture encompass media, films, music, handicrafts, visual arts, performing arts, literature, heritage management, cultural and creative industries etc. Scope The present Survey covers list of built heritage available at various parts of Rajasthan. A Database would be created covering known and unknown Forts, Havelis, Baoris, Tepmles etc. Objective To Prepare a List of Built Heritage in 31 districts of Rajasthan. To bring out a Transport mean for better approach to the respected Monument. To Find out a rough estimate of Fund needed for Conservation of Heritage. Various Departments of Govt of Rajasthan. Tourism Departments . Archeologist Source of Data Collection and Methodology o Engagement of Project People; Miss Rukhsana was appointed as Project Director. She was assisted by Mr. Ravi S. Soni, as a Field Director. A no. of Dedicated officers available for the Project were appointed in various capacity in Back Office Operations as well as Field Operations. o Field Survey;

19 Team, each team comprises 2 People with a Digicam, Camera Unit, Measurement Instrument, Motorcycle and necessary Tour Kit, were send in various parts of the State. 4 Supervisory Team, each team consists of Laptops, Transfer cables, handicams & Trained Supervisors in a Car with necessary Toolkits were regularly monitoring the Field Staff. Project Director was on continuous monitoring of day to day operations. o Back Office Operation; Script Writers; 4 Script Writers were engaged for writing the Script of the Monument on the basis of Data Collected from the Field. Draftsmen; 4 Draftsmen were deployed for converting the Sight Map in digital Format with the help of necessary software. o Comaparative Study Analysis & Finalisation of Report by the Project Director. o Submission of the Report to Jawahar kala Kendra.
