0 Background / context in Regeneration strategy

1.1 West Ealing Station The stations of Ealing Broadway and West Ealing provide rail and tube access to the town centre. In the context of the forthcoming Crossrail proposals the potential exists to significantly enhance the quality of public transport provision and to overcome a number of the problems currently being experienced in relation to access, congestion and interchange. In the context of these opportunities the spatial strategy advances a series of projects/ actions. West Ealing Station acts as the key public transport node for West Ealing, although it currently feels isolated from the main town centre. The routes to and from the centre are poorly defined and the quality and the scale of the surrounding buildings fail to provide an appropriate gateway in to the centre. In addition there is difficult rail to bus interchange. Relevant spacial themes Greater priority to pedestrians, cyclists and public transport users and managing the negative impacts of large volumes of vehicular traffic Improving the capacity, quality and efficiency of public transport Promoting quick, easy and safe interchange between public transport modes Creating a well-integrated and well-connected area that encourages walking and cycling as means of transport Establishing an integrated network of high quality, safe and accessible spaces, places and public routes into and through the area. Introducing a vibrant and diverse range of new homes, shops, office, sport and leisure and other public facilities, commensurate with its Metropolitan status Providing for the economic, housing, education, social, leisure and cultural needs of a diverse mix of existing and new residents, workers and visitors Recommended solutions / projects: Synchronised timetables, information, cross-marketing and improved physical connections between transport modes Introduce new Kiss & Ride and other drop-off facility New taxi rank Way-finding improvements Re-instate cycle stand provision Footway widening and environmental treatments Lido junction improvements Make Jacobs Ladder accessible and safe

1.2 Town Centre Regeneration West Ealing is one of the two retail cores, which make up Ealing Metropolitan Town Centre. It is a vibrant, busy town with the potential to develop its retail, leisure and service offer. The area has an important role to play as a centre for convenience shopping and redevelopment, which will enable it to serve local residents better. In addition, the planned regeneration of Green Man estate will provide a major boost and a new source of shoppers who live within easy walking distance of the town centre. The area could benefit substantially from improvements to public spaces, business support, redevelopment of specific sites and improvements to transport connections. Objectives Build on the range and quality of the shops / the shopping experience Enhance the towns character and help realise its potential through public realm and open space improvements Generate business and employment opportunities Current Projects The Council is investing in the following public realm and business support projects currently to support the regeneration of the area: Melbourne Avenue public realm improvements and development of a public square, Dean Gardens improvements, Leeland Road Showcase Streets, a Shopfront Improvement Grant Scheme, Visual Merchandising and Customer Care Training, Stop and Shop parking bays, additional CCTV, Signage and Maps, Hanging Baskets, Farmers Market Improvements and promotion. Ideas Re-design of the station could incorporate the small parade of shops to the north (west) of the station. This would allow a redesign / rebuild of these shops, replacing the tired, old looking premises with new ones. A similar development could be undertaken involving the small parade of shops to the south (east) of the station. The transport routes between West Ealing station and other town centres need to be considered within the redevelopment of this station to ensure that direct and effective services are available. A preferred route for pedestrians / cyclists needs to be identified. This route should be improved by making it a more obvious route to the retail centre. Expand / encourage retail frontage on roads between the town centre and station to make it feel like it is part of the same retail district. Retail / commercial use should be encouraged along the back route to the centre, dependant upon which is the preferred route. There is potential to build the station / platform back from the existing road bridge with a pedestrian exit connecting directly onto Kirchen / Bedford Road. This route could be developed to encourage this new road to become the

pedestrian route. Shops could, potentially, be encouraged along this route to link the 2 areas. Encourage connectivity to Green Man estate. Commuters will be within the target market, therefore the route from Green Man estate to the station is important and a preferred route should be denoted. Car parking and stop and shop spaces should be maximised to support convenience shopping by commuters on their way home from the station. Bus services from the station into the centre of West Ealing should be improved where necessary to ensure services run efficiently and directly. The roadway outside the station should be made wider if possible to allow buses / cars / taxis to drop off. Phasing of traffic lights at Alexandria road should be assessed. The new station and surrounding area should have increased security measures where possible. Any developments to the surrounding built landscape should be attractive, high quality and announce the town centre. New developments leading towards the town centre should be controlled to encourage the development of clear connections to the town centre. A commercial partner could be engaged to work with LBE to build a larger station / block which could house retail, commercial space etc. A similar project has been undertaken at a number of other railway stations, such as Gerrards Cross, where Tesco have undertaken a major construction project to construction project to build a supermarket over the railway line, incorporating a new station. A high rise block could be constructed over the railway line / bridge, incorporating a flagship hotel / commercial space / residential Repave footways from Station to Town centre, therefore denoting the desire line

Undertake planting of trees and other environmental improvements along the preferred route to the town centre. This could include street furniture, pocket parks and cafe / seating areas. This could be possible in The Avenue for example, where wide pavements exist.
