Box 191522 San Diego, CA 92159-1522 Dear Mr. Pilch: SUBJECT: Notice of Enrollment Under Order No. R9-2011-0022, NPDES No. CAG999002, for Residual Firework Pollutant Waste Discharges to Waters of the United States in the San Diego Region from the Public Display of Fireworks Thank you for submitting your Notice of Intent (NOI) application. The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) has reviewed your NOI application dated June 9, 2011 for enrollment under Order No. R9 2011-0022, NPDES Permit No. CAG999002, General National Pollutant Discharge Elimination System (NPDES) Permit for Residual Fireworks Pollutant Waste Discharges to Waters of the United States in the San Diego Region from the Public Display of Fireworks (General Order). This letter documents the enrollment by the Lake Murray Music Fest Committee as a discharger subject to the requirements of the General Order. General Order Enrollment Information The Lake Murray Music Fest Committee is hereby enrolled as a discharger subject to the requirements of the General Order and this Enrollment Letter. The enrollment under Order No. R9-2011-0022 is based on the complete application package submitted by the Lake Murray Music Fest Committee and is effective on June 23, 2011. The Lake Murray Music Fest Committee may discharge residual firework pollutant waste starting on June 23, 2011. The discharge by the Lake Murray Music Fest Committee is subject to waste discharge requirements as set forth in the General Order and this Enrollment Letter. Additional enrollment information is contained in Table 1 below.

Discharge Specifications
The Lake Murray Music Fest Committee shall implement the Fireworks Best Management Practices Plan (FBMPP), submitted as Attachment 1 of the NOI, as well as the FBMPP minimum elements described in Section V. B of the General Order, to prevent or reduce the discharge of pollutants associated with the public display of fireworks. The Lake Murray Music Fest Committee should periodically review the FBMPPs to ensure compliance with the requirements of the General Order. The heading portion of this letter includes a San Diego Water Board code number noted after "In reply refer to:" In order to assist us in the processing of your correspondence please include this code number in the heading or subject line portion of all correspondence and reports to the San Diego Water Board pertaining to this matter.
