Project Background
ADB approved Loan 2429-VIE on 26 June 2008 for $196 2429million, which became effective on 16 January 2009. 2009. The Project consists of the construction of 156 megawatt (MW) hydropower plant on the Song Bung in the Vu Gia-Thu GiaBon river basin. basin. The Project is located in Nam Giang district of Quang Nam province in central Viet Nam and its predominantly inhabited by indigenous people belonging to the Co Tu ethnic minority. minority. The Project will result in the relocation of 224 mainly Co Tu households in Zuoih commune of Nam Giang district. district. The Project is also supported by a complementary grant of $2 million financed by Japan Fund for Poverty Reduction (JFPR) 9120: 9120: Livelihood Improvement of Vulnerable Ethnic Minority Communities Affected by the SB4HPP in Quang Nam SB4 Province. Co Tu Ethnic Minority People

Situation of Co Tu Women
All the four reservoir affected villages and the host village consist almost entirely of Co Tu ethnic minority people with an own culture and language. language. The ethnic minority culture, customary legal system, and subsistence economy defines the life of a Co Tu woman, her place, role, tasks and options in her life. Situation of Co Tu Women
activities. Both men and women take care of cultivation activities. Men do hunting and fishing in the river, while women do field preparation for agriculture activities, sowing, planting, weeding, and collect forest products, collect firewoods, catch small fish in rivers and take care of the fishponds in villages. villages. Pilot programs have been introduced:
- Wet rice field development mostly women - Bean cultivation (mostly women) - Vegetables gardening (mostly women) - Livestock (men and women from the household) - Fishery (men and women from the household) - Revolving rice bank in one village managed by women

New skills and extension on agriculture information helps women to lessen their drudgery of work in the field:
