. POLICY CIRCULAR NO.2/2007. SIGNALLING DRAWINGS AND DIAGRAMS Sub: Numbering scheme and Approval of Signaling Plan and others on NF Railway. Guidelines exist under Chapter VII of IRSEM Part I (1988) in connection with check and approval of Signalling Drawings and Diagrams. However, it is observed that a proper procedure in issue of signaling plan & documents is not being followed. There have been following various situations where a) A Signalling Interlocking Plan of a station shows a number of alterations but some of these previous works are not completed. b) A current Signalling Interlocking Plan does not tally with the actual site conditions. c) A lower number Signalling Plan is issued for a station previously having a higher number. d) Works are planned to be done by Maintenance and Construction organizations concurrently. e) Actual designation of the approving officer is not indicated. The following procedure orders are issued to amplify the requirements of IRSEM and streamline the process of Design, Preparation, Checking and Issue of Drawings/Diagrams. 1. Numbering Scheme of Signalling Plans. The standard numbering schemes for signaling plan and other documents shall be as detailed below: 1.1. Every station, IBS, Auto section and independent LC Gates situated between stations are allotted with 4 digit number prefixing alphabets SG (SI). 1.2. These numbers are allotted serially from one end of the Railway (from West

to East in ascending order) i.e. the West most station namely Katihar is given the first number 1000. An index register maintained for allotting the number. 1.3. This requires that all the plans to be re-numbered. Out of the four numerical digits first digit is assigned to each Division. Open Line will prepare a Master Numbering Scheme for all the installations of each division assigning a division wise code such as KIR-1, APDJ-2, RNY-3, LMG-4 and TSK-5. This scheme to be documented in the index register and to be gradually implemented as and when the new plans are issued for a station. 1.4. Open line will allot plan number from the Master Numbering scheme duly registered in the index register maintained for this. The register will indicate clearly the work for which the plan number is allotted. Construction organization shall now take signaling plan number from Open line for any new works. 1.5. Stations are serially numbered starting with Mainline Route, then branch line and MG routes. 1.6. Completion of the plan are indicated by numerals 1,2,3. etc. following the station number as SG (SI) 1000/2. 1.7. After carrying out an alteration, the completion plan is issued based on the verified plan received from site and the next higher numbers like xxxx/1------- is given while issuing, e.g., the completion plan on the works plan No.SG (SI) 1000/2B, will be numbered as SG (SI) 1000/3 superseding plan No.SG (SI) 1000/2B. 1.8. On the right hand side of the Signalling plan, a standard block is provided, indicating name of station, plan no. and other details. Along with this block a table of deviations requiring sanction under approved special instructions and special instruction should be incorporated. This table shall contain columns for CRS sanction number, date and date of commissioning of work. The overlap shall be as specified in G & SR 3.40. The irrelevant notes presently being put on SIP such as LED signal, IPS, Control phone, Boom locking etc. which have no connection with interlocking shall not be shown in signaling plan. Instead of this, notes regarding telephone with station to level crossing gates, turnouts, etc. which are required as per SEM Part-I para 8.6 to be shown. A typical signaling plan which is also issued alongwith this circular shall be taken for reference. 1.9. Other related drawing of a station like Locking Table, selection table, Route Section Plan, Control Panel Diagram, Wiring Diagrams etc. are issued on the same number of that station prefixed by (LT), (ST) (RSP), (CP), (WD) respectively. 1.10.In case no change is required in above documents, for any work to the plan issued subsequent to the last completion plan, the number of these documents shall be changed as per signaling plan at the time of issuing completion documents, for the concerned work. 1.11.In case spare number is not available when a new station / LC gate is opened between two existing stations, alphabet A is suffixed to lower number of the said two stations i.e. New Station

between stations having numbers 1025 and 1026 is numbered 1025 A.

1.12.Only one master tracing for each station / gate shall be prepared and subsequent completion/alteration should be shown in original tracing only. 1.13.Presently works plan are issued on the tracing copy of last completion plan with next higher number. At stations, where construction and Open Line are carrying out works, the plans are being issued under separate numbers, which create problems in preparation of SWR and obtaining CRSs sanction due to overlapping nature of works. To avoid such situations, undermentioned procedure shall be followed. 1.13.1 Initially, plans for works shall be issued on print without modifying last completion plan under the legend Numeric 1 with word Tentative suffixing the signaling plan number. The tentative plan shall be issued under alteration 1 suffixed on last completion Plan Number. (Say Completion Plan No: SG (SI) 1234/10 Tentative Plan will be SG (SI) 1234/10/1/Tentative.) 1.13.2. All the drawings/designs are now being drawn on Auto CAD. The tentative work plans as per 1.13.1 Should be prepared on the copy of last completion plan in Auto CAD and each alteration to be done on different layers. Each layer is to be assigned a tentative alteration 1 or 2 as the case may be. The alteration of a particular layer shall be incorporated in the original copy of last completion plan only when the work for which alterations were issued is ready for commissioning and CRSs sanction papers are to be submitted. Necessary discipline shall be exercised by HQ on the Division and Construction field units to ensure that the approved signaling plan is issued only when work is ready for commissioning and to obtain CRSs sanction. 1.13.3. The approved plan showing alteration shall be issued by suffixing alphabet A or B as the case may be, in serial order of commissioning of work irrespective of serial order of tentative plans. 1.13.4 Approved plans shall be issued with signature of Competent Authority as per Para 1.13.3. It shall be issued sufficiently in advance of the proposed date of commissioning for the preparation of SWR and obtaining CRSs sanction. Before finalizing the approved plan, remarks regarding addition/modification if any shall be obtained from the field unit, so that no further alterations generally become necessary after issuing the approved plan.

1.13.5. In case it is not possible to commission a work say with alteration A for which approved plan is issued and CRSs sanction obtained and meanwhile another work is to be given priority in commissioning. In such cases, approved plan for the second work shall be issued under next alteration and the previous alteration should be cancelled restoring the last completion plan on which previous alteration was issued. Subsequently, if first work is to be taken on hand, the alteration to be shown a fresh under next alphabet number like B or C as the case may be and CRSs sanction to be obtained on the signaling plan having the latest alteration. 1.14.A close co-ordination between Construction and Open Line unit at HQ level shall be made in issuing plans with above numbering scheme, to avoid discrepancies. 2.0. Design & Preparation of Signaling documents & Circuits from outsource. 2.1. Where drawings are to be prepared and supplied by Contractor, these shall be done in accordance with the Technical specifications and time schedule for supply of drawings. These technical specification and time schedule shall form part of Tender schedule and specification for all the works being done by Open line and Construction through contracts and the process for preparation, issue and delivery time schedule shall also be adhered to. No deviation in this regard shall be allowed either for design or while executing works. The technical specification and times schedule is attached as Annexure-I. 3.0. Approval to Signaling Drawings/Diagrams. 3.1 Signalling Installations either as a project /replacement work or involving some modifications, shall be commissioned or mega block taken only when approved signaling documents including Signalling circuit diagrams, signaling plan, RCC and cable plan/route & track bonding diagrams etc. as listed in para 1.2.6. of the technical specifications for Design, Preparation & Supply of Signaling documents are available at site. The approved signaling documents for the purpose of commissioning means the tracing of all documents shall have signature of approving authority and blue prints of the same shall be available at site. 3.2. Engineering plans shall be approved under the signature of SAG Officer at HQ. Before approving, it shall be ensured that, the plan bears the signature of Divisional Officer (Open Line) of the concerned division. 3.3. Approved Signalling Plans shall be issued under the signature and Designation of JAG Officer authorized by CSTE/CSTE(C) i.e. Dy.CSTE (Design) in Open Line and concerned Dy.CSTE(C) in Construction. approved only when Dy.CSTE/Deign in HQ office of Const/ Maintenance signs these on tracing. Necessary spaces are provided for actual designation and signature of the officers who check and approve the plans. . Tentative Signalling Plan can be issued at least under the signature of Sr. Scale Officer of HQ. 3.4. Details of information to be shown in Signalling Plan will be as per Para 8.6.1 & 8.6.2 of SEM Part-I. Only essential details as per SEM/as given in typical plan to be shown in notes column of the signaling plan without cramping too much of undesired information in the Plan. 3.5. Typical Circuit Diagram/Drawings shall be as per (Para 8.7.4 of IRSEM (Part-I) 3.6. Typical Circuit Diagrams and Standard Drawings will be issued under the signature of CSTE or under the signature and designation of SAG Officer authorized by CSTE. 3.7. Check and approval of Drawings shall be as per Para 8.7 IRSEM Part 1 1988 3.8. In case of modification in existing installations, approved wiring diagrams for executing and commissioning the work at site can be signed by SSTE/Designs in HQ office of Maintenance/ Construction. Other drawings such as Signalling Plan, route section plan, locking table & selection table shall be issued under the signature of DyCSTE/Design in HQ office of Construction or Maintenance for all kinds of works irrespective of a project/ replacement work or involving modifications. Availability of these documents as per 3.1 at site shall be ensured before commissioning or taking mega block and a copy of each document shall be given to respective Sr.DSTE of the division and Maintenance where work is done by construction. 3.10.1. AS LAID documents shall be issued under the signature of Dy.CSTE/Design in HQ office of Maintenance or Construction. Issue of completion plan immediately after the commissioning the work, plays a major role in avoiding discrepancies. The observance of above processes ensure availability of completion drawing and documents at the time of commissioning it self. However, in case some discrepancies are observed and the circuit requires modification, the tracing of concerned sheets and documents shall be immediately corrected and it shall be ensured to issue completion Signalling plan and documents of relevant portion within 30 days of commissioning of the work in such cases. Annexure-I Technical Specifications & time schedule for Design, Preparation and supply of Signalling Circuits/Plans/Documents. 1.1 General 1.1.1 Design, Preparation and supply of all AS PLANNED and AS LAID (Completion) drawings, Signalling Circuits and documents shall be in licensed software i.e. Auto CAD (Latest Release) or on the software specified by the Railways. 1.1.2 Drawings submitted shall be of size as per extant practice of the Railway. As per the current practice and instructions, Circuit Diagrams and other Diagrams shall be prepared and submitted in A-3 (297mm x 420mm) size of tracings and Cable route plan and Cable Distribution plan in A-2 (420mm x 594 mm) size of tracing. 1.1.3 The design shall be conforming to the extant Railway's instructions & practices, General and Subsidiary rules, Signal Engineering Manual, Block Working Manual, Schedule of Dimensions, other relevant rule books, the guidelines provided by RDSO and as per the latest rules & guide lines prescribed by the Railway. 1.1.4 Wiring diagram for provision of DATA LOGGER shall be prepared on separate sheets. 1.1.5 The design shall be based on the type and configurations of the Relays to be used, which will be specified by Railways while execution. 1.1.6 Drawings and documents for stations shall be prepared considering Running lines as well as Sidings, L. C. Gates etc. and other features within the station yard as per approved Signalling Plan. 1.1.7 Alteration column should be shown on every sheet and sufficient space should be left for further alterations on each sheet.

1.1.8 The drawings for checking by the Railway authorities shall supplied by the contractor on polyester tracing film/sheets of Lacquered single matte, 75 micron thick Garware brand of similar of size mentioned in Para 41.7 specification No.IRS:S-36/87. 1.1.9 Working/Commissioning/testing sets of wiring documents will be the property of Railways and shall be kept by Railways for safe custody. 1.2 Scope of work for contractor 1.2.1 The work includes supply by contractor the design, preparation and supply of Signalling Circuits, Contact Analysis, Fuse analysis, Relay Rack and Relays deposition plan and all relevant drawings as per the technical specification and extent instructions and based on Selection table, Locking table/Route Control Chart, Control Panel, Route Section Plan. 1.2.2 Supply of all stationary materials as per Railway's guidelines in force. 1.2.3 Transportation of all drawings, documents or other stationary materials to the office of Engineer in charge or at the site of works, if necessary, except where otherwise indicated. 1.2.4 Subsequent modifications/alterations as and when required. 1.2.5 Carrying out Survey at sites wherever required 1.2.6 The following As Planned drawings and documents shall be designed and supplied as per applicability at a particular station: (i) (ii) (iii) (iv) (v) Signalling Interlocking Plan Route Control Chart Panel diagram Circuit Diagrams. Relay Contact Analysis Chart and circuit diagram numbering including field cables, panel cable terminal numbers, fuse and negative link terminal No. etc. complete. (vi) Block Wiring Diagram. (vii) Wiring Diagram for Axle Counter including Block Proving Axle Counter with Co-operative Resetting arrangements or Axle Counter Block system with Digital Axle Counter. (viii) Details of analogue and digital inputs to be fed to data logger as input (ix) Fuse Particulars. (x) Condensers and Resistance Particulars. (xi) Relay and CT rack placement diagram in central relay room and end goomty. (xii) Relay Disposition Chart. (xiii) Relay contact-to-contact wire list chart both page wise and rack wise. (xiv) Control Panel Cable termination Chart in control panel. (xv) Signalling equipment and Power Supply Layout diagrams for Control Panel Room and all other S&T rooms. (xvi) Power Supply Diagram. (xvii) Cable Termination rack Particulars (Field Cables and panel cables) (xviii) Cable Route Plan with Location placement diagram over yard layout. (xix) Cable Core Plan/ Location / JBs Particulars. (xxvi) Electronic Interlocking Documents for Technician/Sr. Engineer at installation and maintenance level for installation, testing, commissioning and maintenance of the system. (xxvii) Electronic Interlocking Documents for Engineers level Technical and system module level for diagnostic and trouble shooting at repair centre. 1.3 Documents to be supplied by Railways The following, where prepared by the Railways & not included in the contractors scope of work may be supplied to contractor. 1.3.1 Approved copy of Signalling Plan along with softcopy for supply of Condensed Yard diagram / SWRD by contractor. 1.3.2 Approved copy of Selection table, Locking table/Route Control Chart, Control Panel Diagram, Route Section Plan. 1.3.3 Layout plan of S&T service building and DG room. 1.3.4 Standard Guidelines issued by the Railway from time to time. 1.3.5 Contractor shall be responsible for collection of any other drawings/ documents for guidance as deemed necessary to carry out the work. 1.3.6 One set of drawing for similar works as guideline (on request). 1.4 Schedule and quantum of supply by contractor 1.4.1 Original tracings/photo papers of all the drawings and circuit diagram along with Contact Analysis and Relay Disposition Chart are to be supplied by contractor duly checked and signed by contractors signal engineer, through Engineer-in-charge of the work, initially for checking, approval and signature. 1.4.2 Thereafter three copies of the above of all the drawings shall be made by contractor in presence of Railways representative as check prints of all the drawings and circuit diagram along with Contact Analysis and Relay Disposition Chart and supplied by contractor along with original tracings/photo papers. 1.4.3 One checked copy of the sheets requiring corrections and/or recommendations to be incorporated would be returned to the contractor for carrying out corrections and resubmission of original tracings/photo papers of the concerned sheets. 1.4.4 After getting all the original tracings/photo papers, the drawings would be approved and singed. The original tracings/photo papers would be returned to contractor for taking out prints and submitting minimum Six sets of "As Planned" drawings for execution of works at site, along with two sets of CDs and original approved tracings/photo papers bearing signature. 1.4.5 The distribution of six sets of approved prints shall be in the manner given below: 1.4.5.1 One set of prints will be given to Contractor for to use during execution of work and carrying out various testing.

Two sets of prints will be given to Contractor for preparation of "As Laid" Completion drawings at site. Two sets of prints will be used by the Engineer- in-charge for carrying out wire count, continuity test, functional test and break test. One set of prints will be kept in HQ for record and reference.

1.4.6 Contractor shall neither be allowed to do wiring nor shall start the wiring at site without approved copy of the circuit diagrams. 1.4.7 After completion of works 2 sets of completion documents based on the corrections done by Railway at site i.e. "As Laid" drawings shall be prepared by contractor and it shall be got verified and signed by contractor and the officers and supervisor in charge of executing the work. RED ink to be used for additions/ alterations to the drawing and YELLOW ink for any deletion from the drawing. 1.4.8 One set of verified "As Laid" drawings shall be kept at site and the other shall be used by contractor for incorporating changes in the soft copy of the drawings. The tracings/ photo papers of drawing sheets in which changes are involved over the already approved drawing shall be resubmitted to Railway, along with the complete set of verified "As Laid" drawing for approval and signature. 1.4.9 The tracings/photo papers of the approved final completion drawings would be handed over to contractor by submitting minimum 10 sets along with the original tracings/photo papers and six copies in CDs. 1.4.10 One of the 10 sets of approved completion circuit diagrams and other drawings/documents i.e. "As Laid" drawings shall be got laminated with good quality plastic lamination and shall be supplied for keeping at site. The other sets of drawings shall be got bounded on hard paper cover separately for each type of drawing and supplied. 1.4.11 Additional 35 Prints of Working Rule Diagrams shall be supplied for preparation of SWRs. 1.4.12 All the documents shall be made in licensed copy of the Software used as platform for design of signaling circuits and supplied fully loaded in two sets of high-speed processors of approved type. 1.5 Terms of delivery for contractor 1.5.1 The contractor shall supply the drawings as per delivery schedule given below. Railway from its side shall also make efforts to approve the drawings within reasonable time frame as mentioned in delivery schedule. The approved As planned drawings have to be submitted within 60 (sixty) days or earlier if required due to urgency of work, from the date of issue of approved RCC and SIP by Railway. In case of more than one station, the schedule for each station shall be in succession of one week for each station, for example the first station schedule will start from D, then second from D+7 and so on. 1.5.2 "As laid" completion drawings shall be submitted by the contractor within thirty days from the date of commissioning of Interlocking works. 1.5.3 Inspection: Approval by Design and Drawing office of CSTE/ Maintenance or Construction Maligaon, Guwahati for circuit diagrams and for all other
