T
echnical education has been playing a vital role in the socio-economic development of the
country in the present age of knowledge based economy.
We have taken a number of policy initiatives for the promotion of technical education in the
State and manifold increase has been made in the budget of technical education during last
fve years. Our endeavor has been to further strengthen infrastructure of technical institutes
in the State so as to keep pace with the changing scenario. The network of the technical
institutions has been expanded by setting up new technical institutes and capacity of such
existing institutions has been increased. We have also taken effective steps to equip technical
institutes with latest equipments and appropriate faculty as per revised curricula. Emphasis
has been laid on training students in such a manner that they easily get employment. Efforts
are also being made to cope up with the qualitative requirements of trained manpower of
industries within and outside the State.
Haryana is the frst State to introduce On Line Off Campus counseling, Online Payment
System with Call Centre Support Services for all technical courses including diploma education.
Department of Technical Education, Haryana has received appreciation at National level and
won Golden Icon Award 2007-08 and CSI - Nihilent Best e-Governed Project (Excellent
Project) Award for 2007-2008 for e-governance initiatives.

I
am glad to know that Department of Technical Education, Haryana has been conferred
appreciation at National level and won Golden Icon Award 2007-08 and CSI Nihilent
Best e-Governed Project (Excellent Project) Award for 2007-2008 for e-governance
initiatives.
Technical Education plays an important role in the development of the country in general,
emancipation and empowerment of poor and disadvantaged groups / population in particular.
It provides varied type of manpower. It is backbone of a country for its infrastructural, industrial
and economic development. Our Technical Education system provides the practical education
to students so as to groom up their personalities to such a level that they create a mark not only
in the growth and development of our own country but also make a remarkable and positive
dent in developed knowledge economies of the world.
During the last fve years, the State Government / the Department has taken many initiatives to
improve the quality of Technical Education so as to make degree / diploma holders employable
from day-1. Merit scholarships / fee waivers for every topper in every discipline in every Govt.
/Govt. aided and private technical institute are being provided to students. SC candidates are
also being reimbursed tuition fees. Special Scholarship Schemes for Girl students have been
included in HSCS Scholarships Scheme, which would be given to eligible girl students from
session 2011-12 onwards.
I have full confdence that the Technical Education Department will enjoy a bright future in
its goal to achieve academic excellence and world class standard in the feld of Technical
Education. My best wishes for the success of Technical Education Department and a bright
future for the Students.

POLYTECHNIC EDUCATION-AN OVERVIEW
Technical education contributes substantially to the Socio Economic development of the country as a whole.
The development sustenance of the industrial sector is entirely dependent upon the availability of trained
manpower to perform the multidimensional activities needed to keep the wheel of industry running. Thus
the Technical Education Department aims towards making available these trained technically qualifed
hands to serve the industry & society. Equality of educational opportunities and preparing highly skilled
work force for enterprises widely with excellence is also objective of Technical Education. For this purpose
the Department has to perform multifarious duties/ functions which interaila include timely conducting
of Entrance Tests, Admissions and Examinations, updating the curricula and training programmes,
encouraging the development entrepreneurship, Industry-Institute-Interaction for ensuring placement of
the students and other extra curricular activities for all round development of students providing necessary
assistance and controlling the activities of various Institutions and taking other steps from time to time to
improve the quality of education.
At the time of inception of Haryana as a separate state in 1966, there were only 6 polytechnics (Govt.-4
and Govt. Aided-2). At present there are 163 polytechnics (34Govt.+ 4 Govt. Aided+ 125 Self Financing ) in
the State offering various disciplines of Engineering & Technology, Hotel Management, Architecture, Arts &
Crafts, Pharmacy , Para Medicals with approved intake of 53590. The 11th Plan Targets were to produce
50000 diploma holders only and the targets have already been achieved.
Reservation policy:- The reservation policy notifed by the State Government
Haryana is applicable to the AICTE approved Technical Institutions.

PLACEMENT
Due to Large-scale industrialization, expansion of infrastructure, manufacturing and service sectors there
is great potential for diploma holders as on day. The department has taken many steps to improve the
quality and placement of diploma holders undergoing technical training in Polytechnics of Haryana. As on
date there is almost 100% placement for diploma holders in Private / Public / Govt. Sector and for pursuing
higher education through lateral entry. To facilitate and help the youth of the state in matters of overseas
placement Govt. has formed a society in the name of Haryana Overseas Placement Assistance Society at
SCO 6, 1st Floor, Sec-5, Near K.C. Theater, Panchkula (Haryana).
Steps Taken for placement improvement:
Placement Cell activated in all Govt. / Govt. Aided Polytechnics and placement drive undertaken.
Alumni associations formed and Entrepreneurship development programs initiated.
Job placements fairs are regularly organized at polytechnics institutes.
Focus laid on soft skill and communication skills for personality development
Efforts made for effective Institution industrial linkages through IIIC.
Quality teaching Focus on skill development, real life problem solving through project work.
Constitution of Institution Management Committees with participation of industrial persons.
Besides getting placement in various Central / State Govt. Departments / Defence / Paramilitary forces our
Polytechnics students are continuously getting employed with starting salary ranging from Rs. 8000/- to

The multi-disciplinary curriculum is dynamic, fexible and need based which aims to deliver skill oriented
and broad based education, integrating with IT and modern industry practices for an all round development
of future technicians having competencies in relevant felds.
Seminars, workshops, technology demonstrations, guest lectures, industry interactions and project works
frmly root the diploma students to the real world by providing an overview and orientation to the world of
Technology. It provides for an enhanced environment for thinking, learning and gestation.
It ensures a fundamental and common approach for emerging industry in consonance with the emerging
challenges, needs of the industry and the overall vision and goal of Technician Education.
It provides uniform basic knowledge and skill competencies, generic to the disciplines of service industry
and Engg. and Technology with vertical and horizontal mobility of the students for their professional
growth.
Special emphasis is being laid on communication skills. Experts training for students have been
outsourced. Languages lab have been set up in all Govt. Polytechnics.
With an object of overall Personality development and to inculcate team spirit appropriate focus has
been laid on sports and allied activities like: NSS, NCC, Short term educational tours sports at institute
level, facilities for Gym/Basketball / Volleyball / Hockey / Football / Criket / Athletics etc.
Adventure activities like: Mountaineering / Rafting / Rock climbing / Tracking are in pipeline.
INFRASTRUCTURE
Plan Budget of the Department increased by around 7 times from Rs. 29.00 Crores (2004-05) to Rs.
215.00 crores (2010-11).
The Construction work of teaching blocks/workshop blocks/hostels have been completed at an
estimated cost of Rs. 300.00 crores at various Govt. Polytechnics in last fve years.
Construction of new teaching blocks at a various Govt. Polytechnic is under construction an estimated
cost of Rs. 115 crores.
10 No. SC Girls Hostels have been constructed in various Govt. Polytechnics at an estimated cost of
Rs. 56.65 crores.
7 Nos, New Govt. Polytechnic are being established under submission of Polytechnics under, MHRD,
Govt, of India assistance scheme in which a sum of Rs 12.3 crores will be provided.

4 State of Art Institutions namely State Institute of Fashion & Design, State Institute of Film & Television,
State Institute of Fine Arts and State Institute of Professional Studies at Rohtak are at advanced stage
of construction. The estimated cost of the project is Rs. 197.83 Crores.
Central Institute of Plastic Engg. & Technology (CiPET) being established at DCRUST Murthal (Sonepat)
an estimated cost of Rs. 18.31 crores.
Large scale computerization have been done in Govt. Polytechnics. 1500 Computers have been added
in last 3 years with latest software.
Smart classroom with Interactive pad, Visualizer, Laptop, LCD Projector, Electronic Board etc. have
been provided in 6 Govt. Polytechnics.
Well furnished/ equipped Libraries, workshops and laboratories have been established in various Govt.
Polytechnic.
WELFARE and MOTIVATIONAL SCHEMES
Various schemes for welfare of girl candidates, SC candidates, Kashmiri Migrants, Topper of Government
Schools and Economical Backward classes are being implemented.
Girls participation increased from 16% to 28% by introducing 25% horizontal reservations in Technical
Education Programmes.
No tuition fee,Devlopment fund,Student fund for girls in Govt. / Govt. Aided Polytechnics.
Awards like best polytechnic, best teacher, best student (project, software) instituted.
Reimbursement of tuition fee to the SC Candidates.
For SC candidate Pre-admissions coaching for DET - 2011 at identifed Polytechnics, study material is
also provided.
Post academic support in the form of remedial classes.
Benefts to the Haryana Govt. school toppers in admissions.
Various cultural activities are organized in the Polytechnics such as Poly-Fest.
Scholarships Schemes to be implemented by HSCS from session in 2011-12:
Scholarship to Girl Toppers (Topper girl of online counseling in each branch in each institute admitted
through central counseling by HSCS)
Merit scholarships / fee waivers for every topper in every discipline in every Govt. /Govt. aided and
private technical institute at rate of Rs. 20,000/- or actual tuition fee which ever is minimum.
g 50 scholarships for Diploma couses for only two girl children cases (case of single girl child not to
be considered)

IMPORTANT INFORMATION
1. This Admission Brochure is for admission to Diploma Engg./ Diploma Engg.(Lateral Entry) /Phar-
macy /Management courses for the Academic Year 2011-12 only. Its contents are subject to change
without prior notice.
2. The reserved category candidates have to submit the relevant proof in support of claim at the
time of purchase of Admission Brochure and have to purchase reserved category OMR form
only. General Category have to purchase General Category OMR form only.
3. Admissions for Diploma Engg.(Including candidates under Tution Fee Waiver scheme)/Diploma
Engg.(Lateral Entry) shall be made on the basis of the inter-se merit of DET-2011/DET(L)-2011
respectively through On-line Off-Campus counseling by NIC. Admission for Diploma Pharmacy
/ Management for all candidates (Including under Tution Fee Waiver scheme), Diploma
Engg. / Pharmacy / Management for Kashmiri Migrants (K.M.) category and Diploma Engg
under Haryana Government School Toppers(HGST) category shall be made on the basis of
inter-se merit of percentage of qualifying exam through On-line Off-Campus counseling by NIC at
www.tehadmissions.gov.in.
4. Admission Brochure is available for sale at the sale counters of all Govt. /Govt. Aided & few
selected Private Polytechnics and also in the offce of Haryana State Counseling Society,
Bays No.7-12, Sector-4, Panchkula / Directorate of Technical Education, Haryana.
5. Candidates applying for Diploma Engg./ Engg.(Lateral Entry) /Pharmacy /Management courses are
advised to clearly opt the course (i.e.in Diploma Engg./ Engg.(Lateral Entry) /Pharmacy /Management)
in OMR form by darkening the respective circle for which they are applying. The information provided
by the candidate in OMR form & selection of circle for darken thereof should be correct. The application
forms received after the last date or the incorrect or incomplete application form shall not be
entertained and liable to be rejected out rightly. Fill the application & OMR form as per the instruction in
Chapter no.5 only.
6. Counseling fee for Diploma Engg./ Diploma Engg.(Lateral Entry)/Pharmacy/Management courses
is Rs. 500/- (Non-Refundable) only & shall be deposited by the candidate through www.hscs.org,
www.hscs.in (or) www.hscs.net.in as per procedure mentioned in Chapter 7.
7. Candidates without depositing Rs. 500/- (Non-Refundable) shall not be considered for admis-
sion for allotment of seat. Candidates are advised in their own interest to deposit counseling
participation fee of Rs. 500/- (Non-Refundable) before the Registration and to check display of
their fee deposited entry on Payment Status link on website www.hscs.org, www.hscs.in (or)
www.hscs.net.in
8. Registration for counseling would be done on www.tehadmissions.gov.in A candidate shall be
allowed for change of his/her registration details on the counseling websites as and when required
before last date given for flling of choices during particular counseling period. In case any candidate
changes registration details after submission of choices, all choices flled earlier will be initialized
and all choices will be required to be flled in again. For more details refer to Chapter no.7.
9. The fee structure of various self fnancing technical institutions is available at Annexure-XIX and
on website at www.techeduhry.nic.in Candidates are advised in their own interest to see the fee

10. Locking of submitted choices is advisable however, candidates who do not lock the choices, their
last flled choice would be considered as fnal.
11. Registration will be allowed before frst counseling, so candidates willing to participate in online
off-campus counseling will have to register before the frst counseling as per the dates mentioned in
Key Datesas HSCS may not allow any fresh registration there after.
12. Internal sliding is not allowed by any Govt./Govt.- Aided/self fnancing polytechnic. The
student admitted in Online counseling in a particular institute, but branch upgraded by that Institute
(sliding within the institute) shall be considered as institute level admission for all the purposes
and would also not be provided any beneft from HSCS including scholarships, etc. however, any
subsequent counseling done by Govt. Polytechnics on behalf of HSCS would be considered for
HSCS scholarships.
13. Under no circumstances the original certifcates of the candidate should be retained by the institute.
The candidate seeking admission will submit 3 sets of his documents/ certifcates/ testimonials duly
attested by the Principal/ Headmaster of the school/college last attended/any gazetted offcer, at the
time of reporting in the institute. The Director-Principal/Registrar of the Institute will authenticate &
verify these documents/ certifcates/ testimonials after comparing these from the originals and the
originals will be returned to the candidate. One set of these documents/certifcates/ testimonials
thus authenticated by the institute shall be deposited in the affliating University/HSBTE, for the
purpose of registration, for which no original certifcate shall be demanded. Anyhow, if the Affliating
Board, so desires, the original certifcates from the candidate can be demanded through the institute
of his admission for any purpose whatsoever these may be.
14. Remember the password generated for online counseling for future use and do not forget &
disclose to anyone else, to avoid any inconvenience. If the password is known to any other
person, it would be sole responsibility of candidate in case of any data change.
15. HSCS reserve no right to change the seats which has been allotted to a candidate as per the
defned counseling procedure.
16. Candidates are advised to Register for Online Couseling and fll choices from their own
home or by going to Govt. Polytechnics, Govt. Aided Polytechnics and SHOULD NOT go to
any cyber caf or any outside unauthorized persons for the same.
17. For refund of semester/admission fee deposited in the institute, candidate has to give the refund
application to the concerned institute well within time and get a receipt of the same from them. In
case, Institute doesnt provided the same, the Refund Intimation can also be given on our website
www.hscs.org (or) www.hscs.net.in before 30th September, 2011. Remember to apply Refund in
case you dont want admission in allotted institute before 30th September 2011 (Which is the last
date of admissions).HSCS will entertain the refund cases for the admissions made through HSCS.
HSCS is not responsible for the refund for admissions taken at Institute Level/ Management Level.
18. The Post Matric Scholarship for SC will be given to eligible SC students.

CHAPTER-3
GENERAL INFORMATION
1. The OMR Application Form for Diploma Courses is available at Appendix -I to be collected separately
as per your category alongwith Prospectus. OMR form has to be flled neately & correctly and should
be deposited at any nearby Collection centre before due date.
2. Any candidate who has been disqualifed or debarred by the University or Board or any other
Statutory Board shall not be eligible for admission to the polytechnics of Haryana State for the period
he/she has been debarred.
3. Canvassing in any form is strictly prohibited. Further, if any candidate, person or offcial engages
himself / herself in any unlawful act that results or indulges in any kind of unfair means in the Test,
he/she shall be liable to prosecution under relevant law as per Indian Penal Code.
4. The Principal of the concerned Polytechnic/Institute shall satisfy himself regarding the
authenticity of all certifcates submitted by the candidates for the purpose of their admission
in the Polytechnic and shall be verifed by the institution from the issuing authority. The
Principal of the Polytechnic shall be held responsible for any ineligible admission made in
the Polytechnic and shall not be regularized by the department.
5. If a candidate is admitted on the basis of the information submitted by him/her, which is found to be
incorrect or false later on, his/her admission shall be cancelled and all fees and other dues paid by
him/her shall be forfeited. The HSCS/ Institute may also take further action, as deemed ft, against
the candidate and his/her guardian in accordance with law.
6. If the Principal of the Polytechnic is not satisfed with the character, past behavior or antecedents
of a candidate, in such case the admission to the candidate may be denied in the Polytechnic to
maintain academic ambiance of the institution.
7. A Special Counseling would be conducted for Tution Fee Waiver Scheme eligible candidates
before or during online counseling for all eligible candidates. Counseling Schedule for Tution Fee
Waiver Scheme may be checked on www.tehadmissions.gov.in
8. Three Counsellings will be conducted for admission to all Diploma Courses for all the seats of
Govt. / Govt. Aided & 75% seats of Self Financing Institutes only (for details about counseling refer
chapter 7) as follows :
1st Counselling - shall be done for all categories namely AIC, HGOC, KM, HGST, SC, BC-A,
BC-B, PH, ESM (with all priorities) and FF of all categories with 25% Horizontal
Female reservation.
2nd Counselling - shall be done for all categories namely AIC, HGOC, KM, HGST, SC, BC (by
merging BCA & BCB in BC) and merging all (ESM priorities in ESM) with 25%
Horizontal Female reservation.
3rd Counselling - shall be done only for AIC, HOGC, HGST & KM after merging all reserved
category seats i.e. SC,BC,PH,ESM,FF in HOGC. (AIC & HOGC, in case of
B.Arch)
After 3rd counseling no counseling shall be conducted by HSCS and admission shall be made at
Institute level counseling with AIC and HOGC categary only, after merging HGST vacant seats if
ant into HOGC

9. The private unaided institutions shall make admission against 25% of the sanctioned seats (including
15% seats for Children/ Wards of NRIs) at their own level (refer D of chapter 7).
10. After the result of frst counseling, the candidate has to deposit one semester fees at the allotted
institute, failing which the candidate shall not be allowed to report in the alloted institute. The
deposition of this admission fee will entail the candidate, (subject to conformity through e-interface
with HSCS), to confrm the admission in the allotted institute besides other formalities of joining/
reporting in allotted institute by the candidates and verifcation of credentials.
11. 2nd Counselling shall be done for all categories namely AIC, HGOC, KM, HGST, SC, BC (by merging
BCA & BCB in BC) and merging all (ESM priorities in ESM) with 25% Horizontal Female reservation
candidates will have to again fll (refll) the choices in the order of priority on the counseling website
www.tehadmissions.gov.in without depositing the counseling fee of Rs. 500/- again. Admission
procedure for flling of choices of Branch/Institute shall remain the same. Incase seat is allotted in
2nd or subsequent counselings, the earlier allotted/reported seat will be cancelled & the candidate
will have to report again in institute allotted in 2nd or subsequent counseling. Thus candidates are
advised to fll the choices in order of priority only to upgrade. The candidates who wish to retain the
reported seat shall not opt for subsequent counseling.
12. 3rd online counseling would be for all seats without any reservation i.e. for only AIC, HOGC, KM &
HGST
13. While displaying the status of availability of seats, the number of seats available in a specifc branch
of an institution will be displayed as per eligibility/category. The non-availability of the seats in a
branch of an institution & the seats/institution for which a candidate is not eligible will not be shown
to him/ her.
14. After the result of each counseling, the candidate shall report in the allotted institute alongwith the
provisional allotment letter generated from the website alongwith all requisite documents/certifcates/
testimonials and password, as per dates mentioned in Key Dates. The Joining shall be deemed
to be confrmed only after online reporting by Institute in the presence of the candidate, where the
candidate MUST get a Provisional Admission Slip.
15. The alloted institute will update the status of joining/non-joining by a candidate by simply tick marking
the checklist online only by checking all the parameters of the check list. The online generated
Provisional Admission Slip shall be given to the candidate after successful joining.
16. Fulflling eligibility for Diploma Engg./ Diploma Engg.(Lateral Entry)/Pharmacy /Management
courses. w.r.t. qualifcation, shall be proved by the candidate not at the time of seat allotment but
during reporting at alloted institute. A candidate may not be eligible on the 1st day of counseling but
may be eligible on subsequent days of counseling due to the reasons, whatsoever. The candidate
may seek admission at his/her own risk and cost and if he/she is found ineligible at the time of
reporting, his/her admission shall be cancelled for which he/she shall have no claim, whatsoever.
17. For the guidance of candidates, List of Institutes along with branches and Intakes thereof is provided
at Appendix V. Candidates should go through this Appendix-V for preparation of his/her mind set
for selection of preferences of choices to be flled by the candidate during online counseling. For
details of List of Institutes along with branches and intakes refer to Appendix-V.
18. Candidates seeking admission in private unaided institutions are advised to ensure that they are
lawfully admitted failing which, they shall not be authenticated by the HSCS and shall not be registered
by the Haryana State Board of Technical Education, Panchkula (HSBTE.) and they themselves shall
be responsible for any such lapse.

19. Ragging in educational institutions is banned and any one indulging in ragging is likely to be punished
appropriately, which may include expulsion from the institution, suspension from the institution or
classes for a limited period or fne with a public apology. The punishment may also take the shape
of (i) withholding scholarships or other benefts, (ii) debarring from representation in events, (iii)
withholding results, (iv) suspension or expulsion from hostel or mess, and the like. If the individuals
committing or abetting ragging are not/cannot be identifed, collective punishment can be awarded
to act as a deterrent.
20. The following will be termed as the act of ragging: any disorderly conduct whether by words spoken
or written or by an act, which has the effect of teasing, treating or handling with rudeness any
other student(s), indulging in rowdy or indisciplined activities which causes or is likely to cause
annoyance, hardship or psychological harm or to raise fear or apprehension thereof in fresher or
junior student(s) or asking the student(s) to do any act or perform something, which such student(s)
will not do in the ordinary course and which has the effect of causing or generating a sense of
shame or embarrassment so as to adversely affect the physique or psyche of a fresher or a junior
student.
21. The admissions made by private institutes at their own level are open for supervision and monitoring
of Directorate of Technical Education, Haryana, Haryana State Counseling Society and State
Admission Committee constituted by the State Govt. in pursuance of the judgment dated 14.08.2003
of Honble Supreme Court of India in Writ Petition (Civil) No. 350 of 1993 (Islamic Academy & Anr.
vs. State of Karnataka & Ors.).
22. The decision of the Haryana State Counseling Society (HSCS) in all matters relating to the admissions
shall be fnal. All disputes pertaining to counseling for making admissions to all Diploma Courses for
the session 2011-12 are subject to the jurisdiction of Panchkula only. The Haryana State Counseling
Society (HSCS) shall be the legal authority in whose name the State may sue or may be sued for
this purpose. No suit, prosecution or other legal proceedings shall lie against the State of Haryana
or any offcer of the State Govt. or the NIC or Haryana State Counseling Society, for anything which
is in good faith done or intended to be done for the purpose of on-line off-campus counseling.
23. Always quote your OMR No & Roll No of DET-2011, DET(L)-2011, Diploma Pharmacy & Diploma
Management while making correspondence regarding admission to Diploma Courses.
24. Help regarding counseling would be taken from the University Departments & Government
Polytechnics in the state of Haryana for support and guidance of the candidates. Candidates are

ADMISSIONS IN DIPLOMA (Engg.) UNDER HARYANA GOVT.
SCHOOL TOPPERS (HGST), KASHMIRI MIGRANTS (KM) QUOTA &
TUTION FEE WAIVER SCHEME (TFW) ELIGIBLE CANDIDATES
For Diploma (Engg): One seat in each branch in each Polytechnics is reserved for each Topper of
Govt. Schools of Haryana (having minimum 2nd division) and shall be flled on the inter-se merit of
percentage of qualifying exam (i.e. 10th class) through Online counseling at www.tehadmissions.gov.in
. One seat in each branch in each Polytechnics is reserved for Kashmiri migrants for Diploma(Engg.) &
these seats are to be flled up on supernumerary basis on the inter-se merit of percentage of qualifying
exam (i.e. 10th class) through Online counseling at www.tehadmissions.gov.in. by Haryana State
Counseling Society.
For TFW Scheme of AICTE 5% more seats are reserved for economically weaker section in all
institutions approved by the council. These seats are supernumary in nature shall be flled online on
the basis of DET-2011 rank.
Basis of Admission
The admission to Diploma Engineering courses under Haryana Govt.School Toppers (HGST) and
Kashmiri Migrants (KM) category will be on the basis of percentage of aggregate marks obtained
in qualifying exams in Mathematics, Science, Social Studies, English and Hindi. Candidates
should also be passing in all the subjects mentioned above. For candidates obtaining equal marks
in merit, the candidate with higher marks in Math will be placed at higher Rank. If the candidate has
same marks in Math, the candidate having higher marks in Science will be placed at higher Rank. For
the candidate having same marks in Science, the candidate having higher marks in English will be
placed at higher Rank. For the candidate having same marks in English the candidate having higher
marks in Hindi or fourth subject will be placed at higher Rank. For the candidate having same marks in
Hindi/ or fourth subject, the candidate with highly marks in 5th Subject. For the candidate having same
marks in 5th subject, the candidate senior in age will be placed at higher Rank.
Minimum eligibility: Pass in 10th examination from Board of School Education, Haryana, or equivalent
examination from a recognized board/ university with 35 % marks (Subject to change by State Govt.
decision)
Note :
i. The candidates will produce a certifcate in the support of their claim from the Principal/Headmaster
of the Govt. School of which the candidate is Topper clearly stating the strength of class and the
can didate claiming HGST quota should be Topper (minimum 2nd division) in current year exam
(i.e.- 2011). (Minimum strength of class should be 5 to become eligible for HGST.)
ii. The candidates applying under Kashmiri Migrants (K.M.) will produce a certifcate in the support
of their claim from the competent authority or Relief commissioner at Collection Centre
(See Chapter No. 6 for collection centre)
iii. The candidate applying for Tution Fee Waiver Category will produce the relevant Parents Income
Certifcatefrom all sources from the organization where he and she is working or Affdavite of
Income on stamp paper from Notary (Annual income of Parents/Guardians should be less than
Rs. 2.50 lakhs from all sources).
iv. Candidate if any simultaneously applying for all options i.e. through Diploma Entrance Test (DET
2011), through under Haryana Govt.School Toppers (HGST), through Kashmiri Migrants (KM )
Quota and also through Tution Fee Waiver Category quota are required to fll separate Application

& OMR form and deposit separate counseling fee i.e. Rs.500/- (non-refundable) for each option,
through www.hscs org (or) www.hscs.net.in before submitting the Application Form. After
the display of merit list, candi date has to participate in Online Off-campus counseling by
NIC through www.tehadmissions.gov.in , seprately for each category.
v. In addition to above, Candidate(S) Who Are Applying For Diploma (Engg.) Under Hgst & Kashmiri
Migrant Quota Are Also Required To Submit Merit Calculation Form Available At Appendix-II Dully
Attested Alongwith Attested Copies Of Qualifying Exam & All Relevant Documents In Addition
To Application And Omr Form At Nearby Collection Centre (See Chapter No. 6 For Collection
Centre)
B. ADMISSION IN DIPLOMA (Engg.) Lateral Entry Courses :
All those candidates who have passed ITI at least with one year (who passed 10th level school leaving
examination before admission to ITI courses), 10+2 (vocational) or 10+2 with PCM would be eligible for
consideration for lateral entry in the session 2011-12 in various Diploma Engineering courses only as per
the compatibility of the courses as mentioned below.
Candidates who have appeared/ are appearing in the qualifying ITI or 10+2 with PCM or 10+2 vocational
examination to be held during current session shall also be eligible to apply for admission subject to
the condition that the candidate proves his/her eligibility cretria at the time of reporting at the allotted
institute.
Basis of Admissions
Admission of the candidates to the Diploma level courses under the lateral entry scheme who fulflls all
other conditions for admission shall be made on the basis of merit in their entrance examination DET(L)
- 2011. On the basis of rank obtained DEL(L)- 2011, candidates will have to participate in Online Off-
campus counseling by NIC on www.tehadmissions.gov.in for fnal seat allotment, after paying counseling
fee of Rs.500/- at www.hscs.org (or) www.hscs.net.in failing which candidate will not be entertained for
counseling.
General Conditions
For the students from ITI getting admission in lateral entry in diploma stream i.e. in 2nd year, they will have
to undergo course in Applied Science I in 3rd semester and II in 4th semester in addition to prescribed

2. As per letter no. 14-2/2006- PCI-5763-6337 dt:- 13-06-2007 of Pharmacy Council of India, following
are not eligible to admission to Diploma Course in Pharmacy:
(a) Candidates having pre-university examinations (new scheme) of Andhra University with
Physics, Chemistry, Maths or Physics, Chemistry, Biology are not eligible.

CHAPTER-7
IMPORTANT PROCEDURE FOR SESSION 2011-12
(A) PROCEDURAL STEPS FOR PARTICIPATING IN ONLINE OFF CAMPUS COUNSELING:
1. This procedure is applicable for the candidates who want to take admissions through online
counseling.
2. Candidates should go through information brochure for gathering information in details about counseling
schedules and procedures. Softcopy is available on the websites www.hscs.org (or) www.hscs.net.in,
http://techeduhry.nic.in under the link Information Brochures.
3. For depositing of counselling fees of Rs.500/-, visit website http://www.hscs.net.in or www.hscs.org
and generate your Roll no. and deposit the counseling fees by generating E-slip for cash payment at
any computerized branches of Axis or PNB banks
(Remember you have paid your counseling fee before proceeding for online counseling, else your
allotted seat can be CANCELLED at any stage and candidate would not have any claim on such
allotted seat.)
4. 1st counselling is for all categories. 2nd shall be done for all categories namely AIC, HGOC, KM,
HGST, SC, BC (by merging BCA & BCB in BC) and merging all (ESM priorities in ESM) with 25%
Horizontal Female reservation, 3rd counselling will be open counselling without any reservation.
i.e only AIC, HOGC, KM & HGST.
5. For participation in online counseling (ID Verifcation, registration, submission of choices, downloading
of seat allotment letters etc.), candidate will visit the web site http://www.tehadmissions.gov.in from any
internet point preferably from any of the technical institutions in the states. (Avoid going to Cybercafes,
as they may mislead or misguide you).
6. On this website, view general information about institutions profle, cut off ranks, latest schedules of
counseling etc.
7. To start counseling click on New Registration option and submit your details of Course, Roll
number, application number, Name, Date of birth (as per admit card OR details provided by HSCS).
8. If any of the details are incorrect, please check the details once again. For any correction/ verifcation,
you may contact HSCS.
9. If all information is entered correctly, you will get registration page for registering yourself as follows:

12. After this, candidate will be redirected to Registration Confrmation page where all entered
registration details are displayed for confrmation once again. If you found any detail incorrect, that
can be corrected by using the option edit registration details otherwise Click here to continue, if
all the registration details shown are correct.
13. Once you proceeded from the above step, your registration details (cant be changed or edited, so
click on Registration Confrmation page when all your particulars are correct. In exceptional case,
you may have to visit/contact HSCS only.
14. You can generate a User ID and Password You are advised to keep records of this password secretly for
their own use only and not to disclose this to others. In the event of sharing of password, candidate
will be solely responsible for the change of registration details, choice etc. In the event of losing
or forgetting of password, the same can be retrieved by the candidate on replying the queries by the
system on the counseling website.
15. Candidate will login the website http://www.tehadmissions.gov.in with his chosen User ID/ Password.
After this, Candidate will confrm his/her registration details and move to fll his/ her eligible choice.
Registration confrmation is necessary for choice flling.
16. Candidate can also see his eligible choice and can take the print out of his/her eligible Choice.
17. Candidate will go to fll his/her choices by clicking on Fill/Modify choice and fll his/her Choices priority
wise by clicking on add choice button (+) in left frame. Candidate should save the flled choices also.
18. To increase the probability of getting a seat, candidates are advised to fll maximum eligible
choices.
19. After flling the choices, the candidate will lock his/ her choice. Locking choces means candidate fnally
flled his/her choice

20. Incase candidate make changes in his registration details than he/she has to fll the choices again as
previous choices will be deleted automatically by the system as soon as any change made in registration
detail.
21. After this, Candidate has to wait for result of desired course.
22. Seat Allotment Result publishing date is available on Key dates section on the website.
23. After the declaration of result, candidate will login in the counselling website and click on Provisional
Seat Allotment result. If candidate has been allotted a seat then a page showing provisional seat
allotment letter appears which shows Institute, Branch allotted to a candidate, Allotment Status and
reporting duration is mentioned.
24. Candidate should take print out of this Provisional Seat Allotment letter, and should personally visit the
institute allotted to him/ her between specifed reporting dates for taking admission.
25. The candidate will deposit one semester fees in the designated institute at the time of reporting
in the institution.
26. Candidates who are willing to take admission in the allotted institution should carry along with them
one semester fees plus all the documents along with them including counseling fee deposit Receipt.
27. Institute will frst check candidates provisional seat allotment letter and verify all candidates document
online. For online verifcation of documents password of candidate as well as of institution is must.
If all the documents shown by the candidates are found correct, the system will generate two copies
of admission slip one for candidate and other for the institution record. If some of the documents of
candidate are not available/correct, then institute will give system generated defciency letter to the
candidate.
28. On obtaining the defciency letter, candidate will again submit the correct document to the reporting
institute between reporting dates and institute will again check candidates document and if institute
found the documents correct then admission slip shall be given to the candidate.
29. On obtaining the Provisional Admission Slip from institute, Candidate will deposit the one semester
fees in the institute allotted to him/her and in this way candidate can reserve a seat.
30. For up gradation of the allotted seat, a candidate should participate in subsequent counseling.
For that the Candidate will login on web site www.tehadmissions.gov.in and click on the
undertaking that I understand and accept that, by participating in this counseling, my earlier
admission/ allotment, if any, will be cancelled automatically, in case I get new allotment to
participate in next counseling.
31. Candidates have to check the undertaking and click on Accept Participation and Proceed to participate
in further counseling.candidate is advised to opt for the choice(s), which is better than the seat
reserved in previous counseling.
32. If candidate wants to change his/ her registration details, then candidate has to approach HSCS for
modifcation in his/ her registration details, along with relevant certifcates. By changing registration
details, candidate flled up choices, if any, would be deleted and eligible choices of candidate may be
affected.
33. For all subsequent counselings, step 14 to 30 will repeat.

Things to Remember
g For withdrawal of one semester admission Fee, the candidate should submit a request in
the institution concerned well before cut of date of admissions.. After withdrawal, the seat
shall be cancelled and shall be allotted to next candidate in queue.
g In case a candidate gets a new seat in subsequent counselling, the earlier allotment/
admission, if any, will stand cancelled automatically.
g In case a candidate upgrades to a new discipline in the same institution, he/ she should
report again in the allotted institution but need not to deposit one semester fees again.
g If a candidate upgrades to a new institute, one semester fees shall required to be
deposited in the new institute also along with document verifcation and should submit
fee withdrawal request in the previous institution
g The candidates who did not get seat in previous counseling or who are not satisfed with
the allotted seat may try in subsequent counseling for getting a seat or up gradation as
per the case respectively.
g Once the seat in subsequent counseling is allotted, the previous allotted seat will
automatically be cancelled. After allotment of seat in subsequent counseling, the candidate
must report at the allotted institute and in case of non reporting by the candidate, the
allotted seat will also be cancelled. (Previously allotted seat got cancelled due to new
allotment of seat in subsequent counseling and newly allotted seat got canceled due
to non reporting) and that seat will be automatically offered to candidates in the next
subsequent counseling. Previously allotted seat will not be given to candidate by any
means after allotment of seat in the subsequent counseling even if it remains vacant.
(B) Counseling for Kashmiri Migrants & Haryana Govt. School Toppers Scheme seats shall be done
online by NIC.
These candidates submit the Application Form, OMR form and Merit Calculation Form at
Appendix II, III & IV (whichever is applicable) along with attested copy of marksheet of qualifying
exam, matric exam and other relevant documents at any nearby collection centre (See Chapter No.4
for eligibility & 6 for Collection Centre).
Kashmiri Migrants will be required to have the original certifcate of Migration duly signed by the
competent authority or Relief commissioner, whereas in case of Haryana Government School
Topper, the candidates will produce a certifcate in the support of their claim from the Principal/
Headmaster of the Govt. School of which the candidate is topper clearly stating the strength
of class & year of passing. Only those candidates will be considered under HGST category
who have passed 10th examination in current year. They are required to pay counseling fee of
Rs.500/- (nonrefundable) through www.hscs.org (or) www.hscs.net.in and after the display of
merit list for the eligible candidates they are required to participate in counseling by NIC through
www.tehadmissions.gov.in
(C) Counseling for Tution Fee Waiver Scheme seats shall be done online by NIC.
The candidate applying for Tution Fee Waiver Category will produce the relevant Parents Income
Certifcatefrom all sources from the organization where he and she is working or Affdavite of Income on
stamp paper from Notary (Annual income of Parents/Guardians should be less than Rs. 2.50 lakhs from all
sources).

They are required to pay counseling fee of Rs.500/- (nonrefundable) through www.hscs.org (or)
www.hscs.net.in and after the display of merit list for the eligible candidates they are required to
participate in counseling by NIC through www.tehadmissions.gov.in
(D) ADMISSION TO 25% SEATS (INCLUDING 5% SEATS IF ANY FOR CHILDREN/ WARDS OF
NRIS).
1. Counseling procedure for 25% seats (including 5% seats if any for children/ wards of NRIs)
to be flled by the private institutions at their own level and any unflled seats out of 75%
seats.
(i) Counseling procedure for 25% seats (including 5% seats if any for children/ wards of NRIs)
and any unflled seats out of 75% seats to be flled by the private institutions at their own
level.
I. Private institutions shall fll 25% seats (including 5% seats for children/wards of NRIs) any unflled
seats out of 75% seats at their own level in a just and transparent manner for which they shall
invite the applications, prepare and display the merit list. The procedure shall be displayed by the
Institute concerned on its website.
II. The private institutions shall make these admissions before fnal cut off date of admissions.
III. The minimum eligibility condition for these seats shall remain the same as that for 75% seats to be
flled by the Haryana State Counseling Society.
IV. In the event of seats remaning vacant, if any, the vacant seat may be flled up before fnal cut off date of
admission frstly on the basis of DET merit and only thereafter on the basis of marks of qualifying exam.
V. In any case all kind of admissions shall be done before the fnal cut of date admission (as mentioned in key
dates) and the fee fxed by the State fee Committee shall be charged as per the laid down procedure. In any
case higher fee shall not be charged.
VI. The fnal list of admitted candidates (including the institute level admission), should be updated online by
the institute possitively, so that the same may be forwarded to the concerned Board. The wrong admissions,
whatsoever, Shall not be permitted.
(ii) Counseling procedure for admission to 5% seats of Tution Fee Waiver (T.F.W)
Tution fee waiver seats shall be flled by HSCS through centralized counseling by NIC.

In Govt. / Govt-Aided Institutions reservation is likely to be followed on the pattern of reservation followed
last year which was as under: -

The private institutes have voluntarily opted admissions of 75% of total sanctioned intake in their institutes
for flling by the candidates belonging to residents of Haryana. These shall be distributed as under :-
i) 25% of total sanctioned intake shall be flled by Private Polytechnics.
ii) Balance 75% seats shall be flled by NIC.
15% of total sanctioned seats for All India Category (11.25% of sanctioned intake)
Half of the balance 63.75% seats for Haryana residents categories as spelt out in Admission
Brochure (31.87% of sanctioned intake)
Half of these balance 63.75% seats shall be made available for reserved categories of Haryana in
the ratio as specifed by Govt. of Haryana in case of Govt./Aided.
g 20% for SC (i.e. 12.74% of sanctioned intake)
g 16% for BCA (i.e. 10.18% of sanctioned intake).
g 11% for BCB (i.e. 7% of sanctioned intake)
g 3% for PH (i.e. 1.9 % of sanctioned intake)

(iii) For private unaided Minority institutions
i. All India category including NRI seats not exceeding upto 15% (at the discretion of
the management as above).
ii. Minority Quota - 42.5% of sanctioned intake fxed by the State Govt. vide notifcation
No. 20/5/2004-4TE, dated 25.06.2004.
iii. Balance- 42.5% (half for Haryana Open General and half for reserved categories of
Haryana in the ratio as specifed above).
(However, at the intervention of National Commission for Minority, Al-Falah School of
Engg., Faridabad and Brown Hills College of Engg. & Tech. Dhauj, Faridabad allowed to
fll all seats at their level.)
Seat Matrix shall be displayed before the start of counseling.
Note:
1. Change, if any, shall be applicable at the time of counseling
2. One seat in each institution is reserved for Kashmiri migrants for Diploma(Engg.), Diploma(Pharmacy
& Management). These seats are to be flled up on supernumerary basis by Haryana State
Counseling Society.
3. For Diploma(Engg): One seat in each branch in each Polytechnics is reserved for each topper
of Govt. Schools of Haryana and shall be flled on the inter-se merit of 10th class through Online
counseling also. Candidate if any simultaneously applying for more then one categories i.e.
through Diploma Entrance Test (DET-11) & through under Haryana Govt.School Toppers
(HGST) or Tution Fee waiver Scheme or Kashmiri Migrant categories are required to fll
separate Application & OMR form and deposit separate counseling fee i.e. Rs.500/- for each
category/option.
4. 03 seats for three year diploma(Engg) course in printing technology at Northern Regional Institute
of Printing and Technology, Taliargang, Allahabad-U.P. These seats along with any other seats if
allotted by MHRD for Polytechnics in other state(s) the same are to be flled on the basis of merit
of DET - 2011 only by H.S.C.S through open advertisement.
5. 50% of total seats at GP Uttawar for Diploma(Engg.) and Diploma(Pharmacy & Management),
50% of total seats at GPW Morni are horizontally reserved for resident of Mewat area and Morni
respectively. The admissions for these seats shall be made on the basis of DET merit by the
Principals through open advertisement.

6. In case of Diploma(Engg): 10 seats at S.J.P. Damla are horizontally reserved for Haryana Wakf
Board (Chemical Engg. - 03 seats, Electronic & Comm. Engg- 04 seats, Computer Engg.- 03 seats).
12 seats at Govt.Polytechnic Sanghi are horizontally reserved for resident of Sanghi Village, 10
seats at Govt. Polytechnic Lisana are horizontally reserved for resident of Lisana Village, 4 seats
at Govt.Polytechnic, Chikha are horizontally reserved for resident of Chikha Village, 50% seats
Govt. Polytechnic Morni are horizontally reserved for resident of Morni . The respective Principals
of these Polytechnics shall make the admissions for these horizontally reserved seats on the basis
of DET - 2011 merit only through open advertisement.
7. If the number of seats in any particular category is not a round fgure, 0.5 or above will be taken
as one and less than 0.5 shall be ignored, except that in Physically Handicapped, Children and
Grand-children of Freedom Fighters and Ex-Servicemen and their Wards Categories, at least one
candidate will be admitted from all the three categories in total, even if the share is less than 0.5
seats provided the number of sanctioned intake in the particular course is 30 or above.
8. Number of reserved seats shall not exceed more than 50% of the State Quota Seats.
9. Merging of sub-categories in the reserved categories and removal of ESM priorities of Haryana
shall be made before 2nd Phase counseling. The vacant seats of reserved categories of Haryana
shall be converted and offered to General Category candidates alongwith other net resultant
vacancies in the 3rd Phase counseling.
10. A candidate, who applies for reserved category will be considered frst in general category. In case,
he/she does not get a seat of his/her choice in general category, then he/she will be considered for
his/her reserved category as applicable.

INSTRUCTIONS FOR THE CANDIDATES CLAIMING RESERVATION FOR
HARYANA RESIDENTS:
All the candidates claiming to be bonafde residents of Haryana should produce a Haryana resident
certifcate signed by competent authority as per details given in Annexure-I/IA/IB. A format of certifcate
for resident of Haryana is given at Annexure-VI of this Brochure. A format of certifcates from the employer
in the case of employees of Govt. of Haryana, members of All India Services borne on Haryana cadre,
employees statutory bodies/corporation is given at Annexure-VII.
SCHEDULED CASTE/ SCHEDULED TRIBE (SC/ST):
A candidate claiming seat against the seats reserved for Scheduled Caste / Scheduled Tribe (SC/ST) (as
per list at Annexure-II) will have to attach a copy of the certifcate given at Annexure-VIII of this Brochure
from the competent authority, that is, Circle Revenue Offcers (Tehsildar/Naib Tehsildar-cum-Executive
Magistrate of the District/Sub Division to which the candidate is a permanent resident.
BACKWARD CLASS (BC) :
A candidate-claiming seat against the seats reserved for Backward Class (BC) Block A/ Block B (As per
Annexure-III) will have to submit and produce an certifcate in the format at Annexure IX of this Brochure.
An affdavit has given at Annexure-X is to be submitted by the parents of BC category candidate.
ESM:
A candidate claiming seat against the seats reserved of Ex-Serviceman must attach a certifcate from the
Secretary District Soldier, Sailors Airmans Board as a proof of their being as such. The candidate claiming
seat against the seats reserved for children/wards of the Armed Forces Personnel must attach a certifcate
from the local unit as a proof of their being as such. Against the seats reserved for children/wards of Armed
Forces Personnel/Ex-Servicemen, First priority in the admission shall be given to the candidate
whose father died in action while in active service. Next priority shall be given to Ex-Serviceman
himself seeking admission and only the remaining seats if any, shall be given to the children/wards of
Armed Forces Personnel/Ex-Servicemen who may be either serving or may have served the army. The
children/wards of Civil G.T. Cops A.S.C. Who are civilian class III and IV Government servants and serve
in the feld under the same conditions as Military Personnel, are also entitled to the same concession as
applicable to the defence personnel Annexure XV and XVI.
FREEDOM FIGHTER (FF)/ DEPENDENT OF FREEDOM FIGHTER(DEF):
The candidates claiming the reservation for children/wards of freedom fghter shall be required to produce
certifcate from the offce of the Chief Secretary to Government of Haryana (protocol and publicity branch)
duly signed and stamped. The candidate should also submit an affdavit counter signed by the Magistrate
showing the relationship of the candidate with the freedom fghter. The certifcate can also be obtained
from Deputy Commissioner of concerned district of Haryana State as per Annexure -XII.
PHYSICALLY HANDICAPPED (PH):
The handicap disability should not be less than 40 % and should not interfere with the requirement of the
professional career as an Engineer/Architect/Technician in all the courses. The certifcate to this effect
should be obtained from Civil Surgeon heading the constituted medical board as given at Annexure -XI.

KASHMIRI MIGRANTS (KM)
One seat is reserved in each discipline in each Institute for each course i.e. Diploma (Engg.), Diploma
(Pharmacy) and Diploma (Management). The seat of Kashmiri Migrants is supernumerary i.e. over and
above the sanctioned intake. For admission against this seat, the Kashmiri Migrants will be required to have
the original certifcate of Migration duly signed by the competent authority or Relief commissioner.
HARYANA GOVT. SCHOOL TOPPER (HGST)
One seat is reserved in each discipline in every institute for admission of toppers (having minimum 2nd
division) of Govt. High Schools of Haryana for admission in 1st semester Diploma in Engg. trades. The
admission will be made on the basis of percentage of qualifying exam subject to the fulfllment of the
eligibility conditions mentioned in the respective section of the brochure.

CHAPTER - 9
REPORTING OF THE CANDIDATE AT ALLOTTED INSTITUTES
(A) REPORTING OF THE SELECTED CANDIDATES
1. The candidate shall print the provisional allotment letter from website www.tehadmissions.gov.in and
deposit the semester fees at allotted institute and shall report at the alloted institute as mentioned in
the key dates (Refer to Provisional Allotment Letter for allotted Institute).
2. Selected candidates are required to report during reporting period for that particular counseling at the
allotted institutes for which they have been selected, with the allotment letter generated from the web
site along with all requisite documents/ certifcates/ testimonials / proof of annual parental income
from all sources (in case TFW quota candidates & SC candidates).
3. The candidates who have reported at the allotted institute will get a system generated admission slip
from the allotted institute after completing the admission formalities.
4. The candidate who has been allotted a seat (in any institution) has to report at allotted institute during
reporting period period of that particular counseling. Otherwise his/her seat shall be cancelled, such
type of candidates can go for subsequent phases of counseling by selecting again the choices priority
wise & after the result of subsequent counselings he/she may approach for allotted institute during
the reporting period as per Key Dates.
5. Institutes would REPORT ONLINE on http://www.intrascbh.nic.in for each selected candidate in
presence of the candidate and candidate shall assure that they collect the Provisional Admission
Slip from institute during reporting.
(B) LIST OF DOCUMENTS TO BE BROUGHT AT THE TIME OF REPORTING IN THE INSTITUTE:
The candidates, at the time of reporting at alloted institutes must bring the following Original Certifcates/
Documents/Testimonials alongwith three sets of duly attested photocopies of these with them. Any
candidate, who fails to produce any of the required Certifcate / Document / Testimonial at the time of
reporting at the alloted institution, will forfeit his/her claim to admission.

iv. Character Certifcate :
(a) Regular Candidates : The candidates who passed their qualifying exam. from School/College
as regular students are required to submit the Character Certifcate as per Annexure-XIV.
(b) Private Candidates : Candidates, who have passed the qualifying examination as private
candidates should submit their Character Certifcate, duly signed by a First Class Magistrate.
v. Residents Certifcate as per Annexure-VI, if applicable : Candidates, who have passed their
qualifying examination from a Board/Recognized School located in the State of Haryana will be
deemed to be Haryana residents and will not be required to submit certifcates of bonafde residents
of Haryana.
vi. Certifcate from the Employer in the case of Employees of Govt. of Haryana, members of All India
Services borne on Haryana Cadre, Employees of Statutory Bodies/Corporations as per Annexure-VII,
if applicable.

Note:
(i) All Originals and 3 sets of attested photo-copies of all applicable documents/testimonials/certifcates
must be brought at the time of reporting.
(ii) The original certifcates shall be returned back to the candidate concerned after verifcation by the
institute.
(iii) The 3 sets of attested copies of certifcates/documents/testimonials will be verifed & signed by the
Director-Principal or his authorized representative & will be retained for registration purposes with the
HSCS and subsequently in the Board.
(iv) In case of Kashmiri Migrants, supporting certifcates and original certifcate of migration duly signed
by the competent authority or Relief Commissioner.
(v) In case of HGST, candidates shall produce a certifcate in the support of their claim from the Principal/
Headmaster of the Govt. School of which the candidate is topper clearly stating the strength of class
(attach the attested form available at Appendix II)
(C) POST COUNSELING INSTRUCTIONS FOR THE INSTITUTES:
Verifcation of the credentials of the candidate will be done by the alloted institutes at the time of
reporting for admission, by comparing with the original certifcates against which candidate has been
allotted seat. Any entry or information flled/ made by the candidate, if found to be false, shall entail
automatic cancellation of admission.
The candidates found eligible for admission, will be required to complete other admission formalities
as per norms. Three set of copies of certifcates etc duly attested by a Gazetted offcer/ institution last
attended shall be submitted by the candidate at the allotted institute.
Online Reporting of each selected candidate in presence of the candidate shall be done by alloted
institute by simply selecting/ tick marking the checklist online for checking all the parameters of the
check list. Online reporting should be done as and when candidate reports at institute and not on the
last date of admission.
After successful admission of the candidate, alloted institute must provide system generated admission
slip to candidates

Institute are required to update the vacancy position online on http://www.intrascbh.nic.in/strictly as
per Key dates so that the subsequent counseling may be conducted as per schedule, failing which
they will be fned heavily.
All admissions by institutes including institute level admissions are to be updated/reported online as
and when they report/admit the candidates. No permission of any kind would be provided for admitting
students, if not reported online as per Key dates/schedule. The online reported candidates for centralized
as well as institute level admissions would only be forwarded online to HSBTE.
The institute shall submit the fnal list of admitted students alongwith documents/certifcates proving
eligibility to HSBTE for registration purpose and same shall be verifed with the list of admssions as
updated by respective institute on www.intrascbh.nic.in till fnal cut off date of all admissions.
No excuse from institutes regarding non-updation of admissions would be entertained in any case.

CHAPTER-10
REFUND OF SEMESTER FEE DEPOSITED BY
CANDIDATES IN THE INSTITUTE
The counseling fee of Rs. 500/- deposited in HSCS is non-refundable.
Refund of semester/admission fee collected by the institutes to the Candidate
As per AICTE public notice Advt. No. AICTE/DPG/03(01)/2008, in the event of a student/candidate
withdrawing before the starting of the course, the wait listed candidates should be given admission against
a vacant seat. The entire fee collected from the student, after deduction of the processing fee of not more
than Rs1000/- shall be returned by the institution/University to the student/candidate withdrawing from
the programme. It would not be permissible for institution and universities to retain the any certifcate in
original. Should a student leave after joining the course and if the seat consequently failing vacant has
been flled by another candidate by the last date of admission, the institution must return the fee collected
with proportionate deductions of monthly fee and proportional hostel rent, where applicable.
If the vacant seat has not been flled by the institute, then also the institution must return the fee collected
with proportionate deductions of monthly fee and proportional hostel rent, where applicable.
For refund of semester/admission fee deposited in the institute, candidate has to give the refund application
to the concerned institute well within time and get a receipt of the same from them. In case, Institute
doesnt provided the same, the Refund Intimation can also be given on our website www.hscs.org or
www.hscs.net.in before 30th September, 2011 (Which is the last date of admissions).
The request of only that student will be forword to concern institute who get the admission through Centrlize
Counseling & apply upto above mentioned date(Which is the last date of admissions). The ultimate
responsibility of refund the fee lies with the institute. In case the institute does not refund the candidate
fee the candidate can complaint to the BOARD/University and AICTE for further action. (Refund directon/
Policy are issud by the AICTE As per AICTE public notice Advt. No. AICTE/DPG/03(01)/2008)

CHAPTER-11
A. BENEFITS FOR S.C. CANDIDATES
At present there are two schemes for SC welfare schemes namely Post Matric Scholarship of GOI. and
Scheme of Technical Education Department:-
i. The Post Matric Scholarship scheme of GOI is by Deptt. Of SC Welfare for institutions in its ambit
of Technical Education for SC students whose parents/ guardian income is less than 2.00 lacs are
eligible under this GOI scheme. The benefts includes enrollments/ registration, tuition, games, Union,
Library, Magazine, Medical Examination and such other fees compulsory payable by the student to the
institution or University/ Board. Refundable deposit like caution money, security deposit will, however,
be excluded. For students admitted under this scheme the application form has to be submitted by the
students to the Principal.
ii. In the scheme of Technical Education Department beneft is available to SC students admitted through
central counseling only and whose parents / guardians income from all sources is more than Rs.1.00
lacs and does not exceed Rs. 2.40 lacs per annum (available on the website). In this scheme only the
tuition Fee is reimbursable and the maximum ceiling of fee reimburse able for diploma programmes is
Rs.20,000/- or the actual fee whichsoever is low. (Scheme is available on website www.hscs.org)
B. Motivational scholarship scheme of HSCS
i. Top 10% of the number of candidates appeared in DET (Diploma entrance exam) or top 10% of candidates
appeared in counseling for courses like Diploma(Pharmacy), Diploma(Mgmt.) & Diploma(Hotel Mgmt.),
where entrance exam is not conducted, are given scholarship by HSCS upto Rs. 20000/- per student
per year or actual tuition fee whichever is less.
ii. Top 25% girl candidates out of the number of candidates appeared in DET (Diploma entrance exam)
or top 25% girl candidates out of the number of candidates appeared in counseling for courses like
Diploma(Pharmacy), Diploma(Mgmt.) & Diploma(Hotel Mgmt.), where entrance exam is not conducted,
shall be considered for respective scholarships.are given scholarship by HSCS upto Rs. 20000/- per
student per year or actual tuition fee whichever is less.
iii. Scholarship upto Rs. 20000/- per student per year or actual tuition fee whichever is less to Haryana
Govt. School Topper (HGST) students admitted through central counseling in Diploma(Engg.) course
is given by HSCS.
iv. Scholarship upto Rs. 20000/- per student per year or actual tuition fee whichever is less, is given to
frst 50 Haryana Govt. Secondary School Topper (HGST) girl candidates.
v. Prize of Rs. 21,000/- each to First 3 position holders in Diploma Entrance Test (DET) conducted by
HSCS.
vi. Prize of Rs. 21,000/- each to First 3 position holders in each branch of Diploma Examination conducted
by State Board of Technical Education, Haryana.
Note : Number of scholarships can increase or decrease depending upon the availability of funds.

CHAPTER 12
INFORMATION REGARDING FEE
In pursuance of the judgement dated August 14, 2003 of Honble Supreme Court of India in writ petition
(Civil) No.350 of 1993 (Islamic Academy and Anr. Vs. State of Karnataka and Ors.), the State Government
had constituted State Fee Committee to fx fee structure of private unaided minority/non minority institutions
for various types of technical courses. The Supreme Court guidelines stipulate that fee structure should
be such that it is viable for the Colleges to function as per norms laid down by AICTE, but there should be
no profteering.
The fee structure of various self fnancing technical institutions is available at Annexure- XIX and on the
website www.techduhry.nic.in Candidates are advised to see the changes, if any, in the fee structure of
institutes on the website www.techeduhry.nic.in before flling the choices of branch and institute during
online counseling as there are pending requests with State Fee Committee from some institutes for fee
revision.
Guidelines issued by State Fee Committee regarding charging of different amounts under various
heads other than Tuition Fee, Development Fund, Student Fund, Caution Money
i) Hostel & Mess charges: Rs. 45000/- per student which shall include lodging, boarding, water
& electricity, reading room, computer, work station, gym and sports/necessary furniture &
furnishings. However there can be a variation of 10% depending upon locale and specifc
demands. Laundry and Canteen etc shall be on actual basis and optional. Cost of A.C. room
would be separate which could be on an average Rs. 9000/- to 10000/- extra.
ii) Transport:- It has to be as per actuals. However not beyond Govt. fare per km.+ upto 50%.
iii) University/Board and Examination fee:- as per actual.
iv) Prospectus:- Only once in the course and should not be more than Rs. 500/-.
v) Placement Brochure:- Chargeable only once (in fnal year) and should not be more than
Rs. 500/-.
vi) Insurance:- Actual basis.
vii) Uniform:- Rs. 3000/- which shall include one Blazer, two trousers, two shirts, one tie, two socks.
Subsequent requirement optional and chargeable.
viii) Additional charges for items like generator, internet (Wi-Fi), Book Bank (minimum 3 books)
EDP. etc. etc. may be taken only if these facilities are provided. However, it should not be more
than 5% of the sum total of the tuition fee + development fund and proportionately less as
decided by State Fee Committee.
Every institute is required to fx all the charges accordingly and refect in their prospectus & on
their website and must necessarily submit a copy of prospectus and placement brochure to
State Fee Committee.

INFORMATION REGARDING INTAKE FOR THE SESSION
2011-12
1. District wise Institutes, Branches & intakes for the session 2011-11 is available at Appendix-V.
2. Institutions/ disciplines/ intake are subject to change by the competent authority. New institutions/
disciplines and the variation of intake in the existing institutions shall be considered for admission
for the year 2011-11, if the approval from the competent authority such as AICTE/ Affliating Board is
received before the start of counseling.
3. One seat in each branch in all Govt./Govt.Aided/Self Financing institutes is reserved for Kashmiri
Migrants, as per guidelines of AICTE for the session 2011-12. These seats are supernumerary seats.
4. For Haryana Govt. School Topper (HGST): One seat is reserved in each course/discipline in every
institute for admission of toppers (having minimum 2nd division) of Govt. High Schools of Haryana
(having minimum 5 students on roll), for admission in 1st semester in Diploma Engg Courses. Seat
reserved for HGST is within the sanctioned intake.
5. The Institutes opting for Tuition Fee Waiver scheme are permitted to fll upto 5% more seats. Admissions
under AICTE Scheme of Tuition Fee Waiver is meant for eligible women, economically backward and
physically handicapped meritorious students.

Subject : Bonafde residents of Haryana - Guidelines regarding.
I am directed to invite your attention to Haryana Govt. letters noted in the margin on the subject noted
above vide which the instructions were issued regarding simplifcation of procedure for obtaining the
certifcate of Domicile for the purpose of admission to educational institution (including technical/medical
institution). The matter has been reconsidered in the light of judgment delivered by the Honble Supreme
Court of India in the case of Dr. Pradeep Jain vs. Union of India and others reported as AIR 1984-
SC-1421, wherein it has been held that instead of the word Domicile the word Resident be used in
the instructions issued by the State Government and it has been decided to revise the Government
instructions. Henceforth, the following categories of persons would be eligible for the grant of Resident
Certifcate: -
i) Candidates, who have passed the examination qualifying there for selection in an institution from a
school/college in Haryana.
ii) Children / Wards (if parents are not living) / Dependents: -
(a) of the employees of Haryana State posted in or outside Haryana State or working on deputation;
(b) of the employees of the statutory bodies/corporations established by or under an act of the State
of Haryana who are posted in Chandigarh or in Haryana or outside Haryana.
(c) of the employees of the Government of India posted in Chandigarh or in Haryana in connection
with the affairs of the Haryana Government;
iii) Children/wards (if parents not living)/dependents of persons who after retirement have permanently
settled in Haryana and draw their pensions from the treasuries situated in the State of Haryana.
iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana Government irrespec-
tive of the fact that the original home of the retiree is in a state other than Haryana or he has settled
after retirement in or outside Haryana;
v) Children/Wards (if parents are not living)/dependents of persons, who have permanent home in Harya-
na and include persons who have been residing in Haryana for a period of not less than 15 years or who
have permanent home in Haryana but on account of their occupation they are living outside Haryana;
vi) The wives of such persons who are bonafde residents of Haryana irrespective of the fact that they had
belonged to any other State before marriage;

vii) Persons who were born in Haryana and produce a certifcate to that effect; provided that the parents/
guardians (if parents are not living) of persons belonging to any one of the above mentioned categories
are:
a) Citizen of India;
b) Produce an affdavit to the effect that they or their children/wards (if parents are not living)/
dependents have not obtained the beneft of Resident in any other State.
2. All candidates claiming to be bonafde residents of Haryana should produce a Haryana Resident Cer-
tifcate signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub-Divisional
Offcer (Civil) of the District/Sub-Divisions to which the candidates belong. Resident Certifcates in
respect of elsewhere or in respect of the Children/Wards/Dependents of Haryana Govt. employees
who are posted at Chandigarh, Delhi or elsewhere or in respect of Children /Wards/ Dependents of
pensioners of Haryana Govt. or in respect of the Children/Wards/ Department of the employees of the
Government of India posted at Chandigarh or in Haryana in connection with the affairs of Haryana
Government, or in respect of Children/Wards/Dependents of the employees and retirees of the Statu-
tory Bodies/Corporations of Haryana established by or under an Act of the State of Haryana or a
Central Act and located at Chandigarh, Haryana or outside Haryana, should be by their respective
Heads of Departments.
3. Candidates seeking admission in educational institutions (including medical and technical institutions)
located in Haryana, may not be required to produce Resident Certifcate, if they have passed the ex-
amination from a school/college situated in Haryana. For this purpose, a certifcate of the Principal/
Headmaster from concerned institution where the children/wards studied last should be considered
suffcient. The Principal/Headmaster of the institution shall be competent to issue such certifcate,
which should be suffcient.
4. If a candidate is admitted on the basis of claim that he belongs to the State of Haryana but at any
subsequent time is discovered that his claim was false, the student shall be removed from the institu-
tion, all fees and other dues paid up to the date of such removal shall be confscated. The Principal/
Headmaster may take such other action against the student and his/her parents/guardians as he may
deem proper in the circumstances of any particular case.
5. For the purpose of uniformity for issuing certifcate of Residence in the case of various categories to be
issued by the competent Authorities, proformas have been prescribed which are enclosed herewith.
6. These instructions may kindly be noted carefully for compliance and the receipt of this letter may
please be acknowledge.

I am directed to invite your attention to Haryana Government circular letter No. 62/17/95-6GSI, dated
3.10.1996 on the subject noted above vide which the powers of issuing Haryana Resident Certifcate was
vested with District Magistrate/General Assistant to Deputy Commissioner or Sub Divisional Offcer (Civil)
of the District/Sub Divisions.
The matter has been reconsidered by the State Government in view of the problems being faced by the
public in general and the students community in particular in obtaining a resident certifcate from the
concerned authorities. With a view to improve the existing system in public interest, it has been decided
by the Government to delegate powers of District Magistrates/City Magistrates/Sub Divisional Offcers
(Civil) to Tehsildars to issue Haryana Resident Certifcate to the claimant (s). Henceforth the Tehsildars of
Revenue Department are authorized to issue Residents Certifcates besides the aforesaid functionaries.
These instructions may be observed by all concerned meticulously.

(b) Parents, either of whom is a Class I Offcer;
(c) Parents, both of whom are Class I Offcers; but one of them dies
or suffers permanent incapacitation.
(d) Parents, either of whom is a Class I Offcer; and such parents dies
or suffers permanent incapacitation and before such death or such
incapacitation has the beneft of employment in any international
organization like; U.N., I.M.F., World Bank etc. for a period not less
than 5 years.
(e) Parents, both of whom are Class I Offcers die or suffers perma
nent incapacitation and before such death or such incapacitation
of the both, either of them has had the beneft of employment in
any international organization like; U.N., I.M.F., World Bank etc.
for a period not less than 5 years.
Provided that the rule of exclusion shall not apply in the fol
lowing cases:
(a) Sons and daughters of parents, either of whom or both of whom
are class I Offcers and such parent(s) dies/die or suffer perma
nent incapacitation.
(b) A lady belonging to OBC category as got married to a Class I Of
fcer, and may herself like to apply for a job.
B. Group B/Class-II Offcers
of the Central and
State Services (Direct

(a) Parents, both of whom are Class II Offcers;
(b) Parents, or whom, only the husband is a Class II Offcer, and he
gets into Class I at the age of 40 or earlier.
(c) Parents, both of whom are Class II Offcers; but one of them dies
or suffers permanent incapacitation and either one of them has
had the beneft of employment in any international organization
like; U.N., I.M.F., World Bank etc. for a period not less than 5 years
before such death or permanent incapacitation.
(d) Parents, of whom, the husband is a Class I Offcer (Direct recruit
or pre-forty promoted) and wife is a Class II Offcer and the wife
dies or suffer permanent incapacitation; and
(e) Parents, of whom, the wife is a Class I Offcer (Direct recruit or
pre-forty promoted) and the husband is a Class II Offcer and the
husband dies or suffer permanent incapacitation.

Provided that the rule of exclusion shall not apply in the following
cases:

Undertakings etc.
The criteria enumerated in A and B above, in this category apply
mutatis mutandi to offcers holding equivalent or comparable posts
in PSUs, banks, insurance organizations, equivalent or comparable
basis in these institutions, the criteria specifed in category V below
will apply to the offcers in these institutions.
III. Armed Forces
including Para Military
Forces (persons
holding civil posts not
included)
Son(s) and daughter(s) of either or both of whom is or are in the rank of
Colonel and above in the army and to the equivalent posts in the Navy
and the Air Force and the Paramilitary Forces:
Provided that:-
(i). If the wife of an Armed Force Offcer is herself in the Armed Forces
(i.e. the category under consideration) the rule of exclusion will
apply only when she herself has reach the rank of colonel.
(ii). The service ranks below colonel of husband and wife shall not be
clubbed together.
(iii). If the wife of an offcer in the Armed Forces is in Civil Employment,
this will not be taken into account for applying the rule of exclusion
unless she false in the service category under Item No. II, in which
case, the criteria and condition enumerated therein, will apply to
her independently.
IV. Property Owners
(Agricultural Holdings)
Son(s) and Daughter(s) of persons belonging to a family (father, mother
and minor children) which owns land more than land permissible under
the Ceiling Act of Haryana State.
V. Income/Wealth Test Son(s) and Daughter(s) of:
(a) Persons having Gross annual income or rupees 1.00 lacs or above
or possessing wealth above the exemption limits as prescribed in
the Wealth Tax Act for a period of three consecutive years.
(b) Persons in categories I, II, III and IV, who are not disentitled to
beneft of reservation but have income from other sources of wealth
which will bring them within the income/wealth criteria mentioned
in (a) above.
Explanation:
(i). Income from salaries or agricultural land shall not be clubbed.
(ii). The income criteria in terms of rupee will be modifed taking into
account, the change in its value every three years. If the situation
however, so demands, the interregnum may be less.
(iii). Where the husband is in some profession and the wife is a Class II
or lower grade employment, the income/wealth test will apply only
on the basis of the husbands income.
(iv). If the wife is in any profession, and the husband is in employment
in a Class II or lower rank post, then the income/wealth criterion
will apply only the basis of the wifes income and the husbands
income will not be clubbed with it.
Explanation: wherever, the expression permanent incapacitation occurs in this schedule, it shall
meet incapacitation, which results in putting an offcer out of service.

PRESCRIBED MEDICAL STANDARDS FOR ADMISSION
A Diploma Courses profession demands good physique and stamina. An applicant who suffer from any
organic defect or does not have sound health so as to bear the strain of the course which must be heightened
in his/her professional life would be well advised not to take up the Diploma Courses Profession. He/she
must fulfll the following medical standards.
HEIGHT : Not less than 1.5 meter for male candidates, and not less than 1.2 meter for
female candidates.
WEIGHT : 41 kg. Approximately for male candidates and 37 Kg. approximately for female
candidates.
CHEST MEASUREMENT : Not less than 69 cms. with satisfactory limit of expan sion and contraction
for male candidates only.
HEART and LUNGS : No abnormality
HARNIA, HYDROCELE and Presence of these is a temporary disqualifcation to be rectifed before joining
the course of study.
VISION : Normal, where defective, it must be corrected to 6/9 in the better eye and 6/12
in the worse eye. Eye should be free from congenital and other disease. In
case of admission to Textile Courses, the candidates must also be free from
colour blindness (inability to distinguish between principal colours).
HEARING : Normal, Where defective, it must be corrected.

Annexure XVII
Approval Process for Supernumerary seats under Tuition Fee Waiver scheme
11.0 Tuition Fee Waiver scheme (TFW)
11.1 a Scheme shall be applicable to all approved Technical Institutions offering Bachelor
Programs, Diploma and Post Diploma program of Three / Four years duration
b Seats up to maximum 5 percent of sanctioned intake per course shall be available for
these admissions. These seats shall be supernumerary in nature.
c The Competent Authority for admissions shall be the same as for regular admissions.
d The scheme shall be mandatory for all Institutions approved by the council.
11.2 Eligibility
a Sons and daughters of parents whose annual income is less than Rs. 2.50 lakhs from
all sources shall only be eligible for seats under this scheme
b The Waiver is limited to the tuition fee as approved by the State Level Fee Committee
for self-fnancing Institutions and by the Government for the Government and
Government Aided Institutions. All other Fee except tuition fees will have to be paid by
the benefciary.
11.3 Procedure for Grant of Approval

b The Competent Authority for admissions shall be the same as for regular admissions

11.4 Admissions Procedure
a Under this Scheme, up to fve percent of sanctioned intake per course shall be available
for these admissions. These seats shall be supernumerary in nature.
b The competent authority to effect these admissions is the State Government or its
designated Authority.
c In the event of non-availability of students in this category the same shall not be given
to any other category of applicants.
d State Admission authority shall invite applications under this category, make a separate
merit list for this category and effect admissions on the basis of the merit list so
generated.
e The Institutions shall publish in their brochure and web site the details of this scheme.
f Competent Authority for admissions shall submit a separate list of the students admitted
under this category to the Institute to which they are admitted for compliance.
g A letter in this respect shall be issued by the Competent Authority for admissions to
each benefciary student admitted under this scheme and he / she shall not be allowed
to change Institution/course under any circumstances
h The Institutions shall also display information regarding admitted candidates in their
web sites for information to the students and other stakeholders

ATTENDANCE AND LEAVE RULES
1. A Student shall be required to attend a minimum of 70% of the lectures delivered(in theory and practicals
combined).
2. The attendance will be counted from the date of start of session, to the date prior to the date of commence
ment of the theory examination.
3. In case of late admission in the frst semester, the attendance shall be counted from the date of actual
admission of the candidate, by the competent authority.
4. The name of the student shall be struck off the rolls if he/she remains absent for 14 consecutive working
days, without leave.
5. A student whose name has been struck off the rolls, may however, be admitted by the principal if he/ she
satisfed that the absence of the student was due to the circumstance beyond his/ her control subject to
availability of seats in 1st semester..
6. If the name of the student is struck off due to non deposition of fee a fne of Rs. 20/- per day shall be im
posed on the student for the next 15 days and after that Rs. 1000/- shall be charged for re-admission.
Students are therefore advised to deposit the fee well in time.
7. Any student of the institution who fails to appear or pass any particular exam and further thereafter remains
absent from the institution for a period exceeding one year from the date of re-opening of the institute
following the exam in which the student had failed to appear or pass shall not be entitled to continue his/
her studies in the institute without prior, written permission of the Secretary, HSBTE.
8. A minimum of 450 lectures must be delivered in the semester for regular Diploma courses and 2100 hours
spread over 4 years for part time Diploma courses which are mandatory as per AICTE norms.
9. The Principal may grant leave to the students but leave will be granted in case of unavoidable necessity
only to the extent of 10 days per semester, subject to the condition that the student completes the pre
scribed minimum attendance as per attendance rule and the leave must be got sanctioned before availing
the same
Examination Rules
These rules are subject to alteration and / or amendment by the Board without any notice. The examina-
tion shall be held twice a year i.e. once in month of May-June and the other in the month of November-
December or dates as may fxed by the Board.
Eligibility for the Semester Examination
The examination shall be open to any student who :-
(a) Has been on the roll of an institution affliated to the Board for a full Academic Year / Session and
has been registered with the Board.
(b) Has submitted his examination-cum-permission from alongwith prescribed Examination fee to the
Director, Technical Education, Haryana through the principal of the institution at which she / he is /
was on rolls.
(c) (i) Has attended not les than 70% of delivered Lectures in the theory and practical Combined and
fulflls the attendance criteria.
(ii) In case of Pharmacy courses only such students who produce certifcate from the Head of Institu-
tion concerned in proof of his/ her having regularly and satisfactory followed the frst year / second
year course of study by attending not less than 75% of the classes held (both in theory and practical
separately) of each subject or any other condition laid by the Pharmacy Council of India from time
to time.

ii The fee shall be chargeable on semester basis.
iii Every penny collected from students, whatsoever, and in any form, shall be well accounted for.
The head-wise accounts shall separately be maintained and included in college / institution
accounts. No diversion of fund from the institution shall be made. The Institution shall submit the
balance sheet alongwith complete information on prescribed Performa upto 30th June of every
year after duly authenticated and certifed by Chartered Accountant to the State Fee Committee
/ Department.
Guidelines issued by State Fee Committee regarding charging of different amounts under various
heads other than Tuition Fee, Development Fund, Student Fund, Caution Money
i) Hostel & Mess charges: Rs. 45000/- per student which shall include lodging, boarding, water &
electricity, reading room, computer, work station, gym and sports/necessary furniture & furnishings.
However there can be a variation of 10% depending upon locale and specifc demands. Laundry
and Canteen etc shall be on actual basis and optional. Cost of A.C. room would be separate
which could be on an average Rs. 9000/- to 10000/- extra.
ii) Transport:- It has to be as per actuals. However not beyond Govt. fare per km.+ upto 50%.

iii) University/Board and Examination fee:- as per actual.
iv) Prospectus:- Only once in the course and should not be more than Rs. 500/-.
v) Placement Brochure:- Chargeable only once (in fnal year) and should not be more than Rs.
500/-.
vi) Insurance:- Actual basis.
vii) Uniform:- Rs. 3000/- which shall include one Blazer, two trousers, two shirts, one tie, two socks.
Subsequent requirement optional and chargeable.
viii) Additional charges for items like generator, internet (Wi-Fi), Book Bank (minimum 3 books) EDP.
etc. etc. may be taken only if these facilities are provided. However, it should not be more than
5% of the sum total of the tuition fee + development fund and proportionately less as decided by
State Fee Committee.
Every institute is required to fx all the charges accordingly and refect in their prospectus
& on their website and must necessarily submit a copy of prospectus and placement
brochure to State Fee Committee.
