MM. ABSTRACT
This study is a quantitive research that aims to determine the effect of poverty
rate, public-sector government expenditures, especially the expenditures on
health, education and infrastructure sector on the human development index
(HDI) in each regencies and cities of East Java Province from 2014-2018. This
study uses secondary data from Central Bureau of Statistics (BPS) and
Directorate General of Fiscal Balance (DJPK). The method used in this research
is panel data regression method with help of test device, Eviews. From the
analysis that has been done, the research found that the poverty rate variable
has a significant and negative effect on the HDI. Then, the government
expenditures on health and education sector variable have positive effect on HDI,
but it has not significant effect on the HDI, while government expenditure on
infrastructure sector variable has significant and positive effect on the HDI in
each regencies and cities of East Java Province from 2014-2018.
