Amended House ExHilo Articles of Membership

As proposed by Herrick Cardass

Article I
Membership
I.1 New Members I.1a New Members by Application All new membership applications should be posted within the House ExHilo Embassy in the Hall of Houses House Embassies by any Avance citizen of good standing. Said citizens application shall then be copied and posted within the House ExHilo board within the Hall of Houses House Chambers where said topic shall be locked for view only for a period of seven (7) days and the applicant be notified that his or her application is under consideration. It is encouraged that throughout this period that existing House ExHilo members maximise contact with the applicant in order to better judge his or her character, through this period an investigation should also be conducted by the relevant person into the applicants character and history. At the termination of this seven (7) day period any information gathered by the relevant person shall be posted in the relevant House ExHilo thread and a seven (7) day anonymous House voting session commences to approve the applicant. This vote must be successful as according to the format of the Common Vote. I.1b New Members by Invitation All new membership petitions will be submitted by a House ExHilo current active member of good standing within the House and Avance. The petition will contain just reasons for the extension of an application to the Avance citizen and detail the citizens history and character. The petition will be posted within the House ExHilo board within the Hall of Houses House Chambers and will be subject to the procedure detailed in Article I.1a (Membership, New Members, New Members by Application). I.2 Current Members Current active members will have a say in all public House matters and a vote in all House votes. Vested percentage, membership period or position within TAC has no bearing on vote power. Most votes will last one (1) week and will follow the Common Vote format detailed below. Lawful members of good standing will also enjoy the membership benefits as set out by Article III (Member Benefits). I.3 Member Expulsion Member expulsion is the absolute last resort in punishment for crimes against the House. The member will be given every reasonable avenue for redemption for a sensible amount of time. House Exhilo will not knowingly harbour fugitives of any organisation aligned or in treaty with Avance including Avance, Avances NATs and other Avance Houses. If a member of House Exhilo becomes a wanted fugitive of Avance or of any organisation aligned or in treaty with Avance, they have the option of working with Avance Leadership to resolve the issue, or risk expulsion from the House. Expulsion of a member requires a unanimous vote from the Tier 1 and Tier 2 members. All vested rights are revoked and all membership benefits (see Article III) are revoked.

Article II
Asset Management
II.1 Solid Assets II.1a Solid Asset Definitions Solid Assets are defined as the following: Facilities, City Slabs, Space Stations, Vehicles, Ships, NPCs, Items, and RMs. II.1b Solid Asset Ownership All facilities, space stations and city slabs constructed within House ExHilo space shall be classed as house assets to prevent the sale of these assets to non-House members. All House Solid Assets will be owned by the Tier 1 member with the following exceptions being owned by Avance: any Power Generators, any Avance restricted technology granted for house use, any housing facilities (Council Flats, High Rise Buildings, Palaces, Semi-detached Houses, Skyscrapers, Worker Compounds), any security of defence structures. In exception to the above a House ExHilo member of good standing within House ExHilo and Avance may be granted ownership of a single city and the facilities within if special dispensation is granted by the Tier 1 member or the Infrastructure Consul provided the following conditions are met: at least 60% of the flats are owned by Avance, any security or defence structures including Power Generators are owned by Avance. II.2 Liquid Assets Liquid Assets are defined as the following: Credits and Stocks. Liquid assets of the House will be owned by the Tier 1 member. II.3 Asset Protection II.3a Asset Protection from a loss to market event The solid assets owned by the House will be protected from a loss to market event by the management of those solid assets by the Members. In the case of the solid assets owned and managed by the Tier 1 leader a high level TACCOM member will be selected as the Operator of the solid assets. The ownership of solid assets by any member but the Tier 1 member is forbidden to prevent the sale of these assets to non-house members. As a final failsafe all house solid assets will be managed or commanded by Avance or piloted or operated by a high level TACCOM member where appropriate. II.3b Asset Protection from members leaving Solid assets built by members will be owned by the Tier 1 member to prevent House ExHilo resources from leaving the House. Should the member that constructed such solid assets wish to leave they will be reimbursed for the construction of said assets should the member be active and in good standing within House ExHilo and Avance, this includes assets that may be owned by the member. Should a member of House ExHilo become inactive said members managed assets will have management transfer to the Tier 1 member and income be added to House Profit Sharing.

Article III
Member Benefits
III.1 Profit Sharing Current active Members of good standing within House ExHilo and Avance are automatically entitled to an equal share in House profits. House profits are defined as income from facilities managed for the House by the Tier 1 member or income generated from House production activities once production costs have been deducted. III.2 Member City Construction III.2a Member City Limits Current active members of good standing within House ExHilo and Avance are afforded the right to construct up to eight (8) cities upon Kuna's Tail VI in an area designated by the Infrastructure Consul or Tier 1 member. The first of these cities may be built with no prior service to House ExHilo provided the following circumstances are satisfied: the city is built in the exact position designated by the Infrastructure Consul or Tier 1 member, the city must contain a powered shield generator, there is an empty position on the Shield Grid for the city. III.2b Member City Construction Regulations All Member Cities must follow the regulations below and be approved by the Infrastructure Consul or Tier 1 member and be submitted to the Tier 1 member, preferably with the Infrastructure Consuls approval. All cities constructed: must have their slab first laid by the Tier 1 member. must have an average Employment Rate of between 1.45 and 1.55. must not have an overall detrimental effect upon the morale of the planet. must not have an excessively detrimental effect upon the crime rate of the planet. must be fully powered. must not contain excessive numbers of any one facility (as defined by the Infrastructure Consul). III.3 House Production Any current active members of good standing within House ExHilo and Avance are permitted first buy on any house produced goods prior to them being put to the Avance Commerce Nexus for sale. Current active members of good standing within House ExHilo and Avance are also permitted to purchase any house produced good at production costs rounded up to the nearest 5,000 credits. III.4 House Investment Programs Any current active member of good standing in House ExHilo and Avance may run a House Investment Program to benefit House ExHilo and current active members provided that the Tier 1 member or the relevant Tier 2 member(s) grant permission. Any House Investment Program must achieve a 70% investment by current active House members of good standing within the House and Avance prior to the remaining investment being opened to non-House member Avance citizens of good standing.

III.5 Access to House Resources III.5a Avance Owned House Resources Raw Material deposits within House ExHilo territory are considered to be owned by Avance. III.5b Facility Access Any current active member of good standing in House ExHilo and Avance is automatically granted access through House Shields and into House public facilities. Access may not be granted to facilities being used by a current active member of good standing within House ExHilo or Avance for storage or personal assets, any facilities being used to store House or Avance assets or any security or defensive facilities including Power Generators. III.5b Use of House Transport or Storage Facilities Any current active member of good standing in House ExHilo and Avance may request permission of any house owned assets for storage or transportation of personal of personal assets provided the requested asset is not currently in use.

Article IV
Voting System
IV.1 Vote Types IV.1a House Votes House Votes may be called by Tier 1 or Tier 2 members at any time. House Votes are open for any Tier 2 or Tier 3 member to vote in, must be open for a 7 day period and must then be closed by the Tier 1 or Tier 2 member that called the vote, or the Speaker should the vote pass into an 8th day. The post containing the vote may not be edited (not even for spelling correction purposes). IV.1b Leadership Votes Leadership Votes may be called by the Teir 1 member at any time. Leadership Votes are open for the Tier 1 and any Tier 2 member to vote in, must be open for a 7 day period and must then be closed by the Tier 1 member, or the Speaker should the vote pass into an 8th day. The post containing the vote may not be edited (not even for spelling correction purposes). IV.2 Vote Formats IV.2a Common Votes All official votes, except where noted below, must follow this format. The motion put to the vote must be worded in such a way that one of the following three responses is possible: Aye, Nay or Abstain. A Common Vote may be held as a House Vote, where all Tier 2 and Tier 3 members may vote, or a Leadership Vote, where only Tier 2 members may vote, and must follow the regulations given in the preceding Vote Types section. For a Common Vote to pass the motion the Ayes must have it and have a majority over the Nays as well as holding a greater or equal number of votes as the Nays or Abstains combined. Should a motion be passed it will be enacted as according to the deadline detailed in the motion or after a period of 1 week should no deadline be detailed. For a Common Vote to fail the Nays must have it and have a majority over the Ayes as well as holding a greater or equal number of votes as the Ayes and Abstains combined. Should a vote neither pass or fail a new vote will commence after a cool-off period of one week when the motion to be reworded to alleviated confusion or edited in accordance to comments posted in the thread of the vote. If a Common Vote is neither passed nor failed after the second vote the Tier 1 member may automatically pass or fail the vote at his or her own digression. IV.2b Votes of No Confidence A Vote of No Confidence must be worded as follows: NAME is unfit for duty with the proceeding text describing why NAME is unfit for duty. A Vote of No Confidence in a Tier 2 member may be called by the Tier 1 or any Tier 2 member and is held as a Leadership Vote but otherwise in the format of a Common Vote. A Vote of No Confidence in the Tier 1 member may be called by any Tier 2 member and is held as a House Vote but otherwise in the format of a Common Vote. Should any Vote of No Confidence be passed a Common Vote should be called immediately to either accept the nominated successor of the member who was successfully voted against in the Vote of No Confidence, this vote should be a Leadership Vote or a House Vote according to the Tier of the member who was successfully voted against in the original Vote of No Confidence. IV.2c Hall of Houses Votes Hall of House Votes held within ExHilo are to decide how ExHilo should vote in a Hall of Houses vote. These votes shall follow the format of a Common Vote but a simultaneous House Vote and Leadership Vote will be held do to the two votes granted to each house by the Hall of Houses.

IV.2d Multiple Choice Votes Official use of this voting format should be minimalistic. This vote format should be reserved for issues where the Tier 1 or Tier 2 members wish to offer the house a greater choice of responses or when the nominated successor of the Tier 1 or a Tier 2 member is not accepted by the Common Vote following the successful Vote of No Confidence in that member. This vote format is otherwise identical to the Common Vote format. IV.3 Hall of Houses Writs and Motions Should something be demanded of House ExHilo by the Hall of Houses said demand must be filled. House ExHilo retains no right to vote on enacting any Hall of Houses legislation.

Article V
House Structure
V.1 Tier 1 Members V.1a Chairman (Madam Chairman if female) The Tier 1 member holds the right to a single vote in Leadership Votes, receives no share of House Profits. The Tier 1 member may nominate his/her own successor as well as any Tier 2 Members successor and can call both House and Leadership votes. The Tier 1 member must be a Working or Sworn Avance Citizen. The Tier 1 member is bound to obey all rules in these House Articles of Membership, and uphold them to the best extent of their ability. Failure to do so results in an automatic Leadership Vote of No Confidence and appropriate actions up to and including Expulsion from the House may be performed by a decision from Avance should the Tier 3 member be expelled from leadership. V.2 Tier 2 Members V.2a Security Consul The Security Consul holds the right to a single vote, in House and Leadership votes, and receives one and a half shares of house profits. The Security Consul may nominate his/her own successor, call House votes and petition the Tier 1 member for a Leadership vote. The Security Consul is responsible for the security of ExHilo space and the enforcement of TAC and ExHilo law in ExHilo space. V.2b Infrastructure Consul The Infrastructure Consul holds the right to a single vote, in House and Leadership votes, and receives one and a half shares of house profits. The Infrastructure Consul may nominate his/her own successor, call House votes and petition the Tier 1 member for a Leadership vote. The Infrastructure Consul has the responsibility to ensure that adequate infrastructure exists in ExHilo to meet both inHouse needs. V.2c Economic Consul The Economic Consul holds the right to a single vote, in House and Leadership votes, and receives one and a half shares of house profits. The Economic Consul may nominate his/her own successor, call House votes and petition the Tier 1 member for a Leadership vote. The Economic Consul is responsible for the economic prosperity of ExHilo. V.2d Speaker The Speaker holds the right to a single vote, in House or Leadership votes, and receives one and a half shares of house profits. The Speaker may nominate his/her own successor, call House votes and petition the Tier 1 member for a Leadership vote. The Speaker is responsible for the organisation of ExHilo TAC forum board, the induction of new members and, work with the Chairman, diplomacy and diplomatic issues. V.3 Tier 3 Members (All Normal Members) Members hold the right to a single vote in House votes and receive one share of house profits. Members may also petition the Tier 1 member or a Tier 2 member for a House vote.

Article VI
House Exhilo Honours and Accolades
VI.1Distribution of Honoured Title Rewards For work done in the name or for House Exhilo, members will be given an Honorary Title. This will be given for work done, not current work being performed. This Honorary Title can be maintained by the member even if they leave the House in good standing. The Honorary Title requires a Leadership Vote, as this advance could influence voting and House Policy. The Tier 1 member and Tier 2 members are restricted from earning an honorary title unless bestowed upon them by the Hall of Houses. VI.2 Rank of Titles It is the thought of House Exhilo that if the member has earned an honorary title, that member is allowed to decide their titles naming, within reason. A prefix will be added to this titles naming in the increasing order; title High title Grand title. The first tier of an honorary title is singularly the title itself. Once the honorary title level of Grand has been bestowed, a Statue will be erected for the Grand Member in their honour in the House Exhilo city of their choice. VI.3 Gifting of House Accolades A House Exhilo Accolade is a financial gift of House Exhilo liquid assets that can be gifted to any person or entity in the galaxy. This gift will be voted upon for both the direction and sum of funds by a Leadership Vote. Members of the House may suggest people or entities that may deserve an Accolade for their contribution to the success of House Exhilo.

Article VII
Amendments to the House Articles
VII.1 Amendments Three gates must be passed for an Amendment to be ratified. First is the general acceptance of the amendment with an extended two week House Vote from the active members. The second gate is bringing the Amendment to light among the other Avance House leaders for House Leader insight and input. The third gate is House Leadership unanimous acceptance. The amendment would then be ratified and added to the House Exhilo Articles of Membership. These original House Exhilo Articles of Membership were passed this way into law.
