Californias New Political Order

During the last two election cycles (2008 and 2010), Californians have enacted three major electoral and governance changes that deserve our attention. During this course, well give them an in-depth review. Redistricting: The newly drawn Assembly, Senate, House of Representatives, and Board of Equalization districts have resulted in creative disruption in many areas of the state. For the first time in Californias history, these new districts were drawn by a Citizens Independent Redistricting Commission. How many House of Representatives members will be looking for work? Who is likely to take their places, and what will this mean for California? Open Primary: The voter-approved Top Two Primary election system has been tested in a special election in Los Angeles, and is the subject of widespread political strategizing everywhere. What changes will this make in the composition of the legislature following the 2012 elections? Majority Vote Budget: While California continues to struggle to chip away at the structural deficit, the newly voter-enacted majority vote provision to adopt the annual state budget is making an impact. Whats the impact and how will it play out going forward?
