GENERAL 1.0 INTRODUCTION Karnataka State Electronics Development Corporation Limited (KEONICS), a Govt. of Karnataka Enterprise established for the promotion of electronics industries in the state. KEONICS was established as a State Public Sector Enterprise in the year 1976 under the Department of Industries & Commerce. In 1999-2000 KEONICS became part of IT, BT & S & T Department as a service organization. KEONICS is the only organization under Department of IT, BT & S&T to carry out IT implementation programs with IT skilled human resources. KEONICS is continuing to pursue vigorously the IT promotional activities in the field of IT related training, Consultancy service, Telecom projects, and Infrastructure development. Keonics focuses on setting up world-class infrastructure for the electronics and IT related industries in tier II & tier III cities like Shimoga, Mangalore, Hubli- Dharwad, Belguam, Davanagere, Hassan & Gulbarga in the state. A major achievement of KEONICS in this area has been the successful development and promotion of an industrial estate in Karnataka catering exclusively to the Electronics & IT industry, known as .KEONICS ELECTRONICS CITY. This estate stands on a sprawling 332 acres of land in the village limit of Konnappana Agrahara Village and Dodda Thogur Village, Begur Hobli Bangalore. Today, KEONICS electronics city has 135 world-renowned companies and has become main hub of IT activity. It is generating employment to nearly 1,00,000 employees and earning substantial revenue to the State exchequer by means of Software export and Taxes. The reputed companies like M/s. Infosys, M/s. Wipro, M/s. Hewlett & Packard, M/s. 3M, M/s. Bharat Heavy Electricals Ltd., M/s. C-DAC, M/s. ITI, M/s. C-DOT etc., are functioning in KEONICS Electronics City.

2.0 PROPOSED KEONICS CORPORATE OFFICE AT HSR LAYOUT BANGALORE 2.1 BACKGROUND Karnataka State Electronics Development Corporation Limited (KEONICS), at the behest of Government of Karnataka (GoK), intends to develop an Keonics Corporate office to be constructed in the commercial complex # 29/A, Sector I, HSR layout Bangalore 1. Karnataka State Electronics Development Corporation Limited (KEONICS), at the behest of Government of Karnataka (GoK), intends to develop a corporate office for itself to be constructed in the BDA allotted a CA (common amenities) site no. 29/A, measuring 1930.36 sq. mtrs. (20,778 sq. ft.), at HSR layout, Sector-I, Bangalore. 2. The location of the land is highly suited for office complex as it is near to many IT office complexes near HSR Layout along the ring road. State-of-the-Art infrastructure will be provided with un-interrupted power supply, high speed data connectivity & ample provisions for parking.

3. The built up area will be partly occupied by KEONICS as a corporate office of around 12,000 sq. ft and the balance office spaces shall be leased out to various companies. 4. A master plan is required to develop the building infrastructure of approximately 46,750 sq. ft. A maximum FSI permissible over the land as per the local building norms is 2.25 and the requisite building will be developed by KEONICS by entrusting the work to a reputed contractor to be selected by a tender process.

5. A Project Management Consultant for the 46,750 sq.ft is being sought through this RFP who will prepare the necessary drawings, estimates etc and monitor the construction also.

Within 30 days from the date of virtual completion as certified by the Engineer. The Engineer shall certify the same within 30 days of receipt of final bill with all supporting documents. The receipt of Performance Bank Guarantee will also be a pre-requisite for releasing the mobilization advance apart from the mobilization advance bank guarantee. 5% of contract amount shall be released to the Contractor against submission of a bank guarantee of equivalent amount and after major mobilization as per approved mobilization plan and on satisfactory completion of site facilities, such as stores, office, furnishing the office, providing of telephone connection etc. to the satisfaction of the Engineer. This mobilization advance shall be released within 7 days of certification by the Engineer. Mobilization Advance as released above shall be recovered in five installments as applicable at the time of recovery from the Contractors interim bills starting from 1st Running Bill. RA BILL PAYMENTS As per works executed Retention amount will be released on submission of BG for the DLP period for the Retention Amount.

Employers and Engineers Offices and Facilities

The Contractor shall supply, erect and satisfactorily maintain in good repair until final completion and formally taking over of works, a well-lighted temporary, burglar proof Site Office of adequate size and layout shall be issued subsequently, consisting of office rooms, conference hall, pantry and toilet block as per approved layout for use at all times by the Employer and the Engineer and their Staff. The contractor shall provide adequate access to the office. The Contractor shall be responsible during the continuance of the contract for the security of the office and for all plans, documents and papers and other clauses contained therein. The office shall be constructed to approve standards, be well ventilated.

Service personnel shall also be made available at the Office at all times and shall clean site office at least once daily. Such instruments, which must be approved by the Engineer shall include but not be limited to the following: One theodolite and tripod capable of reading to 1 second. Distomat One level with horizontal circle and tripod. Two metric levelling staffs not less than 3.5 metres high. One 100 meter rust less steel band, one30 meter rust less steel tape and two 30metre linen tapes. An adequate number of ranging rods, drop arrows, wooden setting-out pegs, plumbs, right angles, leveling tubes etc. Test laboratory for testing construction materials and test kits. The contractor shall be solely responsible for all such instruments and equipment and shall ensure that they are at all times in good repair and recently checked permanent adjustments. (Calibrations done) The cost of providing the facilities stated in this clause is to be borne by the Contractor. The Contractor shall at his cost put up a suitable hoarding of standard size in English and in Kannada Language to a design

NOW IT IS HEREBY AGREED AS FOLLOWS: 1. In consideration of the said Contract Value to be paid at the times and in the manner set forth in salient feature (annexure I) , the contractor shall upon and subject to the said terms & conditions execute and complete the works shown in the said drawings, and described in the specifications and / or bill of quantities. The Employer shall pay the contractor said Contract Value or such other sum as shall become payable at times and in the manner specified in the salient feature(Annexure I) The said terms & conditions and Appendices thereto shall be read and construed as forming part of this Agreement and the parties herein shall respectively abide by and submit themselves to the said terms & conditions and perform the agreements on their part respectively as per the said terms & conditions contained. This Contract is neither a fixed Lump sum Contract nor a Piece Work Contract but is a Contract to carry out the entire work as defined in the contract documents and is to be paid for according to actual measured quantities at the rates contained in the bill of quantities or as provided in the said Contract documents. The Contractor shall afford every reasonable facility for the checking & carrying out of all the related works of the project. The Employer reserves the right of altering the Drawings and nature of the work by adding to or omitting any items of work or having portions of the same carried out through some other agency, without prejudice to this Contract. Time shall be considered as the essence of this Contract and the Contractor hereby agrees to commence the work soon after the site is handed over to him or from 15th day after the date of issue of formal work order / the acceptance letter as provided for in the salient feature of contract to complete the entire work within 12 months from the date of commencement nevertheless to the provisions for extension of time, if mutually agreed upon. All payments by the Employer under this contract will be made, against valid receipts, at Bangalore Office. All disputes arising out of or in any way connected with this agreement shall be deemed to have arisen at Construction Stage and only courts in Bangalore shall have jurisdiction to determine the same. That this Contract has been read by the Contractor and is fully understood by the Contractor. The Contractor shall not be entitled for the payment for the quantities beyond the tendered quantities unless ordered for by specific written instructions from the engineer & the Employer
