ICT FOR EDUCATION PRO1ECT FOR QUEZON CITY HIGH SCHOOL
PROGRESS REPORT (As of 10 Oct. 2005)
1. BASIC PROFILE OF QCHS
Student population: 5. 100 1. Faculty: 139 (129 permanent 10 Substitutes) 2. Class size: 55-60 students 3. Curriculum: 8 subiects per class 4. Name oI Principal: Dr. Aleiandro ReIerente 5. Maior problems: overcrowded classes; poor student-teacher ratio; inadequate Iacilities (lack oI classrooms. class Iurniture. etc.); lack oI textbooks and inadequate library materials; among others. 6.
2. WHAT EXISTS AS FAR AS ICT IS CONCERNED
The use oI computers and other ICT Iacilities had been launched in QCHS since two years ago when the Department oI Education donated 10 computers to each selected high schools all over the country and provided training on basic computer literacy to their teachers. . As a result oI this computerization eIIort. QCHS currently runs two computer laboratories: 1) the laboratory Ior computer class and. 2) the laboratory Ior the teaching oI science. math and language.
2.1 Laboratory for Computer Classes (Learning Software/Hardware/Usage)
The computer laboratory Ior computer class is aimed at providing the venue and Iacilities Ior Iive computer classes oI one hour duration each class everyday. The curriculum consists oI lessons on basics oI computers. various soItware oI MS OIIice (WORD. EXCEL. POWERPOINT. PUBLISHER. etc.). EDPC. and programming. This class is required and integrated into the general curriculum. The laboratory has 10 PCs and a class has 30 students accounting Ior a ratio oI 3 students per 1 computer. There is only one teacher assigned to handle this subiect and she strongly recommends that at least two more teachers should be assigned and trained to help her out.
There is no telephone line in this computer laboratory so Internet access is not available. This problem is now being addressed by the Ayala Foundation which is running a proiect aimed at connecting all high schools to the Internet by the year 2010. As part oI the proiect. they have provided a server. will network the 10 PCs. and within this month. provide the telephone and Internet connection. The Ayala Foundation is using the BayanTel telephone system/service.
Ms. Priscilla Villafane. the teacher in charge oI the Computer Laboratory Class identiIied various problems and needs. These include: a) additional teachers to help in computer subiect teaching; b) airconditioner; c) additional PCs: 6 more to Iill a hub oI 16 computers; d) computer tables and chairs; and e) advanced training in trouble- shooting and programming. She claimed that students who had received instruction are using the computers Ior their homework (Word. Excel. Powerpoint) but usually access the Internet outside oI the school when they need to research on the web. Because the 10 computers are used the whole day Ior computer classes. the laboratory is open aIter classes to students who want to use them Ior their homework.
2.2 Computer Laboratory for Teaching (Science. Math. and Language)
The second computer laboratory is aimed at providing Iacilities to support the teaching oI science. math and language. It also has 10 PCs. Iive oI which are currently out oI order and need repair. The laboratory is so Iar underutilized because only one science teacher. Ms. Eva Perez. is using the PCs Ior teaching/learning science. Ms. Perez. with the assistance oI Class 65. underwent more advanced training with Intel and is now implementing the Intel Iollow-up activities which includes ICT-based proiects Ior students. Ms. Perez has Iormed groups oI 10 students to use computers in accomplishing lessons in science. And these 10 groups have access to ICT FOR EDUCATION PROJECT FOR QUEZON CITY HIGH SCHOOL: REPORT OF PROGRESS (as oI 10 Oct 1 oI 6 id79691125 pdfMachine by Broadgun Software - a great PDF writer! - a great PDF creator! - http://www.pdfmachine.com http://www.broadgun.com 10 PCs resulting in computer-student ratio oI 1: 10. However. this ratio worsened when 5 PCs broke down.
The Computer Laboratory Ior Teaching had no server and other auxillary equipment like printer. LCD proiector. scanner. Furthermore. the 10 PCs are run on Windows Millennium and need to be upgraded to XP ProIessional and must be networked. A PLDT telephone line is available but no Iunds had been allocated Ior Internet connection.
Since the computer proiect oI Class 65 was aimed at improving the teaching and learning oI science. math and language through the integrated use oI ICT into teaching. the Class65 ICT proiect provided assistance to this Computer Laboratory Iirst (see more details below).
3. TEACHER TRAINING
As mentioned above. there had been some eIIorts to train some teachers in the basic computer literacy by the Department oI Education some two years ago who were then supposed to train the others as part oI a continuing staII development. However. this did not materialize and the trained teachers did not have the opportunity to apply their newly-acquired knowledge and skills. either because the curriculum did not require the use oI computers in teaching oI speciIic subiects or there were not enough computers at their disposal then or both. There are now iust three teachers who are using computers. The teacher who is handling the computer class Ior students and overlooking the computer laboratory Ior instruction; the science teacher who is in charge oI the computer laboratory Ior teaching science. math and language and who underwent the Intel training programme; and the teacher- technician who looks aIter the trouble shooting oI the computers and underwent the Intel training programme as well.
They all proposed Ior another round oI basic computer literacy training Ior all teachers and Ior them. more advanced training in programming. troubleshooting and integrated use oI ICTs in teaching.
4. COMPUTER NEEDS IN ADMINISTRATION
During the needs assessment made by myselI and Reynaldo Adorador last year. the Iormer Principal. Mrs. Perlado who has now moved to another high school. complained that most computer proiects Irom Dep Ed and other donors overlooked the computer needs oI the school administration and more oIten Iocused their assistance in equipping the school computer laboratory. She identiIied a number oI administrative activities and school data that also need to be computerized urgently. e.g.. enrollment data. student proIile. teacher proIile. educational management inIormation. etc. As a result oI this discussion and the Iact that during that time. we observed indeed that the computer laboratories were equipped with a good number oI computers and many more were promised by some donor agencies to be Iorthcoming. we decided to buy three computers Ior the administration units the Principal oIIice. the registration and research sections.
5. THE ASSISTANCE SO FAR PROVIDED BY THE CLASS 65 ICT PRO1ECT
5.1 Project Aims and Strategies
The history. goals and obiectives and strategies oI the ICT proiect is described at more length in a separate proiect document also sent separately to members. There is no need to repeat them here. SuIIice it to say that a total amount oI US$10.000 was raised to start this proiect- $5.000 raised Irom the QCHSIAA Iundraising event in Las Vegas led by Emily Caiucom and another $5.000 contributed by Carmelita Villanueva..The US$10.000 was then exchanged into pesos at the rate oI US$1.00 to Php 55.30 early this year. thus totaling to Php553.000.00
5.2 Progress
The Iollowing activities had been accomplished so Iar:

5.2.2 Training of two teachers under Intel/DepEd/FitEd Programme
Through my intercession. I requested the FitEd/Intel/DepEd ICT proiect (see attached training programme description) oIIicials to include the QCHS as one oI the pilot schools in their training programme. This proiect was to train two teachers. two administrators and two ICT technicians in each pilot schools selected nationwide on various areas oI school computerization (school ICT policy planning. management and monitoring Ior administrators; integrated use oI ICTs in teaching/learning; and troubleshooting Ior the technicians). Because I was able to convince the proiect authorities oI the serious intentions oI the QCHS to pursue the expansion and upgrading oI their ICT proiect with our help. the proiect authorities increased the training slots Ior the school Irom two to three administrators. teachers and technicians. UnIortunately. it was discovered later that because Mrs. Perlado became occupied in her preparations oI her transIer to another school. she overlooked this activity and in the end. only two teachers participated in the FitEd/Intel ICT training programme. Ms. Eva Perez. the Science teacher who coordinates the computer laboratory Ior teaching is a well motivated and enthusiastic teacher who is now implementing the Iollow-up activities called Ior in the FitEd/Intel ICT Proiect.aIter the training. Mr. Aldrin Canaveral. the technician was trained in the area oI policy planning and monitoring.
6. WHAT STILL NEEDS TO BE DONE
6.1 A school ICT policy and strategy has to be developed Iirst to provide rationale and Iramework Ior the ICT Ior education activities. I will sit with the group to brainstorm and iointly develop the policy. This will require several sessions. The Iirst session will be on 24 October. 6.2 The server (Ior the Computer Laboratory Ior Teaching) will have to be networked with the rest oI the 10 PCs and the Iive PCs which have broken down will have to be repaired and the estimated cost is Php 30.000. 6.3 Internet connection to the PLDT telephone at the laboratory has been requested and this is expected to happen beIore the end oI October. The cost is Php4.000 per month or an annual subscription oI Php 48.000. 6.4 The 10 PCs at the laboratory are using the Millennium operating system and will be replaced by the XP ProIessional to update them and be compatible with the other PCs in the other laboratory Ior instruction. Additional XP ProIessional and MS OIIice licenses will have to be purchased. (additional Iunds required ) 6.5 A consultant will have to be hired to assist in setting up the databases Ior the Library and Registrar`s OIIice (additional Iunds required or Iree technical assistance Irom qualiIied alumni) 6.6 Training oI other science. math and language teachers have to be undertaken on basic computer literacy as ICT FOR EDUCATION PROJECT FOR QUEZON CITY HIGH SCHOOL: REPORT OF PROGRESS (as oI 10 Oct 3 oI 6 well as on the integrated use oI ICTs into teaching and learning. Other urgent training includes programming and trouble shooting. A network administrator need to be designated and trained accordingly.(additional Iunds required or Iree technical training Irom qualiIied alumni) 6.7 It is recommended that initially each computer laboratory be allocated 16 PCs (including the existing ones). considering the room size and available network access points (additional Iunds required). 6.8 Additional auxillary equipment and Iurniture are required: airconditioners. computer tables and chairs. Re-layouting the computer laboratories will be done to maximize the use oI space and promote Iunctionality and maximum eIIiciency oI Iacility sharing and use.(additional Iunds required and Iree technical assistance Irom qualiIied alumni)
