2. SiRATEGY AND PU..1 QF OPER...TION:
a. strategy:
(1) A study of May operations confirmed the tentative
conclusion adopted for the planning of Mission 10-17 that
effectiveness in operations 'WOuld be obtained by the use ot small
Clissions and with a siD,Jle group carrying out the operations, in order
to obtain maxicuo accuracy a::d familiarity with the tarsets. The

'(2) The 'experimental nunlDb of harbor areas, in par-
ticular !latsure. and tlesaki anchoraBes, shojed that this mining
was capable of complete denial of these anchorages to the It
was therefore determined that because of the extreme importance'of
the dock: facilities'at Moji and the convoy arrangements at Hoji,
Haseki, and to mine these harbors more intensively.
results of this policy were expected to spread the en8CIY'. nOOlP'l
effort over a area. operations indicated th3t 01
was obtained only for trro to four days after each mining, even with
very lar...;e efforts.
(3) The senarel stud:' of' the shipping indicated
that r.rl.ning of Tokyo, Na.;oya, Nagasaki, aoo Sasebo and the general
Inland Sea areas 1fould no longer be prof! table provided t:16 Shim-
onoseki Straits was closed. The exception to was the harbors
of Kobe-Osaka trhich still naintained relatively l1eavy amounts of
shippill6 of larG'e size. probably shippinz t'lhich had succeeded in
tne Straits blockade or in local dispersal of
the industrial facilities or Kobe-Osaka.
(4) It:;as concluded that the enemy's probab19 re-
action due to and search plane attacks be to witb-
dran- his shiilPing from the Yellcm Sea to the Sea of Japan and oake
increasin,g use of North Honshu ports. In oruer to permit the maxiI::w.m
utilization of one [,L'oup, it nas desirable to plan.. !:lissions for
tile entire month if possible a..,d therefore to forecast the eneo;y's
reaction as far ahead it' possible. This 'rias particularly necessary
because of the hea'ry" load on the lline .lSsembly Depot. occasioned
by the complicltion of the due to the decision to sink large
ships uhich required a different preparation for eacb target.
(5' Shimonoseki Straits tras still regarded as tae first
priori tY. target. especially in vieiT of the predictod transfer of
shipping: from the Yello':7 Sea. Its closure was regarded as the
primary objective; most of the remaining effort to be devoted to the
remaining porte. of North7lest Honshu. This decision uas implemented
in the directives given in sections that follon. The modification
of the oriGinal directive ';las necessitated by minor variations in
the enemy's reaction from the forecast.
(6) ... study of tho results obtained from Minina:
Missions 10 to 17 confirmed the tentative conclusion adopted in plan-
ning these missions with respect to the preparation of mines. Re-
liable information indicated that enemy countermeasures were not yet
fully developed, and that as a consequence he To'Ould probably oon-
tinue to paas ships through miMfields regardless of 10$sl3s in order
to obtain badly needed supplies. TIlere 'riere strong indications that
the enemy was attemptina to develop extensive countormeasures to
8-29 minins because of his heavy mining losses and thJ.t at the con
elusion of the June effort these countermeasures. especially clear-
ance methods, 7IOuld be well orBan1zed. fminnun effort during June
ll'3.S especially desirable n-ith the use of the unsweepable .\,.6 mechanisms
and mcxHfied magnetic mines which were also believed to be tewporarily
un371oepable. Tho total effort, hO>1ever, was limited by logistical
and complete blockade was not feasible. It was therefore impOrtant
to obtain the mazicum objective possible \nth limited Means.
(7) The distribution of ship shes in this traffic as
carefully studied and it 'rias concluded that maximum closure in
tonnage and, also a very important factor, maxirm-l!i1 attrition in total
tonnace could be obtained by selection of the larL'e ship sizss tor
sinkil13. This decision :7ould permit ptlSS8:.,>e of small sbips but I:Bke
closure to large ships It daS also concluded that the
aoount or ship traffic tJould be suffitiont to mu-rant tho use or

Tho ovarall attrition Af'f.u:t '.1Quld tend to rfIJsult in the

(8) It 'i7as belie....l3d tb..lt the 1\"3 mechanism \7" DOa'
completely sneepable, and "consequently its valuo. except aa a nui-
sance and anti"S\7oep mine, was 1001. EvGry i.r:dication point6d to
the same situation in regard to the '\..5 mechanisn. Ho"aver. DO tiDal
conclusion in reaard to the could be dronn at this time. but 1t
nas believed that the mechanism must be treated as sqoepable in order
to insure its effectiveness. Actually. little or no definite io-
fortn3.tion reGarding the oper.3tional characteristics re[prding the
A-5 mechanism ":7ere available. 'Ibis made a reasonable assos8lll6nt
of its capabilities difficult. The A-6 mechanism "as still rosarded
as unS17oopable. Tho magnetic mechanisms ;7orO rosU"ded as very nearly
so, although strong indications had begun to appear that tho
is developing no" types of Sileops shcr.ri.ng definite kno"ledge of
the altered characteristics of the magnetic minos.
(9) It 'i7as necessary to make every mine as effective
as possible.' The most considerJtions in tho preparation
of the mines. thorefore. >las to mine the Ieatost possible nUClber
of larCGr ships, using a narroo tarset ";1idth in order to obtain a
t::Iarlt:nUJ number of sinkings and heavy dama3Q. and to do this "hile at
the same time maintaining maximum difficulty in tho srIoopina of the
minefields.
(10) These decisions "ere implemented in tho directives,
tho Mining lJodification Unit Memoranda and the amendments to tho
directives t7hich appear in "umex .F of this report.
b. Hining Objectives; The objoctive of Minina Missions
NUmber 18 through 31 uere to reestablish and maintain the minina
operations set forth in J.:ining Missions I throuBh 17.
c, Details of rlanninn:
(1) Operational Planning:
(a) Because of the sustained natura of tho opera-
tions and the fact th3.t they :Jero being conducted by ono Qroup, the
505th Bombardment Group, as much planning as possible carried
out on a Qroup lovel. This made it possible to utilize, in tho
planning of each mission. experience 68ined in missions
pracedine;,
(b) The selection of approaches and minolaying
runs influenced mainly by radar referenca points and tho moat
favorable axis of attack to place a maximum number of mines in the
channels. nnti-aircraft concentrations nera also taken into con"
sideration, but in several cases it t7as necessary to penetrate areas
protected by heavy flak concentrations in ordor to place the mines
they could be most effective. In the Shimonoseki Straits nreas.
an attampt mado to follo'.1 the ";"iaathor closoly and only sond mis-
sions directly over the Straits nhen the chances of an underoaat
condition existine; rtere favorable, and then usina maximum radar
countermeasures. This provod. particularly successful in uri.nillB the
'.1akamatsu anchor6/36 rihon the course of tho aircraft took them direct-
ly over Yauata.
(c) Diversity in axis of attack nas employed
',7horever possiblo. In the case of tile mining at Niig3ta and Fuabi-
xi; only one axis of attack could be used because of the absence or
suitable IP's aloQG different axes of attack. Becauso ot the poor
natura of the radar aUning points, it uas not thouaht feasible to
amploy coordinate IF's in those areas.

The interceptors o.t times coordinated several of their feil attacks
'l'ith saarchlight activity. The Japs made extcnl:live usa ot ninB:

2. During this phase the normal two_to rour-day port ap-
pearod to continue after each mining mission to the major ports. Sub-
stantiCL11y longer periods of closure. perhaps as much as two weeks,
obtained at the smeller ports. undoubtedly as the result of the enemy's
unprepllXedness for minesweeping at those p':lrts.
3. During the latter part of this phase, a new type sweep for Mag-
netic mines waS photographed. It appeared that the sweep was essentia.lly
a floating electrio loop energi%ed by a generator carried on Q small vessel
It wns estimated that this sweep would be successful against our magnetio
mines. By the end of these missions. the eneny apparently had the clipa-
bility of sweeping suocessfully both and oagnetic mines. Little
intelligence waS avallo.ble on the development of sweeping methods for J..-5
mines, but other evidence was beginning to develop that the mine was sweep-
nble. It was considered that the wus still unsweepable. but the enemy.
ho.ving learned of the prinoiple of the mino. was assumed to have adopted
n kno.m oountermeasure, sailing at slow speed in fields h-6 was aua_
})octed to be present, in order to limit the pressure Change to a point
below that necessary to detonate the mine.
4. Early in July it became apparent that the Japanese had abandoned
the ports of the Yellow Sea as ports of export to the home islands. The
fact meant that substantially all exports from the oontinent to
Jape.n would have to funnel through a Haited nu:::lber of ports on the south-
ern and eastern coasts of Korea, principally Pusan. llaaan. Gentan, Konan,
Seishin and Rashin. There 'WaS evidence that despite the constant reminins
the enemy was still intent upon using the Shimonoseki Straits port complex
and tb:Lt efforts were still being made to keep open the major port areaB
of northwest Honshu. It WIUl believed that enemy countermeasures to mining
in the home islands of Japan 'Were reaohing the point at which, barrins
some major Change in the pattern of the mining operations, the profit frOCl.
mining would soon begin to decline.
5. .i.n estimated 300,000 gross tons of shipping were believed to
have been mined during June.
