ORMER parliamentarian and Senator Irene Jai Narayan died at the age of 79 at her Rewa Street home in Suva last Friday morning. Born in Lucknow, India, in 1932, Mrs Narayan came to Fiji after she married school teacher Jai Narayan and went to on to have a distinguished career in Fiji politics. Mr Narayan went on to become principal of Indian High School, which is today known as Jai Narayan College. Hundreds gathered at the Jai Narayan College in Suva to pay their final respect to Irene Jai Narayan. People wept in silence as the legacy she left behind was remembered. Former Indian High Commissioner to Fiji Ajay Singh said despite Mrs Narayan being born in India, she adopted Fiji as her homeland and the favour was returned when the country adopted her. Her son Pravez said Mrs Narayan, Fijis first and only female member of the Legislative Council, had been sick for some time. In 1966 she was handpicked by the then leader of the National Federation Party, A.D. Patel, to contest the Suva Indian Communal seat in the Legislative Council. She was elected to Fijis House of Representatives in the 1972, March 1977, September 1977 and 1982 elections from the Suva Indian Communal Constituency. as everybody in this country is called a Fijian, I realize it was the action of this great woman who set the ball rolling, said former Prime Minister Sitiveni Rabuka at the funeral of Irene Jai Narayan. He said by doing that she created multiculturalism in Fiji. Mr Rabuka said when Mrs Narayan was in Cabinet in 1988, she brought a cabinet paper asking for the abolishment of the Indian Repatriation Act, which was in place from the time indentured labourers were brought to Fiji from India. He said he remembered her as a selfless person rendering her help to others. He said it was through some of her policies

that many people were aided. Mr Rabuka said Mrs Narayan was a distinguished speaker and he was an admirer of the great qualities she possessed. He said while many mourned the passing away of Mrs Narayan, people should rejoice with the fact that Mrs Narayan was a person with great and admirable qualities. Presenting his eulogy former Prime Minister and leader of the Fiji Labour Party (FLP) Mahendra Chaudhry said Narayan was a great asset for Fiji. He said she made a significant impact in the lives of Fijians by meeting the needs of the grassroots.

Government in continuing to successfully make Fiji roads safer in achieving one of the key pillars of the United Nations Decade of Road Safety 2011 to 2020 plan. A flurry of road upgrading projects that are part and parcel of the Roadmap for Democracy and Sustainable Socio-Economic Development have been implemented in the recent past to help grow the economy and subsequently raise the safety of Fiji roads. Achieving safe roads is a cornerstone of the Governments 10-year road safety action plan that Prime Minister Commodore Surveys to assess the safety of road infrastructure were carried out by the Department of Road Safety at the Land Transport Authority. We have been carrying out surveys around the country and noticed this dramatic improvement, department manager Mr Timoci Satakala said. When you travel around the country we see more new roads, roads are wider, safer and forgiving. Before roads used to have roadside safe railings that were unforgiving meaning that if you bumped them you would die from the impact. But now they have put in place more forgiving structures that actually give the driver that goes off road a chance of survival. We are pleased that the Government is continuing to focus on developing our road network and making it safer. About $.2billlion have been invested so far on new roads, upgrades of old roads, bridges and other road safety infrastructure. Safer roads along with other factors, like responsibility from drivers and other road users combine to bring down road fatalities that stands at 23 compared to 29 for the same period last year.

Fijis permanent representative to the United Nations, Ambassador Peter Thomson has been elected to serve as a vice-president for the 66th session of the UN General Assembly. Ministry of Foreign Affairs in a statement said the 66th session begins on September 13 and will run for a year. Thomson expressed deep gratitude to the assembly for entrusting this role to Fiji at the United Nations. He also assured the UN that Fiji would perform the role with diligence and propriety. The UN General Assembly has an elected president, supported by 21 elected vicepresidents. As a vice-president, Fijis permanent representative will be required from time to time to preside over deliberations of the General Assembly, when the president is not available. The president of the 66th session will be Nassir Al-Nasser of the State of Qatar. The Board of Directors of Fijis national airline Air Pacific in principle approved managements recommendation for a profit sharing programme for all airline employees that could take effect as soon as the company returns to profitability. This decision is a historic one for the company and a first in Air Pacifics 60 year history. In announcing the landmark development, Air Pacific Managing Director and CEO Dave Pflieger said the Boards decision reflects the recognition that our people are Air Pacifics greatest asset. Mr. Pflieger also added that while we have the Boards approval in principle, we cannot implement this new programme until we have approval of a finalized plan, and we have ensured that we, our employees, and our unions produce the permanent cost savings that will be needed to help finance this programme. The ability to share company profits with the team at Air Pacific will be a huge milestone in building a new partnership with our employees, and I want to thank our Board for their support on this key issue. I remain confident that we, our employees, and our unions will be successful in putting new employment agreements in place that will help return the company return to profitability and ensure that Air Pacific will succeed in the face of increased competition from low cost airlines and record high jet fuel prices.

unIonIsts Arrested In FIjI


Two trade unionists have been arrested in Fiji; leading to further allegations the coup-installed military government is trying to destroy the nations union movement. The interim government has recently introduced new laws restricting union rights in strategic industries, and has announced that public servants will no longer have their union dues automatically deducted from wages. Unions in Fiji have become unpopular with the government of Commodore Frank Bainimarama because they have been seeking support from the international union movement against what they see as an assault on workers rights. In the latest incident, Fiji Trades Union Congress President Daniel Urai and an FTUC staffer, Dinesh Gounder, were arrested and charged in the Nadi Magistrates Court with unlawful assembly. Intimidation FTUC General Secretary Felix Anthony has told the reporter the men were simply doing their job and didnt need to apply for a government permit to assemble. Normally if you had a public meeting youd have to apply for a permit [but] this was not a public meeting, he said. [Mr. Urai] was on his routine visit to [a] resort to deal with some disciplinary measures that members had. We dont believe that this called for any added permit whatsoever. This is absolutely unjustified and this is just another attempt by the authorities to intimidate unions, and attempt to try and ensure that there is absolutely no union activity whatsoever. Mr. Anthony says it is almost impossible for unions to operate freely in Fiji at present. From what we are told there will be no permits issued for any meetings for trade unions, so I think this really amounts to

that trade unions cannot operate freely in Fiji anymore. This intimidation included that [Mr. Urai] be detained for the entire night and for the better part of today just to be charged under the Public Emergency Regulation. We dont believe that these kinds of actions are necessary. If there are issues the police ought to have just simply taken a statement and could have laid their charges at any point of time, you dont need to detain people. But the Permanent Secretary of Fijis Ministry of Information, Sharon SmithJohns, says the arrest of the two men is a simple case of breaking the law, and the government is not singling unions out for special attention. The permit is required under the PER, she said. Now theyre very aware of this that they do need the permit to hold these meetings. So that was why they were brought in for questioning. Ms Smith-Johns denied the arrests were a punishment for Fijis unions seeking international support in their battle against the new laws. Its certainly no punishment. I mean the law is the law. Were following the law.

A submission proposing a decrease in sugar prices has been received by the Commerce Commission from the Fiji Sugar Corporation (FSC). Commission chief executive Bobby Maharaj said they have received decrease sugar prices by 13 per cent. Maharaj said they are still waiting for some sugar prices are announced. He said the delay could be related to the availability of imported stock of sugar in supermarkets. Meanwhile, FSC chief executive Abdul Khan said the stock of the imported sugar that is currently being sold at higher prices

Bainimarama revealed that disgruntled individuals tasked to serve ordinary citizens but continued to speak out against Government were those who could not adhere to basic principles of honesty and decency. Emphasizing governments stand on corruption in the country, Commodore Bainimarama said that in recent weeks, self-serving individuals had once again attempted to interrupt governments reform agenda for the country. Many positive changes to Fiji laws and business regulations have been done by Government since taking power in 2006, Commodore Bainimarama said. Many of those who are complaining, initially joined the Government ranks in 2007 but were thrown out because they simply could not adhere to the basic principles of honesty and decency for the ordinary citizen and started to help themselves under the disguise of helping others and mistakenly thought that their corrupt practices would be supported. Last week Government announced it would cease deducting about $2million in public sector union dues from next Thursday as it puts in place measures that would safeguard the interests of all civil servants. Commodore Bainimarama said the negative stance now taken by antigovernment individuals was a direct response to having their perks removed, which were once received with double dipping salaries as well as other various privileges. It is very obvious to Government because these peoples illicit income is cut, the double dipping of salary and wages is stopped and the perks and privileges of offices once held is stripped away, they are going to be very upset and will do extremely destructive things for their own personal gain, the Prime Minister said.

Tourism Fiji continues to implement nontraditional methods in promoting Fiji to increase visitor arrivals. In a promotional campaign recently, Tourism Fiji beat well known brands including Berger Paints, pharmaceutical giant GlaxoSmithKline and Sanctuary Asia placing advertisements on bus shelters around New Zealand in a bid to lure winterweary Kiwis to Fiji. The win, which was named Best Outdoor Advertising campaign by influential advertising commentator Bestadsontv. com drew hundreds of applicants to vie for the top prize, which included five nights accommodation for two at the Sheraton Fiji Resort plus return economy airfares flying the national carrier Air Pacific. The advertisement saw hundreds of people taking their photo in a cut-out picture frame posted at one of the 200 bus shelters located across New Zealand. This prize went to Aucklander Tom Gasiner after he produced a poster format photo containing a snow covered bus shelter complete with a snowman, icicles and included his shivering girlfriend Tania Matthews into the photo to add a successful effect. Judges described the shot as very clever, funny and heart melting. Adding another layer to the Ellerslie/Fiji connection, the district will be transformed into a mini-Fiji this September and October complete with planned cultural events, activities and Fiji national rugby team players appearances in the lead up to and during the forthcoming IRB Rugby World Cup 2011. This is all part of the Auckland City Councils adopt-a-second-team program. Five of the bus shelters were also fitted with digital signage designed to show the temperature in Fiji with the internet-linked temperature gauge changing four times daily. The bus shelter promotion was part of a multi-media brand strategy Tourism Fiji had in place since the beginning of the month, which has been turning heads across the entire country. Designed by the national tourist offices Auckland-based advertising agency Barnes included a Fiji Me digital temperature billboard located on the junction of the high volume traffic at Ponsonby and Richmond Road in Ponsonby, Auckland. The high profile billboard also featured a digital temperature gauge reflecting the current temperature in Fiji. The brand strategy also included a Westfield Shopping Mall promotion where Fiji Me branding wrapped around the sliding entry doors of eight malls located in Auckland, Hamilton, Christchurch and Wellington effectively exposed the brand to an estimated 1.3 million local residents. Tourism Fiji CEO, Josefa Tuamoto, said timing for the promotion was perfect with winter beginning to bite across New Zealand and Kiwis thoughts turning to much warmer climes. This is all part of a smart brand strategy designed to remind winter-chilled New Zealanders of the very warm welcome we Fijians have waiting for them just three hours away, he said. We have been blown away with the huge response to all elements of the strategy, which has really achieved cut-through in this market. The national tourist office is hoping the innovative campaign will help it top the number of Kiwis visiting Fiji across 2011.

The efforts of the Government in making opportunities equally available to all citizens have been undermined by a few individuals. Despite this, Government will aggressively push forward its reforms and the various programs identified to move the country forward. As you know and I have said this many times, if you as Fiji citizens have concerns you are welcome to contact my office or the Government Information Referral Center or any civil servant. Commodore Bainimarama is also urging external parties to meet with government ministers and officials and take time to understand the changes taking place in Fiji. I also extend an invitation to all those external parties, who are being falsely lobbied by the disgruntled few, take time out to meet with government ministers and officials to really understand the significant positive transformation Fiji is undergoing to better itself for all citizens, Commodore Bainimarama said.

She said the right was not appreciated enough by some young women of today who still did not prioritize getting a career. Ms Bhims interests are writing poems, reading and watching the news. A yoga lover, she is taking part in the contest as her participation gives her a platform to advocate for issues she strongly feels for. I love my country and this is a social responsibility for me to take part in something that contributes towards the good of this country and my community, she said. Ms Bhim, who is originally from Suva, said she attended Dudley High School. Fiji is looking at having a direct air link to Malaysia following discussions in Kuala Lumpur. This is to boost both the tourism sector and growing business and trade ties with Malaysia, a country with one of the best economic records in Asia. Speaking from Malaysia, Minister for Foreign Affairs and International Co-operation Ratu Inoke Kubuabola said he met Malaysian Deputy Foreign Affairs Minister Kohilan Pillay to discuss future co-operation between the countries. Ratu Inoke said he also sought Malaysias support on Fijis application to join ASEAN (Association of Southeast Asian Nations) as an observer given that Malaysia played a vital role in the ASEAN Group. We saw Malaysia as a place where we could seek technical assistance in the areas of Agriculture (aquaculture, hydroponics, etc), development of small in improving manufacturing base of the country, Ratu Inoke said. Further areas of interest were in the renewable energy projects and infrastructural development. Until 1996, the balance of trade between the two countries has been consistently in Fijis favour, averaging close to F$25 million per annum. However, this situation was reversed from 1997. Lieutenant-Colonel Ratu Tevita Mara left Fiji in May after being charged with sedition and treason. He is visiting New Zealand to meet Foreign Colonel Mara told the reporter that it's unlikely that Commodore Frank Bainimarama will follow through on his government's plan to hold general elections in three years. He said a major reason Commodore Bainimarama won't hold elections is because it could lead to him being charged for his involvement in the coup in 2000. Colonel Mara also said that he believes if elections do happen, they will not be free and fair. He said New Zealand should widen its sanctions against Fiji to help bring an end to the regime.

The Rubella (German measles) Outbreak Team set up by the Ministry of Health and its stakeholders will continue to quarantine nursing students until rubella cases are eliminated. The ministry confirmed 11 cases eight up from the initial three that were confirmed last week. Health minister Dr Neil Sharma said the need to quarantine student nurses was because of the possibility of the disease spreading to members of the public. Student nurses have been stopped from clinical services at health centers and hospitals. This follows student nurses on work duty being amongst the first cases. Dr Sharma said people should not panic with the quarantine measures in place. That is important for people to understand that quarantine measures like what we have done here in regards to student nurses has to be done, he said. We will continue to do that until we know that we have eliminated the disease. Most cases are from the greater Suva area. Rubella or German Measles is an infectious viral illness of humans. Although in most people infection is mild, infection in early pregnancy can cause serious birth defects or miscarriage. The infection is spread by coming in close contact with people who are affected by rubella, particularly if they are coughing and, or sneezing. The symptoms of rubella include a mild fever, rash, runny nose, sore throat and often swollen lymph nodes. Aching joints are also common. Treatment for symptoms of rubella includes, rest and plenty of fluids. If your health provider thinks you may have rubella you should remain home for 7 days after the rash appears. In Fiji women born after 1964 were immunized against rubella at 11 years of age. From 2004 all boys and girls were immunized against rubella at 1 year and in class 1.
