Nesse contexto, o Maranho tem o privilgio de iniciar a nova dcada numa posio invejvel de receptor de investimentos estruturantes que propiciaro a abertura de novas oportunidades e perspectivas jamais reunidas em nossa histria. Os nmeros previstos para essa nova dcada so superlativos cerca de R$ 100 bilhes em investimentos pblicos e privados at o momento, que iro ofertar aproximadamente 240 mil novos empregos nos prximos cinco anos , como tambm so extraordinrios os desafios que se colocam no caminho do crescimento econmico. Enfrentando novos e antigos desafios, o novo Maranho j est em construo, com o incio de vrios empreendimentos, como: Refinaria de petrleo Premium I da Petrobras, de capacidade gigantesca 600 mil bpd que ser a quinta maior do mundo e a maior do Brasil. A produo ser escoada pelo Terminal Porturio do Mearim, s margens do rio Mearim em Bacabeira, a ser construdo pela Auriznia Empreendimentos; Ampliao da refinaria do consrcio Alumar; Usina termeltrica do grupo Geranorte, com 330MW; Hidreltrica de Estreito, com capacidade de 1087MW; Termeltricas do grupo EBX: UTE MPX Itaqui, com 360MW, e UTE Parnaba (gs natural), com 1863MW, em sociedade com a Petra Energia; Incluso das hidreltricas do Parnaba pela EPE (Empresa de Pesquisa Energtica, do MME) no prximo leilo de energia; Aciaria do grupo Ferroeste, que vai produzir 500 mil toneladas de tarugo de ao em sua primeira etapa; Per IV da Vale;
Duplicao da Estrada de Ferro Carajs - EFC; Fbrica de celulose da Suzano, com capacidade de 1,5 milho de toneladas/ano; Ampliao das fbricas de bebida da Ambev e Schincariol; Nova unidade do grupo Renosa, engarrafadora da Coca-Cola, em Imperatriz; Implantao do complexo avcola da Notaro Alimentos, no municpio de Balsas; Extrao de ouro do Grupo Aurizona, no municpio de Godofredo Viana, e do grupo
Jaguar Mining, no municpio de Centro Novo do Maranho; Ampliao das unidades de produo de cool dos grupos TG Agro Industrial, em Aldeias Altas, e Agro Serra, em So Raimundo das Mangabeiras; Novas unidades de produo de cimento como a Votorantim em So Lus; Construo em Alcntara da Torre Mvel Integrada - TMI, para as atividades do Veculo Lanador de Satlite - VLS. Obra orada em R$ 47 milhes. O primeiro voo de teste est previsto para fevereiro de 2012.
O Maranho, portanto, est diante de uma rara oportunidade de estabelecer uma conexo com o futuro. Para isso vai empreender um esforo vigoroso na captao de novos investimentos e na criao de um forte mercado consumidor, capaz de gerar muitos empregos, renda e trabalho para os maranhenses. A identificao e o planejamento das oportunidades, aliadas a uma poltica forte de combate pobreza*, transformaro o Maranho num estado altamente competitivo e socialmente mais justo.

O Estado investir ainda em infraestrutura de logstica e no estabelecimento de um complexo porturio (super porto) de nvel internacional para o escoamento da produo de derivados de petrleo e gs, mineral e do agronegcio. Investimento e emprego caminharo lado a lado. A falta de mo de obra tcnica qualificada um dos mais relevantes entraves para o desenvolvimento econmico ser enfrentada com a expanso dos centros de formao e capacitao profissional (14 novas escolas tcnicas esto sendo construdas nos municpios de Z Doca, Buriticupu, So Lus Centro Histrico, Aailndia, Timon,
Bacabal, Pinheiro, Caxias, Alcntara, So Raimundo das Mangabeiras, So Joo dos Patos, Barra do Corda, Santa Ins e Barreirinhas). Alm do treinamento da mo de obra, o Estado investir fortemente na qualificao profissional com o Programa de Formao de Recursos Humanos**, incentivando a formao tcnica, tecnolgica, de graduao e de ps-graduao voltados para o atendimento de necessidades especficas, como as de pesquisa e inovao tecnolgica. Todas essas aes integraro a poltica de Cincia, Tecnologia & Inovao para viabilizar o desenvolvimento sustentvel do estado, ampliar
A consolidao dos vrios empreendimentos previstos para o incio desta dcada implicar ainda na necessidade de melhoria na logstica de abastecimento das empresas aqui instaladas ou que venham a se instalar. Incentivos a programas, como o de Desenvolvimento de Fornecedores do Maranho - PDF e o ProMaranho, importantes instrumentos de poltica econmica, tributria e de incentivos fiscais, sero melhorados para aproximar governo, fornecedores,
compradores e entidades na busca de novos negcios. A criao de corredores de desenvolvimento, que podero ser traduzidos como eixos de integrao e desenvolvimento regional, um conceito moderno de promover a interligao dos grandes eixos que cortam as diversas regies do estado. Eles integraro economias, culturas, oportunidades de negcios e possibilitaro ao governo agir como indutor do processo de desenvolvimento. A natureza to generosa com a costa maranhense deu ao litoral e aos rios a responsabilidade pelo sustento de mais de 200 mil famlias que praticam a
pesca artesanal. No entanto, o Maranho est muito longe da explorao tima dos seus recursos pesqueiros. A necessidade de ordenamento e expanso do setor pesqueiro no Maranho um desafio to grande quanto o aproveitamento das reservas minerais marinhas, consideradas uma das maiores do pas. Apesar desse potencial, o Brasil ainda depende da importao para os insumos usados em fertilizantes agrcolas e nutrio animal. O agronegcio ter um lugar fundamental na transformao desse Maranho num estado rico e socialmente mais justo.
Todo o esforo produtivo e de infraestrutura ser feito com base nos princpios de sustentabilidade, na melhoria da paisagem ambiental e na insero local e regional inclusiva e responsvel. A orientao dos investimentos ser fundamentada na atualizao e retomada do zoneamento ecolgicoeconmico, instrumento fundamental para a segurana legal dos investimentos produtivos no Maranho. A seguir, um resumo dos principais projetos que iro modificar e alterar de forma irreversvel a nossa economia.
PETRLEO E GS
O setor de gs e petrleo caminha a passos largos no Maranho e reflete o grande momento econmico vivido pelo estado. No faltam investimentos e projetos. Empresas como a Petrobras, OGX, Petra Energia, Gasmar, Engept e a Panergy aproveitam os bons ventos e se preparam para investir em diversos projetos, como os de refinaria, gasodutos, explorao de petrleo e gs natural. O projeto da Petrobras o que chama mais ateno. Com investimento estimado em US$ 20 bilhes, a estatal j deu a partida para a construo de sua maior refinaria no pas, a Premium I a 5 maior do mundo , no municpio de Bacabeira, a cerca de 60 quilmetros de So Lus. A Refinaria ser a maior das Amricas ter capacidade de produzir 600 mil barris/dia. A nova unidade da Petrobras no Maranho, alm de aumentar a capacidade de refino do pas, vai adicionar valor ao petrleo nacional. A produo ser escoada pelo Terminal Porturio do Mearim, cuja a construo ser iniciada em 2011. Inicialmente, a Refinaria Premium I do Maranho produzir principalmente diesel para exportao, nafta petroqumica, gs liquefeito de petrleo - GLP e querosene de aviao. As obras da refinaria vo gerar 132 mil empregos diretos, indiretos e por efeito de renda. A OGX, brao petroleiro do grupo EBX, est investindo R$ 700 milhes no Maranho, precisamente na bacia do Parnaba. A empresa possui sete blocos terrestres no interior do estado, atuando com a MPX Energia empresa de energia do grupo e a Petra Energia. As reservas estimadas de gs at o momento somam 15 milhes de metros cbicos dirio, e podero ser utilizadas para gerao de energia eltrica (gerao de mais de 1800MW) e produo de fertilizantes. Assim como outros produtos derivados da cadeia petroqumica do gs. A distribuidora Gasmar Companhia Maranhense de Gs aposta no gasoduto Meio Norte. O empreendimento vai exigir cerca de R$ 2 bilhes em investimentos. Sero quase mil quilmetros de extenso atravessando 37 municpios e ter capacidade de transportar 5,4 milhes de metros cbicos/dia. A confirmao de grandes reservas de gs natural no municpio de Capinzal do Norte viabilizar a construo de uma malha estadual de gasodutos com a finalidade de disponibilizar energia limpa e de baixo custo e servir como mais uma ncora na atrao de investimentos geradores de emprego e renda para a populao do Maranho.
PORTOS
Recuperao e modernizao do Porto do Itaqui vai requerer vultosos recursos. Sero investimentos da ordem de R$ 604,5 milhes, sendo que a recuperao estrutural dos beros 101 e 102 vai consumir R$ 93,5 milhes. A dragagem dos beros 100 a 103 custar R$ 35 milhes. As construes dos beros 108 e 100, respectivamente, custaro R$ 84 e R$ 112 milhes. Para o Terminal de Gros do Maranho - Tegram que ser dotado de quatro armazns, correia transportadora e carregador de navios com capacidade para 2.500 t/h esto previstos recursos da ordem de R$ 280 milhes. Para o Terminal Porturio do Mearim (Bacabeira) os investimentos so de R$ 3 bilhes e previso de 3.600 empregos diretos e indiretos. O Terminal ter atracadouros para granis lquidos e slidos, alm de um per especfico para cargas siderrgicas com capacidade para atender navios de 43 a 72 mil toneladas, e mais uma rea aproximada de 950 mil metros quadrados de retroporto. A expanso da Vale, com investimentos estimados em R$ 12,5 bilhes no Maranho, prev a ampliao do Terminal Ferrovirio de Ponta da Madeira - TFPM, a duplicao da Estrada de Ferro Carajs - EFC, a ampliao do Terminal Porturio de Ponta da Madeira - TPPM, a construo do Per IV e ainda de um ramal ferrovirio no Par. Com isso, a capacidade de movimentao de carga passar de 130 milhes para 230 milhes de toneladas/ano.
CElulOsE
A Suzano Papel e Celulose o carro-chefe do novo Polo Industrial de Imperatriz. A Suzano pretende investir R$ 4 bilhes e iniciar em 2011 a construo de sua fbrica de celulose no estado. A nova unidade ter capacidade de produzir 1,5 milho de toneladas de celulose de eucalipto por ano e deve gerar 3,5 mil empregos diretos, sendo mil na rea industrial, alm de 15 mil postos de trabalho indiretos. Oito mil empregos devero ser gerados durante a fase de construo da fbrica. A produo dever ser toda voltada para exportao. A escolha da cidade de Imperatriz para abrigar a nova unidade permitir Suzano a utilizao da Estrada de Ferro Carajs - EFC para escoar a produo pelo terminal porturio a ser construdo em So Lus. A nova fbrica dever ser transformada na principal referncia em produo de celulose no mundo. Alm disso a Suzano criou uma nova empresa - Suzano Energia Renovvel - que j iniciou negociaes para a implantao, no interior do estado, de duas unidades de produo de pellets de madeira com capacidade de 1 milho de toneladas/ano, cada.

MiNERAO
Localizada numa rea a noroeste do estado, a minerao comea a ganhar destaque na economia maranhense. Empresas de minerao como Aurizona e Jaguar Mining, juntas, devem gerar quase trs mil empregos, entre diretos e indiretos. A Minerao Aurizona, empresa controlada pelo grupo canadense Luna Gold Corp., j est em operao desde abril de 2010 com a sua primeira mina de ouro, localizada no municpio de Godofredo Viana. A empresa estima uma produo de trs toneladas de ouro/ano. A Jaguar Mining vai operar uma mina de ouro localizada no municpio de Centro Novo do Maranho, conhecida como Chega Tudo. As obras devem comear em 2011. A rea de atuao das mineradoras integra o Cinturo do Gurupi, que inclui o nordeste do Par e o noroeste do Maranho. Nos prximos cinco anos, a empresa vai investir R$ 300 milhes na unidade de Centro Novo do Maranho. A previso de uma produo de 4,5 toneladas de ouro e 450 empregos diretos, 2.400 indiretos de efeito renda. Cerca de mil empregos devero ser gerados durante a construo.

A AmBev iniciou a duplicao da sua fbrica e a construo de um centro de distribuio direta em So Lus que, juntos, absorvero recursos de R$ 144 milhes de um total de R$ 2 bilhes investidos em todo o pas. Do total destinado ao Maranho, R$ 10 milhes sero utilizados na construo de uma nova linha de transmisso de energia eltrica de 60 kV, em parceria com a Companhia Energtica do Maranho - Cemar. Com a duplicao da produo, a AmBev vai gerar 900 empregos. Da Filial Equatorial, que opera em So Lus, saem latas, garrafas e chope comercializados no Maranho, Par, Piau e Amap. A capacidade de produo ser ampliada em mais de 100%, passando dos atuais 210 milhes de litros/ano para 440 milhes. No municpio de Caxias, a Schincariol, fabricante de cervejas e refrigerantes, est investindo R$ 120 milhes na modernizao e ampliao de suas linhas de produo. O nmero de empregos saltar dos atuais 2.240 entre terceirizados e indiretos para cerca de 3 mil.

Entre os novos empreendimentos, destacam-se o projeto da Companhia Siderrgica do Mearim e a retomada da produo de ferro-gusa da unidade da Margusa. O projeto da Companhia Siderrgica do Mearim - CSM, do grupo Auriznia Empreendimentos, que ser implantado no municpio de Bacabeira, est exigindo R$ 11,2 bilhes para se tornar realidade. O projeto inclui ainda um terminal porturio. A primeira etapa est prevista para operar em 2016 e ter capacidade para produzir 2,5 milhes de toneladas/ano de placas de ao. No terminal porturio sero investidos R$ 3 bilhes. As obras da Aciaria da Gusa Nordeste, no Distrito Industrial de Pequi, em Aailndia, devem estar concludas em 2011. O empreendimento dever empregar at 1,3 mil trabalhadores. O projeto da Gusa Nordeste est avaliado em R$ 300 milhes. A unidade de 250 mil metros quadrados de rea construda vai produzir 500 mil toneladas/ ano de tarugos de ao. Na segunda fase de expanso, a produo de tarugos ser duplicada, atingindo 1 milho de toneladas. H previso de construo de uma unidade de laminao. Atualmente, o polo guseiro de Aailndia formado por 5 siderrgicas e uma usina de fundio, tendo aproximadamente mais 30 empresas na rea de metalurgia. O Grupo Dimenso, que atua no setor de construo civil, est diversificando as atividades e investindo no setor siderrgico, R$ 140 milhes sero gastos na construo de uma fbrica em So Lus de derivados de ao (ao plano, chapas, tubos e perfis laminados). Quando pronto, o projeto vai gerar cerca de 250 empregos diretos e 750 indiretos. Durante as obras, iniciadas em junho de 2010, devero ser gerados um total de 300 empregos diretos. A entrada em operao est prevista para o final de 2011 e atender aos mercados das regies Norte e Nordeste.

O Maranho est se transformando em referncia nacional quando o assunto alumnio e siderurgia. A ampliao da refinaria da Alumar - Consrcio de Alumnio do Maranho e novas unidades industriais do setor siderrgico somam investimentos de mais de R$ 16 bilhes. Somente na ampliao da refinaria da Alumar foram investidos R$ 5,2 bilhes. A Brascopper, empresa de Ribeiro Preto, So Paulo, est instalando uma fbrica de vergalhes, cabos eltricos de alumnio e cabos de energia de cobre em So Lus, prximo ao complexo Alumar, com o qual fechou parceria para o fornecimento de alumnio lquido. A Brascopper pretende, a partir de sua unidade no Maranho, tornar-se competitiva em todo o mundo. A produo visa atender aos mercados nacional e internacional de transmisso e distribuio de energia. O projeto prev ainda, em uma segunda fase a produo de fios eltricos esmaltados para a fabricao de transformadores e motores.

Aumentar a produtividade, diversificar a produo e atender as exigncias de qualidade dos mercados consumidores so as propostas para o desenvolvimento e a integrao da agricultura familiar em nosso estado. As unidades familiares so responsveis em grande parte pelo abastecimento do mercado interno. Em todo o Maranho existem cerca de 260 mil unidades classificadas como de agricultura familiar. Elas correspondem aproximadamente a quatro milhes de hectares aptos para o cultivo. No entanto, somente 20% so aproveitados para produo de lavouras permanentes e/ou temporrias. Apesar do grande potencial para crescer, a realidade demonstra que a falta de acesso tecnologia, aliada baixa produtividade, so responsveis pelo isolamento e pelas perdas do setor. A consequncia o desestmulo e o baixo rendimento da classe produtora. A proposta para aumentar a produtividade da agricultura familiar a de integrao e a do desenvolvimento regional. Para que isso acontea necessrio ligar as cadeias produtivas, proporcionando o encontro da classe produtora com a tecnologia, com o acesso ao crdito e s informaes que ajudem a elevar a qualidade e o volume da produo. O cadastramento de unidades familiares que possuem vocao para a pecuria leiteira e o estmulo para que as agroindstrias adotem o fornecimento familiar aliado ao programa do governo de distribuio de leite proporcionaro o fortalecimento da economia regional e a sustentabilidade da atividade. O incentivo s atividades de produo de leite, criao de ovinos e caprinos nas unidades familiares so aes importantssimas e que contribuem para a segurana alimentar e no combate desnutrio e mortalidade infantil. A partir da gerao de excedentes agrcolas e melhorias das pastagens, o fomento criao de pequenos animais e pecuria de leite podem proporcionar melhorias de renda e no abastecimento das microrregies.

A paisagem urbana do Maranho principalmente da capital So Lus e de Imperatriz est mudando. E a responsvel por essas mudanas so as grandes incorporadoras do mercado imobilirio. Empresas do Rio de Janeiro e de So Paulo, aliadas a empresas maranhenses com larga tradio no setor, esto descobrindo o mercado imobilirio do Maranho. S o segmento de alto padro, que compreende imveis que vo desde R$ 350 mil a R$ 2 milhes, cresceu 30% nos ltimos dois anos na capital maranhense. O mercado imobilirio vem acompanhando a taxa de crescimento do estado. Para este ano, o setor espera um crescimento entre 8 e 9%. Esses nmeros tm sido um estmulo para a consolidao do mercado de produo e vendas de unidades habitacionais e comerciais no Maranho. De olho nessa demanda criada pelos programas de habitao popular, pela expanso do setor de construes e pelos grandes projetos de infraestrutura, a Votorantim Cimentos escolheu o Maranho para receber uma das oito fbricas que o grupo pretende instalar no pas. A Votorantim produzir 750 mil toneladas/ano na sua unidade maranhense a partir de outubro de 2011.

Na habitao popular, o desafio de superar o deficit de moradias o grande estmulo para a construo civil. Com um dos maiores deficit habitacionais do pas, o estado do Maranho est atacando o problema por meio do programa estadual Viva Casa e com recursos federais do programa Minha Casa, Minha Vida. Este programa prev a construo de 72.500 unidades habitacionais no estado para pessoas que ganham at dez salrios mnimos. Entre essas unidades, a faixa destinada ao pblico de menor renda (at trs salrios mnimos) inclui 29 mil moradias no valor de R$ 37 mil cada uma. As obras j esto em andamento e com previso de concluso at o final do ano, consumindo um investimento de R$ 1,07 bilho, e empregando em torno de 15 mil trabalhadores diretamente.

A rede hoteleira do Maranho vem se modernizando para atender o crescente mercado turstico e a demanda que vir com os grandes investimentos. At o final deste ano h previso para entrega de empreendimentos hoteleiros pertencentes a grupos genuinamente maranhenses, como o grupo Solare, com previso de trs hotis. A Ivanice Pers possui em So Lus o Hotel Praia Ponta dAreia, com 112 apartamentos. O grupo tem ainda mais duas unidades hoteleiras, o Veleiros, que j est operando, com 222 apartamentos, e o Hotel Panorama, com 70 apartamentos. H ainda um hotel da rede Ibis em construo na Avenida dos Holandeses.

A atividade comercial uma das que mais gera empregos no Maranho. Espalhadas em todos os municpios do estado, grandes redes e pequenos estabelecimentos suprem as necessidades dos cidados maranhenses com uma enorme variedade de produtos disposio dos consumidores. Cumprem importante funo social, no somente pela mo de obra que emprega, pelos impostos que recolhem, mas tambm como importante parceira do governo no programa Meu Primeiro Emprego, a primeira oportunidade que tem o jovem iniciante de ter a sua carteira de trabalho assinada. Com o forte crescimento econmico que o Maranho experimenta, novos investimentos surgem em todo o estado, consolidando o setor comercial como um dos mais dinmicos da nossa economia.

Com inaugurao prevista para 2011, o Shopping da Ilha ser o maior shopping center localizado na cidade de So Lus, com investimentos orados em R$ 252 milhes. Sero 78 mil metros quadrados de construo, com 38 mil metros quadrados de rea bruta locvel. O Shopping da Ilha um empreendimento do Grupo S Cavalcante, um dos maiores conglomerados de shoppings do pas. Em abril de 2010, com investimentos de R$ 150 milhes, foi inaugurado o shopping Rio Anil. Com 163 lojas e uma rea de 24,5 mil metros quadrados, o Rio Anil o resultado do bom momento econmico que o estado vem passando, resultado do aumento da massa salarial e do crescimento de empregos gerados pelas empresas que no param de chegar. A cidade de Imperatriz tambm ganhar dois shopping centers at 2012. O Tocantins Shopping, no centro da cidade, abrigar 107 lojas, estacionamento com mil vagas e trs salas de cinema. Dever entrar em funcionamento ainda este ano. O empreendimento previsto para 2012 o Imperial Shopping, com 161 lojas, mais de mil vagas para veculos e quatro salas de cinema. O investimento de R$ 80 milhes.

O setor de supermercados tambm reflete o bom momento da economia. O grupo Carrefour investiu R$ 35 milhes na construo de um atacado. O empreendimento gerou 900 novos empregos, sendo 350 diretos. O grupo Mateus j desembolsou R$ 60 milhes (em cinco lojas sendo quatro em So Lus e uma em Imperatriz) dos R$ 105 milhes que pretende investir at 2011 na ampliao de sua rede supermercadista, bem como na instalao de farmcias. O Supermercado Maciel estima investir cerca de R$ 65 milhes no binio 2010/2011.

A carne de pescado a mais consumida no mundo, principalmente nos pases asiticos. So cerca de 100 milhes de toneladas por ano. No Maranho h mais de 200 mil famlias que vivem da pesca. O nosso vasto litoral, inmeros rios perenes e piscosos e o aumento significativo da criao em cativeiro faz do setor pesqueiro um importante atrativo para novos investimentos. Desenvolver polticas e programas para melhorar a infraestrura, atrair novos parceiros, estimular a cadeia produtiva e apoiar com tecnologia e incentivos os pescadores, trabalhadores e empresrios transformaro o Maranho em importante produtor de pescado no Brasil.

Em seu primeiro mandato, Roseana Sarney iniciou um grande programa para colocar o turismo entre as principais atividades econmicas do estado. Fez o Plano Maior, investiu em infraestrutura e marketing, definiu regies e cidades estratgicas para novos roteiros, criou nova identidade visual, recuperou o Centro Histrico e conseguiu o reconhecimento de Patrimnio Cultural da Humanidade para So Lus, ttulo outorgado pela Unesco. Com isso, o fluxo de visitantes aumentou de modo significativo, permitindo aos empresrios do setor investir em novos hotis, restaurantes, lazer e cultura. Ao assumir novamente o governo, o turismo volta a ser prioridade. O Plano Maior est sendo atualizado e novas metas esto sendo definidas. O novo ambiente de negcios que o Maranho respira anima mais investimentos no setor, principalmente na rede hoteleira. Com diversidade ambiental nica e uma das mais ricas manifestaes culturais do Brasil, o Maranho volta a ocupar o lugar que merece no mercado turstico brasileiro.

Alm de localizao geogrfica privilegiada, extenso de terras, gua em abundncia, o Maranho tem hoje uma boa infraestrutura de portos, ferrovias, estradas, telecomunicaes e energia. E tudo isso est, no momento, passando por melhorias de ampliao e modernizao com investimentos pblicos e privados. Estamos investindo na modernizao e ampliao do porto do Itaqui, o nosso grande modal de logstica. A Empresa Maranhense de Administrao Porturia - Emap dever licitar ainda em 2011 a obra do Terminal de Gros do Maranho - Tegram, projeto que visa eliminar os gargalos do escoamento da produo de gros de toda uma regio (Corredor Centro Norte). Em Bacabeira ser construdo o Terminal Porturio do Mearim (Grupo Auriznia). O governo tambm investe na implantao e na revitalizao de distritos industriais. Somente na recuperao e implantao dos distritos industriais de So Lus e de Imperatriz os principais do Maranho foram investidos em torno de R$ 6,6 milhes. Os distritos em implantao esto localizados em reas de influncia das ferrovias Carajs e Transnordestina So Lus Teresina (CFN). Grandes empresas e indstrias, de vrios setores, como os de qumica,

bebidas, siderurgia e de alumnio atuam nessas reas. A manuteno e recuperao da malha viria estadual tambm faz parte dos planos do governo para melhorar a infraestrutura do estado. Em 2010 foram pavimentados e recuperados cerca de 1.500 km de estradas. O governo trabalha ainda para ligar todas as cidades maranhenses a acessos asfaltados antes do final de 2011.

RECORDE NA CRIAO DE EMPREGOS FORMAIS Com a marca de 41.891 postos formais de trabalho em 2010, o Maranho foi o 4 estado que mais criou empregos na regio Nordeste e o 12 do pas. So Lus foi a 10 capital que mais gerou empregos formais no pas com um total de 30.571 vagas. 18.440 empregos com carteira assinada criados de janeiro a junho mdia de 3.073,33/ms. Recorde em toda a srie histrica do Caged (1999)
Os reflexos positivos do bom momento econmico que vive o Maranho podem ser constatados no mercado de trabalho com resultados expressivos e histricos em 2010, com destaque para os segmentos do setor de servios e de comrcio que alcanaram os quantitativos de 14.586 e 12.069 postos formais de trabalho, respectivamente. Os nmeros foram puxados pelos segmentos de alojamento e alimentao, alm de contrataes no comrcio varejista. Na gerao de empregos, tambm destacou-se o setor da construo civil com um total de 12.127 empregos, reflexo da acelerao das obras de infraestrutura e do grande dinamismo do mercado imobilirio.

Como se observa, a principal fonte da receita estadual so as Transferncias Correntes, que correspondem a 62% dos recursos oramentrios previstos para 2011. Esse fato demonstra como a administrao das finanas do Estado sensvel
s oscilaes dos repasses federais, fazendo-se imperativa a criao de alternativas, por meio principalmente da promoo dos investimentos e da produo no estado, que contribuem no apenas para incrementar os nveis de emprego e renda, como

MARANHAO AND THE NEW DECADE OPPORTUNITIES AND CHALLENGES Brazil has emerged virtually unscathed from one of the most serious economic crises occurred in the world. The crisis began in 2008, from the bankruptcy of Lehman Brothers, one of the most traditional American banks, reflected negatively - albeit in varying degrees in all countries of the world. The fact of having completed its homework, with the adjustment of external accounts and accumulation of international reserves, as well as the recovery of economic policy instruments, softened its effects on our country. When it arrived in Brazil, the crisis found a country with prospects of growth caused by years of adjustments and structural reforms. Complemented by a strong policy of social inclusion, these reforms promoted socioeconomic stability and set the conditions for sustained economic growth. Although the impacts of the crisis have not been negligible, particularly in the industrial sector, they could be minimized in light of strong bases of the Brazilian economy and economic policy measures adopted by President Lulas government. Regionally, one must register the rapid growth of less developed regions, based on policies of redistribution, social inclusion, productive investments, and infrastructure. In this context, the performance of the Northeastern economy is highlighted, with consumption levels matching the Chinese fees of double digits. While the scenario outlined for the next four years indicates, on one hand, a mediocre growth, at best, of the world economy and, on the other hand, an average growth of 5% per year of the Brazilian GDP, the Northeast region GDP should be placed on a higher level, staying above 6% per year on average. THE NEW MARANHO In this context, Maranho has the privilege of starting the new decade in an enviable position as a receiver of structuring investments which will enable the
opening of new opportunities and prospects never assembled in our history. The figures provided for this new decade are superlative about R$100 billion in public and private investments to date, which will offer approximately 240 thousand new jobs over the next five years but the challenges that stand in the way of economic growth are extraordinary as well. Facing new and old challenges, the new Maranho is already under construction, with the start of several ventures such as: Oil Refinery of large size and capacity in Bacabeira, along with a port for export of petroleum products. It is 600 thousand bpd, 5th largest in the world and largest in Brazil; Duplication of the Alumar Consortium Refinery; Geranorte Group Thermoelectric Plant, with 330MW; Estreito Hydroelectric Power Plant, with a capacity of 1087MW; EBX Group Thermoelectric Power Plants: UTE MPX Itaqui, with 360MW, and UTE Parnaba (natural gas), with 1863MW in partnership with Petra Energia; Inclusion of Parnaba hydroelectric power plant by EPE (Energy Research Company, of MME) in the next energy auction; Ferroeste group steel plant, which will produce 500 thousand tons of steel billets in its first stage; Vales Pier IV; Doubletracking of Carajs Railway - EFC; Suzanos cellulose plant, with a production capacity of 1.5 million tons; Expansion of AmBev and Schincariols beverage plants; New unit of Renosa Group, Coca-Colas bottling company, in Imperatriz;
Implementation of Notaro Alimentos poultry products, in the town of Balsas; Aurizona Group gold extraction, in the city of Godofredo Viana, and Jaguar Mining Group, in the town of Centro Novo. Expansion of the alcohol production units of the groups TG Agro Industrial, in Aldeias Altas, and Agroserra, in Sao Raimundo das Mangabeiras; New cement production units, such as Votorantim in So Lus; Construction, in Alcntara, of the Integrated Mobile Tower - TMI - in process of completion - for activities of the Satellite Launch Vehicle - VLS. Work valued at R$47 million. The first test flight is scheduled for February 2012. Maranho, therefore, faces a rare opportunity to establish a connection with the future. For that, it will undertake a vigorous effort in attracting new investment and creating a strong consumer market, able to generate many jobs, income, and work for the people of Maranho. The identification and planning of opportunities, coupled with a strong policy to combat poverty*, will change Maranho into a state highly competitive and more socially just. ((*) Read the box Poverty and Inequality - the challenges to be overcome.) The state will also invest in logistics infrastructure and the establishment of a port complex (super port) of international standard for the flow of oil and gas, mineral, and agribusiness by-products. Investment and jobs will walk side by side. The lack of skilled technical manpower - one of the most significant barriers to economic development - will be addressed with the expansion of training and professional qualification centers (14 new technical schools are being built in the municipalities of Z Doca, Buriticupu, So Lus Historic Center, Aailndia, Timon, Bacabal, Pinheiro, Caxias,
Alcntara, So Raimundo das Mangabeiras, So Joo dos Patos, Barra do Corda, Santa Ins, and Barreirinhas). Besides the training of manpower, the state will invest heavily in professional qualification with the Human Resources Training Program**, encouraging technical, technological, undergraduate, and graduate training geared towards meeting specific needs, such as research and technological innovation. All these actions will integrate the policy of Science, Technology & Innovation to enable the sustainable development of the state, expand and modernize universities and research centers, and meet market demands. ((**) Read the box Human Resources Training Program). The consolidation of several ventures planned for the beginning of this decade will also imply the need for improvement in the supply logistics of companies situated here or that may be established. Incentives to programs such as the Maranhos Supplier Development and Pro Maranho, important instruments of economic, tax, and tax incentives policy will be improved to bring government, suppliers, buyers, and agencies together in pursuit of new businesses. The creation of development corridors, which shall be translated as focal points of integration and regional development, is a modern concept of promoting the interconnection of major routes that cross the various regions of the state. They will integrate economies, cultures, business opportunities, and will enable the government to act as an inducer of the development process. Nature - so generous to the coast of Maranho - gave the coast and rivers the responsibility for the sustenance of more than 200 thousand families who practice manual fishing. However, Maranho is far from optimal exploitation of its fishing resources. The need for the regulation and expansion of the fishing sector in Maranho is a challenge as big as the exploitation of marine mineral resources,
considered one of the largest in the country. Despite this potential, Brazil still depends on imports for inputs used in agricultural fertilizers and animal nutrition. The cosmetics industry, and animal nutrition. Agribusiness has a crucial place in the transformation of this Maranho into a state rich and more socially just. Every productive and infrastructure effort will be based on the principles of eco-efficiency, improvement of environmental landscape, and local and regional placement, inclusive and responsible. The orientation of investments will be based on the updating and recovery of ecological and economic zoning, an underlying instrument for the legal security of productive investments in Maranho. The following is a summary of key projects that will modify and irreversibly change our economy. OIL AND GAS The gas and oil sector is at a quick pace in Maranho and reflects the great economic time experienced by the state. There is no shortage of investments and projects. Companies such as Petrobras, OGX, Petra Energa, Gasmar, Engept, and Panergy enjoy the good winds and prepare to act on several projects, such as refinery, pipelines, exploitation of oil and natural gas. The Petrobras project is the one which draws the most attention. With an investment estimated at US$20 billion, the state company has already started to build its largest refinery in the country, the Premium I the 5th largest in the world - in the town of Bacabeira, about 600 kilometers far from So Lus. The Refinery will be the largest one in the Americas - being capable of producing 600 thousand barrels/day. The new Petrobras unit in Maranho, in addition to increasing refining capacity in the country, will add value to domestic oil. Initially, Premium I Refinery of Maranho will mainly produce diesel for export, petroleum naphtha, liquefied petroleum gas LPG, and aviation kerosene. The refinery works will
generate 132 thousand direct and indirect jobs, and by income effect. OGX, the oil business branch of EBX group is investing R$ 700 millions in Maranho, precisely in the Paraba basin. The company owns 7 oil land blocks in the interior of the state operating with MPX Energia - the energy branch of the group, and Petra Energia as well. The estimated gas reserves up to this time amount to 15 million cubic meters daily, and can be used for electric power generation (generation of over 1800MW) and production of fertilizers, in addition to other gas petrochemical chain by-products. Distributor Gasmar Companhia Maranhense de Gs bets on the Meio Norte gas pipeline. The venture will require about R$ 2 billion in investments. It will be nearly a thousand kilometers of extension crossing 37 municipalities and will be capable of transporting 5.4 million cubic meters / day. Confirmation of large natural gas reserves in the municipality of Capinzal do Norte will enable the construction of a state pipeline loop with the purpose of providing clean energy at a low cost and will serve as one more anchor in attracting investments that generate employment and income for the population of Maranho. CLEAN AND RENEWABLE ENERGY The discovery of large gas reserves, extremely favorable conditions for biomass production land, topography, water, weather and logistics - and abundant winds for good part of the year are new opportunities that arise among many that Maranho offers. Tax incentives and infrastructure facilities are new instruments that foment the new investments in this sector of our economy. The presence of large companies with worldwide operations and leading edge technology are ensuring that, before long, we will have a prominent position among the producers of clean energy in the world.

PORTS Restoration and modernization of the Itaqui Port will require considerable resources. They will be investments of R$ 604.5 million, and the structural restoration of berths 101 and 102 will consume R$ 93.5 million. The dredging of berths 100 to 103 will cost R$ 35 million. The construction of berths 108 and 100, respectively, will cost R$ 84 and R$ 112 million. For the Grain Terminal of Maranho - Tegram - which will have four warehouses, conveyor belt, and ship loader with capacity for 2,500 t/h resources of R$ 280 million are foreseen. For the Port Terminal of Mearim (Bacabeira) investments are of R$ 3 billion and a forecast of 3,600 direct and indirect jobs. The terminal will have berths for liquid and solid bulks besides a specific pier for steel loads, with capacity to serve ships of 43 to 72 thousand tons, and one more area of approximately 950 thousand square meters of cargo storage area. Vales expansion, with investments estimated at US$ 12,5 billion in Maranhao, foresees the enlargement of Ponta da Madeira Railway Terminal TFPM, duplication of Carajs Railway - EFC, expansion of Ponta da Madeira Port Terminal TPPM, Pier IV construction and of a railway Branch in Par State. Thus, the cargo handling capacity will increase from 130 million to 230 million tons per year. CELLULOSE Suzano Papel e Celulose is the flagship of the new Industrial Center of Imperatriz. Suzano intends to invest R$ 4 billion and start, in 2011, the construction of its cellulose plant in the state. The new unit will have a capacity to produce 1.3 million tons of eucalyptus cellulose per year and should generate 3.5 thousand direct jobs, one thousand being in the industrial area, in addition to 15 thousand indirect job positions. Eight thousand jobs will be generated during the plants construction phase. The production will be export-oriented. The choice of the city of Imperatriz to house the new unit will allow Suzano to use Carajs Railway - EFC to ship the production through the
port terminal to be built in So Lus. The new plant will be transformed into the main reference on cellulose production in the world. In addition to that, Suzano has created a new company Suzano Energia Renovvel (Renewable Energy) which has already started negotiations to build two wood pellets production units in the interior of the state, capable of producing 1 milllion tons / year, each. MINING Located in a northwest area of the state, mining begins to gain prominence in the economy of Maranho. Mining companies such as Aurizona and Jaguar Mining, together, should generate about three thousand jobs, both direct and indirect. Minerao Aurizona, a company controlled by Canadian group Luna Gold Corp., is already in operation since April of 2010, with its first gold mine, located in the municipality of Godofredo Viana. The company estimates a production of three tons of gold per year. Jaguar Mining will operate a gold mine located in the municipality of Centro Novo do Maranho, known as Chega Tudo. The works should begin in 2011. The area of operation of the mining companies integrates the Cinturo do Gurupi (Gurupi Belt), which includes the northeast of Par and northwest of Maranho. Over the next five years, the company will invest R$ 300 million in the unit of Centro Novo do Maranho. The forecast is for a production of 4.5 tons of gold and 450 direct jobs, 2,400 indirect jobs by income effect. About a thousand jobs should be generated during construction. BEVERAGES AmBev has started the expansion works to double the size of its factory and the construction of a production unit and a direct
distribution center in So Lus which, together, will absorb resources of R$ 144 million of a total of R$ 2 billion to be invested across the country. From the total allocated to Maranho, R$ 10 million will be used to build a new electric power transmission line of 60 kV, in partnership with Companhia Energtica do Maranho - Cemar. With the duplication of production, AmBev will generate 900 jobs. The Equatorial Brewery Plant operating in So Lus produces cans, bottles, and draft beer, which are commercialized in Maranho, Par, Piau e Amap.The production capacity will be expanded by over 100% from the current 210 million liters/year to 440 million. In the municipality of Caxias, Schincariol, producer of beers and soft drinks, is investing R$ 120 million in modernizing and expanding its production lines. The number of jobs will jump from the current 2,240 - between contractors and indirect - to about 3 thousand. STEEL METALLURGY Among the new ventures, the project of Companhia Siderrgica do Mearim and the resumption of pig iron production of Margusas unit are highlighted. The project of Companhia Siderrgica do Mearim CSM, of Auriznia Venture group, which will be built in the municipality of Bacabeira, is demanding R$ 11.2 billion to become reality. The project also includes a port terminal. The first stage is expected to operate in 2016 and will have capacity to produce 2.5 million tons / year of steel plates. At the port terminal, R$ 3 billion will be invested. Works on the Gusa Nordeste steel plant, in the Pequi Industrial District, in Aailndia, should be completed by March 2011. The venture should employ up to 1300 workers. The Gusa Nordeste project is valued at R$ 300 million. The unit of 250 thousand square meters of built area will produce 500 thousand tons of steel billets per year. In the second expansion phase, the production of billets will double, reaching 1 million tons. There are plans for the construction of a lamination unit. Currently, the Acailandia Pig Iron Complex is
composed by 5 steel Mills and a smelting plant, with approximately over 30 enterprises in the metallurgy field. Dimenso Group, which operates in the civil construction sector, is diversifying activities and investing in the steel industry. R$ 140 million will be spent on the construction, in So Lus, of a steel by-products plant (flat steel, plates, tubes, and laminate sections). The finished project will create about 250 direct jobs and 750 indirect ones. During construction, begun in June 2010, a total of 300 direct jobs will be generated. The operation is scheduled for late 2011 and will serve markets in the North and Northeast regions. ALUMINUM Maranho is becoming a national benchmark when it comes to aluminum and steel metallurgy. The expansion of Alumar Refinery - Aluminum Consortium of Maranho and the new industrial units in the steel sector total investments of more than R$ 16 billion. R$ 5,2 billion were invested only in the expansion of Alumar Refinery. Maranho is becoming a national benchmark when it comes to aluminum and steel metallurgy. The production is intended to meet the energy distribution and transmission national and international markets. The Project also provides for, in a second phase, the manufacturing of enameled aluminum wires for the fabrication of transformers and motors. AGRIBUSINESS AND MEAT PRODUCTION From the infrastructure implemented by Roseana Sarney in her first term as governor, building roads and bringing electricity to areas with high potential for production, the agribusiness and livestock began an expansion process, focused on increasing productivity and quality of flocks.
Rice, soybeans, corn, cotton, sugar cane, and biomass are increasingly attracting investors interested in capitalizing on our natural advantages (topography, climate and availability of land) in this sector. Notaro Alimentos Group is responsible for a large scale investment in agribusiness: R$ 146 million in a poultry complex in Balsas. The project provides for the combination in poultry breeding farm and chicks, hatchery, feed mill, and soybean processing plant for the production of oil and bran. The industrial slaughterhouse will have a slaughter capacity of 150 thousand birds per day. It will generate 3,800 direct and indirect jobs. Half the production will be intended for domestic market and the remainder for the external one. Another strategic project to bring about the consolidation of the soybean chain in Maranho is the implementation of ABC Inco, an agribusiness division company of the Algar Group, traditionally focused on the telecommunications sector, in Minas Gerais. The group invested about R$ 220 million to assemble a grain crushing unit in the municipality of Porto Franco, near Imperatriz. It has a processing capacity of 1.5 thousand tons of grain per day, representing over 30% of soybean production in the state. In the ethanol and sugar cane sector, the enterprises TG Agro Indstrial located in Aldeias Altas, Agro Serra in So Raimundo das Mangabeiras and Maity Bioenergia in Campestre do Maranho invest more than 600 million in the increase of production We will encourage public-private partnerships, aiming to promote the consolidation of existing productive chains and the development of new chains enhanced by the discovery of gas. Its priorities will be targeted at creating jobs and reducing regional disparities. The state government will act as organizer, facilitator, and partner in promoting and attracting investments, using public policy instruments such as incentives, complementary investments in
infrastructure and government procurement. The priority sectors to be covered are described below. Development of sugarcane ethanol plants; Construction of a pilot plant for lignocellulosic biomass ethanol by enzymatic hydrolysis; Development of forestry and its entire productive chain (industry of furniture, pellets, briquettes, electrical generation, resin production); Development of irrigated fruit production; Implementation of large rice processing plants; Development of export floriculture; Construction of an ethanol plant from cassava; Development of palm plantations for biodiesel production; Development of the meat industry for export; Promoting the development of the meat, leather, and shoes industry. FAMILY FARMING Increase productivity, diversify production, and meet the quality requirements of consumer markets are the proposals for the development and integration of family farming in our state. Family units are largely responsible for the internal market supply. Throughout Maranho, there are about 260 thousand units classified as family farming. They correspond to approximately four million hectares suitable for cultivation. However, only 20% is utilized for permanent and/or temporary crop production. Despite the great potential to grow, the reality demonstrates that lack of access to technology, coupled with low productivity, are responsible for the sectors isolation and the losses. The effect is discouragement and low-income of the productive class. The proposal to increase productivity of family farming is the integration and regional development. In order for that to happen, it is necessary to connect the productive chains, providing a meeting of the producing class with technology, with access to credit and information

that will help to raise the quality and volume of production. The registration of households who have a vocation for dairy cattle and incentive for agribusiness to adopt the familiar supply coupled with the government program of milk distribution - will bring the strengthening of the regional economy and the sustainability of the activity. Incentive to activities of milk production and sheep and goat farming in family units are very important actions that contribute to food security and to combating malnutrition and child mortality. From the generation of agricultural surplus and pasture improvement, fostering the creation of small animals and milk livestock can provide improvements in income and in the supply of micro regions. CIVIL CONSTRUCTION The urban landscape of Maranhao - mainly of the capital So Lus and Imperatriz - is changing. And those responsible for these changes are the large developers of the real estate market. Companies of Rio de Janeiro and So Paulo, allied to local companies with a long tradition in the industry, are discovering the real estate market of Maranho. The high-end segment alone, which includes properties ranging from R$ 350 thousand to R$ 2 million, grew 30% over the past two years in the capital of Maranho. The housing market has been following the growth rate of the state. This year, the sector expects a growth between 8 and 9%. These numbers have been an incentive to the production market consolidation and sales of housing and commercial units in Maranho. Looking out for this demand created by public housing programs, expansion of the construction sector, and major infrastructure projects, Votorantim Cimentos chose Maranho to receive one of the eight plants that the group intends to establish in the country. Votorantim will produce 750 thousand tons/year in its local unit in Maranho from October 2011 on.
HOUSING In popular housing, the challenge of overcoming the housing deficit is the major stimulus for construction. With one of the biggest housing deficits in the country, the state of Maranho is attacking the problem through the Viva Casa state program and federal resources the Minha Casa, Minha Vida program (My House, My Life). This program includes the construction of 72,500 housing units in the state for people earning up to ten minimum wages. Among these units, the range intended for the public with lower income (up to three minimum wages) includes 29 thousand homes in the amount of R$ 37 thousand each. Works are already underway and expected to be completed by the end of the year, consuming an investment of R$ 1.07 billion and employing around 15 thousand workers directly. HOTEL INDUSTRY The hotel network of Maranhao has been modernized to meet the growing tourist market and demands that come with large investments. By the end of this year, there is a forecast for the delivery of hotel enterprises belonging to groups genuinely from Maranho, such as the Solare group, expected to have three hotels. Ivanice Pers owns the Praia Ponta DAreia Hotel, in So Lus, with 112 apartments. The group also has two other hotel units: Veleiros, which is already operating, with 222 apartments, and Panorama Hotel, with 70 apartments. There is also an Ibis chain under construction on Holandeses Avenue. TRADE Commercial activity is one that generates more jobs in Maranhao. Scattered throughout all municipalities of the state, large chains and small establishments cater to the needs of Maranho citizens with a huge variety of products available to consumers. They fulfill an important social function, not only for the manpower it employs, taxes they collect, but also as an important government partner in the My First Job program, the first opportunity that
beginning youngsters have to formal contract. With the strong economic growth that Maranho experiences, new investments are rising throughout the state, consolidating the commercial sector as one of the most dynamic of our economy. SHOPPING CENTERS Expected to open in 2011, Shopping da Ilha will be the largest shopping center located in the city of So Lus, with investments budgeted at R$ 252 million. There will be 78 thousand square meters of construction, with 38 thousand square meters of gross leasable area. Shopping da Ilha is a venture of the S Cavalcante Group, one of the largest shopping conglomerates in the country. In April of 2010, with an investment of R$ 150 million, the Shopping Rio Anil was opened. With 163 stores and an area of 24.5 thousand square meters, Rio Anil is the result of good economic times that the state has experienced, result of the increase in wages, and the growth of jobs generated by companies that do not stop coming. The city of Imperatriz will also attain two shopping centers by 2012. The Shopping Tocantins, in the city center, will house 107 stores, a parking lot with a thousand spots and three cinema rooms. It should become operational later this year. The venture scheduled for 2012 is the Imperial Shopping, with 161 stores, more than a thousand spots for vehicles and four cinema rooms. The investment is R$ 80 million. SUPERMARKETS The supermarket sector also reflects the momentum of the economy. The Carrefour group invested R$ 35 million to build an Atacado. The venture has generated 900 new jobs, 350 being direct. The Mateus group has already disbursed R$ 60 million (in five stores, being four in So Lus and one in Imperatriz city) of R$ 105 million it expects to spend through
2011 to expand its supermarket chain, as well as the installation of pharmacies. Supermercado Maciel estimates it will invest about R$ 65 million during the biennium 2010/2011. MICRO AND SMALL ENTERPRISES More than half of formal jobs in Brazil are in micro and small enterprises. They are scattered in all corners of the country and, in many places, particularly in the interior, is the only option of formal employment for the population. In Maranho there are 100 thousand (Jucema/2010), the majority being, 44.477in the Trade segment; 11.196 in Services, and 7.693 in the Civil Construction Industry, generating more than 126 thousand Jobs with registered labor card. Our big challenge for the next five years is to increase the number of micro and small enterprises in the state, either through incentives for the formalization of more than 254 thousand existing informal enterprises, either by encouraging the creation of new companies in sectors with high incorporation of technology to meet the many work and service opportunities offered by the large investments already being implemented in Maranho. We will also include micro and small enterprises in the programs of government procurement and supplier development as a way to ensure greater market share for their production, and stimulate regulation of the General Law of Micro and Small Enterprise by the municipalities. Thus, we will be decisively contributing to the improvement of competitiveness and doing justice to pioneering in this area, for Maranho was the first state in the Federation to join the SIMPLES (simplified tax system). FISH FARMING Fish meat is the most consumed worldwide, especially in Asian countries. It is about 100 million tons per year. In Maranho, there are more than 200 thousand families making a living from fishing. Our vast coastline, numerous perennial and fish abundant rivers, and a significant increase in fish farming makes the fishing sector an important attraction for new investments.
Developing policies and programs to improve infrastructure, attracting new partners, encouraging the productive chain, and supporting with technology and incentives, fishermen, workers, and entrepreneurs will change Maranho into an important fish producer in Brazil. TOURISM In her first term, Roseana Sarney began a program to place tourism among the main economic activities of the state. She designed the Major Plan, invested in infrastructure and marketing, determined strategic regions and cities for new routes, created a new visual identity, restored the Historical Center, and acquired for So Lus the recognition of Worlds Cultural Heritage, a title awarded by UNESCO. Thus, the flow of visitors has increased significantly, enabling entrepreneurs of this sector to invest in new hotels, restaurants, leisure, and culture. By taking back the government, tourism is a priority again. The Major Plan is being updated and new targets are being set. The new business environment that Maranho breathes encourages more investments in the sector, especially in hotel chains. With a unique environmental diversity and one of the richest cultural expressions in Brazil, Maranho occupies again the place it deserves in the Brazilian tourism market. INFRASTRUCTURE In addition to a privileged geographic location, land extent, and abundant water, Maranho today has a good infrastructure of ports, railways, roads, telecommunications, and energy. And all this is at present undergoing expansion and modernization improvements with public and private investments. We are investing in modernization and expansion of the Itaqui port, our large logistics modal. The Empresa Maranhense de Administrao Porturia - Emap (Port Administration Company of Maranho) - should open a bid still in 2011 for the Grain Terminal of Maranho Tegram works, a project which aims to eliminate bottlenecks of the grain production flow of an entire region
(Center-North Corridor). The Port Terminal of Mearim (Auriznia Group) will be built in Bacabeira. The government also invests in the implementation and revitalization of industrial compounds. In the restoration and implementation of the industrial districts of So Lus and Imperatriz only - the main ones of Maranho - around R$ 6.6 million were invested. The districts under implementation are located in areas of influence of the Carajas railway and Transnordestina So Lus Teresina (CFN). Large companies and industries in various sectors such as chemicals, beverages, metallurgy, and aluminum work in these areas. Maintenance and restoration of the state highway system is also part of the governments plans to improve the states infrastructure. In 2010, about 1,500 km of roads were paved and restored. The government also works to connect all cities of Maranho to paved accesses before the end of 2011. JOBS RECORD IN THE CREATION OF FORMAL JOBS With the achievement of 41.891 formal job positions in 2010, Maranho was the 4th state which created more Jobs in the Northeast region and the 12th in the country rank. So Lus was the 10th capital which generated more formal Jobs in the country, with a total of 30.571 vacancies. 18.440 formal jobs with registered labor card created from January to June average of 3.073,33/month. A record in all Caged (General Register of Employed and Unemployed workers) history series (1999) The positive impacts of the good economical moment Maranho is living with the outstanding and historical results achieved in 2010, highlighting the trade and service segments, which achieved the numbers of 14.586 and 12.069 formal job positions, respectively. These numbers were driven by the accommodation and food segments, in addition to the retail trade hiring rates. In the creation of jobs, special attention should be given to civil construction sector with a total of 12.127 jobs, reflecting the infrastructure works acceleration and potential dynamism of the Housing market. The second sub-sector which contributed to the resumption of formal employment in the state, in the first quarter of 2010, was services, especially those in the segment of accommodation and meals. The large number of contracting in the retail segment and in the food and metallurgy industries is also noteworthy.
JOBS SECTORS OF ECONOMIC ACTIVITY In short, the prospects for 2010 are extremely favorable with respect to the acceleration of economic activity in the state, with positive impacts on the generation of public and private revenue. Besides the multiplying effect of new investments, the expansion of wage mass and resumption of growth in federal transfers to the state must continue driving the segments of trade and services.

BUDGET 2011 For the 2011 budget one estimates a Total Revenue in the amount of R$ 9,680,000.00. The table below details the main sources of State revenue:
Source: SEPLAN/SAOF As can be noted, the main source of state revenue is Current Transfers, which represent 62% of budget resources forecast for 2011. This fact demonstrates how management of state finances is sensitive to fluctuations in the federal funds, making the creation of alternatives necessary, primarily through the promotion of investments and production in the state, which contribute not only to increase levels of employment and income, but also constitute factors that favor redistribution to the extent that the States actions are directed to the most vulnerable segment of the population. The expenditure for 2011, budgeted at an amount equal to the revenue, is distributed in the following groups:
Expenses with Personnel and Social Charges forecast for 2011 are around R$ 3.3 billion, and the resources for expenses established by the Budget Guidelines Law (Law No. 9.255, of 07.30.2010) are included in that amount. It is important to highlight that the expansion of expenditure on Personnel for next year is in full compliance with the determinations of the Fiscal Responsibility Law. It is worth noting that, by force of federal law, from 2011, expenditures for the payment of retirees and pensioners of the Executive Branch, which until 2010 were being recorded as personnel costs, will be considered cost expenses.

In exchange, it will provide the investors with all the conditions for the success of its entrepreneurship, being of human, material or infrastructure nature. All these changes will lead Maranho to a prime position in the economical scenario of the country. And that will require the engagement of all, from the simplest citizen to the most qualified undertaker. The identification, planning and best use of the opportunities, coupled with an anti-poverty policy, will transform Maranho in a short timescale in a modern, wealthy and socially just state. *POVERTY AND INEQUALITY THE CHALLENGES TO OVERCOME In the last fifteen years, Maranhos poverty indicators have improved to a great extent. Actually, according to IPEA, between 1995 and 2008, the absolute poverty rate has dropped in the state from 77,8% to 55,9% a drop of almost 22 percentage points. The extreme poverty rate has also decreased in the same period from 53,1% (more than the increasing rate of the country) to 27,2% one of the most significant drops among all the states . This outstanding performance has been sustained by some key factors, among which we can highlight two outside the state: the macroeconomic stability and the anti- poverty programs of President Lulas government. Therefore, the strategy to be adopted by the state government for the years to come in addition to the continuity of the process achieving outstanding results so far is of making the best use of the excellent investment perspectives in the state, which will leverage an encouraging growth of Maranhos GDP in the next years. One of the key points leading to the antipoverty program success is its focus, i.e. people-oriented actions aimed at the needy population being implemented on a fasttrack basis, using the experience accumulated in

Therefore, in Maranho, this fast-paced growth is to be coupled with the intensification of direct cash transfer policy in place so far, carrying out actions focused on the following main axes: Expansion of Bolsa Famlia Program coverage by improving the quality of the Cadastro nico (Single Record) of this federal program; Actions to complement Bolsa Famlia program in the municipalities of highest poverty incidence state programs such as Meu Primeiro Emprego, Viva Luz, Viva gua, Viva Casa); Prioritizing of budgeting applications to the municipalities of lower per capita income. The first phase of poverty fight aims primarily at lifting the persons out of the condition they are currently in by meeting their primary needs. Cash transfer is the quickest solution to the issue in this phase, for that purpose the children attendance in school and their participation in the vaccination Program is required. At the same time, the second step of poverty fight program needs to be designed, and once the programs become successful when a large number of people is no longer under the poverty line, but still needy of support to give the first steps towards their productive inclusion in the market. Special educational actions will be required, most probably outside of the formal education system. those who have already reached the secondary studies will have to be professionally qualified (it is important to point out that 14 new technical schools are already been implemented in the municipalities of Z Doca, Buriticupu, So Lus Centro Histrico, Aailndia, Timon, Bacabal, Pinheiro, Caxias, Alcntara, So Raimundo das Mangabeiras, So Joo dos Patos, Barra do Corda, Santa Ins and Barreirinhas).
Another important point to consider is a more intense and closer articulation with the municipalities, helping them to overcome the challenges of primary school teaching ; to improve efficiency and management of the social welfare programs; transfering budget resources to fight poverty in projects directly developed by the municipalities. We had never put together before so many favorable conditions to fight poverty on a long term basis in our state. We are ready to overcome this one more challenge. MARANHO AND THE NEW NEW ERA DCADA **HUMAN RESOURCES TRAINING PROGRAM Maranho is standing before opportunities never gathered before in its economical history. Added up, the investments already hired achieve more than 100 billion reais, and Will generate around 240 thousand new Jobs in the next five years. Construction works in industrial sites and services which already begun to transform our state and Will require a relatively short timescale and a large contingent of properly qualified human resources. So, it is strategic to encourage the development of most of manpower to be required, otherwise we will witness all those resources being imported from other states and even from abroad. Such strategy is extremely important not only for the benefit of the population, but also for competitiveness of the businesses involved. Such action is to be carried out across all levels, with the emphasis to medium and superior ones. More in particular, it is about increasing the offer to technical, technology, graduation and post-graduation training courses. The lack of technical manpower is today one of the most important handicaps to the economical development and competitiveness
of Brasil in the international markets. Such condition imposes a series of challenges, being the main ones directly related to the expansion of professional qualification and training centers in a pace that allows to keep up with the economical growth; enhancement of public investments; territorial dispersion of labor market; and provide models privileging the technical, academic and professional qualification which meet the regional priorities. Specifically, in relation to the companies, the most urgent issues to be overcome in the next years are: availability of adequate technical manpower, trained and qualified; dedication of working time to training; investments in internal qualification programs; and financial resources and training cost. Thus, the responsibility of the public agents to create specific Professional qualification programs and training of technicians and high level specialists is key to attract the interest of youth so as to meet the needs raised in the priority areas which maintain a direct relationship with the ongoing investments in Maranho. This type of program focus on a social question which is the main issue in the state: the job. Job provides income to the families and dignity to people. It is regretting that many job vacancies are not filled due to lack of professional qualification. The current scenario demands a more qualified participation by the government in that, in all sectors of economy, the trend of incorporating new Technologies to the productive processes will demand even more qualified and trained workers for its handling. In secondary school teaching, the focus will be on its professionalisation. It is important to highlight that 14 new technical schools are already being installed in the municipalities of Z Doca, Buriticupu, So Lus Historical City, Aailndia, Timon, Bacabal, Pinheiro, Caxias, Alcntara, So Raimundo das Mangabeiras, So Joo dos Patos, Barra do Corda, Santa Ins and Barreirinhas.

Another fundamental element is the special attention to be given to the development of college level technical specialists (3 year course). In order to achieve this set of targets, we Will search the partnership and integration with Senai, Senac, government technical schools and other Vocationally-orientated education systems and create the Training Program of Technical Experts in the following activities, among others the market may demand: administration; agroindustry; agriculture and cattle raising; agronomy; foods; aquaculture; industrial automation; systems development; electronics; industrial electronics; electrotechnical; electromechanics; edification; roads; forestry; IT management; hotel services; computer sciences; instrumentation; Logistics; Mechanics; Mechatronics; Environment; Metalurgy; Mining; Machine Operator; Ports; Industrial Chemistry; computer networks; environmental sanitation; work safety; welding; Transport and Traffic; Tourism; veterinary. Finally, in order to expedite the qualification process of young college students, we Will also invest on a high level qualification, encouraging the training of Masters and Doctors, the creation of papers and theses so as to meet the specific needs in selected areas, such as research, with strong technological innovation content. With the creation of the Masters and Doctors Training Program, we will allow for the development and establishment of professionals in Maranho, therefore enlarging the technical and academic base and contributing to the multiplication and qualification of human resources to meet the local needs. And most important: the Masters and Doctors Training Program will allow for
more equity in the distribution of scholarships and grants to people who cannot afford with the training program costs required for the participants. The purpose of this program is to reinforce the training initiatives of human capital in Maranho, focusing on local people, students, as well as on post-graduation courses, latu and stricto sensu, in strategic areas for the state. The Program will perform in offering scholarships aimed at supporting the students and at the development of the papers. 100 scholarships for Master degree and Doctors degree will be offered through a public decree. The selection will be made by a team of specialists, based on the criteria meeting the priority areas, quality of the Post-graduation courses and assessment of the applicant curriculum. Each scholar will be assisted and shall undergo a systematic assessment system.
