Insufficient Innovative

government funding with ambitious targets market mechanisms should be explored to sustain and expand NGP

Some Key Elements for Successful PES are present:

EO 26 provides framework for a national environmental program and mandates government agencies to synergize efforts in implementing NGP (planning, budgets, systems, etc.) Secure property rights (CBFM, CADT, etc) of service providers of environmental services (ES) Potential buyers of ES e.g. water districts, mining companies, LGUs, etc.) Start-up funding from government that could be leveraged with the private sector

Environmental services are typically classified into four broad categories*

watershed protection carbon sequestration biodiversity conservation landscape/seascape beauty *Proceedings from the National Conference-Workshop on
Payments for Environmental Services: Direct Incentives for Biodiversity Conservation and Poverty Alleviation, Manila, March 1-2, 2005

Opportunity Costs to participating communities/service provider

Value of carbon sequestered

Value of ES e.g. water yield, quality, regulated flow; control of soil erosion & sedimentation; control of flooding Value of environmental restoration

REDD

Plus

- An international policy being negotiated that pays countries that will reduce deforestation and forest degradation through forest protection and conservation, improved forest management and enhancement of carbon stocks;

Clean

Development Mechanism Afforestation and Reforestation

- Flexible mechanism under the Kyoto Protocol that allows offsetting of carbon emissions from Annex- 1 countries through afforestation and reforestation in Non-Annex 1 countries.

Voluntary Forest Carbon Projects

- Voluntary carbon offset projects wherein an entitys carbon emissions can be offset by forest carbon sequestration projects.

- An example is the Quirino Forest Carbon Project, the first forest carbon project in Asia that passed the Voluntary Carbon Standard (VCS) and a Gold Rating from the Climate Community Biodiversity Standard (CCBS)

Corporate Social Responsibility (CSR) funds

hinged on the principle of paying back to the society by engaging in philanthropic /environmental (Green) projects but recoup investments in the form of image building for consumers/stockholders. - can enhance claim of being Green by allocating funds for green project proportional to their carbon footprint.
