My Dear Friend and Kingdom Seeker: + First Things First: During the past six years in which we've been living in Kyiv, Ukraine, I have lost contact with a large number of subscribers. In addition since our return to the States last December, numerous people have requested to be added to our "Shoulder To Shoulder" and "LUM Global" mailing lists. Unfortunately, I've not done well at keeping track. So, hoping to cover the bases as much as possible, I've arbitrarily added a number of addresses just to play it safe. Doing so may have caused a duplication where some subscribers now get more than one copy, and it may also be that I've included an address of someone who didn't ask to be added. So, if that happens to be your case, please drop me an immediate note at rtolliver@centurytel.net or lifeunlimited@pobox.com, and I'll immediately remove your name. + An urgent Prayer Request: I have written often about the work we had in our previous missionary work with Muslims, and how God had done such amazing things with many coming to faith in Christ, often at great danger and cost. A few weeks ago I wrote to you about "M", the young man who leads the work with Farsi speakers. Just last night I received a letter from him in which he asked for prayer concerning one of the young men I baptized a little over two years ago. "D" had sought our church out, traveling by train throughout the night from a distant city to see if we could baptize him the following morning. It was my joy to do so, along with two other young men from the same background. Here is a part of that letter from "M". I ask you to pray for this situation. "You might remember one of the people with whom we had shared the gospel in [city] and had believed about 2 years ago. If you recall, he's the one that had ridden on an all night train from [city] in order to come to [the city where we served], and as they arrived on a Sunday morning, you baptized him in [church's] baptistery along with others (I think along with 'F', but not sure). Any how, he ended up going back to [his home country] to see his father, and he was arrested in the airport and has been put to jail. I have heard his passport was not valid as well. "Anyway, He should have had a court session this morning but as his father has informed few believers here, it's put off for tomorrow. In the court, there's a high chance that the would be judged as an apostate and therefore the government will put him to death. He might be given a chance to renounce his faith. But no one knows what will happen to him. Please pray for him. His name is 'D'." + Now To Today's Letter:

When Jo Ann and I recently returned from the mission field, we were profoundly impacted by the difference in what we experienced on the field and what we see in many churches today. Every missionary we have ever known have gone through the same thing. We've been involved is overseas missions regularly since 1995, and there was never a single return to the States when we didn't experience what career missionaries call "culture shock". It has been the same thing in our recent return from Ukraine where we spent the last six years. However, it has been more than just culture shock. It has been more than seeing the difference in lifestyle, conveniences, and governmental systems. In fact, today the U.S. seems to be more like Ukraine than Ukraine does the United States. The way things seem to be going, it may be that someday Americans will have to experience our own "Orange Revolution". Most of the people we fellowshipped with in Kyiv were focused primarily on survival and/or service. So far, what we've seen among many of the believers with whom we've connected since our recent return seem to be concentrating on sustenance and/or satisfaction. No doubt, there is a higher percentage of Ukrainians who claim to be Atheists than in America, but there is a much higher percentage of Americans who seem to be professing Christians but in reality practicing Atheists. True, not all Ukrainian Christians were deep and spiritually mature, and not many were courageous in their witness or compassionate in their serving, but we consistently saw a greater expression of genuine Christian discipleship there than we have thus far since our return. This stark contrast has been, strangely enough, a blessing rather than a discouraging wet blanket to us. One might have expected just the opposite. Instead, seeing the difference has actually clarified and reinforced part of the vision God gave us six months ago when we realized we were returning to live in the United States. In past letters I've referred to this new chapter in our lives as God perhaps using us as spiritual electric cattle prods to the Church in America. Clearly God has not called us to a life of retirement (I'll be 71 years old in March, and we just celebrated our 50th wedding anniversary last Thursday), but rather a life that in some ways returns us to a ministry focus we had in the late 1960's and 1970's ---- that of "revivalists". So, with that in mind, and after several months of hesitation, I'm launching today into a series of letters to you on the subject of "Biblical Revival". This series will not focus on the once-vibrant-but-now-worn-out concept of revival, nor do I have any interest in talking about "revival meetings" or temporary emotional "spikes" in the spiritual cardiogram of a church. Rather, I want to focus on what true Biblical revival is, why it is needed, what hinders it, what its evidences are, and what the outcome will be when true revival comes to a hungry heart or a desperate congregation. It has been our privilege to know some of the great past voices of revival . . . men like Leonard Ravenhill, W. Ian Thomas, Stephen Olford, Bertha Smith, Richard Owen Roberts, Vance Havner, Jack Taylor, Jim Hylton, Charles Culpepper, Lewis Drummond, and others. I have been radically impacted by their acquaintances, friendships, and influence. My personal library is laden with classics such as Revival, Heartcry For Revival, Continuous Revival, Calvary Road, Why Revival Tarries, Dynamics of Spiritual Life, In the Day of Thy Power, The Awakening That Must Come, The Saving Life of Christ, and scores of others. You may be like others who will simply say, "Yeah, yeah . . . we've heard all of that before. I want revival, too, but . . . ." Or you may be one curious enough to ask, "Why, Bob, do you think we need revival . . . I mean, real revival?" It might even be that your heart beats as mine does, recognizing that everything around us indicates the impending arrival of world conditions that will require the believer to so walk in the power of revival and the church to so move toward its destiny that neither can do it, and neither will survive, apart from a mighty new outpouring of the reviving power of God. It is as if the world is about to be again ushered into a new Dark Ages. Having said all of that, I do indeed recognize that God is at work in many ways and many places like never before in modern history. I know that perhaps millions of believers are experiencing more joy and more fruitfulness than anytime in decades. I know that many churches, and even some denominations, are experiencing incomprehensible results as hundreds of thousands are coming to Christ. I know that in places such as Southeast Asia, parts of Africa, nations in South America, and other locales are experiencing the manifest presence of God hovering and descending in ways comparable to the Great Awakening, the Welch Revival in the early Twentieth Century, China's Shantung Revival in the 1920's and 30's, The Hebrides Revival of the 1950's, and other such territorial moves of God. Add to that the thousands of localized expressions of revivals within churches and cities, and there is no doubt that God has not fallen asleep, and that He continues honoring the cries of desperation coming from many of His people. However, what I see in America at this time is not nearly so exhilarating. And, that begs the question as to whether or not America has had her day and God's manifest presence has moved to other places around the world . . . or as to whether or not the Church in America really wants revival . . . or maybe just the benefits of revival.

So, what I pray God will open my heart to do these next several letters is to re-dig the old wells from whence springs of living water used to flow (Gen 26:15-18). If your heart cries out for genuine revival, . . . not just a bunch of hype and sensationalism, . . . not just a bunch of emotional outbursts, . . . not just enthusiastic singing, hand clapping, and foot stomping, . . . not just a few days (or weeks) of decisions, miracles, signs, and wonders, . . . let me encourage you to begin spending some time each day thinking about and praying about revival, what it really is, and what it really requires. In order to help you in this area, I encourage you to read God's Word as it relates to revival. Particularly I'd recommend Psalm 51, Ezra 9, II Chron 7, Nehemiah 2, Habakkuk 3, Psalm 85, II Kings 18, II Chronicles 29-31, II Kings 22-23, II Chron 34-35, and Hosea 6-12. Select perhaps one reference to read through daily for a week, asking the Holy Spirit to open up its truths to your heart and quench your thirst for God's presence. I know you agree that, if we truly want revival, we want God's kind. And, if revival comes, we want it to come according to God's plan, timing, and means. This was the heart cry of the Psalmist. "My soul cleaves to the dust; Revive me according to Thy word" (Ps 119:25), and again "Turn away my eyes from looking at vanity, And revive me in Thy ways" (Ps 119:37). The prophet, Habakkuk, says, "Lord, I have heard the report about Thee and I fear. O Lord, revive Thy work in the midst of the years, In the midst of the years make it known; In wrath remember mercy" (Hab 3:2). Perhaps those verses give us a hit of what revival really is. We need to be revived to the Word of God, in the Ways of God, and through the Works of God. It doesn't take much imagination to see just how far adrift the western Church in general is from both God's Word and God's ways, adopting rather man's philosophies and understandings, and relying rather on man's ways and methods of "doing church".

THE NECESSITY OF REVIVAL: The Hebrew word for revival is "Khaw-yaw", usually translated "quicken" in the King James Version of the Bible, and meaning "to cause to live, to make alive again, to keep alive, to give life, to preserve life, to recover life, to restore life, and to make whole." It seems that it can be used to describe five fundamental conditions . . . . to restore life to something gone dead, to increase life where it has become weak, to preserve life where death tries to invade, to give life where there was never life before, and to bring healing and wholeness where life has waned. However, there is a dynamic behind it which makes it clear that none of these conditions have it within themselves to remedy the problem. There is something outside of themselves that restores, increases, preserves, and gives. It is life itself that is causative, resulting in restoration, increase, preservation, and creation of life. First and foremost, then, we must confess that revival will not and, by virtue of its own nature, cannot come from itself. In other words, revival cannot produce or increase revival. It is divine life itself that revives. So, then, if revival comes from something outside itself that results in its own reality and existence, what should that tell us? Simply put, "without Me, you can do nothing" (Jn 15:5). This description is a far cry from what we often see, both in individual believers and even in churches. Perhaps never in the history of the American church do we see such graphic signs of the Laodicean Church . . . "'I know your deeds, that you are neither cold nor hot; I would that you were cold or hot. So because you are lukewarm, and neither hot nor cold, I will spit you out of My mouth. Because you say, "I am rich, and have become wealthy, and have need of nothing," and you do not know that you are wretched and miserable and poor and blind and naked, I advise you to buy from Me gold refined by fire, that you may become rich, and white garments, that you may clothe yourself, and that the shame of your nakedness may not be revealed; and eye salve to anoint your eyes, that you may see. 'Those whom I love, I reprove and discipline; be zealous therefore, and repent. Behold, I stand at the door and knock; if anyone hears My voice and opens the door, I will come in to him, and will dine with him, and he with Me. He who overcomes, I will grant to him to sit down with Me on My throne, as I also overcame and sat down with My Father on His throne" (Rev 3:15-21). Look at the description the Lord Jesus used to describe the Laodicean Church . . . "lukewarm", . . . sickening, . . . arrogant, self sufficient, and self indulgent, . . . spiritually stark naked and bare, . . . blind, . . . It doesn't sound much like the redeemed life for which Jesus died and the victorious Church for which He gave His life. Please understand, my friend, . . . I know there are many, many exceptions, and I also know that there are many, many sincere believers and churches who genuinely want to be more than they are. But, if you look at the characteristics of the Church as described in the Bible, it is clear there is something lacking. And, that "something" is vibrant, full, and dynamic

Life . . . Life as found only in Christ, and demonstrated through lives and congregations totally submitted to Him is humility and obedience.

THE URGENCY OF REVIVAL: Not only is revival a necessity, but experiencing it is an urgent matter. Why is that the case? Consider these facts as fundamental motivators for you and me to begin praying for and seeking for a genuine visitation from a holy and righteous God upon us. + First, our own bankrupt condition demands it. Even at our best, we are never enough. Even when we are the most deeply spiritual, we are still inadequate. Every day of our lives we are in need of dead areas of our lives being brought back to life, weak areas needing to be strengthened, endangered areas needing to be preserved, or never productive "fallow ground" needing to experience life for the first time. To deny such facts is to refuse to face the truth. No matter how long we have followed Jesus, no matter how many scriptures we have memorized, no matter how many victories we have known in the past, we must, like Habakkuk, acknowledge, "Lord, I have heard Thy speech, and was afraid; revive Thy work in the midst of the years, in the midst of the years make known" (Hab 3:2). Both as individuals, as local congregations, and as the American Church, we must heed the invitation of the Lord, Himself. "I advise you to buy from Me gold refined by fire, that you may become rich, and white garments, that you may clothe yourself, and that the shame of your nakedness may not be revealed; and eye salve to anoint your eyes, that you may see. 'Those whom I love, I reprove and discipline; be zealous therefore, and repent" (Rev 3:18-19). + Second, The Great Commission cannot otherwise be fulfilled. You see, earth-shaking evangelization is predicated upon a mighty reviving movement within the hearts of those who have been given the command to take the Gospel to every nation. Put another way, . . . first, revival in the Church, then awakening in society, resulting in massive evangelization. If millions are going to yet be snatched from the fires of hell, the only possible solution is for the Church to experience the flaming tongues of revival. Let me ask you a question ---- do you think it is even remotely possible for the Gospel to be preached and for the massive harvest of souls to be gathered through a Church that is as pre-occupied with itself as the American Church in general is? Again, recognizing many exceptions, most mainline churches have no redemptive message and are losing members by the droves, many churches are closing (even conservative evangelical ones), more and more pastors are leaving the ministry, the drift from Biblical absolutes continues to increase, the belief in sin, the Devil, heaven, and hell is waning, more and more churches are wrapped up in themselves spending money on buildings, pageants, and other "things", and there are so many activities and programs going on that there is little or no time left for the one thing upon which the entire Gospel message is built . . . personal relationships. We will never, never fulfill the Great Commission through activities and programs. It will happen through releasing our people and teaching them how to build relationships and share their stories of salvation. I believe that the success we had the past three years in Ukraine is because we kept a very simple structure, operated with a singular strategy, and trained our people how to establish relationships, tell their story, and explain to another person how to be saved and how to grow in their walk with Christ. That why, in my opinion, we saw between 250 and 300 people come to Christ and ministries develop in seven languages through a tiny church that never had over 90 people in attendance on any given Sunday. The only thing that will set a church free from its systems and structures that choke the life out of it is genuine revival. + Third, the conditions and snares of the world will otherwise swallow us up. I wonder if we fully understand just how powerful and persuasive the cravings of the flesh, the temptations of the world, and the snares of the Devil really are. I think many of us live as if those things are only theoretical, or will engulf others, but never us. Statistical evidence and lifestyle patterns, however, reveal otherwise. The divorce rate among born again believers is equal to that of unbelievers. Success is touted in many parts of the church as being prosperous. Sin is not only condoned, but generally ignored. Even well known church leaders are deceived into believing they can get away with living double lives. Local churches compete for members, use all kinds of glitz and glamour to appeal on a sensual, material, worldly basis, and compromise Biblical absolutes in order to be more "appealing" to the unregenerate heart. Father/son pastoral teams end up in conflict with each other, church staff members gather their own followers and break away to start another church, and money is squandered on activities that get little or no results in what really matters . . . the salvation of the lost, creating disciplers, and spreading the Gospel around the world.

All of these things relate to the three fundamental areas the Apostle John warned of . . . "Do not love the world, nor the things in the world. If anyone loves the world, the love of the Father is not in him. For all that is in the world, the lust of the flesh and the lust of the eyes and the boastful pride of life, is not from the Father, but is from the world. And the world is passing away, and also its lusts; but the one who does the will of God abides forever" (I Jn 2:15-17). Those three simple descriptives penetrate deeply into the three things that drive us . . . the craving to do something, the craving to have something, and the craving to be somebody. If Eve failed those temptations in the Garden of Eden (Gen 3:6), the people of Babel succumbed to them (Gen 11:3-4), and Satan even had the gall to tempt Jesus in those identical areas (Lk 4:3-12), what makes us think we can be consistently victorious over them apart from a constant rejuvenating of spiritual life through revival? + Fourth, we cannot survive what is ahead. One must have his head buried in the sand to not see where America is headed. I'm afraid that too many Christians have mistakenly assumed that America is one of God's "favorites" and He will make sure we survive. That is nothing but a fantasy . . . a pipe dream. Just because historical documents show that we came into existence by God's divine hand, that we were established first and foremost as a place where religious freedom could be freely practiced and from where the Gospel could be spread to every nation, and just because we've been special friends with Israel, does not guarantee that God will withhold His judgment for our rebellion and decay. Many Christian leaders have high hopes for America. Sadly, I don't. If 9/11 wasn't God's final warning, then our current moral and economic collapse must be. All of the same symptoms found in the decline, decay, and destruction of other cultures can be seen in our present-day headlines. Since the New Deal of the 1930's, our rights and freedoms have slowly been taken away, our spiritual values have evaporated, and our prosperity and security have eroded. There is more freedom in Ukraine, for example, to share the Gospel and teach the Bible in schools than we have in our own educational system. We are moving ever closer to a totally socialized citizenry where the government provides everything, and we become enslaved to a government that is a "big brother" rather than a servant Not only is America in danger, but the same is true with the American Church. "Unto whomsoever much has been given, much is required" is more than a catchy slogan. It is a profound Biblical truth. As stewards of the Gospel and of freedom, we will be, . . . no, we are being, . . . held accountable. Little by little, we are steadily betraying our calling and abandoning our mission. If the Church does not experience genuine revival where we once again become salt, light, and stability, America itself will never survive. Judgment indeed begins at the house of the Lord, . . . and so does Revival. + Finally, the return of the Lord must be hastened. Often we don't connect revival with the return of Christ, but it is clearly and directly linked. Peter himself reminds us that our spiritual condition of holiness and obedience affects Christ's return. "Since all these things are to be destroyed in this way, what sort of people ought you to be in holy conduct and godliness, looking for and hastening the coming of the day of God, on account of which the heavens will be destroyed by burning, and the elements will melt with intense heat! But according to His promise we are looking for new heavens and a new earth, in which righteousness dwells. Therefore, beloved, since you look for these things, be diligent to be found by Him in peace, spotless and blameless. . .", (II Pet 3:11-14). Can you imagine what it might be like to discover that, if true revival took place, it would speed up Christ's return? It appears that this scripture indicates that fact. I don't know, . . . maybe that's one reason why some Christians don't want revival; they don't want the Lord to return . . . at least not yet.

FINALLY: There is absolutely no doubt that America's churches need revival, and they need it now. Everything around us is like a whirlwind blowing up the debris of politics, economics, global conflicts, confusing ideologies, and rampant sinful living. The answer is revival. I do not mean by that statement that revival will stop all of this. Based on the Bible's declaration of what it will be like in the latter days before Christ's return, it's pretty evident that revival won't bring a halt to that vicious cycle. But, revival will do two or three very important things. + First, it will present a testimony of Christ's reality to the unregenerate. Unbelievers will get a chance to see what true Christianity is all about, even though many of them will still not respond. But, at least they will have seen . . . they will have heard, . . . they will have known.

+ Second, it will empower the Church to effectively carry out the Great Commission with monumental results. I am convinced that we will see more people come to Christ in the next few short years than all the 2,000 previous years combined. I believe the greatest harvest is yet ahead, and I'm excited about that. + Finally, it will enable the Church to endure the persecution and hardships ahead. Hostility toward the message of the Gospel is increasing by the hour. I believe the day will come, even in America, when Christians will be persecuted comparable to the days of Rome. Court rulings, vindictive verbal attacks, disdain for Christianity in general, extreme hostility toward Christians, mockery of righteousness and the sanctity of life, increased restrictions on free speech and religious freedoms, . . . all of these I believe are ahead of us. Antagonism toward evangelical Christianity has been steadily increasing since the 1970's, and the worst is ahead. Only a great spiritual revival that draws God's people closer into Him will enable His followers to endure. So, . . . let's draw near to the Lord. Let's pray for revival. Let's open up to the Lord, receive burden and brokenness with full assurance that it will bring great spiritual dividends. "Sow with a view to righteousness, Reap in accordance with kindness; Break up your fallow ground, For it is time to seek the Lord Until He comes to rain righteousness on you" (Hos 10:12). May our cry be akin to the Psalmist . . . "Revive us again . . . that Thy people may rejoice in Thee!" (Psalm 85:6).
