HR Benefits Clerk HR Benefits Administrator Human Resources

Wage/Hour Status: Non-Exempt

The HR Benefits Clerk under the supervision of the Responsive Education Solutions (ResponsiveEd) HR Benefits Administrator performs a variety of complex, responsible and confidential administrative duties requiring a thorough knowledge of organizational procedures and processes. They answer employees' questions and record employee enrollment in benefits and group insurance programs. They explain, as directed by Benefits Administrator, company insurance program to employees and dependents. They answer basic questions regarding group insurance, such as medical, vision, dental, and life. They verify information on forms submitted by employees. They prepare and mail applications to insurance company. They will manage confidential information with a strict scrutiny. Qualifications: Education/Certification Requires a High School diploma or GED. Bachelors Degree from an accredited College or University preferred. Certified Employee Benefits Specialist (CEBS) preferred. Experience 1+ years of experience supporting employee benefits (Medical, Dental, and Vision). Required Knowledge, Skills, and Abilities (KSAs)

Basic knowledge of employee benefits and programs. Must have 1+ year of employee benefits related experience. Must have 1+ year of experience supporting Benefits Administrator with broker and health carriers relationships. Basic knowledge of Texas Retirement System (TRS) is preferred. Working knowledge of Microsoft Office Suite products. Strong verbal and written communication skills. Ability to manage multiple priorities effectively. Excellent attention to detail is required. Excellent follow-up, mandatory. Ability to communicate with employees and their covered family members. Ability to develop and maintain effective internal and external working relationships.

Preferred KSAs

2+ years of experience maintaining and supporting public, private, or charter school employees in the State of Texas. 2+ years of experience maintaining and supporting open enrollment and employee changes (life changing event) for 1,000 employees or more.

Responsibilities and Duties: Review with new employees the ResponsiveEds benefit plans through email and outreach phone calls. In a timely manner, assist with processing all enrollments, COBRA qualified events, terminations, changes, beneficiary updates, disability claims, accident and death claims, and other requests (if required). Prepare and assist with the distribution of the initial COBRA notice per COBRA regulations to all new hires (if required). Assist the Benefits Administrator with third party administrators and carriers to ensure the HSA and COBRA service meets our high standards. Review and document billing issues. Contact new hires to ensure they have completed enrollment by system and plan deadlines. Prepare and assist with the distribution of benefit plan materials to employees. Assist with the updating of online enrollment system for accuracy. Assist with plan audits as necessary. Assist with benefits billing. Assist with updating database with new census information weekly. Answer all basic employee questions that come into the HR department accurately and promptly. Direct all complex benefits questions to the HR Benefits Administrator or to the appropriate vendor or health carrier. Return all emails and phone calls within one business day. Perform special projects, during and after normal business hours, and other duties as assigned. Equipment Used: All equipment required to perform jobs duties and task previously described.
