WORKSHOP ON “INTEGRATED AND INTERNATIONALISED


TERRITORIAL DEVELOPMENT”
TOWARDS THE DESIGN OF AN HIGH SPECIALISED TRAINING COURSE

Background
Since 1990, the UNDP has collaborated with ILO, WHO, UNOPS and other UN agencies to develop
important experiences in human development cooperation within the framework of government and UN
efforts to accomplish development goals established in the Millennium Summit and other world summits held
in the 1990’s.
These experiences took place within national framework programmes promoting territorial, integrated and
participated development, with the support of decentralized cooperation partnerships. These initiatives took
place, or are taking place in Angola, Bosnia Herzegovina, Colombia, Costa Rica, Cuba, El Salvador,
Guatemala, Honduras, Libya, Morocco, Mozambique, Nicaragua, Dominican Republic, Tunisia, Serbia and
South Africa.
Thanks to UNDP backing, the governments of these countries have used national human development
platforms to foster co-ordinated participation from many international cooperation organisations, including the
governments of Belgium, Brazil, Canada, Britain, Italy, Spain and Sweden, the European Union and many
United Nations Agencies: UNESCO, UNIFEM, WFP, WHO, PAHO/WHO, ILO, UNICRI, UNICEF and
UNOPS.
Since 1995, UNDP has collaborated with UNOPS to boost international services to form a network of
programmes also involving institutional and technical resources from industrialized countries. In particular,
greater emphasis has been placed on promoting decentralized cooperation partnerships based on the active
role of local communities and their capacity to mobilize substantial resources and solidarity among citizens.
Through these initiatives, 14 Italian regions, two autonomous provinces, 42 provinces, 9 mountain
communities and 194 municipalities; three Spanish regional development cooperation funds, in collaboration
with one region, two provinces and 22 municipalities; two French municipalities, one Belgian region, one
Portuguese region, one Brazilian state and one municipality, have taken part in the framework programmes.
Since 2000, ILO has also taken part in these international initiatives through the ILO/Universitas Program,
and set up several training courses for local economic development officers. The courses have been
successfully established in Guatemala, Cuba, Colombia and South Africa.
Within this framework, and to help accomplish the Millennium goals by boosting territorial development
processes and networks, in 2004 the ART initiative has set up a training course in integrated
internationalised territorial development for decentralised administrative officials and officers in interested
countries.
The course aims to: help improve the capacity of officials to read, interpret and manage territorial resources
and gain specific development know-how; help find new means of sustainable environmental, economic,
social, and political-institutional development; stimulate a process of ongoing training and learning, which
could then be included in national higher education systems.
In terms of development programs, the course provides an opportunity to capitalize on the numerous specific
qualified local development experiences developed through the active collaboration of European universities,
administrative officials and technical experts engaged in decentralized cooperation. Specific topics in the
training modules are chosen in relation to the needs of a country’s national and local institutions. Also taken
into account are the training experiences and practices already developed in specific countries and
territories, so that they may be pooled into a knowledge base and placed at the disposal of all interested
parties.
The course was devised and set up by the International ART Program Secretariat (UNDP, UNESCO,
UNOPS). The course will be coordinated by CIRCLE (Centre for International Local Economic Development
Cooperation) at the Federico II University of Naples (Italy). CIRCLE will be collaborating with the

International Secretariat for Human Development and Democratic Governance (ISHDDG) of York University,
Toronto (Canada), and with an important international university network.

The approach

The course adopts an approach that reflects the practices of the human development, based on the following
principles:
• Human development understood as sustainable equal social development, based on empowerment,
acknowledgment of the vital role people play in decision making and operational processes, and
universal right of citizenship regardless of sex, race, religion or political ideas.
• Participation of all social and political-institutional territorial representations in strategic and operational
decisions, to foster local social capacity building, which is the basis of all best territorial development
practices.
• Strengthening of community cultural identity to facilitate acknowledgement of the resources available
and prevent uncritical adoption of incompatible models and technologies
• Collective learning to build and spread local knowledge, creating synergy for the accumulation of new
knowledge.

• Governance as a way of building local cooperative networks, to exchange views, establish strategic and
operational pacts, implement planned strategic initiatives and liaise with international and national
institutions and resources.
• Internationalisation of territorial development processes, to promote new relations, knowledge exchange,
culture, solidarity, trade and sustainable development based on common interest

The workshop

The specific design of the course is realised through a participatory approach together with the stakeholders
of the country where it is intended to be carried on.
At this aim a workshop is proposed in Libya, with the participation of national and local institutions and
administrations with the objective of:
1) discussing the topics of the course in Libya
2) exchanging point of views, approaches and experiences on the Strategic Planning
3) designing a route for the utilization of the tools learned for the achievement of the MDGs in the framework
of the needs, priorities, and visions of the Libyan institutions.
The workshop is articulated in 6 days, of which the first four ones are dedicated to discuss the main topics
concerning the best European experiences, and the last day will be organised through a working group for
formulating the draft proposal for the Libyan Regional Planning tools.
The following agenda is proposed for the above mentioned workshop.
