Free Trade in the Structural Manner of WTO and Regional Blocs or Communities Towards Global Free Trade for

Optimized Welfare in a Phased Manner for Jobs Everywhere (to be updated)

Today there is an uproar in the American Society, the white population is very lately discovering that the global power i.e., the United States is in fact a colony, the uproar emanated from massive undocumented Hispanics and Latinos, paradoxically they have Voter IDs who created a serious imbalance in voter base of USA turning Obama the President. State of Arizona passed a bill to deport or evict undocumented aliens. Some other states are on the same track. But Federal Government led by Obama and Clinton both are very critical as they represent the Nation as a whole which is a land of settlers and the constitution protects the settlers whether documented or not. A root sign is the dictum of U.S. Immigration law in which it is told, It is a misdemeanor to enter the US without being processed but it is not a crime to be in the USA illegally". It is a fact that the territory covered by U.S.A was colonialized by European people as settlers, Africans were brought in as slaves-i.e., captured servants as own property. Everybody knows that the European settlers killed earlier people, red Indians by mass-killing methods. Though U.S.A. was British America, however, there are still many British and Dutch colonies in North America (mostly Caribbean islands), as well as the United States' possessions of Puerto Rico and the US Virgin Islands; the French Republic has fully "integrated" most of its former colonies as fully constituent "departments" of France.( Decolonization of America) Now, not only the United States, the entire world universally has changed, there is no way but to give everybody a chance to co-exist. The solution is giving them jobs in their own country with good living today or tomorrow and maintenance of status quo in U.S.A. now so that a amiable atmosphere develops in the inevitable cross-confluence of people of different ethnic variety. Productive and practical jobs out of Investments in Mexico would diminish movement of people across the border to the United States. This can happen through realistic global interdependence. Continuously evolving multifaceted dynamics is forcing all of us to shape up our objectives as humans to live in the global village. As humans, we all have a common set of principles. Least of the Less Developed countries has got the right to graduate themselves to the upper plane of Less Developed Nations i.e., More Developing Nations who must also in turn develop into Developed Nations. In addition, the Developed Nations must face changes towards a better equilibrium. Particularly United States has got no way but to recognize all settlers, yet to be documented as citizens who are, as a matter of fact contributing to their economy with lower wages and exerting a pressure on price level to go down. According to the U.S. Constitution all humans are equal; question of documentation does not arise. They can give up living in United States provided the conditions at their countries of origin, improve which countries already ceased to be their own countries. Bangladesh is a very small country but Foreign Direct Investment is pouring in forcing

the Government of Bangladesh to turn almost the whole country into fragmented Economic Zones. It seems Shenzhen of China is relocating to Bangladesh. Bangladeshi Businessmen, who learned Garments business they are opposing Foreign Direct Investment (FDI) in Garments sector but not in all other sectors in which they are not expert yet. So Bangladesh needs duty free, quota free status in USA of all items just like European Union did. The notion of U.S. Textile Administration that Bangladesh made remarkable progress in Garments Industry is not correct because a good, growing volume of exports of Garments are going out of 100% foreign owned units( i.e., FDI), where Bangladeshi people are working. Foreign owned units are Flying Birds; they obtained Instant Entry and Instant Exit privilege from Bangladesh Government. Because if one goes, we can have another one-there are many, countless on the Queue, not only Japan/China but also India and many many other countries. They avail local Bangladesh Banking services and demand their exports are not of Bangladesh origin though they put "Made in Bangladesh" labels and enjoyed Bangladesh quotas, GSP facilities to flourish despite giving undertaking to export non-quota items only when they entered, keeping quota items reserved for local Bangladesh entrepreneurs. Eventually they handed out massive under table money to Government officers in Export Promotion Bureau (EPB) and Board of Investment (BOI.)In this way, they bought quota locally, which was unlawful job of con artists. The Government of Bangladesh lost huge tax revenue due to undocumented cash receipts by all concerned, the involved included the EPB and BOI (i.e., Government people ).And these foreign investors exported high tech, high value outdoor sporting garments such as Mountaineering Jackets, Pants, Shoes etc., so how U.S.A. is saying Bangladesh has progressed much in Garments production. Is it not a paradoxical proposition? US Leadership must act in a wise manner. Wisdom pays. Skill development of Bangladesh people in Garments making happened even under Korean management. Now we do not need anymore any Foreign Direct Investment, foreign participation in Garments Industry to continue under Contract Manufacturing, even equity partnerships but not 100% FDI in all kinds of Garments. And as an Asia-Pacific LLDC fast graduation of Bangladesh must happen into a more developing nation, which is the only nation in the world which is in fact over-populated, density of population highest in the world amongst the structurally agrarian countries and excluding the city and tiny micro states . This is a setback of Asia-Pacific region in terms of global dynamics centering USA. This can not happen without duty free, quota free access of Bangladesh exports covering everything except arms. Even in case of USA arms can also be exported because USA is a super-power, they can not abuse or misuse arms.GSP facility on Bangladesh should cover all items, even Sleeping Bags. U.S.A. alone may not withdraw the import protections into USA including preferences of Sleeping Bags, Outdoor Sporting Goods should not be withdrawn in terms of dilution of quotas, duties and preferences. For set time line, all imports also of such items should be under duty free, quota free status for Bangladesh only as LLDC, not yet graduating into a LDC, not for all the countries of the world such as developed Europeans, super developed Japan and China, in that case China will dominate. China has a mammoth trade-surplus with USA, developing the China+1 phenomenon. The mammoth trade surplus was propelled by USA-China WTO entry agreement in which China committed to provide grant to LLDC members of which Bangladesh is Number 1 due density of population. The fundamental reason for granting Latin American and African LLDCs

duty free and quota free status was to induce documented or undocumented immigrants into USA from such countries to go back to their homelands but industrial dispersion is not happening there in that way, only Bangladesh rice farming in Africa commenced. When Bangladesh Government can not bring rice even from India, this is an opportunity for Bangladesh to bring rice from Africa. Bangladeshi people are most dynamic with highest level of entrepreneurialism in the world, compared to others because the country is small enough geographic area-wise compared to its huge population. With duty free and quota free status for Bangladesh as LLDC but excluding the countries of developed nations plus more developing nations as well as the least developed nations other than Bangladesh, which least developed nations are not over-populated like Bangladesh and has got a better chance to graduate faster than Bangladesh. The items covered should be all the items including Outdoor Sporting Garments such as Mountaineering Jackets, Pants and Shoes, Sleeping Bags, if Bangladeshi people are provided the opportunity to grow they would be bound to relocate/offshore-out to Mexico, Latin America and Africa at a point in time due scarcity of land in Bangladesh. This is a job Bangladesh can do better then Americans. Bangladesh do not need foreign low wage workers to push up the businesses as because they have their own abundant low wage workers still and it will remain so in future as per findings of a Washington based Think Tank International Economics Institute. It is because factor endowment of cheap labor sustains or rather bounces back in Bangladesh. Due to more and more investments with simultaneous Government spending in Social Infrastructure such as Housing(High rise multi-storied dorms in industrial clusters ,Healthcare, literacy, nutrition, transportation) if our people can grow into high wage earning people, our entrepreneurs will be forced to look for off-shoring into Mexico, Latin America and Africa. Entrepreneurs from countries of African continent came in to Bangladesh jus to invite the Garments Factory owners to relocate to their country but to no response. Reasons are antiquated Banking ties of local entrepreneurs, over populated Foreign Direct Investment in Bangladesh etc., but Bangladesh people are farming rice in Africa, only the Bangladesh Government needs to extend hand by bringing rice from Africa grown by Bangladeshi growers using African farm labor. Because there is no more any, need of African slaves anywhere in the world. Africans can stand on their own feet; they have strong presence in USA. In addition, Bangladesh people would train them in all possible ways so that migration of undocumented Africans to USA can not happen. We can look for a day when Mexicans will benefit with good living in their home country. Bangladeshi investors will have to invest there. It is not an easy utterance; it is going to be the reality, as because too many people in a small country just can not live and move. Historical hinterlands of Bangladesh people are not accessible. The land of Bangladesh is the only overpopulated country in the world in true sense due to heavy influx of immigrants long long ago induced by worlds most deltaic nature yielding bumper crops. Ultimately, we all must realize that if people are provided with jobs at home they would not go abroad. USA has a major opportunity to strike a break-through FTA deal with Bangladesh promoting U.S. exports to Bangladesh. In that way, benefit would go to USA. In fact, trade was balanced in between Bangladesh during the decade of 80s and also part of

90s as because imports of food-grain, pesticides, fertilizers, edible oil took place from USA in bulk under U.S. Aid. Now after phasing out of U.S. Aid, USA lost the market, which was balanced against Bangladesh exports. There must be some ways to revive that in some process like FTA or FTA framework. By import of Small Nuclear Power Plants with which proliferation is not possible, Bangladesh exports can be balanced. Installation and production from such plants do not take long time. U.S. Embassy in Dhaka is lending all out support to this initiative. There is no scope of proliferation by this kind of SNPPs. Rather the Rooppur one has got some proliferation aspects as indicated in the backing out from this project by USAID in 1963.Even now these SNPPs can be financed under USAID in order for GOB to take part because there is no proliferation possibilities with SNPP. This requirement is urgent as fossil fuels are fast depleting and will never replete or even private sector contractors, sub-contractors under Supervision of American Engineering firms can participate in SNPP Projects. Nuclear Power is the reality of the day, if no proliferation can take place, why not nuclear. Japan, USA everywhere nuclear power is being used to add-on to traditional sources of energy. Even many countries are using Synthetic fuel or synfuel which is a liquid fuel obtained from coal as substitute of petroleum. Other alternatives of petroleum are yet to be explored in mass scale. Attempts to have renewable bio-fuel is only creating negative pressures on rice cropping, harvesting and availability, thereby bumping up food crisis. China, South Africa, USA are using synfuel. It does not require modification of engines. During a peaked up Bio-fuel trade no country even India, who is the major supplier of many items to Bangladesh did not agree to export rice but all of them concentrated on corn growing in their farmlands giving up rice farming. In view of such perspectives, Bangladeshi entrepreneurialism did not sit back but started taking up land in Africa started rice farming. This is a process, which helps even Africans to participate.
