INDUSTRY BACKGROUND
Taxi, along with other urban mass transport methods such as bus, angkot, and commuter train, are the backbones of Jakartas public transportation system for a long time. The chaotic management of cheaper transport methods such as bus and angkot has made several Jakartans especially the executives and mid-level professionals to neglect these methods of transport and choose a method that deliver comfort, safety, and trustworthiness to support their daily routines. Thus, taxi becomes the preferable option for them. What define the characteristic of taxi service? According to the decree of Indonesian Transportation Ministry (Keputusan Menteri No.35 / 2009, Pasal 29 (2)), the following factors describe the characteristic of taxi services: 1. Not scheduled. Unlike train, airplane or bus, taxi is flexible in term of scheduling. They are available anytime and anywhere, 24 hours a day. 2. Served with general passenger cars with the type of sedan; or station wagon and van, which have the same construction build as sedan, as technically regulated by Directorate General of Transportation 3. Tariff is based on taximeter. Therefore it shall be differentiate based on the distance and type of service provided. The tariff limits shall be regulated by the related authorities. 4. Door-to-door service. The service shall ensure its customers to be delivered to wherever they wanted to.

Currently, there are 16, 045 units of taxi operate on the street of Jakarta. The numbers of taxi operators are 44, where the major operators are: Bluebird Group, Gamya, Putra, White Horse, and Cipaganti (who just entered the scene recently in 2010). All of them along with other minor operators are competing to serve 8.5 millions citizens of Jakarta. In terms of regulating the large numbers of taxi operators, Local Government (Pemda) collaborates with the Land-Transport Industry Association (Organda) working hand-in-hand to control the taxi operations, especially in terms of operational permits and tariffs regulation. In June 2008, In June 2008, Pemda DKI Jakarta released SK Gubernur No. 51/2008, which regulates the Upper Limit (Batas Atas) of taxi tariffs that operate in Jakarta. This regulation bounds taxi operators to apply the maximum tariffs per kilometer to be not exceeding the regulated amounts. However, Pemda is not the only party who decide on the permits and tariffs regulation. In the other cities, Organda is the one who responsible to establish the regulation. The following table shows who control the regulation regarding taxi operational permits and tariffs in several big cities in Indonesia:
