Consultant (Finance)

(a) Masters Degree in Commerce or a qualified Chartered Accountant / Cost Accountant with minimum five years relevant post qualification experience (b) Retired Govt. Employees with atleast five years experience of working in the rank of Accounts Officer/ Sr. Accounts Officer (c) Hands on working knowledge of computer application, MS Office including Excel, Access etc. A Degree in Computer Science/Engineering/IT with minimum 5 years Professional experience in Information Needs Analysis, MIS Development, IT Strategic Planning, IT Applications Development, Data Base and / or IT Network Development. Graduate with atleast 5 years experience of procurement / tender work in the Government. Preference will be given to those having experience in handling Externally Aided Projects. (a) Bachelor Degree in Civil Engineering with minimum ten years experience in the implementation and management of roads/ highways projects (b) Retired Govt. Employees with atleast five years relevant experience of working in the rank of Superintending Engineer or above. (c) Hands on working knowledge of computer application, MS Office including Excel, Access etc.

Project Coordinator

(a) Bachelor/ Master Degree in Civil Engineering with minimum fifteen years experience in the implementation and management of roads/ highways projects (b) Retired Govt. Employees with atleast five years relevant experience of working in the rank of Chief Engineer. (c) Hands on working knowledge of computer application, MS Office including Excel, Access etc. Graduate with Diploma in Computers of minimum one year duration with atleast 3 years experience as Secretarial Assistant. Knowledge and experience in project work will get due weightage.

The amount of fee in the case of retired Government officials appointed as Consultants/ Project Coordinator shall be decided in such a way that the fee plus pension drawn by them shall not exceed the last pay drawn. However, they will continue to draw pension and the dearness relief on pension during the period of their engagement as Consultant / Project Coordinator. The upper age limit for appointment as Consultant/ Project Coordinator shall be 65 years. The upper age limit for appointment as Project Assistant shall be 40 years. Candidates selected will be appointed on contract basis for an initial period of one year. This term can be extended upto the project implementation period viz. 2016 depending on the performance of the candidate/ need of the project. Annexure I Terms of reference for appointment of Consultant (Finance), Consultant (MIS), Consultant (Procurement), Consultant (Technical), Project Coordinator and Project Assistants in the Ministry of Development of North Eastern Region i. Precise Statement of objectives: Engagement of Consultants/ Project Coordinator/ Project Assistants on contract basis for setting up of PMU for ADB assisted North Eastern State Roads Investment Programme (NESRIP). Tasks to be carried out by: a. Consultant (Finance) Shall be responsible for all work relating to finance/ fund flow/ budgeting/ accounting/ audit procedures to be undertaken in the project by the PMU in accordance with ADBs procedures and in liasion with Government departments. b. Consultant (MIS) Shall be responsible for development of appropriate software for the project and for development of web based systems for both physical and financial monitoring and reviewing of the project by the Ministry of Development of North Eastern Region. c. Consultant (Procurement) Shall be responsible for Procurement of manpower and equipment for the PMU, all administrative work relating to the project in the Ministry of DONER, providing logistics support to PMU and its experts and to the Ministry, maintaining day to day correspondence and official records. d. Consultant (Technical) shall be responsible for Assisting the Project Director/ Project Coordinator in all the project monitoring and co-ordination matters. Review of all the technical reports and provide comments. Monitoring the projects activities. Reviewing of alignment plan and profile for the Highway/ Road projects based on the surveys carried out by the Designer/ Consultant/Contractor. Review of detailed drawings for drainage junctions, high embankment, retaining walls, wayside amenities, road signs and markings, safety measures, km stones, protection works, arboriculture etc. e. Project Coordinator Prepare detailed implementation schedule with time bound deliverables in the Ministry of DONER and in consultation with ADB. In consultation with the finance officer, prepare detailed budget for the project preparation process and initial start-up activities. Assemble reference materials, files and documents that would be used for the preparation processes.

Prepare quarterly progress reports based on the project implementation time lines and share the same with key stakeholders. Monitor framework (RMF) of the project. Co-ordinate with the different state governments within the region for inclusion of state perspectives and state participation in the project. Monitor the submissions of regular reports from State PIUs, to ensure their quality, accuracy and timeliness, and intervention to ensure that they are error-free, including advising PIUs on the proper completion of data reports, and monitoring their performance. Monitor the accuracy and timeliness of data entry, initial processing and transfer of data and reports to PMU in Delhi. Obtain appropriate reports and information from regional procurement committees and compilation of regular procurement reports from participating entities. Organizing acitivities and functions held at regional levels. Monitor the performance of PIUs in managing and report any deficiencies. Ensure that monthly reports as required are provided to PMU. Assist in training activities for Financial Monitoring and reporting. Assist in monitoring the Environmental and Social/ Rehabilitation aspects of the project as per ADB guidelines. f. Project Assistant To assist the Project Director & Consultants in day to day activities. iii. Final output required from Consultants will include Reports on the tasks mentioned in the para ii above.
