To whom it may concern: The following questions were submitted to the State Elections Board related to its Campaign

Finance Information System Request for Proposal. Who developed and implemented the current Campaign Finance Information System? Enterprise Solution Technology Group. Who maintains the current Campaign Finance Information System? The application is hosted by the States Division of Enterprise Technology (DET). Software maintenance is performed by Enterprise Solution Technology Group. What was the amount spent on the current Campaign Finance Information System (Design, Implementation and Maintenance)? This amount would be difficult, if not impossible to determine. Who is the SEB Project Manager? The current project manager is Dr. Kenneth M. Macur, CPA. What is the anticipated value for any resulting contract? The value to the State of Wisconsin and the SEB is a system that will enhance the quality of the electoral process. The value to the contractor will be serving as an important partner in this effort. Ref. 2.1.3 Data Conversion 1. Please clarify that for the paper copies reports the only data to be converted is the cash balance and this data will be entered manually by the vendor. For those offices whose election cycle begins January 1, 2007 (e.g., Governor), only cash balance data from the January 2007 continuing reports will be captured in the new system. For offices whose election cycle begins prior to January 2007 (e.g., some State Senate), balance and transaction data that allows the SEB staff to audit the complete cycle must be captured by the system. Because there have been Spring 2007 primary and general elections, additional reports (both paper and electronic) have been received by the SEB. These reports, in their entirety must be included in the data set of the new system. The most active election was for Wisconsin State Supreme Court. The total of all campaign finance activity for the candidates for offices other than Supreme Court is less than either of the two Supreme Court candidates. The following data on the two Supreme Court candidates is as follows:

Similarly, all data from the forthcoming July 2007 continuing reports (paper and electronic) must be captured in the new system. That being said, the method by which this data will be captured into the system must be described by the vendor. While manual entry is a likely choice, the vendor may propose any method that accomplishes the goal of capturing all relevant data.
2. Excerpt from Page 17: Reports/Data to be Converted. For all registrants, the new system

should have the cash balance as of the beginning dates listed above. Subsequent to the starting date, all transaction detail will be captured (i.e., converted or otherwise entered) by the system for all registrants. The table below lists the known reports Please clarify the volume for otherwise entered reports, so that the data conversion task can be properly estimated. The SEB does not wish to prescribe a data conversion plan. The intention behind this statement is to allow a vendor to apply their expertise and industry best-practices in creating a conversion plan that is both efficient and effective. The SEB is most interested in the outcome; that is, a functional system that contains all necessary converted data. The vendor has complete liberty to develop and propose a conversion plan that uses whatever technology (e.g., programmed conversion, scanning and conversion, manual entry) that they feel would best accomplish the SEBs desired outcome. Ref. 2.1.4 Training 1. Please clarify the maximum number of SEB users that will require training (as fixes/releases are placed into production) during the warranty and the maintenance phases. 25 Ref. 3.2.1 Overview of SEB Technology Environment

1. Please specify the technical environment that SVRS is being implemented in (database,

application server, etc.). The SVRS is a client/server application. The database is designed to run on SQL Server 2000 Enterprise Edition with Service Pack 4a. The client application is installed in a Citrix environment to provide remote access to Local Election Officials and the SEB. The client application uses SQL Reporting Services 2000 to provide report output. There is a web interface for public access to the non-confidential Voter Registration information. RFP 1.6 and 1.7 Please clarify the direction regarding exceptions to the Contract terms and conditions. Section 1.6 directs the vendors to include any exceptions to the Contract terms and conditions in the proposal. Section 1.7 directs vendors to include exceptions to the contract terms and conditions with the questions due by May 15th. The intention was that if any concerns were identified prior to the May 15th deadline for submitting questions, that these concerns could be raised through the process of responding to vendor questions. Vendors should include any exceptions to the Contract terms and conditions with the proposal. 2.1.3 Can you supply the data models for the existing systems? Because of the proprietary nature of the existing State of Wisconsin Elections Board Information System (SWEBIS), data models for that system will be given to the vendor receiving the contract. For the Historical Campaign Finance Data: How many different electronic file formats exist for this data, including different layouts of CSV, Excel, txt files?

The SEB provided a sample Excel file for use by registrants, if they chose. Many use this file format. However, many do not. Therefore, there are many different file formats and many different layouts.

How many entries exist within each electronic file format?

This varies from report to report. Some reports have only a handful of entries. Others (e.g., WI Supreme Court justice) are extensive.

For each electronic format, are the Names broken apart into separate fields (First, Middle Last) or in single text fields? Same question applied to Addresses.

The name field is two text fields (last name and first name). The address is four text fields (address line 1, city, state, and zip code).

How many entries exist on paper reports?

This varies from report to report. However, because of the limits that result in a registrant needing to file electronically, these tend to be smaller reports.

Will the SEB be providing any resources for data entry? The SEB is not currently staffed to provide any resources for data entry. However, in their conversion plan, the vendor may propose that the SEB hire Limited Term Employees (LTEs). The cost of such employees must be included in the vendors cost proposal (Appendix C). No mention of any dollar cost is allowed in any section of the vendors proposal outside of their cost proposal.

Who is expected to do the data entry, the vendor or the state?

The SEB does not have any current expectations for any vendors conversion plan. As was mentioned above, the SEB is not currently staffed to provide any resources for data entry. However, in their conversion plan, the vendor may propose that the SEB hire Limited Term Employees (LTEs). The cost of such employees must be included in the vendors cost proposal (Appendix C). No mention of any dollar cost is allowed in any section of the vendors proposal outside of their cost proposal.

Appendix A Section 2.1, question 1.d Is there a definitive list of the campaign management software you see as priority for support by the system (in addition to Aristotle)? Are there defined or special formats? If so, what are they? There is no definitive list. Section 2.1, question1.f Define significant number. Is there a ballpark count of laws that need to be audited against? The intention to this question, in this format is to allow the vendor an open-ended forum to describe the functionality of their system as it relates to performing the audit function.

While Chapter 11 of Wisconsin statutes describes all of the laws, the SEB has attempted, as best as possible to capture the specific laws in the business requirements document (Appendix B). Vendors are encouraged to read Chapter 11 if they wish to gain a better understanding of the environment from which Appendix B was drafted. Section 2.1, question 6 Describe in detail your approach to interfacing with other applications (e.g., voter registration). There were no business requirements in Appendix B that defined the need or use of this interface. Please expand upon this question and the business requirements for interfacing with other applications. There is no specific requirement to interface with the SVRS. The intention of this question is to allow the vendor an opportunity to describe how their system could be used to interface with other systems (e.g., SVRS) as there could be some efficiencies to be gained if it does. For example, candidate information (name and address) is captured in the SVRS system and would be captured by the campaign finance system as well. Appendix B Section 6.1, Req # 508 This mentions tracking correspondence, does the application need to generate the correspondence also? Or is this done outside the application and just noted for historical purposes within the application? The application will generate some of this correspondence; i.e., some reports/mailings are described in the Business Requirements. Additional correspondence may be generated outside of the application (e.g., MS Word documents). Additional correspondence will be generated by the registrants and received by the SEB. The intention of this question is to make sure that the system tracks (i.e., noted for historical purposes) system-generated correspondence and these two kinds of additional correspondence. Appendix G There is a reference to form EB-40 (Nonresident PAC Registration). This is not referenced in Appendix B (Business Requirements). Should this form be considered in modifications? EB-40 data is not processed through the SWEBIS system. There are no business requirements for nonresident PACs in the new system.
