915. BOOSTER ORGANIZATIONS 1. Purpose The Board recognizes the value of volunteer booster groups that support and enhance our school athletic programs. The Board also recognizes that booster organizations organized to serve special interests of one program sometimes lose perspective regarding the totality of programs and needs. Therefore, the Board insists that booster organizations cooperate with and support the school(s) it serves and not interfere with school administration or seek to control school policies. 2. Authority The Board agrees that approved booster organizations may provide the following services: 1. Provide support to enhancefunding for extracurricular programs within the schools. 2. Arrange various activities to provide positive interaction among staff, parents and students. 3. Develop fundraising activities in order to provide year-end banquets or purchase special recognition items like jackets, t-shirts, trophies or defer the cost of camps. 4. Establish monetary accounts that are separate from school district funds. 3. Delegation of Responsibility In order to maximize the effectiveness of booster club operations and minimize potential conflicts, formal lines of communication between the School Board and booster organization are critical. The following has been approved as the communication chain between the School Board and any school-related activity booster club. Communication will proceed back and forth along the following pathway: Board Superintendent Principal Athletic Director Administrator in Charge of Athletics Head Coach Booster Club President/Advisor

4. Guidelines

Most decisions will be made at the booster level. It is the head coach/advisors responsibility to inform the booster organization of any occasion when booster activity may be in conflict with district practices governing extracurricular activities. If concern exists regarding whether a proposed practice is in compliance, the head coach/advisor will bring the concern to the Athletic Director administrator in charge of athletics. All booster organizations must comply with the following regulations: 1. All booster club meetings will be open to the public. 2. The Athletic Director administrator in charge of athletics will approve all fundraising activities that involve students. 3. Booster clubs do not have the authority to direct the duties of a school district employee. 4. Monies that are generated from the use of students to raise funds must be used for programs that directly benefit students. Monies may not be used for equipment purchases. 5. Booster organizations may not use the school district federal identification number. 6. Booster organizations must comply with all state and federal regulations regarding accounting practices and fundraising.

7. Use of facilities by booster organizations must comply with School Board Policy 707 (facility use policy). To be submitted by September 1 annually: 1. A copy of by-laws on file with the Athletic Director administrator in charge of athletics and a revised copy anytime changes are made. 2. An annual budget of planned revenues/expenditures to the Athletic Director administrator in charge of athletics for approval. 3. A statement from an appointed committee or individual indicating that the books and finances have been audited for the previous year. 4. A list of the organization officers and contact information for the current year.
