1.0 Preliminary Study


1.1 Introduction
The housing sector in Malaysia currently is booming and growing. The increase in this sector take place because of the demand and supply to meet the needs of the individuals or society. In conjunction with the various types of housing schemes offered to the public to meet their demands. Between the concept of residential accommodation provided is the concept of guarded neighborhood 'in which they are said to meet the tastes of people who want a home that meets the privacy, comfort and, the especially the safety aspect. This housing concept was initially introduced and applied in foreign countries such as South Africa, the United States, Portugal and Spain. However, at present the concept of Neighbourhood guarded housing is also applied in our country, for example in Kajang Country Heights, Sierramas and more residential areas, especially in major cities. Guarded housing scheme is a community area with services provided either by the provision of security guard or physical barriers. This scheme was carried out to reduce crime and provide 'privacy' to the people in these residential areas. Guarded housing scheme known as "guarded neighborhood 'can reduce crime rate in the residential area. This indirectly provides more convenience to residents in residential areas and aspects of security can be improved.

1.2 Problem Statement

Referring to the housing area in Section 5 Kota Damansara, there are several problems associated with the implementation of housing scheme 'guarded neighborhood' in the area. Among the problems that exist are as follow:1.2.1 Barriers against Major Public Facilities in the Study Area. There are primary schools in the area of this neighborhood guarded housing estate. Guidelines strictly state that there cant be no restrictions on areas that have access to the public. 1.2.2 Guarded Neighborhood Housing Scheme Interfere the Accessibility of the Residents. Development schemes guarded Neighbourhood in the area, this Secretariat have been disturbing the accessibility of the housing estate residents. This is because of road blocks have been done on the way out and into the area. Typically these guarded neighborhood scheme will do the restrictions on access to prevent outsiders entering residential areas to enhance the safety features. 1.2.3 Traffic Congestion in Study Area. Traffic congestion occurs due to the guarded housing scheme was to prevent the smoothness of the traffic in the study area. This is because each vehicle that about to enter and exit from the housing area will be stopped by guards, this has indirectly resulted in traffic congestion in the study area. This problem is particularly happens morning and evening, especially during pick hours. Besides that, congestion also occurs when some parents were about to send and fetch their children who attended the nearby school which located within the study area.

1.2.4 Charges Burden the Residents Theres people lived in the study area do not pay maintenance fees for the guarded housing scheme. Therefore, not everybody of the residents participate in improving the schemes. This resulted in the concept of

1.3 Research Goals


Review the implementation of the concept of "guarded neighborhood" in the housing schemes in accordance with legal provisions into a residential development of safer and more comfortable.

1.4 Objectives of Study


To achieve the study mentioned above, there are several objectives were formulated as follows: i. Identify all issues and problems arising from the implementation of housing scheme 'guarded neighborhood. ii. To review the provisions of existing laws and government policies related to development planning and implementation of 'guarded neighborhood' iii. Review the current physical condition within the study area related to the implementation of housing scheme 'guarded neighborhood. iv. The perception of people in the study area of the development of 'guarded neighborhood.
