1.1 Scope
This workbook specifies the responsibility and procedures for the engineers in network planning & optimization department, mobile division, ZTE, during network survey. This workbook adapts to home and abroad radio network survey projects for network planning & optimization department.

Person in charge: project manager Input: e-map, contract, project information Output: survey schedule Work content:
(1) After receiving the notification of signing Contract, you shall consult Contract and Technical Protocols to identify Contract configuration and technical requirements. (2) Learn project terms and schedule; then contact local office and users. (3) Learn customer base resource, refer to contract requirements, predict survey term, negotiate survey date with customer, compile project survey schedule and task order, and confirmed by company leaders. (4) Survey by contract interface, be familiar with hardware configuration in the contract, do planning and survey. (5) Prepare tools required (multimeter, tapeline, GPS, a box and needle, telescope, camera, etc.), carry relevant Project Survey Report to working area.
(1) With customers, we do site survey for the project according to the project in Project Survey Report, and do detailed records based on demands. (2) Collect necessary network planning data, such as antenna direction angle, altitude, possible interference sources. (3) Sampling on the propagation models in different directions for the site. (4) Contact method of property management department, keys storage.
(5) In special case, remark it at remarks (for later negotiation and installation). (6) Confirm site survey result by signature.
(1) After survey, settle results, draw up project interface division diagram, fill in Project Survey Report. (2) If site conditions dont match with actual application, you shall communicate with users and negotiate it, to get a common recognition after collecting comments, during which important matters shall be listed in individual matter memorandum. (3) If the equipment provided by user is not consistent with that required under normal operation, you shall recommend user do project modification as soon as possible, to improve operation environment for equipment.
(1) Check whether site quantity and scale are consistent with that in contract. (2) Check whether survey information is complete. (3) Check whether there is the site inconsistent with installation condition.

2.1 Scope
This guide clarifies the steps required to finish pre-planning job based on customer demands, and work content & relevant departments and persons in charge in different phases after pre-planning task is delivered. It specially defines input & output documents in different phases from preparation to completion of pre-planning task. This guide provides direction for network planning & optimization staff during network pre-planning. This guide adapts to test network and commercial network planning job. Project manager can adjust planning flow and steps based on actual project condition, to improve the flexibility to apply specification.

(1) For pre-planning project, sales manager or business manager from marketing department will proposes planning demands for market planning department and

network planning & optimization department in mobile division based on network pre-planning protocol or signed contract. Market planning departments in different divisions determine whether to respond this demand based on whole strategy in division and company. (2) Test network is pre-planned as market planning behavior, so demands from planning department can be considered as input condition to start pre-planning project, and market planning engineer shall provide explanations to clarify the requirements for radio network planning from customer. (3) Pre-planning demands focus on network planning requirement and target for customer. (4) Network planning & optimization department manager appoints planning project manager based on project demands, who will report project schedule for his/her department and coordinated departments.
(1) Based on the requirement provided by the operators, confirm planned coverage zone, complete level division of coverage area, and plan the coverage target that can be reached in coverage area and its corresponding user (number) density distribution; (2) Planning engineer shall analyze customer planning demands proposed by customer. The importance is to learn terrain and physiognomy in planning area, research traffic distribution, and propose planning policy to meet customer coverage, capacity, QoS requirements.

(3) Analysis result of planning demand is a part of XX Service Area Pre-planning Report. It is mainly to propose planning indices to meet requirement of network performance for customers based on customer demands and provided information, such as single user traffic model / general traffic quantity etc.
(1) Based on the coverage requirements for planning area by customer, after service quality is met and estimation meets requirements, you shall specify base station quantity required in specified planning area. (2) Based on the capacity requirement in planning area from customer, after service quality is met, estimate the quantity of base station that meets capacity demands in specified planning area. (3) Finally, in consideration of two factors as coverage and capacity, give out the quantity of base station required in planning area.

(1) After project manager identifies the appointments between customer and our company based on the engineering interface negotiated with customer, he compiles survey jobs, confirm team composition and responsibility division. (2) Meanwhile, based on network scale estimation result and survey period requirement, determine schedule, personnel, and site principal. (3) Survey engineer receives corresponding survey data, identify survey task requirement, and finish collection of survey data based on PM schedule and company workflow. (4) Survey engineer prepares required survey tools and instruments (compass, laser distance measurement equipment or tapeline, GPS, camera), carry relevant drive test equipment to reach user site. (5) Remarks: for pre-planning project, if operators dont appoint person to do property rent negotiation, it is useless radio survey engineer does site survey, so we recommend project survey is not required for pre-planning demand.
Work content:
(1) Confirm planning zone by result of demand analysis in planning zone; (2) Confirm business model for single user; (3) Confirm user quantity and distribution; (4) Confirm BS quantity deployed based on estimation result of network scale in planning zone; (5) Based on network topology result in planning zone, confirm BS layout; (6) Based on operation steps, finish emulation and edit emulation report. (7) Remark: 3D e-map is required to finish pre-planning emulation. If external condition cant be met or BS quantity is few, pre-planning emulation is not required.
(1) For pre-planning engineer, he can compile Radio Network Planning Report in XXX Service Region based on demand data and emulation result provided by customer. (2) For commercial network planning, after site survey, survey data arrangement, initial screening and emulation, reach agreement with customer and compile Network Planning Report according to relevant requirement in the Contract. (3) In Planning Report, get common recognition on interested issues with customer, discuss specific solution with customer, and describe the reason to design network. (4) Internal object in the Pre-planning Proposal is marketing and production line.

3.1 Scope
This guide specifies work principle, workflow, equipment, and method for radio propagation model test and correction. This guide adapts to radio network planning optimization (GSM, PHS, WCDMA, TD-SCDMA systems), which is the implementation process of radio propagation model test and correction.

(1) Summarize propagation model correction efforts, including different corrected propagation models, experience, and issue summary, and output detailed summary report; (2) Review and archive the data corrected by propagation model; (3) Communicate with customer on propagation model correction efforts and possible training, to get recognition from customer.
