magazine to store the explosives (Ammonium Nitrate ) – 10 Tonnes for 3 months storage

17 Inspection Officer’s Remarks:


M/s Panyan Cements & Mineral Industries Ltd (PCMIL) is operating Kandikayapally Lime
Stone Mine. It has three Mining leases comprising a total of 1425.90 hectares (3523.17
Acres) in Panyam Mandal, Nandyal (TQ), Kurnool Dist. The mine lease area partly falls
in Panyam Reserve Forest, Alamuru unassessed waste revenue area and Revenue land
covered in three mining leases. It was informed that due to administrative reasons, the
industry has surrendered parts of the leased area falling in the reserved forest while
applying for renewal of Mining lease. Consequence of these, at present the mine lease
area of PCMIL is reduced to 464.8 hectares. The details are as follows.

The mining operations started in the year 1958. it is a mechanized mine. The lime stone
deposits in the hillocks 1,2 and 3 has been completely mined out. At present the Mining is
going on in Hillocks 4 and 5. All the mine lease areas dates were expired and informed that
they are under the process of renewal of mine lease.
Mine Operation: At present the lime stone deposits in the Hillocks 4 and 5 is being
exploited by open cast mining method to feed the cement plant. The mine is operated in
three shifts. The lime stone is being mined in two benches upto 9 – 10 mtrs. height with a
working width of 30mtrs. To mine required quantity of lime stone and to remove
overburden deep hole blasting is being done once or maximum twice a week as per
requirement. For blasting various types of explosives are used namely Nitroglycerin
based explosive, slurry explosives and delay detonators and fuel oils mixed Ammonium
Nitrate.
Air pollution control measures :
Dust particles, which are normally generated during mining operations, become air borne,
thus leading to increase in SPM level in the ambient air. Another source of dust generation
is the transport of the material by trucks. In the existing mining activities adequate control
measures are being adopted.
• Water sprinkling on all haulage roads to control dust during transportation of lime stone
/ over burden.
• Over loading of dumpers with lime stone avoided to prevent spillage during
transportation.
• Provided permanent provision for sprinkling of water at primary and tertiary crusher
transfer points
• Wet drilling system is adopted to ensure dust free drilling operation.
Dust respirators are provided to all the persons working in the mining and crusher area to
reduce the danger of explosure to dust for long duration.
The industry had dumped the waste rock in the mined-out areas of 2nd, 3rd and 4th hillocks
by back filling method by which ecological balance is restored.
The issue of CFO Order of the Board may be considered by stipulating necessary
conditions.

1 Compliance with reference to EIA : This is an oldest cement plant of over four
notification dt: 1994 and its amendments decades which was started the mining
activity in the year 1958. It was informed
that they are not under the purview of EIA
notification 1994. The industry has
proposed for expansion of lime stone
production for which they have submitted
an acknowledgement from MoE&F which
was filed for TORs.

report for mining activity is under process
and it will be submitted as soon as it
completed.

II Complaint / Legal action taken against No complaints received in this office during 2007-08
the industry.
III. Mitigation Measures (Where significant adverse effects are identified, description of the measures
to be taken to avoid, reduce or remedy those effects).
1. The industry had applied separately for mining activity on 30-11-2004 and the verification
submitted to the Board office on 13-12-2004. The Board sought clarification from industry on
21-03-2005. The industry had submitted the reply on 25-04-2005. Then, the Board has
requested the industry on 30-05-2005 to give technical presentation before the CFO
committee on 09-06-2005. Then, the industry in its letter dated: 08-06-2005 has requested the
Board to give 3 to 4 months time for giving a technical presentation. Again the industry has
applied for CFO of the Board on 18-07-2006 and verification report was submitted to Board
Office on 20-07-2006. Till date CFO orders were not issued to the unit. The unit is doing
mining activity without obtaining CFO of the Board and Environment Clearance. During
inspection, the representative of the industry informed that they have submitted application for
Environment Clearance for lime stone production from 0.6 to 3.0 MTPA and clinker production
from 0.45 to 2.0 MTPA (cement production from 0.5 to 2.25 MTPA). The copy of the
acknowledgement issued by the MoE&F on the covering letter is herewith enclosed.
2. The major source of pollution from the activity is blasting, transportation and crushing. The
industry is sprinkling water on the haulage roads using water tanker and has provided
enclosure to the crushers.
3. The industry has to do improve frequency of water sprinkling on the haulage roads and shall
develop the green belt in the mining area and along the haulage roads so as to suppress the
dust. Air pollution control equipment has to be provided to the primary and secondary
crushers.
4. The industry had not submitted application under Hazardous Waste Rules. The industry was
directed to submit the same.
23 Recommendation (Specific comment whether to issue consent or not). : The issue of CFO
to the mining unit may be considered upto 31-03-2009 on obtaining IBM approval for the total
mine lease area and Environment Clearance from MoE&F, GOI, New Delhi. duly stipulating
necessary conditions
