1 Executive Summary

1.1 Title of the project

Citizens Health Record

1.2 Project objectives

The objective of our project “Citizens Health Record” is to


tackle this serious problem. Citizens Health Record (CHR) is a
patient's medical record in an electronic format, accessible on the
network for the primary purpose of providing health care and health-
related services. Information in a CHR includes documents relating to
physical and mental health and condition of a patient from birth to
death, medical test reports or multimedia images, and financial and
demographic information, thereby helping a general practitioner to
view patients full details and also help doctor’s giving emergency
treatment to quickly determine allergies and previous histories of
diseases. The CHR also guarantees security as well as authenticity
of the data.

2 Introduction and Roadmap

2.1 Introduction

Health is one of the key factors of success. Without


proper health a human being can’t be fully happy and satisfied. For a
person to stay health he has to have healthy foods, have regular
check ups and have proper medications, which can be ensured
through a proper medical record. These days it will be very difficult to
keep the paper records, which are scattered. If you try to keep all the
records yourself, can you be sure you will always have your records
with you in an emergency? But these problems can be solved if it is
properly electronically recorded and web based. If such a system is
implemented, the concern doctor or we can access our records
relating to health wherever we are and at any time.

In developed countries like US, a proper well recorded and


documented data base that consist of all records of the patient from
birth to death. With the help of these records the doctor can access
the patient record from birth.

In India, we do not have proper system that work with proper


interoperability. That is, in some hospitals it may be in paper and
where as in some other hospital it will be electronically recorded. But
there is no system that ensures that a patient can access these
records at the same time in same format.

Citizens health record allows us to solve all these problems without


putting much effort.

2.2 Section roadmap

This section describes the road map to the rest of the


document. Section 3 deals with the problem specification and solution
outline that we have proposed. Section 4 describes the technologies
used to solve the problem. Section 5 specifies the deliverables of the

project. Section 6 computes the work estimate needed to complete
the project. Section 7 handles the references that helped us in
preparing this project proposal.

3 Problem specification and Solution outline

3.1 Problem specification

It deals with the following problems

3.1.1 Absence of Electronic Health Record.

In our country, where the medical records are hard


copied, there is no proper system that provides electronic health
record. Due to the absence of such a system, it will be very difficult
for the current doctor to access his patient’s previous medications
and related health problems.

3.1.2 Non availability of central repository

Since there is no central repository, the present health


record system is a scattered one. Therefore, all the relevant data
cannot be easily searched.

3.1.3 Lack of interoperability

Retrieval of patient’s medical information is not possible


when needed due to lack of interoperability among hospitals and
across nations.

3.1.4 Lack of authenticity

The record can only be used by trained doctors and not


by other health care professionals who are involved in health care like
pharmacist, nurses, laboratory technicians, and village level workers.

3.2 Solution outline

In order to address the above problems one need to


develop a comprehensive citizen health record which can gather all
health related events from birth to death and can be used by multiple
users playing different roles in health care system.

The characteristics of Citizen health record are as follows

1. Comprehensive electronic health record that records all the


health related events.
2. Capacity to store all the data from birth to death of one
individual.
3. Geographic information about access of health care.
4. Authenticated access to citizen health record.
5. Based on HL-7 Standard.
6. Multiple users exists each having different data entry capability.

4 Software specifications

4.1 Eclipse v3.2

It is open source software focused on providing vendor


– neutral open development platform and application frameworks for
building software. Eclipse based tools give developers freedom of
choice in a multi-language, multi-platform, multi-vendor environment.
Eclipse provides a plug-in based framework that makes it easier to
create, integrate and utilize software tools, saving time and money.

4.2 MYSQL v5.0

It is the world’s most popular open source database that


is known for its consistent fast performance, high reliability and ease
of use.

4.3 Tortoise SVN v1.4.0

TortoiseSVN is a really easy to use Revision control /


version control source control software for Windows. Since it's not
integrated for a specific IDE you can use it with whatever
development tools you like. Its features are easy to use, and it
supports all subversion protocols.

4.3 Apache Tomcat v5.5.17

Apache Tomcat is the Servlet container that is used in the


official Reference Implementation for the Java Servlet and Java
Server Pages technologies. The Java Servlet and Java Server Pages
specifications are developed by Sun under the Java Community
Process. Apache Tomcat is developed in an open and participatory
environment and released under the Apache Software License.

5 Deliverables

It is difficult to spell out quantitative outputs at this stage


but there will certainly be substantial qualitative improvements in
maintaining the present health records.

• Improved understanding of health problems.


• Software requirement specification will be provided at later
stages.
• The final project will be delivered along with a source code,
documentation (user manual, system implementation).

6 Project Estimation

6.1 Work Estimation

We four have planned to do the project in the following


manner. We have just two months to complete this work. Each of the
project members will devote two hours daily in weekdays and four
hours in weekends.

Weekdays: Time devoted = 4(members) * 2 Hrs = 8 Hrs
Weekends: Time devoted = 4(members) * 4 Hrs = 16 Hrs

8*5(days in week)*8 (weeks in two months) +


8*2(days in week)*8 (weeks in two months) = 576 Hrs

Number of person hour per day = 576/ 24 = 24 days
