A media committee will consist of the system media contact person, principals, instructional lead teachers, teaching representative from each grade level, one student and at least one communitity representative. They will assist in making recommendations for the media program at school level and provide input to the system media committee. Media Center will have a flexible scheduled media center where teachers and students can access Collaborative planning that includes joint determination by media specialist and teachers to ensure use of media center resources and services that support on-going classroom instruction.

Selection is mentioned under the Jefferson County IFBD code but basically says the media committee will be responsible for the selection of materials. This does not go into any procedures. In the Jefferson County Media Center handbook, there is a detailed description of the selection and evaluation of media. Maybe this needs to be made into a separate board policy using the procedures in the handbook. Reconsideration of Material

It is the policy of Jefferson County to require the materials selected for our schools to be chosen for values of interest and enlightenment of all students in the community. Every effort will be made to provide materials that present all points of view concerning problems and issues of our time and censorship of books shall be challenged in order to maintain the school's responsibility to provide information and enlightenment. The policy also includes how the board will deal with censorship of books and other materials.

Along with the board policy, the Jefferson County media specialist have a county goals and objectives handbook where a detailed selection procedure is written on Reconsideration of Material. It is an orderly and fair procedure for handling complaints. The board policy probably needs to be updated since it has not been since 2002 to include more specific procedures. There is also a form attached for Request for Reconsideration of Instructional Media on Tift County's policy section.

No specific board policy for deselection of materials found. A procedure was found in the Jefferson County media center handbook based on Karen R. Lowe's - Resource Alignment: Providing Curriculum Support in the School Library Media Center. A de-selection policy would be helpful to guide the media specialist in "weeding" out material. An example of a weeding policy that gives specific guidelines for deselecting material can be found at http://eboard.eboardsolutions.com /rockdale in the IFA-R code section. This is a county wide policy for school/system property. A policy needs to be written that focuses on media center material. An example of a more specific policy dealing with student fees, fines and charges that relates directly to library resources can be found at http://ed.denver.k12.co.us:8080/p olicy/ in the JQ Code section.

The only section that may apply to the media center in this policy states that students may be charged for replacement, repair costs due to loss or abuse of school system property.

Use of Electronic Media - Internet Use

All Internet connections provided to the staff and students are the property of the Board of Education and are to be used solely for the purpose of supporting the educational mission of the school system and conducting the business of the school system. Both students and employees are expected to follow legal, ethical and school rules regarding use of the Internet. Teachers will employ the same supervision and care in determining appropriate use of the Internet as is used with other instructional materials. It is up to the parents of the students whether or not to apply for access priviileges for their children.

Access to the school's Internet is provided for educational purposes and research consistent with the school system's educational mission and goals. Appropriate use should always be legal and ethical. Parents and students are required to sign a parent/student Internet Access Agreement form. Employees are also required to sign the Employee Internet Access agreement form. Inappropriate use may result in the cancellation of the Internet privileges. Listed on the policy are examples of unacceptable uses.

It is the policy of the Jefferson County School System to: (a) prevent user access over its computer network to, or transmission of, inappropriate material via Internet, electronic mail, or other forms of direct electronic communications; (b) prevent unauthorized access and other unlawful outline activity; (c) prevent unauthorized online disclosure, use, or dissemination of personal identification information of minors; (4) comply with the Children's Internet Protection Act. Technology protection measures shall be use to block or filter Internet, or other forms of electronic communications. Steps shall be taken to promote the safety and security of users of the Jefferson County School System online computer network when using electronic mail, chat rooms, instant messaging, and other forms of direct electronic communications. It is the responsibility of all members of the county staff to supervise and monitor usage of the online computer network and access to the Internet.

The only section in the board policy that applies somewhat to an email policy is related to network etiquette. The user is expected to abide by the generally accepted rules of network etiquette. Included in these rules are to be polite, don't reveal personal information of students, recognize that email is not private, don't disrupt the network for other users, and consider all communications and information accessible via the network to be private property.

No board policy is in place in Jefferson County. The Jefferson County media center goals and objective handbook has a detailed copyright adherence process that states that there should be a systemlevel staff member that informs other staff members of copyright laws that cover all copyright issues including copies, video usage and videotaping. This is such an important topic as far as legal issues that it seems that their would be a board policy on this issue. No board policy on gifts was found as a board policy. There is a procedure in the Jefferson County Media Center Goals and Objective Handbook on how gifts, from individuals and from commercial organizations, are handled. It seems that it could be more detailed and explain what suitable regulations and safeguards would include.
